Abstract

Leadership is a key factor in the success of an organization and management that directs the work of organizational members to achieve organizational goals. Measurement of organizational performance needs to be carried out in ensuring the understanding of the implementers and measuring achievement, ensuring the achievement of an agreed performance scheme, monitoring and evaluating performance with a comparison between work and implementation schemes, providing objective rewards and punishments for performance achievements that have been measured according to the measurement system has been agreed upon, making it a means of communication between employees and leaders in an effort to improve organizational performance, ensure that decisions are made objectively and reveal problems that occur. This study proves that have significant influence simultaneously and there is a partial significant influence leadership style and competence on the Performance of Administrative At the Regional Secretariat North Barito regency of 66.3% while the remaining 33.7% is influenced by other variables that are not included in this research model. Leaders should continuously provide high motivation so that work is done well, provide polite service to the community, provide what the community needs, work in accordance with leadership directions, and are willing to take full responsibility for the risks in every work done.

Abstract

This study aims to determine how the coordination of regional disaster management agencies in providing logistics and equipment for disaster management in Gunung Mas district, Central Kalimantan province, from the elements of time management, synchronization, shared interests, and common goals in coordination. The method used in this research is qualitative. Data collection techniques are by using interviews, observation, and documentation study. Meanwhile, data analysis was carried out through three activity streams which were an interrelated unit, namely data reduction, data presentation and conclusion drawing. Based on the results of the research, it found that the coordination carried out by the Regional Disaster Management Agency in the provision of logistics and equipment from the aspects of time management and timeliness, synchronization, shared interests, and common goals have been well-coordinated by the system. Pattern as well as the applicable provisions, namely when pre-disaster, emergency response, and post-disaster, the only obstacle in this coordination is different lines of command or different work units among other related agencies. This research concludes that the coordination of the Regional Disaster Management Agency of Gunung Mas Regency in the provision of logistics and equipment for disaster management in Gunung Mas Regency has been well-coordinated according to the existing system and the prevailing patterns and regulations. These obstacles in coordination are greatly influenced by the lack of understanding from other relevant agencies regarding their duties, powers and responsibilities for disaster management. The next inhibiting factor is that the service/agency/other institution does not have a hierarchical relationship (line of command) due to different work units, resulting in less than optimal coordination.

Abstract

Over time, performance measurement in government agencies has changed orientation, namely performance measurement, which is input-oriented (more specifically budget), shifting to performance measurement result-oriented. This study aims to evaluate the problems and factors that are involved. Affect the effectiveness of the implementation of the Accountability System Performance of Government Institutions (SAKIP) in the Tanah Bumbu Regency government. This study also explores the classification level of implementation and the leading performance indicators in SAKIP in the SKPD Tanah Bumbu Regency to determine the obstacles in implementing SAKIP. This research is a qualitative-quantitative study (mix method) using a case study approach. The approach used is a case study approach that focuses intensively on a particular object that studies it as a case. Meanwhile, the Likert scale's quantitative approach describes the urgency in the form of tables and percentages. The data strengthened by a qualitative narrative that adapts to identifying weaknesses based on quantitative analysis. The weaknesses found in this study cover all aspects, starting from understanding and elaborating the vision and mission and strategic plans of Tanah Bumbu Regency. Mapping of performance targets, a stipulation of performance planning documents, implementation of policies, programs and activities; performance evaluation, performance control, and improved performance.

Abstract

Conflict of land conversion (deterritorialization) is an ecological crisis that continues to reproduce in the domination space of the capitalist economy and goes hand in hand with the use of the pretext of industrialization and massive scale state political policies. Banjar Regency is geographically located in a strategic area between the cities of Banjarmasin and Banjarbaru. So that it functions as a buffer zone and a center for settlement development and economic activity. This study aims to discover the concept of territorialization of wetlands that exist in the community and respond to the dynamics of the expansion of land conversion (deterritorialization of the wetland environment), whether carried out by corporations, the government, or by the community itself through the tendency of policies that are mechanistic pragmatic. This research uses a qualitative approach, which is considered the most capable of accommodating the dialectical analysis of subjectivity-objectivity accompanied by critical analysis to uncover the problem of deterritorialization of the wetland environment of political ecology in Banjar Regency. Data collection using literature studies and field data collection through FGD, interviews, and observations using the live-in model. It is hoped that the analysis of this research will be able to provide novelty to a philosophical perspective on natural resource management, particularly concerning the environmental functions of wetlands, including swamps and peat areas. Stakeholders and actors engaged in related sectors are also expected to unravel the unequal power relations between actors based on the paradigm of justice and sustainability, accompanied by efforts to overcome various systemic obstacles, anthropocentric obstacles, and local government “bureaucratic dysfunction,” which will be elaborated, comprehensively in this research.

