Abstract

The purpose of this study is to identify and analyze the role of Kepulauan Meranti Regency in building participation through public aspirations implementation pattern. This research was conducted with qualitative methods, the data collection is done by interviews and field observations. The interview process conducted by the informant is set, then the data were analyzed with descriptive qualitative. The research found that the role of parliaments in building a people's aspirations conducted through formal and informal, basically has been running pretty well. This means that the efforts of local legislators in building civic participation by absorbing aspirations articulated already running, either through formal activities such as recess, working visits or spot checks or through informal activities such as blusukkan done by the members of the board.

Abstract

The region authority to controlling the development planning contained in a regulations No. 25 of 2014 about the system of development planning. The regulation give an opportunity to the public to become involved in every process of development especially in the long-term process, medium-term although short-term. Medium-term development plan (RPJMD) become the important ones to every region especially Peknbaru city, because this formula was an elaboration of the vision and mission of regional head (Walikota) as well as executives products that directly related to the policies of city government development. As part of the process of formulating the development plan, the discussion of development planning (musrenbang) was the only step where the public get the chance to participate. Through a descriptive qualitative approach by the ethic data analysis and emic, concluded that the public participate in the discussion of development planning RPJMD of Pekanbaru city fully initiated by the government of Pekanbaru city, there was nothing mobilitation from the government to the public in musrenbang because the public voluntary attendance for the invitation, participation from the formal way and group and also there was nothing informal way, so this participation has not been effective because the public were not involved from the start in the formulations of the RPJMD, so that the public still seen as a subject in the development planning.

Abstract

Local Tax is a source of local revenue in carrying out development which includes taxes of bird's nest, every entrepreneur swiftlet nests are required to pay tax in accordance with the Regulation of Urban Pekanbaru Number 10 Year 2011 on Swallow's Nest, in the District Fifty found 34 (thirty-four ) of bird's nest entrepreneurs who do not carry out the payment of taxes. executor of the tax collection of bird's nest is the Regional Revenue Office Pekanbaru. The purpose of this study was to examine the implementation of tax collection of bird's nest as well as to determine the obstacles in the implementation of tax collection of bird's nest. The method used in this research is descriptive survey with qualitative and quantitative approaches. based on the results of data analysis found that the tax collection of bird's nest as seen from the registration and data collection, determination, payment and billing quite accomplished

Abstract

The research brings out the issues about the subdistrict government operation in order to give recommendation of family card arrangement in subdistrict office of Tanah Putih Rokan Hilir district is expected capable to give the more easy and efficientservicetosociety. There are some issues, such as: the lack of office facilities, human resource and employees' working culture. The purpose of this research is to describe the government operation and some factors which give influence to the operational itself including the leader commitment, the employees motivation, and societysupport. The information sources of the research are from subdistrict of Tanah Putih, subdistrict secretary, government section, public service section and society in recommending family card arrangement. The techniques of collecting data were doing by natural setting of primer and secondary data sources in interviewing, observating, and documentating ways. The techniques of data analisis in the research held by using interactive model. Which is analyzing data at the same moment while data collecting in progress and after that there are few steps:1. Data collection. Collecting data from interview and observation materials. 2. Data reduction: gaining data from the field research and note them as a detailed summary-only consist of basic research issues because it will give a clear illustration of main research. 3.Data display diplaying data in table, graphic, and chart forms. The data presentation in this research was using narative text. 4. Verifying checking all data and make the summary. It must be supported by valid and consistent data so that it will be a summary with credibility.

Abstract

The purpose of the research is understand the motive of prisoner an prison officer class IIA and children prioner officer class IIB Also the officer of Kanwil kemenkum HAM of Riau Privince on lecture in Class IIA prison in pekan baru. The research approach which is isued is qualitative method with fenomenology subject. the subject of the research are prisoner, prison officers and the officer of kanwil kemenkum HAM of Riau province by purposive sampling. The data sampling was gathered through a deep interview and nonpartisipant observer a research literature study. The research reveal that the design is devided two. First, is for oriented motives to the past of themselves and the motives which oriented to the future.

