Abstract

This research is motivated by the absence of written policies and monitoring staff about No-Smoking Areas in schools, the Regional Government has not fully provided guidance in the form of socialization, weak Internal Supervision (Principal) and External Supervision conducted by Regional Apparatus Organizations and the absence of sanctions or reprimands strict to everyone and / or body that violates. The purpose of this study is to uphold discipline and provide understanding to students and those in the school environment about the dangers of smoking to health. The research method used in this research is descriptive qualitative method. Tasikmalaya Mayor Regulation No. 18 of 2011 concerning the No Smoking Area in the Tasikmalaya City School Environment has not been implemented well or was not carried out well. The obstacles faced include the absence of Standard Operating Procedures and strict sanctions, lack of socialization and provision of facilities and infrastructure to support policies in schools, there are still policy implementers who are still smoking and efforts that have been carried out namely the school makes and issues written policies or SOPs and accompanied by strict sanctions, deliver full socialization on a regular basis, increase leadership supervision in the school environment on an ongoing basis.

Abstract

The role of the General Election Commission in organizing elections is not merely related to the parties participating in the election, but also must provide political socialization to the public as voters in the election. Voters are Indonesian citizens who have reached the age of 17 (seventeen) years old. In fact socialization so far only targeted beginner voters in school. The purpose of this study was to develop a program to carry out socialization carried out by the Ciamis Regency KPU to novice voters in order to gain knowledge, beliefs and political attitudes. This study used descriptive qualitative method. The results of this study indicate that the role of the Ciamis Regency Election Commission in the socialization of the 2018 regional head elections to novice voters has not been optimal. This can be seen from the number of beginner voters who do not yet know and get knowledge, beliefs and political attitudes from the socialization carried out. Socialization needs to be done with various methods other than direct communication in the form of face-to-face or lectures. In addition to the socialization of using media, including online media. There is a need for continued coordination and collaboration with various parties, both government agencies, schools, and parents in socializing the importance of using their right to vote and participating in the successful holding of regional elections.

Abstract

The research began with a miscommunication when counseling regarding the implementation of the Systematic Complete Land Registration policy between the National Land Agency and the Village Government and the Village Adjudication Committee which was held in Cicapar Village, Banjarsari District, Ciamis Regency. This happens because the National Land Agency as the policy implementer does not participate in assisting in the implementation of the field, even though it is clear in the rules that the National Land Agency must be directly involved in the field and there are inconsistencies with the rules or decisions regarding levies carried out by the Village Government and the Village Adjudication Committee to the community. The purpose of this study is to order the administration of land. The method used in this research is analytical descriptive research method. Based on the research that has been obtained, the results of the Policy Implementation of the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 12 of 2017 Concerning the Complete Systematic Land Registration Acceleration by the National Land Agency in Cicapar Village, Banjarsari District, Ciamis Regency are not going well. This is due to non-compliance with the National Land Agency on existing regulations and the low quality of implementing resources in the field. The obstacles of the findings of the research results are miscommunication when counseling to the community, the absence of a special office for the Village Adjudication Committee, the low quality of the resources of the Village Adjudication Committee, the majority of which only received education up to high school level, and none of the Village Adjudication Committees have experience in the land sector. Then as for the efforts made to overcome the obstacles faced by implementing coordination first before implementing the agenda or activity.

Abstract

This study aims to determine the implementation of the Family Planning Village in Babakan Village, Pangandaran District, Pangandaran Regency. The research method used in this research is descriptive qualitative research methods, data collection techniques through interviews and literature study. Data analysis was carried out through triangulation techniques in which the collected data was reduced, translated and analyzed in descriptive form. The results of research conducted in the Implementation of the Family Planning Village Formation Program have not been carried out optimally, it is seen from several dimensions that are still less than optimal, namely: employee understanding of the KB village; Human resource factors are felt to be lacking; and the availability of funds and equipment, in the dimension of limited sources of funds and equipment to support programs implemented by employees in the field. However, with minimum resources try as much as possible by using a variety of available resources to the maximum. Thus it can be seen how the Implementation of the Establishment of the Family Planning Village in Babakan Village has been carried out to the maximum extent possible with various limitations.

Abstract

This research is motivated by the low role of the community in helping and working together during the implementation of the development program, and the low awareness of the community towards the development program that is carried out. The research method used is descriptive analysis method using qualitative, data collection techniques with observation, interviews and literature studies. The data analysis technique uses three steps, namely data reduction, data presentation and concluding/verification. Community Participation in Development Programs Sourced from the Village Fund Allocation in Bantarmangu Village, Cimanggu District, Cilacap Regency in general has been running, but its implementation is still less than optimal, this can be supported by the still lack of cooperation and self-help in the form of material in the implementation of development, and still the existence of development results that have not been properly maintained and utilized. Community awareness, concern and trust in village government is still very low, and there is also no social closeness between the village government and the community. Besides there is no budget from the village government for the activities of the development budget and the program that has not been implemented. The village government has agreed to deliver information on village development activities by door to door and through loudspeakers, conducting development evaluation meetings every three months starting from the hamlet to the village level, encouraging development from non-government organizations and assisting community service in each hamlet.

