Abstract

Foreign policy is a tool for countries to achieve certain outcomes, including how to deal with another country in the international arena. When viewing a rising power as a threat, they push for balancing strategy in order to keep a country in check. It is generally pursued by enhancing their own military capability, or by maintaining alliance with one another. This article aims to analyze Indonesia-China relations in Joko Widodo’s administration, where Jakarta tends to push for underbalancing strategy, as the political elites have different perceptions with one another as well as China’s ambivalence policy toward Indonesia. Based on neoclassical realism, underbalancing occurs when a country’s political elite is fragmented. In this particular case, this led to ineffective foreign policy toward China.

Abstract

Transnational crime is a major crime due to its impact towards society in general and the state. The geographical aspect of ASEAN becomes the major factor of increasing number of transnational crime, especially those happen between Indonesia and Malaysia. These neighboring countries has boundaries prone to such crime activities, especially human trafficking. Even though the international law has been intact, human trafficking in Asia keeps happening. Cooperation to prevent human trafficking is needed by tightening surveilance at the border areas. The other effort to be done is by providing sophisticated facilities for the surveilance actions, so that the residents of the border areas could participate in the cooperation programmes.

Abstract

Artikel ini membandingkan karakter mendasar dari tiga paradigma arus utama (mainstream) dalam kajian hubungan internasional, yaitu realisme klasik, liberalisme, dan marxisme. Perspektif dunia dalam realisme diibaratkan sebagai tatanan bola billiard, bahwa negara bangsa menjadi aktor utama. Negara mencoba untuk memenuhi kepentingannya menggunakan power yang dimiliki. Power sebagai sebuah kapabilitas negara untuk bertindak. Setiap negara adalah berdaulat (sovereignty) dan dapat menentukan arah kebijakannya sendiri (self-determination) sehingga realisme menganggap bahwa negara adalah sebuah entitas tertinggi dalam sistem internasional. Tatanan dunia menurut Perspektif Liberalisme diibaratkan sebagai jejaring laba-laba. Liberalisme memiliki pandangan yang positif pada sifat manusia, dan yakin dengan sifat tersebut akan terjalin kerja sama yang baik sehingga tercapailah perdamaian dunia. Aktor hubungan internasional bagi Liberalisme tidak hanya negara, tetapi juga aktor-aktor lain dalam kerja sama transnasional seperti organisasi internasional, perusahaan multinasional, dan lain-lain. Marxisme memandang tata dunia saat ini seperti seekor gurita. Dalam pandangan kaum Marxis, sistem internasional merupakan sistem kapitalis yang selalu mengejar akumulasi modal. Kesetaraan dan kebebasan merupakan hal yang dijunjung tinggi, negara dikendalikan oleh kepentingan kaum borjuis selaku pemilik modal. Marxis juga meyakini bahwa suatu saat revolusi politik akan mampu menghapuskan sistem kapitalis dan akan digantikan oleh sistem sosialis. Melalui upaya perbandingan dan analisis ketiga pendekatan klasik ini, penulis berargumen bahwa realisme klasik merupakan perspektif penting yang paling dibutuhkan dalam kajian hubungan internasional.

Abstract

Since the collapse of the authoritarian Suharto regime in 1998, Indonesia has witnessed an escalation in the activism of Islamic revivalist movements whose goals revolve around the implementation of sharia and the re-establishment of the caliphate. Some of these movements, including HTI (the Liberation Party of Indonesia), FPI (Islamic Defenders Front), and FUI (Forum of Islamic Community), remain active today. While much has been written about HTI and FPI, very little attention has been paid to FUI. Since its emergence in 2005, FUI has played an active role in public activism. This article examines the ideologies and discourses of FUI as it engages in a contestation of meaning in the country’s contemporary socio-political milieu. The article opens with a discussion on the ideologies and discourses of HTI and FPI, since they have contributed to the social construction of FUI’s ideologies and discourses. It argues that HTI has bequeathed a legacy of immense influence on the way in which FUI develops its frames of protest. However, this influence is in no way left intact and undisturbed. Rather, it is negotiated, and the existence of FPI is believed to have affected the extent to which FUI shapes its framing processes.

