Abstract

Disolved oxygen plays an important role for fish living in its life environment. Information on the ammount of oxygen consumption of a fish in certain volume of water is needed in order to give balancing between the ammount of disolved oxygen and fish in it. The objective of this research is obtaining oxygen consumption level of a juvenile of humpback grouper (Cromileptes altivelis) of 5-7 cm body length. Oxygen consumption of fish was measured using a tube that equiped with DO tool (dissolved oxygent, DO), and the tube was filled by sea water. Measurement of oxygen con-sumption of juvenil was done by measuring the concentration of dissolved oxygen from sea water in the respirometer tube, began when fish had entered into the respirometer tube up to two hours observation. The result showed that oxygen consumption rate of a juvenile of humpback grouper (Cromileptes altivelis) of 5-7 cm length, is ranging between 0.816 and 1.734 mg/hour.

Abstract

The coastal area of Weh Island is divided into sub-districts (lhok) which are managed by traditional leader known as Panglima Laot. The Panglima Laot has the authority to regulate customary laws that aimed to bring social harmony and resolve conflicts concerning the marine resource use. In Anoi Itam and Ie Meulee of the east coast of Weh Island, the communities have high awareness toward the sustainable of the natural resources use, and this has led to the implementation of gear restrictions and no fishing zones regulations as part of their customary laws. These regulations have generated conflict with the other custom community, because the other custom community claimed that these existing customary regulations do not have legal base regulations. Gap analysis and analytical hierarchy process was used to analyze and describe the regulation that can be used as their optional regulation base. The result indicated that the Weh Island custom community had chosen a marine protected area that managed by community through Panglima Laot adopting regulations that recognised by local government. In the process of implementation, the determination area is a key priority (36.92%) followed by the establishment of management institutions (23.92%), financing (21.19%) and surveillance (17.94%).

Abstract

One of ways to increase the fishing operation effectiveness is done by using fish aggregating device (FAD) called rumpon. The types of FAD used in Kei Kecil waters made from bamboos or plastic drum material. This research objectives are (1) determining catch composition around FAD, (2) comparing the effectiveness of two types of FAD on fishing operation, and (3) comparing the effectiveness of fishing gears, operated around the FAD. The method that used in this research was doing survey through observing fishing activities around the FAD. Fishing gear and FAD samples were determined through purposive sampling method. These data were collected from August to October 2007 in Kei Kecil Waters of South East Maluku. The kind of fish catch around FAD were scad mackerel, frigate mackerel, and barred spanish mackerel. The most dominant of catch was scad mackerel (80%), whereas percentage e of frigate mackerel and barred spanish mackerel were 19% and 1%. The composition of the length size of scad mackerel, frigate mackerel, and barred spanish mackerel were dominated by the large size. Type of bamboo FAD was more efective compared with the plastic drum FAD type. Purse seine fishing was more efective compared with gillnet and troll line fishing that operated around rumpon.

Abstract

The visual organ in fish has an important role in ensuring its survival. Fish can respond to bait or food with its visual organ. The objectives of this research are to analyse the visual performance of grouper (cone cell morphology, the visual axis, and visual acuity) and to analyse the relation between visual senses with fish behavior response to the bait. This research was conducted in the laboratory by means of the determination of fish retina histology method and behavior of fish. The morphology retina of grouper consists of a single cone and double cone which form a mosaic structure, the visual axis was identified at upper-fore with the angle of 26.8o.The visual acuity of grouper was low in index values with ranged from 0.06 to 0.07 for fish with a total length of 200 to 300 mm, the maximum sighting distance to the bait with the diameter of 20 mm size ranged from 3.93 to 4.74 m, the bait with 25 mm diameter size range from 4.91 to 5.92 and bait with a diameter of 30 mm size ranged from 5.89 to 7.11 m. The frequency of fish closed the bait distance of 30 cm was 45.83%, 25 cm was 33.33% and 20 cm was 20.83%, respectively.

