Abstract

The concept of governance is widely employed in various field of studies. Governance also commonly employed to characterize institutions both in public sector institutions and private domains, describe both formal and informal organizations, and define both international and local networks. In the field of public administration, the concept of governance has been explored in last three decades. The usage of the word of governance could be in diverse ways and has various meanings which seems that governance is tend to be applied as rhetorical reasons rather than theoretical argumentations. This review article provides two philosophical approaches to understand governance concept in public administration study. They are pragmatic philosophy and phenomenology philosophy. Both philosophical approaches provide dynamic and complex issues that be considering by public administration scholars in future research agendas.

Abstract

In today's research it has been confirmed that organizational citizenship behavior has a significant effect on the performance of employees and organization. Therefore, this research investigating factors affecting organizational citizenship behavior including organizational justice and organizational commitment. The present study is an applied research in terms of purpose, a causal-effect in terms of research nature and approach, a descriptive survey in terms of data collection and a quantitative in terms of data type. The research population includes 124 employees and middle managers in Lorestan who were surveyed by census sampling method. The results of path analysis indicate that organizational justice directly and indirectly (through the mediator role of organizational commitment) has a positive and significant effect on organizational citizenship behavior.

Abstract

Inadequate women representation in upper position Inadequate women representation in upper position in workforce shows the persistence of the glass ceiling phenomenon in women career development. In Indonesia’s bureaucracy, although the number of women civil service in government workforce had increased for recent years, only few numbers of female civil services who have structural positions, especially in upper echelon (high leader position). This problem is more noticeably on the local government bureaucracy. Focus of this study is to identify glass ceiling embodied in the career barriers women civil service in local bureaucracy. This study was conducted using qualitative method. Interviews were conducted against women civil service who held structural position in the provincial government of Special Region of Yogyakarta, and also toward key person related to civil service career development in Local Civil Service Agency of the Province of Special Region of Yogyakarta, and National Civil Service Agency. The study also based on secondary data. Grounded theory approach is used to analyze the data. Finding of this research show using open coding the barriers of women civil service career development can be identified into four categories that is individual, interpersonal, organizational, family, and societal. To find the glass ceiling that faced by women, it is needed to separating artificial barriers (glass ceiling) and natural barriers. Using axial coding, the barriers can be identified into two sub-categories, that is natural barriers and artificial barriers.

Abstract

Public service quality is the reflection of the government performance, particularly in the disaster and conflict-affected regions. In the post-conflict area, the government has difficulty to increase government performance because conflict affect public service delivery. Moreover, the disaster-affected region needs a quick response to stabilize public service delivery. Aceh is one of conflict and natural disaster affected area in Indonesia which suffered in all aspect include in the public service delivery. In these circumstances, a reconstruction process to revitalize service delivery is an important aspect. Therefore, this review paper aims to analyze public service delivery during conflict and tsunami hit Aceh. The result found that the lack of public service capability triggered the conflict. During conflict period, the resentment toward government manifested in the destruction of the public buildings. Conflict period in Aceh made many public buildings were destroyed or inactive which eventually impede public service. The phenomenon of the tsunami, in one hand, ended the conflict, but on the other hand, increased the damage of the public service system in Aceh. Therefore, the reconstruction process in Aceh which comes from state and national or international non-state play crucial role to build public service delivery.

Abstract

The Aim of this paper is to analyze weaknesses of planning mechanisms that lead to fallaciousness in the aspiration absorption process despite the good local economic growth performed by local governments. In addition at analyzing determinants of failure in synchronization of community aspirations and conducted by the legislative or executive level. The research is qualitative research in two municipalities. Namely the island city of Tarakan and the City of Lamongan, Indonesia. Both areas have been selected to obtain regional representation of Indonesia from Java and Kalimantan islands, and because these two areas are included in the category of good economic growth. Data collection used the mixed methods whereby interviews, observation, documentation, questionnaires and focus group discussions are performed. From the results of the analysis, it was found that firstly, there is a weakness in the local government capacity especially in conducting development planning process. Secondly, political interests still intervene in some of the policies in the process of establishing the local development plans. Thirdly, time differences in the absorption of aspirations between those made by board members and those carried out by government agencies results in differences or shifts in the aspirations proposed by the community. Based on this study, policy recommendations related to the importance of reformulation on the local development planning mechanism to be more integrated. Are local proposed development planning mechanism must be supported by a management information system that is more transparent, well documented, and more complete and accurate in supporting data and information.

