<![CDATA[This study aims to analyze the forms of communication carried out and the media used by the North Aceh District Disaster Management Agency in improving community alertness. This research uses descriptive research type, and qualitative research approaches. Research data obtained through interviews, observations, and documentation studies. Research informants, namely the Local Government, the Head of the North Aceh District Disaster Management Agency, the District Head of Langkahan, the Head of North Aceh SAR, the Head of RRI Lhokseumawe. The results showed that the communication carried out by the North Aceh District Disaster Management Agency was interpersonal communication and mass communication through socialization and simulation about disasters. While the communication media used, namely the mass media both print media and radio media to inform disaster management policies. It also used traditional media as local wisdom namely kentongan. Kentongan media are considered effective when communication tools that use technology do not function. ]]>

<![CDATA[Law no. 32 Year 2002 on Broadcasting Radio Republik Indonesia set into public service broadcasters. One function of RRI as public broadcasting is a safety belt information. During this time, private broadcasters failed to give attention to the border region so expect RRI as public broadcasting can overcome the information gaps that exist in the border region through an on air program and off air program. The research aims to look RRI Kupang role in disseminating information about the border and the problems experienced in performing the task. This study is a descriptive-qualitative whereas the data collection methods used were interviews. The results showed that RRI Kupang station has been carrying out its role as a medium of the border through some broadcast programs related to the border. The problems experienced by RRI Kupang station is an institutional problem for all companies fold under the auspices of the Ministry of Finance. This problem then make a narrow space for RRI in creativity in the program as well as an increase in human resources.Hadirnya UU No. 32 Tahun 2002 tentang Penyiaran menetapkan Radio Republik Indonesia menjadi lembaga penyiaran publik. Salah satu fungsi RRI sebagai lembaga penyiaran publik adalah sebagai sabuk pengaman informasi (safety belt information). Selama ini, lembaga penyiaran swasta kurang memberikan perhatian pada wilayah perbatasan sehingga diharapkan RRI sebagai lembaga penyiaran publik dapat mengatasi kesenjangan informasi yang ada di wilayah perbatasan melalui program on air maupun off air. Penelitian bertujuan melihat peran RRI Kupang dalam menyebarkan informasi perbatasan serta permasalahan yang dialami dalam menjalankan tugas tersebut. Penelitian ini merupakan penelitian deskriptif-kualitatif sedangkan metode pengumpulan data yang digunakan adalah wawancara. Hasil penelitian menunjukkan bahwa RRI stasiun Kupang telah menjalankan perannya sebagai media perbatasan melalui beberapa program siaran terkait dengan perbatasan. Adapun masalah yang dialami oleh RRI stasiun Kupang adalah persoalan kelembagaan karena semua perusahaan jawatan berada dalam naungan Kementerian Keuangan. Masalah ini kemudian membuat sempit ruang gerak RRI dalam berkreatifitas dalam program maupun peningkatan sumber daya manusia.]]>

<![CDATA[Implementation of policy-based electronic attendance in BBPPKI of Makassar causing the need for the role of information systems or applications in order to facilitate the management and the supporting data form filling absence electronics report. Application design is done through several stages of data collection with a literature study to read the rules or policies regarding the implementation of an electronic attendance, data analysis using modeling tools such as document flow chart, data flow diagrams and system design that includes database design, design system output and input design of the system. The results of the design is expected to produce an application that is able to simplify the management of electronic attendance especially in preparing and supporting data by filling out the form more simple, fast and accurate.Pelaksanaan kebijakan pengisian daftar hadir berbasis elektronik di BBPPKI Makassar menyebabkan perlunya peran serta sistem informasi atau aplikasi guna mempermudah dalam hal pengelolaan dan pengisian form data pendukung laporan absensi elektronik. Perancangan aplikasi ini dilakukan melalui beberapa tahap yaitu pengumpulan data dengan studi kepustakaan dengan membaca aturan-aturan atau kebijakan mengenai penerapan absensi elektronik, analisis data dengan menggunakan alat bantu pemodelan seperti bagan alir dokumen, diagram arus data serta desain sistem yang meliputi desain basis data, desain keluaran sistem serta desain masukan sistem. Hasil dari rancangan tersebut diharapkan mampu menghasilkan sebuah aplikasi yang mampu mempermudah pengelolaan absensi elektronik khususnya dalam menyiapkan dan mengisi form data pendukung dengan lebih simple, cepat dan akurat.]]>

