Abstract

The job training program organized by the Pelalawan Regency Manpower Office is a program that aims to improve the competence of Human Resources in Pelalawan Regency. The Pelalawan Regency Government is committed so that people who participate in this job training program can open their business independently or get a job according to their expertise so that this can reduce unemployment in Pelalawan Regency. The purpose of this study was to knowing the implementation of job training programs and the factors that hinder the successful implementation of job training programs in Pelalawan District. The method in this study uses a descriptive qualitative methode. The theory concept used in this research is Edward III theory, namely 1) communication, 2) resources, 3) disposition, and 4) bureaucratic structure. The results of this study indicate that the implementation of the Pelalawan district job training program has not been said to be optimal, namely from the communication and resource criteria. In its implementation there are still obstacles that occur such as 1) lack of instructors, 2) the absence of a Work Training Center, and 3) limited budget in the implementation of job training.

Abstract

This research was conducted with the aim of being able to find out and analyze how the development related to the Non-Smoking Area and the inhibiting factors in the implementation of the No Smoking Area Development at the Tampan Mental Hospital of Riau Province was carried out. Therefore, as one of the hospitals that is quite crowded by the public, the regulations regarding the Non-Smoking Area should be applied maximally in order to maintain common interests related to health. The coaching concept used is the Hidayat concept which says there are 4 forms of coaching, namely: 1) Giving Directions, 2) Providing Guidance, 3) Conducting Supervision, 4) Providing Education and Training. The type of research used is descriptive qualitative research. Data collection techniqyes using observation, interviews and documentation. The results of this study indicate that in conducting the development of a No Smoking Area at the Tampan Mental Hospital, Riau Province, it has not been said to be optimal. In carrying out the guidance, there are still obstacles that occur such as 1) Low public awareness in complying with regulations related to Non-Smoking Areas, 2) There is no special section in carrying out development related to Non-Smoking Areas at the Tampan Mental Hospital of Riau Province.

Abstract

This research was conducted with the aim of being able to find out and explain how the implementation of child protection policies and the inhibiting factors in implementing child protection in Rokan Hulu Regency. The implementation theory used is the Merille S. Grindle theory which contains two variables, namely the content of policy and the policy environment (implementation context). The type of research used is descriptive qualitative research. Data collection techniques using interviews, observation and documentation.The results in the study show that the implementation of child protection has not been implemented properly, including the degree of change desired, policy programs, resources, power, interests, and strategies of policy actors, institutional characteristics, level of compliance and response from implementation. So that there are still obstacles that occur, namely: (1) insufficient budget in providing treatment for child victims of violence. (2) lack of human resource capacity, inadequate facilities in implementing policies. (3) differences in public perception. (4) the organization has not yet formed the UPTD for the protection of women and children which spe.cifically handles child violence, causing an overload of tasks within the organization’s scope.

Abstract

This research was conducted because Sungai Pakning sub-district, Bengkalis Regency, was one of the areas that experienced land and forest fires that occurred in Riau Province in 2015. So far, peatland management has often failed both by the government and companies. One of the failures is that they only focus on restoring land and neglect community empowerment. With the independent peat village program created by PT. Pertamina RU II Production, Sungai Pakning, Bengkalis Regency. Among the self-sustaining peat village programs, there is an environmental conservation program that has become the center of attention for environmentalists, namely the development of peat forest into a peat arboretum. This study aims to determine the institutional capacity in the development of the peat arboretum and to find out what are the supporting factors for institutional capacity in the development of the peat arboretum in Sungai Pakning, Bengkalis Regency. This research was conducted using a qualitative descriptive method. Data obtained through interviews and field observations. The results of this study indicate that the institutional capacity measure according to Damanik and Weber has shown good capacity in the aspects of leadership and coordination, aspects of external partnerships, aspects of potential development, and aspects of promotion. In a good institutional capacity supported by 1) facilities and infrastructure, which is carried out continuously, 2) good cooperation between various parties or institutions involved in the development of the peat arboretum.

Abstract

Performance accountability is a form of agency accountability for success or failure in carrying out the organization's mission to achieve the goals and objectives that have been set based on a system that is carried out periodically. Every government agency is required to compile a document of the Government Agency Performance Accountability System (SAKIP). In the implementation of accountability for the performance of the Pekanbaru City Transportation Service in 2017 and 2018 it received category C and in 2019 the Transportation Service received category B. This study aims to analyze the accountability of the Pekanbaru City Transportation Service's performance accountability and the factors inhibiting the performance accountability of the Pekanbaru City Transportation Service. This study uses the theory of Public Accountability by Ellwood in Nasucha (2004) consisting of four indicators, namely Honesty and Legal Accountability, Process Accountability, Program Accountability and Policy Accountability. This study uses a qualitative approach with descriptive analysis. In analyzing the data, this research uses triangulation technique. The results showed that the Pekanbaru City Transportation Service was accountable but still found the inhibiting factors, namely human resources related to administration and the lack of information disclosure related to performance.