Abstract

Contemporary leadership studies recognize the influence of cultural context in leadership behavior. In line with the works, this study aims at putting the transformational leadership into a specific cultural context. This study applies the concept of Indonesian culture standard (Panggabean, Tjitra, Murniati, 2014) in particular a culture specific Indonesian leadership style termed as The Facilitating Leadership. We analyze two case studies of Indonesian leaders in profit organization and government institution with qualitative grounded theory. The result reveals a culture-specific form of transformational leadership, that is the transformational leadership behavior combines with facilitating leadership behavior. Three primary features are identified, namely idealistic influence based on populist commoner charisma; individualized consideration with Bapakism personal caring and support, and inspiring motivation by applying implicit communication. A mixture between transformational leadership approach with transactional goal setting and target attainment is found in government institution. Significant contribution of two primary characteristics of Indonesian culture standard is indicated, namely Multiculturality and Implicit Communication style. Based on the result, the study suggests to take into consideration cultural contexts in developing leadership development program.

Abstract

The article aims at examining current Indonesian fiscal policy against its goals a possibility of its revitalization to support the government’s vision, which is optimizing the use of renewable energy to ensure the availability of electricity in pursuit of sustainable development in Indonesia.The use of renewable energy to generate electricity,such as geothermal, wind, solar power, and biomass, is only in a small proportion whereas their potential is abundant hence constantly high dependence on fossil energy. In a context of fiscal policy, it shows that the government has made efforts by offering fiscal incentives, however, the fiscal incentives has not been set up in a comprehensive way. Its implementation bears kinds of weakness: impartial, scattered, and lack of coordination. In order to provide comprehensive analysis, quintuple helix perspective is utilized since it covers five different aspects in examining a problematic situation: economic, politics, media, education, and environment to reach sustainable development. The study was conducted through qualitative approach; the data are collected by literature study, in-depth interview, and focus group discussion. The result shows that besides the matter of government coordination, it needs to reconstruct current fiscal policy by considering important aspects, principles of granting fiscal incentives, form, goals/target, and their precondition.

Abstract

Lecturers as university educators are main player and determinant of successful educational efforts. Their roles are getting challenged when their productivity are highlighted. They face challenges which come from three sources, i.e. university standards; (2) education measurement; (3) issue of balancing between government standards and higher education institutional plan. However, there is a gap that lecturers’ efforts in improving teaching productivity are rarely observed especially in higher education institutions. The purpose of this study is to determine whether programs that have been run by the institutions have achieved the expected goals. This study observes institutional preparation and evaluation to measure their lecturers’ roles in teaching and classroom interaction. Our study has found that Monitoring & Evaluation (M&E/Monev) and lecturers’ active role can bring impacts on teaching productivity. We have also found that attempts of lecturers and higher education institutions in complying with government education policies can improve institutional ability to develop their institutional plan.

Abstract

The purpose of this article is to analyze relationships between physical conditions of the working environment and employee well-being as well as to analyze relationships between employee well-being with employee commitment in a profession that deals intensively with high level of job stress. The study uses a quantitative approach and involves 72 respondents of medical employee in Brawijaya Women & Children Hospital at South Jakarta, taking into account its recent operational establishment and a business specialty in women and children healthcare. Data was collected through a survey in 2012 by using questionnaire as a research instrument. We adopt Likert scaling with data analysis technique uses Rank Spearman method. The hypothesis is tested using Z-test. Exploratory factor analysis confirms that the measurement scales used in this study met the acceptable standards of validity and reliability analysis. Furthermore, the Rank Spearman correlation analysis shows two important findings: first, physical condition of working environment is significantly correlated with employee well-being; second, employee well-being is significantly correlated with employee commitment.

Abstract

Managerial accountability in the fulfillment of health rights of physically disabled people is of importance to realize equality in public services. This article aims to analyze forms of managerial accountability and its patterns of relationships in the public service delivery. This research is conducted in the Physical Disability Rehabilitation Service Center or Balai Besar Rehabilitasi Sosial Bina Daksa (BBRSBD) Prof. Dr. Soeharso with qualitative method. Data is collected through in-depth interviews, observation, and documentation. It reveals that managerial accountability is built on organization in terms of finance, human resources, and assets while it is predominantly manifested vertically in nature. Improvements towards balancing this pattern of managerial accountability with horizontally manifested one in public service delivery is crucial in order to better fulfillment of health rights of the physical disabled people.