Abstract

The environmental crisis is getting worse these days, resulting in a debate about the paradigm of natural resource management to emerge. The aspiration for sustainable natural resource management is getting stronger from civil society movements and the wider community. The purpose of this research is to describe eco-populist thoughts and actions in peatland management and to strengthen the position of the eco-populist paradigm as the right paradigm in peatland management. This research is qualitative research with a case study approach, namely research conducted intensively, in detail and in-depth on a problem that is the object of research. The results of this study contribute to a fundamental-philosophical error in peatland management. Promote a sustainable perspective on peatland management based on local knowledge, reinforced by paradigmatic studies. A perspective that harmonizes ecological and human (community) interests. Not a viewpoint that ignores certain subsystems. In natural resource politics, there are at least three paradigms. First, the conservationist paradigm, which places natural resources solely for conservation. Second, the developmentalistic paradigm, which views natural resources as development assets. Third, the eco-populistic paradigm, which is a holistic perspective that humans, flora and fauna and their environment are one ecosystem. The loss of one element shakes the joints of the other component. Peat management is one of the world's highlights today. The critical issue is that climate change is linked to the destruction of peat due to unsustainable management. Until now, peatland management is still dominant with a developmentalism cum conservationist paradigm. So it is necessary to strengthen paradigmatic in sustainable peatland management.

Abstract

In the last five years, the world's attention has shifted to food security in relation to climate change adaptation and mitigation, particularly in 2008, when food prices skyrocketed, causing famine in Cape Africa and even the Sahel, which is still feeling the effects of this famine in 2012. In the same year, the OHCHR report (the Office of the United Nations High Commissioner for Human Rights) notes the need to safeguard food security and nutrition in the context of Human Rights. A major shift occurred in Indonesian agriculture due to the 1999 eruption of Mount Elanor. A focus on climate influences has been a prominent component of the Indonesian government's policy regarding agriculture for some time. Plant-resistant crops or programs for mitigating climate change take the form of either of these options. Culminating a significant development in policies to secure food security, such as protection of agricultural land, various policies were created to evaluate land use and regulations of the Minister of Agriculture pertaining to guidelines for land use. The study, which was done for a period of six months, has a goal of learning more about the Banjar people's local knowledge on climate change. By collecting data from locals, such as farmers, community leaders, and village heads, who have detailed knowledge about Banjar customs and traditions, and from Banjar people who are selected for the research in Banjar Regency, South Kalimantan, qualitative methods and collection of local knowledge and local wisdom strategies were employed.

Abstract

This study aims to determine the political orientation of the Dayak Siang community in giving their voting rights in the Regional Head General Election in Saripoi Sub-district , Murung Raya Regency, Central Kalimantan. This research is qualitative research with a descriptive approach type. The data collection techniques used by the author are interviews, observation and documentation, data analysis techniques use data reduction, data presentation and drawing conclusions or data verification. Political orientation is a pattern of community behavior which later becomes a culture in certain individuals and communities in state life, Almond and Verba (1984) clarify political orientation into 3 (three) parts, namely cognitive, affective and evaluative political orientation. Research on the orientation of the Dayak Siang community in regional head elections in Saripoi Sub-district is in accordance with the Almond and Verba theory regarding the three components of political orientation of an individual or community group in viewing politics, but the three components of political orientation in Saripoi Sub-district lead to Parochial political culture, the role of government, Village heads and parents influence decision-making by voters in determining their voting rights in the implementation of the Regional General Election.

