Abstract

Maximizing the handling of public complaints to the House, whether received by mail or through media online or “SMS Aspiration” has shown significant results. However, this condition is not comparable with the ability of the of the House to follow up the complaints which is still less than expected. Thus the maximizing the follow up of the public complaints letters is an urgent matter in the parliament, which can be conducted by the complementary bodies of the house to form a special committee or working team to deal with all complaints come from public.

Abstract

Gastrodiplomacy is cultural diplomacy that used food as a vehicle to increase brand awareness of the nation. It is an instrument for creating cross-cultural awareness in the hope to improving interaction and international cooperation. This paper demonstrates Indonesia culinary potential that can be employed as an instrument to strengthen Indonesia. The paper based on field research in Yogyakarta, Solo and Semarang argues that Indonesian gastro diplomacy has fully developed.

Abstract

Riots in Ambon often recurred within short intervals since the last 2001 protracted horizontal conflict. Many attempted to partially analyze these phenomena by focusing only the trigger of the riots such as individual crimes and bad police behavior, ignoring to discuss the cause of the conflicts from their roots, namely the demographic factors, such as population growth and its density and interactions. Early data collection of this research was conducted in Jakarta and local libraries and central statistic bureau. Its analysis uses a qualitative method, and its research report was made based on an analytical-descriptive direction. This research reveals that the current structure of Ambonese population, segregation, and development malfunction create a sufficient condition for re-emergence of new social conflict in the city. The cause of these are the absence of the city government’s interventions with its policies in controlling and restructuring the population growth and eliminating both the long-existed segregation and the development malfunction. Applying a combination of security studies and urban sociology approaches becomes relevance, and also, fruitful in this research.

Abstract

The Indonesian government ratified the revision of the Terrorism Criminal Act which one of the articles regulates the involvement of TNI through the military assistance task in counter terrorism. Furthermore, the regulation regarding the technical involvement of TNI through military assistance will be regulated in a Presidential Regulation, which will be issued a maximum of one year after the ratification of the revised Law on Terrorism. The involvement of the TNI in counter terrorism has triggered public concerns about the possibility of a shift in the mechanism to handle terrorism in Indonesia from criminal justice models that promote law enforcement, to war models that promote the mobilization of military capacity. Even though in practice, the involvement of the TNI was made possible through Military Operations Other Than War. However, Indonesia does not have technical arrangements regarding the mechanism of military assistance. This paper discusses the scheme of involving TNI in counter terrorism within the framework of Military Operation Other Than War with criminal justice model approach, including important points that need to be regulated in the Presidential Regulation concerning military assistance in counter terrorism. AbstrakPemerintah Indonesia mengesahkan revisi Undang-Undang Tindak Pidana Terorisme yang salah satu pasalnya mengatur mengenai pelibatan TNI melalui tugas perbantuan dalam penanganan terorisme. Lebih jauh, pengaturan mengenai teknis pelibatan TNI melalui tugas perbantuan akan diatur dalam Peraturan Presiden (Perpres) yang akan diterbitkan maksimal satu tahun setelah pengesahan revisi Undang-Undang Tindak Pidana Terorisme. Pelibatan TNI dalam penanganan terorisme telah memicu kekhawatiran publik akan kemungkinan terjadinya pergeseran mekanisme penanganan terorisme di Indonesia dari criminal justice model yang mengedepankan penegakan hukum, ke war model yang mengedepankan pengerahan kapasitas militer. Walaupun pada prakteknya, pelibatan TNI dimungkinkan melalui Operasi Militer Selain Perang. Namun, Indonesia belum memiliki pengaturan teknis mengenai mekanisme tugas perbantuan militer. Tulisan ini membahas mengenai skema pelibatan TNI dalam penanganan terorisme dalam kerangka OMSP dengan pendekatan criminal justice model, termasuk hal-hal apa saja yang penting untuk diatur dalam Perpres mengenai perbantuan TNI dalam penanganan terorisme.

This paper discusses the ways of how cyber-security in the country has been handling, how its prospect, and new challenges coming from its development today.