<![CDATA[A Celebrity as a person who is being worshipped, not only originated from an artist, such as musician, actor or actress that starring any movie but also could originate from the political context. President Joko Widodo (Jokowi) as a leader of the Republic of Indonesia is one of the celebrity examples with his massive narration on new media. Jokowi has a Facebook page and its content related to his activities. The content could be seen from communication perspectives as a manifestation of celebrity image. In the context of Presidential Election in 2019, the emergence of the content on Jokowi Facebook Page also could be understood as one platform that is used by his fans or public to gather some information in relation with a presidential candidate. This research is conducted using content analysis using QDA Miner in April 2018. This study resulting from that communication style that Jokowi is using tend to be setting the agenda’s function, policy issue’s topic, referential/neutral’s register, and storytelling’s stagecraft.]]>

<![CDATA[Penelitian ini bertujuan untuk menganalisis kebijakan prioritas pilot project implementasi sistem informasi yang baru di lingkungan pemerintah yang dikembangkan melalui pendekatan multi kriteria sebagai bahan pertimbangan. Dalam penelitian ini diperlukan suatu alat analisis yang disebut Analytical Hierarchy Process (AHP). Multiple Criteria Decision Making (MCDM) dapat membantu decision maker dalam mengambil keputusan terstruktur, sehingga diharapkan memperoleh hasil yang optimal dari adanya implementasi sistem tersebut. Data yang digunakan adalah data primer dan sekunder. Dalam metode AHP, hal yang paling pokok dilakukan adalah dekomposisi masalah yang terdiri dari lima level, yaitu level satu (tujuan utama), level dua (kriteria), level tiga (sub kriteria), dan level empat (alternatif satuan kerja). Kriteria yang digunakan adalah usulan para ahli, yaitu menggunakan framework STOPE (Strategy, Technology, Organization, People, Environment) yang telah dimodifikasi. Untuk pengolahan data digunakan perangkat lunak Expert Choice 11 untuk mensimulasikan permasalahan tersebut. Hasil penelitian ini menunjukkan suatu urutan prioritas satuan kerja yang dapat dijadikan acuan dalam pelaksanaan pilot project.]]>

<![CDATA[Indonesia sebagai negara demokrasi harus melaksanakan sistem dan nilai-nilai demokrasi. Implementasi demokrasi ini mendapat tantangan sebagian umat Islam (kelompok fundamentalis). Studi literatur menunjukkan bahwa hubungan demokrasi dan Islam lebih banyak disorot dari sisi politik dan pada tataran prosedural (pemilihan umum). Peneliti terjebak cara berfikir oposisi biner: Islam moderat versus fundamentalisme. Artikel ini membahas konstruksi wacana nilai-nilai demokrasi oleh kelompok Islam fundamentalis di media online. Kelompok Islam fundamentalis yang dimaksud adalah JAT, MMI, dan HTI. Aspek yang dikaji adalah konstruksi kelompok Islam fundamentalis terhadap HAM, kebebasan beragama, kelompok minoritas, kebebasan berekspresi. Penelitian ini menggunakan perspektif Teori Konstruksi Realitas Sosial dan model analisis wacana Theo Van Leeuwen. Hasil penelitian ini menunjukkan bahwa penolakan mereka terhadap demokrasi sebatas pemilihan umum. Mereka menerima nilai-nilai demokrasi berupa HAM, kelompok minoritas, dan kebebasan berekspresi. Mereka cenderung menolak kebebasan beragama. Penerimaan mereka terhadap nilai-nilai demokrasi tersebut harus dipahami dalam konteks bisa didamaikan dengan nilai-nilai Islam. Kelompok Islam fundamentalis melakukan adaptasi, reinterpretasi, kontekstualisasi nilai-nilai demokrasi sesuai dengan aspirasi Islam. Media online adalah sarana efektif untuk mendiseminasikan gagasan mereka. Kajian selanjutnya dianjurkan untuk memperdalam fenomena fundamentalisme ini pada aspek pemaknaan, pengalaman, atau dialektika mereka sebagai agen/struktur.]]>