Abstract

The National Police of the Republic of Indonesia, in this case, Bhabinkamtibmas (Neighborhood/Village Police NCOs), as the leader in creating Harkamtibmas or the maintenance of security and public order in villages/sub-districts, can carry out their duties by applying the community empowerment as an effective way to involve the community in achieving all goals and hopes of creating a safe and orderly situation where they are being assigned. This had been stated in the Regulation of the Chief of the Indonesian National Police Number 3 of 2015 article 27 that the main task of Bhabinkamtibmas is to conduct community development, early detection, and mediation/negotiation to create conducive conditions in the village/sub-district. In regards to community policing in Article 1 Paragraph 2, community policing, from now on abbreviated as Polmas, is an activity to invite the public through a partnership between members of the National Police and the community, so that they can detect and identify problems of security and public order (Kamtibmas) in their environment and resolve them. The results of the research showed that community empowerment in East Banjarmasin could be carried out through the role of Bhabinkamtibmas. However, it was not optimal because many programs or activities executed by Bhabinkamtibmas were reserved to fulfilling tasks that had been assigned to them. The community empowerment was followed through practically and was limited to how to take advantage of the situation and part of the community's potential in order to finish the target assigned to them hence the role of Bhabinkamtibmas as the leader in community empowerment could not be implemented properly and sustainably. The achievement could be done through the provision of knowledge and training and education on understanding the definition of community empowerment as a process and as a goal, stages of empowerment, empowerment strategies and so on, in order to create a community in which they are ready to be efficient and independent towards creating a conducive security and public order therefore they can create a safe, peaceful community and ensure the implementation of development towards prosperity.

Abstract

Community empowerment through swallow nest cultivation is one of the efforts of the Kotabaru Regency Government to increase local revenue (PAD). This study aims to describe a strategy for community empowerment in the management of swallow nest cultivation and the supporting and inhibiting factors for implementing the strategy. This research uses the descriptive qualitative method. They were collecting data using in-depth interviews, observation, and document review. The results showed that Kotabaru Regency's Original Regional Revenue (PAD) from community empowerment through swallow nest cultivation was insignificant. The reason is that there are still many weaknesses in the implemented community empowerment strategies. Strategies applied based on SWOT analysis, namely: a) Application of SO (Strength – Opportunities) strategy, is 1. Business assistance. 2 . Protection of business objects.; b) The implementation of the WO (Weakness – Opportunities) strategy is 1. Mapping social potential participatory in developing swallow nest cultivation business; 2. Community organizing and facilitation of sustainable program setting; 3. Capacity building of the community. c) The implementation of ST (Strength – Threats) strategy is 1 . Regulatory determination; 2. Socialization of empowerment. d The application of the WT (Weaknesses – Threats) strategy is 1. Input (capital support, infrastructure, and facilities). 2. Market access for swallow nests. 3. Development of cooperation/network.

Abstract

Studies on political ecology problems always start from justice, poverty, resource inequality, population spikes, and environmental damage. This condition tends to only analyze from the side of causality. This causality explanation has a weakness in answering what allows this condition to occur. The problems in these areas are pretty interesting to study further because regional autonomy is a practice. The Provincial Government and Regency Governments play an essential role in the management and regulation of environmental policies. The purpose of this study is to analyze the political ecology related to the interaction between policy (regulation) and environmental management on social and economic conditions from the perspective of regional autonomy. This study uses a descriptive qualitative research approach. This study's data collection techniques are observation (observation), in-depth interviews, and literature study. The types of data in this study include ecological, economic, and social components of environmental ecosystems. The primary assumption in political ecology is that environmental change is not neutral. Instead, it is a form of a politicalized environment that involves many interested actors. Ecology-politics can be interpreted as a political study that understands human relations with environmental changes resulting from political processes. The political ecology perspective emphasizes that internal problems in the environment rather than external influences, namely due to political and economic pressures outside of itself, including the policy of regional autonomy (decentralization) of natural resources, is not just a technical problem. There are socio-political problems related to access to use and control over natural resources (power and authority). Environmental management problems are caused primarily not by technical failures but also by political failures. This means that the approach in environmental management is sectoral, technocratic, exclusive, and elitist, without considering the economic, social, and political forces that are the leading causes of the destruction of natural resources.