Abstract

One of the social welfare problems that are still flourish in Pekanbaru today is neediness children. Children are a trust and the gift of the Almighty God, whose in they inherent dignity as human beings. Likewise, children are the next generation the ideals of the struggle of a nation that has a strategic role and have special characteristics and properties that are expected to ensure the continued existence of the nation and the State in the future. Given the position and hope to the children as the potential and future of the nation so that the child may deserve the attention of all parties so that children can grow and develop naturally and avoid the treatment and the wrong action, violence, discrimination which would undermine the development of the child, whether physical, mental and social development. Therefore they need to get the widest possible opportunity to grow and develop optimally both physically, mentally, socially for the realization of quality child, noble and prosperous. In fact, we could see the number of neediness children who spend time in the intersection traffic light and the other crowded places in the city of Pekanbaru. This is the bitter of the truth, children of their age should have been more at home gets the attention and affection of parents, school and play with peers, but they spend more time outside of their home where is on the streets and other public places for various reasons. From the results of the research on policy implementation Social Service and Funerary of Pekanbaru in protecting the rights of children which is based on the concept of Van Meter and Van Horn, it can be concluded that of the six indicators seen there are several sub-indicators are still not good that the budget provision, the provision of facilities supporters, the response of the executive is not maximized and the character of the target group who do not want to be fostered.

Abstract

Itinerant profession mortgagee sells a variety of household appliances, is a typical profession of Tasikmalayapeople. Distinctive feature of this loan among them; do not use the guarantee, does not require a down payment, and very flexible repayment can be done on a daily, weekly, and monthly. In this business, trust is a major factor that is used as a handle mortgagee. Reality thus causing no little credit customers who betrayed and ran away from completing repayment obligations. The purpose of research is to understand and analyze: persep the mortgagee against himself and his profession; mortgagee interpersonal communication process with customers; and konstruksisosial mortgagee about the trust factor against pelanggannya.Untuk achieve these objectives, the study uses a constructivist paradigm and qualitative research methods, the research subjects consisted of 13 people mortgagee selected purposively. The approach used in this study is the symbolic interactionism and teorikonstruksisosialatas reality, and to collect the data used in-depth interviews, participant observation and documentation study. The findings of the research include: view mortgagee against himself and his profession is generally very positive. Interpersonal communication process with customers mortgagee are colored with impression management both verbally and nonverbally. Construction trust to customers much based on nonverbal communication behavior of customers and economic conditions customers.

Abstract

Post-Reformation has caused some political consequences including reform of the system through the 1945 amendments were followed by the derivation of the form of laws and regulations in order to rebuild the political rights of the people who had experience of depoliticization, as well as local elections direct the newly held precisely on December 9, 2015 and is one way to build local politics.However, after the implementation of vote counting stages, there is still a stage set by law to candidates who feel of elections has not run well, can menyampaikann lawsuit to the Constitutional Court (MK) .In Court Rules only limit lawsuit related to the difference between the voting results only , but this limit could not stem the applicant seeking keadilan.Puluhan petition effort also contain indications of fraud reasons pilkada structured, systematic and massive. As mobiliasasi mass, money politics to support one party to the two pairs of candidates.

Abstract

Having power means having the ability to change the behavior or attitudes of others in accordance with what is desired by the authority. By holding power, automatically the bersangkuatan has an influence, and this is what is dreamed by some people who want to get legitimacy so that later he has the influence of the power possessed. the cause of abuse of power can have an impact on rampant corruption. Among the causes: a. That punishment perceived from the results of abuse of power is relatively lighter compared to the benefits it feels. b. Abuse of power can be tricked and engineered in the form of physical accountability. c. To get power requires substantial material capital, so that when the power is granted to him, of course the person concerned is trying to return the initial capital plus a large profit. d. It is not good for a check and balance system in the government system.

Abstract

This study aims to determine the sub-district supervision Tenayan Pekanbaru City in overseeing the Pit Mining C. Implementation Supervision Indicators used include direct supervision and indirect supervision is carried out by sub-district Tenayan Pekanbaru City. This type of research is located at the District Office Tenayan Pekanbaru City is a descriptive method with qualitative data analysis. In line with the objectives of the study, the study population is Tenayaran Raya sub-district, District Office Employee Tenayan Kingdom c excavation and mining community. To support the validity and research results, then set the population at the District Office Tenayan Kingdom as many as 6 people and society miners excavated c 8 persons. The sampling technique for the sub-district and District Office Personnel Tenayan puposive Kingdom using sampling techniques and to society c miners excavated using random sampling techniques. Types and techniques of data collection consisted of primary data collected by using questionnaire data and interviews and secondary data collected by observation and documentation techniques that are the source of data and information as well as information from the parties - parties associated with this research. Based on this analysis technique can be concluded that the implementation of sub-district Supervision Pekanbaru City Tenayan In Mining Pit C at Kulim District of Tenayan Kingdom works quite accomplished. The recommendations need to consider is the future of Pekanbaru City District Head Tenayan to conduct intensive monitoring on Mining Excavation C.