The formulation of the problem is: How is the implementation of waste management by the Public Housing Service for Residential Areas and the Environment in the Village Saguling Baregbeg District, Ciamis Regency? How are the obstacles faced in the implementation of waste management by DPRKPLH in the Village SagulingBaregbeg District, Ciamis Regency? Efforts were made to overcome obstacles to implementing waste management by DPRKPLH in the Saguling Village Baregbeg District, Ciamis Regency? The objectives of the study were: To determine the implementation of waste management by DPRKPLH in the villageSagulingBaregbeg District, Ciamis Regency. This is to find out the obstacles faced by the implementation of waste management by DPRKPLH in Saguling Village, DistrictSagulingCiamis Regency. This is to determine the efforts made to overcome obstacles to implementing waste management by DPRKPLH in the villageSagulingBaregbeg District, Ciamis Regency. The research method used is the descriptive qualitative method. The results of research related to the Implementation of Waste Management by DPRKPLH, can be concluded: The coordination that has not been carried out is not comprehensive on a routine basis, there are too many officers in conducting socialization and there are no facilities provided by the DPRKPLH. The assistance provided to the community was not comprehensive. The coordination that is carried out must be following community culture, personal approach, and meetings held by DPRKPLH between the Village Government and the community.

Abstract

The purpose of this study is to determine the role of the Village Headman as the dissemination of development information for the community in Ciakar Village, Sub-district of Cipaku, District of Ciamis and to find out the obstacles and efforts that faced by the Village Headman as the dissemination of development information for the community in Ciakar Village, Sub-district of Cipaku, District of Ciamis. The research design used is descriptive analysis and a qualitative approach. The data used in this study are qualitative data consisting of primary data and secondary data. Data collection techniques in this study are using literature study and field studies in the form of observations and interviews, informants in this study were 13 (thirteen) people. Implementation of information dissemination for community development in the village of Ciakar has not run optimally. Based on field observations and interviews, there were still problems related to the implementation of information dissemination. From the research results, it can be seen that the role of the Village Headman as the Dissemination of Development Information for the Community in Ciakar Village, Sub-district of Cipaku, District of Ciamis is carried out based on three components which are actors, activity, and place. Based on the results of the study, the authors suggest to the village head to improve information management by involving parties who are competent in information technology so that the content or content of the resulting information is more attractive so that people do not act apathetic to information.

Abstract

Based on the observation, it is known that drainage in Pawindan village sub-district of Ciamis, district of Ciamis has not been implemented properly, due to the level of society”s participation in this construction still needs to be improved. Methodology of this research used descriptive analysis. Result of the research showed that society participation in drainage construction was not optimal regarding four kinds of activities, this case can be seen from the lack of society participation in deliberations to plan making decision at both the musrenbangdus and musrenbangdes, besides that, there is still a lack of society participation in the implementation of construction, so that the level of society cooperation is still lacking, another problem is related to the lack of society participation in the evaluation and monitoring of development results so that the society does not provide various inputs to the headman in the implementation of development. The obstacles encountered include the difficulty of involving the society in the deliberations to plan decision-making at the musrenbangdus and musrenbangdes, besides that it is still difficult to increase society participation in the implementation of development so that the cooperation is still lacking. The efforts that made to overcome obstacles to increase society in drainage construction are carried out by involving the society in deliberations to plan making decision at the musrenbangdus and musrenbangdes by inviting the society to attend the deliberation, besides inviting the society to participate in the implementation development through society cooperation activities.

Abstract

The background of this research, namely community empowerment through the Brown Sugar Home Industry by the Sukahurip Village Community Empowerment Institute is still low. According to preliminary observations, the writer found various problems in the field such as: 1) Village Community Empowerment Institutions have not yet provided new ideas to the brown sugar home industry community. 2) Low training and guidance for the brown sugar home industry community by the Village Community Empowerment Institution. 3) Low funding assistance from LPMD for the brown sugar home industry community. Methodology of this research is used qualitative research methods using a descriptive qualitative approach. Based on the results of the research, it is known that Community Empowerment through the brown sugar home industry by the Village Community Empowerment Institute in the Kubanggede Block Area, Cikulu Hamlet, Sukahurip Village, District of Pangandaran has not been implemented properly. Where the empowerment carried out by the Sukahurip Village Community Empowerment Institute has not been implemented optimally. Evidenced by the table recapitulation of research results with 27 questions indicating that there are indicators that have not been implemented properly. The obstacles in the implementation of empowerment are the absence of financial assistance, the absence of new ideas provided by the LPMD, the absence of training and coaching from the LPMD, the absence of marketing of brown sugar products from the LPMD. The fforts that made are helping with the contribution of funds from the Village Government, optimizing training and coaching, helping to improve the capacity of the community with new ideas provided by LPMD.

Abstract

Background of this research is motivated by the loaners who were not on time to repay loans, society’s assumed that government funds is an aid and did not need to be returned. The aims of this research; to determine the management business of capital loan savings, to known the obstacles that faced and efforts to overcome the obstacles in managing business of capital loan savings. Methodology of the research is used qualitative descriptive with 10 people of data sources. Technique collecting of the data used literature study and field study. Based on the research, it was found that: (a) management business of capital loan savings by Village Owned Enterprises has been good, it seen from good cooperation between administrators of Village Owned Enterprises, village government and society. Management has been done according to the management principle of village owned enterprises; (b) the obstacles faced were society’s delays in payment of business capital loans, the lack of capital provided; (c) the effort that made is to provide society’s understanding that fund given is a loan and it must be returned.