Abstract

This writing discusses Indonesia’s sovereignty related to problems arises at the territorial border and to the readiness to face any kind of threats. The focus of analysis would be on the case of Natuna Islands. China’s nine dash lines in the South China Sea has risens concerns of many parties, especially of the four Southeast Asian claimant countries that are having disputes against China at that region. Observing the development of Natuna Islands in its relation with China’s nine dash lines, it is imperative for the Government of Indonesia to rise the alertness on the potential claimage of the Islands and its maritime surrounding. Therefore, this qualitative study also aims to discuss to what extent the effort should be made by Indonesian goverment to face this rising problem. The results show that Indonesia needs to improve her diplomacy and military capability at the same time in order to protect her geographical sovereignty.

Abstract

October 12th, 2002 terrorism attack in Bali became the starting point of counter-terrorism movement, especially against those who are strongly indicated as being affiliated with Al-Qaeda, which is Jemaah Islamiyah (JI). The 2002 Bali bombing, followed by the 2005 Bali bombing, has put Indonesia on a reality that she has not only become the bases of terrorism movement, but also the victim of such movement. In order to comprehensively stop the terror activities and terrorist, the Government of Indonesia prefers the rule of law, in which the legal officials—including the police force and prosecution institution—stand in the front line. Therefore, this writing aims to study the policies and efforts in countering terrorism at the ‘action’ phase involving legal instruments. Then, this article also aims to analyze on how ‘disengagement’ method and ‘enhanced criminal justice model’ are able to overcome terrorism acts. The results show that since the period of President Soekarno’s administration until President Yudhono’s administration, the effort has evoluted. Indonesia has implemented the hard—military—approach which is lasted until 2003. Under President Yudhoyono, there’s new formulation of the hard approach which prefers non-military legal upholding which is Enhance Criminal Justice Model. The government has sets the police force—Densus 1988 AT—as the front line.

Abstract

The purpose of this paper is to critically examine the tendency of some countries to step out of EU membership, especially after UK exits from EU membership after the referendum process. To that end, the authors argue that the condition represents the reality that the significance of current national interest is more than the importance of integration in the region. The problem is studied using several concepts such as neorealism and national interest. The result of the analysis by the authors shows that the issue of nationalism tends to be stronger than the integration issue. The EU focuses more on expanding membership rather than on strengthening the implementation of the various agreements that have been made. The basic purpose of EU establishment has the potential to shift due to the behavior of prioritizing EU arrogance over the achievement of the ideals contained in the Maastricht Treaty. Therefore, it can be concluded that political factors are still dominant in decision making in the EU. The less than optimal embodiment of the Maastricht Treaty has led to the emergence of several countries' options to get out of the EU. They perceive that their national interests were not accommodated through European integration.

Abstract

This writing discusses Indonesian effort in countering domestic terrorism. The existing network that involves externalities such as al-Qaeda makes it imperative for Indonesian Government to improve the diplomacy. Therefore, this writing aims to analyze the action and obstacles within Indonesian diplomacy in countering domestic terrorism. In analyzing process, this writing uses the decision making process as the conceptual framework. As a rational actor, the Government of Indonesia combines the utilization of hard and soft power. The effort on soft power are conducted through public diplomacy, interfaith dialogue, and cooperation engaging other countries and institution at regional and international level. Aside from that, Indonesian Government also set up strong law including tough sanction or punishment towards terrorism acts.

Abstract

The establishment of Constitutional Court is the answer to the development of constitutional law in countries in the world. It is an answer of needs for a new judicial institution. This expected new judicial institution does not only have to be independent. It has to be authorized to conduct interpretation the Constitution as well. Moreover, the Court should also be able to settle disputes between governmental agencies. In Indonesia, the set up of Constitutional Court of the Republic of Indonesia gives consequences to Indonesia’s state administration system in the 21st century. This shows particularly after the reformation era in Indonesia. Therefore, the Court itself is considerably new in Indonesia. It is also considered younger than the one in the other parts of the world, including the one in Germany. In terms of authority, the Germany Federal Constitutional Court has more limited authority than Constitutional Court of the Republic of Indonesia. However, Germany Federal Constitutional Court has a considerable legal power.

Abstract

This research discussed about the foreign policy of Venezuela in the Latin American in 2002-2010. From the past, the cooperation of two nations exist in harmony before 2002. After that Venezuela was particularly vulnerable to tensions with the United States. Venezuela often shown a confrontational attitude and actions toward the United States. As a result, Venezuela has established cooperation with countries that have a “unharmony background" with the United States. This happened since the President Chávez era. Bolivarian Revolution was affecting the Venezuelan democracy on the direction of foreign policy. Oil commodity becomes a major tool in cooperation with countries in Latin America. Altough it can not be denied Venezuela's dependence on the United States is greater than the reverse.