Abstract

This research was conducted with the aim of knowing and explaining how community participation in tourism development and the inhibiting factors in carrying out tourism development in the Agrowisata Urban Village in Pekanbaru City. The theory used is the form of community participation according to Yadav in Totok Mardikanto which is divided into four types in the development and development process (1) participation in decision making (2) participation in implementation (3) participation in benefit (4) participation in evaluation. The type of research used is descriptive qualitative, data collection techniques obtained through observation, interviews, and documentation. The results of this study indicate that at the decision making stage, has involved the community in urban village deliberations activities to determine the policies for the activities carried out, the implementation carried out in the development has been going well with some of the activities carried out have received attention and brought tourists and the benefits of the results of the activities carried out have had an impact on development in the Agrowisata urban village area, but the benefits of tourism management have not been felt by all circles of society in the evaluation of tourist destinations developed in the management carried out it looks less competent, so that the development of agro-tourism destinations has not materialized. The inhibiting factors are human resources (HR), limited funds and the COVID-19 pandemic.

Abstract

This study aims to determine the implementation process as well as the driving and inhibiting factors of community empowerment through the Corporate Social Responsibility (CSR) program by PT. PJB UBJOM PLTU Tenayan in Industri Tenayan Village. The method used in this research is descriptive qualitative using a case study approach. The data analysis technique used in this study is a qualitative analysis proposed by Miles and Humbberman. The results showed that at the awareness stage, namely by providing understanding to achieve change, increasing a sense of awareness and the formation of the Muda Jaya Organik group. At the capacity stage, they are given training in business management, group structure and legality. Meanwhile, at the empowerment stage, giving power, power, and opportunities in the form of providing assistance for seeds and cages to create independence. The supporting factor is the support from stakeholders both from the government, private sector, and the community. The inhibiting factor is the unavailability of supporting technology in making media and processing results. So that the implementation of empowerment has not been carried out optimally.

Abstract

Poverty is a socio-economic condition of citizens who are unable to meet basic needs appropriate to humanity. One of the government-implemented models for empowerment of the poor is the existence of KUBE. A joint business group (KUBE) is a collection of families of the poor that are formed, grow and develop on their own initiative, associate with each other and live in certain regional units. With the help of KUBE, it is hoped that the KUBE that is being managed will continue to grow and bring about changes in the social well-being of members of the Joint Business Group (KUBE). In this article, the author uses a qualitative research method with a descriptive approach. The researcher uses Sharma's theory of organizational effectiveness. The results of this study showed that the effectiveness of the Joint Business Group (KUBE) in Banglas Village, Tebing Tinggi District, Meranti Islands Regency was still less effective and not optimal in implementation because there were still inhibiting factors, namely conflict among members causing KUBE management to malfunction, lack of skills, Human Resources (HR) and unfair competition.

Abstract

The problem of child abuse is a problem that occurs every year. For this reason, the problem of child abuse cannot be handled by one institution only so that the government and other institutions collaborate. This research aims to find out the processes and factors inhibiting Collaborative Governance in child protection at Batam city in 2020. This research uses a descriptive qualitative approach with the data sources used are primary and secondary data, where the data collection uses observation, interview and documentation techniques. Data that has been analyzed using measures including data reduction, presentation of data and withdrawal of conclusions. In this Collaborative Governance study, researchers used the theory of Ansell and Gash. The results of this study show that the collaborative process runs quite well by looking at the indicators of face-to-face dialogue conducted with coordination meetings that are quite often carried out by actors, on indicators of trust building with the intensity of communication established, on indicators of commitment to the process with the interrelationship of tasks and functions of actors, on indicators of share understanding with responsibility with their respective tasks and functions, and on indicators of Intermediated Outcomes results facilitate in child protection, the increase in the intensity of communication, and changes in the behavior of government agencies. But the inhibiting factors in the protection of children are still lack of socialization, lack of community participation, and difficulty getting information.

Abstract

This study aims to analyze the implementation of echelon III and IV ASN mutations in the North Buton Regency Government. This study uses a qualitative approach, with an analysis focus on the implementation of echelon III and IV ASN mutations. There were 9 informants in this research, namely the Regional Secretary, Head of BKPSDM, Head of Mutation Division, 3 echelon III officials and 3 echelon IV officials. The selected informants were determined purposively. Data were collected through observation, interviews, and document studies. The data obtained were then analyzed interactively with an analytical model referring to Milles and Huberman (1992), covering data collection, data presentation, data reduction and drawing conclusions. The results showed that the implementation of the transfer of echelon III and IV employees within the scope of the North Buton Regency Government was still dominated by the spoil system. The mutations carried out are based on the principle of kinship and on the basis of likes and dislikes. These likes and dislikes are closely related to the behavior of employees who make political contributions to the implementation of democratic momentum in North Buton Regency. However, mutations based on considerations of the merid system and spoiled system are still the main considerations in the implementation of echelon III and IV ASN mutations in North Buton Regency.