<![CDATA[Many previous studies explain that self-efficacy can directly support individual and organizational productivity, the R & D or research center as well as other organizations also have performance targets that must be achieved. Many cases of R & D is the difficulty of managing human resources researcher with the characteristics of creative people to be able to support the productivity of individuals and institutions. Self efficacy and communication skills good organization on the researcher is required to support the achievement of the objectives of R & D. The purpose of this study is to measure the level of self-efficacy that can impact the communication skills of researchers that will affect productivity with a conducive organizational climate. The method used in the study using case studies sector in R & D with a quantitative approach to measure the level of self-efficacy and to explain and interpret qualitative communication skills and self-efficacy on the researcher at the research center X. The result is the level of self efficacy of each researcher based on the level of functional position has a very significant difference. Self efficacy in high researchers is not accompanied by the communication skills of the organization, so that the organization's climate becomes less conducive to sharing knowledge or information. As for personal communication researchers do not have constraints and even good enough to be able to communicate. It illustrates that high self-efficacy but poor communication skills will make the productivity of the organization be less than the optimum.Banyak kajian sebelumnya yang menjelaskan bahwa efikasi diri dapat secara langsung mendukung produktivitas individu dan organisasi, untuk itu sebagaimana organisasi lainnya litbang atau pusat penelitian juga memiliki target yang harus dicapai. Salah satu kasus litbang adalah kesulitan untuk mengelola SDM penelitinya dengan karakteristik creative people untuk dapat mendukung produktivitas individu ataupun lembaga. Efikasi diri dan keterampilan komunikasi organisasi yang baik pada peneliti dibutuhkan untuk dapat mendukung pencapaian tujuan litbang. Tujuan kajian ini adalah mengukur tingkat efikasi diri yang dapat memberikan dampak pada keterampilan komunikasi peneliti yang akan berdampak produktivitas dengan iklim organisasi yang kondusif. Metode yang digunakan dalam kajian ini menggunakan studi kasus di suatu litbang dengan pendekatan kuantitatif untuk mengukur tingkat efikasi diri dan kualitatif untuk menjelaskan dan menginterpretasikan keterampilan komunikasi dan efikasi diri pada peneliti di pusat penelitian X. Ada pun hasilnya adalah tingkat efikasi diri setiap peneliti berdasarkan jenjang jabatan fungsionalnya memiliki perbedaan yang sangat signifikan. Efikasi diri pada peneliti yang tinggi tidak dibarengi dengan keterampilan komunikasi organisasinya, sehingga iklim organisasi menjadi kurang kondusif untuk melakukan sharing knowledge ataupun informasi. Adapun dalam komunikasi personal peneliti tidak memiliki kendala dan bahkan cukup baik untuk dapat berkomunikasi. Hal itu menggambarkan bahwa efikasi diri yang tinggi namun keterampilan komunikasi yang kurang baik akan menjadikan produktivitas organisasi menjadi kurang optimum.]]>

<![CDATA[Good usability and user experience are indicators to measure the quality of information system. Among multiple e-marketplace service providers, manager is expected to provide understandable and learnable service and enjoyable user experience. Jogjaplaza.id is an e-marketplace managed by local government for small medium enterprise. The aim of this paper is to measure usability and user experience of small medium enterprise towards Jogjaplaza.id. By using UEQmethod and USE Questionnaire, it could be concluded that Jogjaplaza.id is easy to understand and to learn. Jogjaplaza.id shows positive evaluation for pragmatic and hedonic aspects. However, users perceive lower level of innovation at Jogjaplaza.id. Users assume that the service provided by Jogjaplaza.id is not supporting e-commerce transaction although it is enjoyable and easy to use.]]>

<![CDATA[Internet merupakan sebuah jaringan komputer globalraksasa yang telah menjadi realitas dalam kebutuhan informasi dan komunikasi jutaan manusia di dunia ini. Di sisi lain, kemajuan ini menimbulkan berbagai persoalan diantaranya plagiasi, pornografi, cyber crime, dan lainnya. Penelitian ini bertujuan untuk menjelaskan motif penggunaan internet dikalangan remaja di Kota Makassar. Metode penelitian yang digunakan adalah survei dengan jumlah responden 178 remaja. Hasil penelitian menunjukkan bahwa tingkat penggunaan internet dikalangan remaja sangat tinggi. Namun, motif penggunaannya lebih banyak berupa hiburan dan prestise. Sementara motif pengetahuan relatif lebih rendah. ]]>

<![CDATA[The increase of internet use triggers online media industry to compete for attracting readers. One of the ways is using the clickbait headline in the news. The clickbait is a catchy headline that attracts the readers to click on the news. This study aims to look at the tendency of clickbait title patterns in criminal news, namely online prostitution cases. The research method is quantitative content analysis. The news that will be examined is the news of Vanessa Angel's online prostitution case on Tribunnews.com for the period of January to June 2019. The result shows that Tribunnews.com applies the pattern of the clickbait headline in Vanessa Angel's news.]]>
