Abstract

Beginning from July 1, 2004 Kepulauan Riau formally divorced from Riau province.This will bring some impact not only on the sources of income, but also on the share andstructure of economy, as well as the prime sectors and commodities of Riau province.Accordingly, Riau needs new development policies. The author suggests to identify economicsectors and commodities potential to be developed after Kepri divorced from Riau, andconcludes that the best alternative is to develop agro-industry utilizing plantation commoditiessuch as rubber, coconut, and especially palm-oil.

Abstract

Visualization of townscape area is attempt to unorganized which experience transferring and changing for much conflict among a lot of needs, capabilities, and heterogenic perceptions of its citizen. This is reflected to the physical area condition which caused by chaos of visual townscape composition that make the character and visual quality decreasing. Visual perception research was used to seeking and guiding into visual quality of townscape character. This guidelines have function as shaper of urban visual character. The research concluded that there are factors (elements) which caused the decreased of the urban character and the visual quality such as; developing and rapid changing of its element so the preserve and maintenance can be do by visual character design guidelines.Key words : visual quality, character.

Abstract

This research aimed to know disparity of economic growing in Riau Provincebetween Regency. The data was analyzed with Kuadran System, Williamson Indeks, entropiTheil Indeks and the proof of Kuznets Hypothesis. From the research, can conclussion thatonly Pekanbaru City in First Kuadran ((high growth and high income). The area that catego-rize into high growth but low income is Pelalawan, Kuantan Singingi, Indragiri Hulu andSiak Regency.. Indragiri Hilir, Rokan Hulu dan Kabupaten Kampar can categorized intohigh income but low growth, meanwhile the area categorized into low income and low growthare Rokan Hilir, Dumai and Bengkalis. In Williamson and entropi Theil Index got differentanswer. According to Williamson Index, Riau Province have increasing disparity in growingof economic but entropi Theil Index categorized that Riau Province have decreasing dispar-ity of growing in economic. Based on Williamson and entropi Theil Index, Riau Province isnot categorized based on Kuznets Hypothesis.

Abstract

High growth of Shanghai Metropolitan in term of economy, and dynamic change toits culture, development and investment policies, and environmental management wereobserved. Population, development fund, and higher education were linkage to thedevelopment. The idea of Shanghai metropolitan development came from top leader in 1992,which has been changed all aspect of life in the city, such as open market economy based onthe experienced of Southeast Asian countries, especially refer to the city and industrialdevelopment. Investment, infrastructure, and public facilities development almost followpopulation growth and environment remedial, so that social issues did not emerged frontallyand the development can be sustained. Fund for infrastructures and public facilities areinnovative collected by means of city administration reform, obligation issued as well asbureaucracy reengineering toward entrepreneurship in city development activities, so thatbudget no supporting from central government necessary.

Abstract

Since mid 2007 the world economy faced huge fluctuation that force the fundamentalchange in global economy structure. The price of oil reached US 147 per barrel, followed byagricultural commodities such as CPO, potatoes, soy bean , cereals and even milk or vegetables.The objective of this paper is to study primary factors that influence the price of almost allcommodities, not only fundamental factors such as demand and supply, but also non-fundamental factors. The result of the study in terms of fundamental factors showed that sky-rocketing of oil and commodities were combination of the increasing demand from AsianCountries - especially China and India – which is not by supply. The situation is made worseby non-fundamental factors such as economi downturn of American economy; geo-politicswhere every country tried to save their interest; and speculation in oil and commoditiesmarket.

Abstract

Naturally, urban areas are areas that could become country’s important engine ofgrowth especially if the areas are manage adequate and properly. Therefore, it is a big challengefor many countries in managing their urban areas in order to give optimum positivecontributions for their development and in creating cities that livable, comfortable andcompetitive with other cities in the world. In order to be able to find the best way in managingcity, it is undeniable for city’s government to have deeper and better understanding on howother countries managing their cities, especially by implementing governance principles thatinvolving many actors across sectors and regions. This paper tries to describe severalliteratures on how to manage urban areas especially in Metropolitan areas. The paper alsointended to give contribution in revising Law 34/1999 about Governance of Jakarta as SpecialProvince of Indonesian Capital City.

Abstract

Konsep masyarakat, dalam arti society sesungguhnya sudah ada jauh sebelumnya. Dalam abad 17 dan 18 timbul arti-arti lain yang sejalan dengan sifat dan anggapan yang spesifik dari golongan-golongan sosial. Dalam arti ariostokrasi pengertian society; menunjuk kepada elite-elite sosial terutama terdapat di istana raja-raja di Eropa. Di antara goloogan menegah istilah society memperoleh makna lain. Mereka membentuk berbagai organisasi di samping organisasi yang telah ada seperti gilda, bank dan lembaga-Iembaga pendidikan.

Abstract

Urban poverty is a kind of over-urbanization phenomenon which commonlyhappen in big cities in developing countries, including Pekanbaru. The increasing amountof underage streetworkers, which is commonly described as streetchildren, becomes one ofthe indicators of urban poverty. The urging demand to fulfill life needs force the poors to puttheir school-age children to work, either at after schoolhours or on schoolhours, whichmeans completely abandoning their schools. The purpose of this study is to describe thediversity of the underage streetworker’s characteristics and the aspirations to improve theirfuture lives. This study is done thru survey method, which includes direct interviews withstreetchildren at their workplaces, resulting a conclusion that there are a great diversity ofthe streetchildren’s characteristics. Most of the schoolage streetchildren are students ofelementary schools in Pekanbaru. The rest of them, mostly teenagers, don’t go to schoolanymore. The ones who still go to school still have the wish to get educated; however, it isalmost gone in the school drop-out ones. They wish more of an economic empowerment, suchas an entrepreneurship education that can support their family’s economic state. A morestrategic poverty-elimination program must be initiated by the city-government to preventnegative implications of this streetchildren phenomenon.

Abstract

In the term of creating more livable urban community, zoning focuses on separating land uses that aims for functionality and development of individual lot. Zoning usually become as tools to response problems assosiated with overcrowding in urban community and the intrusion of residential areas. In other hand, zoning can result some problems into urban community its self. In many instances, even this conventional zoning are the major contribute creating in urban area, another alternatives should be reveal to creating better urban community, one of this known as Form-based Codes (FBC). FBC allows for a mixture of land use upon context of building form that as regulations to creating more livable urban community. As a result, this compatibility of uses can achieved through design and orientation, preserve the assets and character of community to maintain more humanscale environment.Keyword: Zoning, Form-based codes