Abstract

In fact, fish processing industry is very importance to support development a fishing port. It is the same with the case of territorial fishing port (PPN) of Palabuhanratu. So that a research to determine the condition of fish catch production that was able to support the development of fish processing industry, need to be done. A case study on the underdeveloped of fish processing industry in PPN Palabuhanratu was done. Data analysis using descriptive numerical projection of the catch by estimating the need for the development of fish processing industry. Processing type that exist in PPN Palabuhanratu and nowadays are the processing on fish freezing, fish boiling, fish salting, crisp chips, meatball fish and abon fish. Based on the result of projection, the best fish production prospective as raw material for fish processing industry are skipjack tunas, eastern little tuna, tunas, hairtails, shark, ponyfish, ray, Indo-Pacific marlin, scads and wolf herring. A preceding ten year period of 2008-2017, the production of skipjack tunas, eastern little tuna, tunas, ponyfish, Indo-Pacific marlin, scads and wolf herring tend to increase, while the others will decrease. The development of other types of processing industries can be done for freezing, canning, fillet, loin, surimi and nuggets fish.

Abstract

Licensing process of fisheries business is conducted on Directorate Fishing Business Service - Ministry of Marine Affair and Fisheries (MMAF), which is the main actor of fisheries business license (Yuniarta 2009). Several constraints of licensing process are found in this research. There are lateness of licensing process in some regions, minimum research development of licensing process and duration of each stage and over all of the stage of licensing process, so that required performance measurement of the directorate. The purpose of this research is measuring performance of Directorate Fishing Business Service based on balanced scorecard approach, that assess on four perspectives, there are learn and growth, business internal process, financial and customer. The result of these perspectives on Directorate Fishing Business Service performance is 3.34, therefore the directorate needs a strategy to increase the performance.

Abstract

This paper discusses on the static stability performance of a fishing vessel operated static fishing gear. A fishing boat named as KM PSP 01 was chosen as an object of this research. The objectives of this research were to analyze the static stability performance and work comfortability aboard the vessel. The result showed that KM PSP 01 was good enough for operating static fishing gear, the static stability of the boat is considered to be good with enough righting arm to upright the boat after roll to certain maximum angle. Hull of the boat considered as slim. Short rolling period i.e. 3.467 sec. considered as not so comfortable for working on deck but still safe in fishing operation.

Abstract

This paper is discussing the continuation of previous research result in Talaud Island Regency that analyzed the loss due to illegal fishing activities in the area. Simulation result shows that if there is no illegal fishing, fisheries economic potential in Talaud is estimated to be in about IDR 7 billion or even might reach IDR 10 billion, but if this illegal fishing activities increased with acceleration, then in in the coming year-20th that potential will be negative. This means an economic loss of Talaud Regency. By means of a SWOT analysis, at least three main strategies are obtained those are as follows: increasing local budget alocation for marine and fisheries sectors, fisheries bussiness cooperation between Indonesia and Filiphina to eliminate illegal fishing practices and empowerment of the local community.

Abstract

Strategies are required by any Fishery Port (PP) in order to have a clear direction in achieving the desired objectives to develop a competitive advantage so that FP can not only survive, but also to win the competition. The purpose of this study is to formulate the development strategies of Pengambengan NFP. The method used was a descriptive survey of case study. The results of this study show that Pengambengan NFP development strategy include: (1) The increase in Pengambengan NFP service quality, (2) improvement capacity and institutional coordination, (3) revitalization, improvement, maintenance and development facilities in Pengambengan NFP to be the center of integrated fisheries activities (4) capitas support to increase access in Pengambengan NFP capture fisheries, and (5) Improve the quality of human resource and fishery communities in the Pengambengan NFP.

Abstract

This paper describes some prioritised strategies and its concept of implementation for institution related to capture fisheries resources in Bali Strait within local governance context in order to implement sustainable fiheries concept. Analysis Hierachy Process (AHP) was applied to construct the sequence of priorities. The results show that prioritised strategy, in sequence, were management development is carried out by specific institution that formed by local goverment (RK = 0,284), intensively coordination in local government to control fishing gear allocation and conflict (RK = 0,243), development of all management effort by each local government (RK = 0,216), development of intensively coordination of local government in each managemnent activities (RK = 0,148) and developmentof intensively of local government to control fishing gear allocation and fishing ground (RK = 0,109). Implementation concept of prioritised strategy (management development is carried out by specific institution that formed by local government) was the specific institution should play roles as an excecutor of fisheries resources conservation program, as a manager in fish resources utilization appropriate to SKB (catch quota, number of fishing gear, potential fishing ground), as a controller in selling price and fishing gears operation periodically, as an information centre of human resources in fisheries and its development and as a facilitator in development of local income generating contributed from fisheries sector.