Abstract

Current world economy is entering a new phase of crisis after it has begun in Europe. Nevertheless, this time the crisis is not as bad as the Asian crisis emerged in late 1990s. It is argued here that the crisis is an impact of unstopped waves of globalization and liberalism across the world in the last century. It is then questioned by the writer how is the role of state as a regulating power in controlling that phenomenon. Aside from the reality that globalization cannot be stopped, the writer says that there is a need to safeguard and revive the notion of nationalism in order to limit the impact. The writer draws attention to learn from of countries’ experience such as India, China, Korea, and Taiwan in coping with the issues of globalization, liberalism, and its impact. Indonesia can take good lessons from those countries without totally following their paths due to the reason hat every country has their own background or history, meaning that the crisis solution is not always the same.

Abstract

Food Security is strategic for ASEAN countries, but the achievement is far from expectation from year to year. Poverty, access to food and nutrition is concerning. This paper focuses on the perspective of policymaking and inter-governmental cooperation on food security, which is argued as obsolete. A policy-making model where governments direct their attention to producers through subsidies, import, import quota, and joint-effort to collect grains for difficult times is actually prolonging mismatch of policy approach for producers and consumers, obstructing agribusiness development, increasing the risk for food price inflation also enforcing farmers and fishermen to leave their jobs. A model of food policy is recommended where food policy would be based on employment protection, provision of instrument for cooperation between communities and capacity development program for agribusiness. Farmers, fishermen and agribusiness are subjects and need to be equipped with innovation and infrastructure to compete well in this sector.

Abstract

This paper aims to look at some roots of Ambon recent conflict and its solution. It discusses the background of the communal conflict which emerged in September 2011. It also discusses the role of security in resolving and preventing the re-emergence of new conflict in the future. This analysis uses a qualitative approach and presents explanations descriptive.

Abstract

Indonesia's response to the problem of foreign terrorist fighters has changed from time to time. From the New Order era until the beginning of the reform period, tolerant attitude was applied. However, in the reform era, Indonesia's response changed from a humanitarian-based to prudence-based attitude. This article applies the theoretical mapping of counter-terrorism by David Crelinsten and explains that this change is not only due to perceptions of the potential threat of combatants returning to their homeland, but also the readiness of social reintegration and de-radicalization programs, adherence to international regimes, and domestic political processes. In addition to getting data on the dynamics and number of Indonesian combatants from mass media and journal articles, this article also processes data derived from proceedings of the revision of the anti-terrorism law passed in 2018. Indonesia's attitude towards the current problem of transnational terrorist- combatants is high selectivity, not total rejection or revocation of citizenship. Successful social reintegration for former combatants -- domestic and transnational -- remains a challenge to be addressed ahead.AbstrakRespons Indonesia terhadap problematika teroris-kombatan transnasional mengalami perubahan dari masa ke masa. Di era orde baru hingga awal masa reformasi, sikap toleran diterapkan. Sementara itu, di era reformasi respons Indonesia berubah dari sikap humaniter menjadi kehati-hatian. Artikel ini menerapkan pemetaan teoretik kontra-terorisme dari David Crelinsten dan menjelaskan bahwa perubahan ini tak hanya diakibatkan persepsi terhadap potensi ancaman kombatan yang kembali ke tanah air, tapi juga kesiapan program reintegrasi sosial dan deradikalisasi, kepatuhan kepada rezim internasional, dan proses politik domestik. Selain mendapatkan data tentang dinamika dan jumlah kombatan Indonesia dari media massa dan artikel-artikel jurnal, artikel ini juga mengolah data yang berasal dari prosiding revisi undang-undang anti-terorisme yang disahkan tahun 2018. Sikap Indonesia terhadap problematika teroris-kombatan transnasional saat ini adalah selektivitas tinggi, bukan penolakan total atau pencabutan kewarganegaraan. Kurangnya kemampuan untuk melakukan reintegrasi sosial bagi mantan kombatan, domestik maupun transnasional, menandai pekerjaan rumah yang masih tersisa. Penolakan pemerintah untuk memfasilitasi repatriasi tidak berarti penolakan total terhadap kepulangan semua teroris-kombatan transnasional, sehingga kepulangan individual dengan fasilitasi mandiri masih dimungkinkan. Penolakan ini merefleksikan keterbatasan kemampuan pemerintah dan masyarakat untuk merehabilitasi dan mereintegrasikan para teroris-kombatan, ketimbang reaksi terhadap potensi ancaman teroris-kombatan transnasional.
