Abstract

Purse seine fishing significantly contribute to fish production at Tamperan fishing port, Pacitan. However decreasing production trend is threatening as a result of overfishing and poor information about fishing seasonal patterns. Purse seine at Tamperan port mostly catch highly valued pelagic fish. Those fish are popular in the region and caught its respective seasonal patterns. The research aims at calculating the fishing productivity and identifying the seasonal pattern of the major targeted species of purse seine based at the Tamperan fishing Port, Pacitan. The research was conducted by interviewing 18 fishers, head of fish auction center and some offers of Tamperan fishing port. Data collection incorporated catch production, types of fish, fishing trips and other data. Productivity was calculated according to KEPMEN N0.61/2014 while fish season patterns were projected using time series and moving average methods. During the last 5 years the fish production landed at PPP Tamperan were skipjack, mackerel scad, and tuna. The number of productions decreased as well as the level of productivity. Factors affecting productivity included the number of crew members, fishing trips, gross tonnage, engine, and net length. Purse seine productivity based on the number of fishing trips (ton/trip) has increased while others have decreased. According to the fish seasons, the best period to conduct purse seine operations in Pacitan Regency are in March, May-September (skipjack), December-February, April-May (mackerel scad), and January-April, July, August (tuna). Keywords: Purse seine, productivity, dominant fishing season, Pacitan.

Abstract

Catch quota would be less effective to control fishing activities if fish production is not monitored properly. Limited support and participation of business players in fish monitoring program are contributing factors to the unreliability of fisheries statistics in many places, including Indonesia. To address this challenge, Indonesia fisheries managers may consider experiences of some fisheries management bodies with advanced monitoring system. This study analyzed the process of establishment of a monitoring system developed by Commission for the Conservation of Southern Bluefin Tuna (CCSBT) to direct each affiliated country to monitor its catch quota. The study was conducted in June-November 2020 by conducting interviews and literature review. CCSBT implements a monitoring system called the catch documentation scheme (CDS) to record the captured/cultured/traded southern bluefin tuna (SBT). Its development started from discussions to solve data insufficiency for SBT stock assessment. These discussions promoted engagement of its affiliated countries, business players and fisheries experts. CCSBT is successful in building the capacity of some affiliate countries which implement the CDS under supervision of CCSBT. Such process was effective in building compliance of business players in the affiliate countries. In preparation of new fisheries management regime, Ministry of Marine Affairs and Fisheries may consider adapting this process by positioning CCSBT as a Fisheries Management Authority and affiliate members as provincial fisheries management bodies. Based on the CCSBT's experience, advocacy in public awareness on fisheries crisis and provision of preliminary data are two priority strategies in bringing stakeholders to build an effective fish monitoring program.

Abstract

The Brondong Fishing Port is the largest in East Java. The catches landed in the Brondong fishing port increase, but they are insufficient to meet the raw material necessity of the existing processing industry. The study aims at estimating fish availability and the necessity of raw materials for the fish processing industry in the Brondong fishing port. This research was conducted from January to March 2022 by using a descriptive method. Data were collected through interviews and a literature study. The results revealed that the installed capacity for eight fish processing industries in the Brondong fishing port counted as 123,300 tons/year. Starry triggerfish, Lizard fishes, Streaked spine foot, freckled goatfish, squid, croaker, red snapper, spotted sil, grouper, threadfin breams, hardtail, big eyes, and yellow pike conger were all necessary for the processing industry. In contrast, the estimation of fish availability for the fish processing industry at Brondong fishing port counted as 45,086 tons/year. It indicated a gap between fish availability and the demand from the fish processing industry in the Brondong fishing port. This may impact the fish processing industry's development in the Brondong fishing port. Keywords: Raw material necessity, fish availability, fish processing industry
