Abstract

Journal accreditation program aims to improve the quality and quantity of publications in the scientific community so as to competitiveness on the international scientific periodicals. This study aims to: (1) describe the journals that have been accredited by LIPI and Higher Education, which is viewed from the aspect field of science, the agency issuing, and the city of an issue; and 2) know the effort in preparing for publication journal managers become accredited and reputable international journals. Data sourced from literature studies, in the form of regulatory documents, articles, papers and presentations related to the accreditation of scientific periodicals. The data were analyzed descriptively. The conclusion of this study, namely: (1) 362 accredited journals, from LIPI total of 190 journals and 172 journals a number of Higher Education; the number of accredited journals is considered still relatively very small (only about 5.17%) when compared to the total number of indexed journals Indonesia ISJD (about 7000 journals); (2) accredited journals LIPI and DIKTI mostly from the city of Jakarta (of 113 journals, or 31.22%) to the science of Agriculture Veterinary Medicine and the Environment (43 accredited journals LIPI) and the health sector (34 accredited journal Higher Education); (3) the agency issuing the journal mostly from ministries agencies (134 journals or 70.53%) and university (99 journals or 57.56%); and (4) journal managers should immediately publish the journal in electronic version by paying attention to scientific principles in order to get the title of accredited and reputable international journals.Keywoords : Journal, Journal acreditation, International Journal, Open Jounrnal System, LIPI, DIKTI

Abstract

Government and public service systems in the E-Government era are demanded to be transparent, effective, efficient, accountable and useful in society. These are the challenges that has to be faced by government institutions in conducting their functions. The rapid advance of information and communications technology opens the opportunity in accessing, processing and using the information fast and accurately. This research aims to analyze customer satisfaction towards Information and Documentation Management Officer (IDMO) Perpusnas RI website quality (http://ppid.perpusnas.go.id/). Electronic service quality model used in this research is NetQual (Bressolles, 2006) consisting of 18 variables representing five dimensions of service quality, namely information, ease of use, design, reliability, dan privacy/security. This research used quantitative descriptive approach supported with survey of 48 respondents who have accessed PPID Perpusnas RI website. This research used two methods in analyzing data, customer satisfaction index and importance performance analysis. The result indicated that overall user was not satistified with PPID Perpusnas RI website, with customer satisfaction index 39,71 % (very poor). It is also parallel with analysis result of importance performance rate whose gap ranges from -015 to -1,23 with average total score is -0,85. It could be concluded that customer respondents generally has not satisfied with the quality of PPID Perpusnas RI website.Keywords: Customer Satisfaction Index, Importance Performance Analysis, NetQual, PPID, Public Information, Website Quality

Abstract

One of library’s most important element of the library is collection. The rise information and technology, has improved library needs to transforms into digital era. Library users preferred e-resources collections. The National Library of Indonesia (NLI) realized e-resources collection has become one of the primary collection. During these five years, there are not enough research about usage of e-resources collection services evaluation.  This research took evaluation of the usage of e-resources collection services with a quantitative approach of the ISO 11620:2014 as general standard for library performance indicators. ISO 11620:2014 is a statement of symbol, numeric, and verbal that is obtained through the library statistics and data that is used to characterized the library performance indicators. There are 6 (six) performance indicators that are used as benchmark in assesing how far e-resources collection is used in The NLI on 2014-2015. Those  6 (six) indicators are : (1) The percentage of e-resources collection that is not used); (2) the number of content unit downloaded per capita; (3) the number of visitors that join the e-resources training; (4) the expense of the e-resources collection procurement; (5) the percentage of expenditure on the provision of information for the collection of e-resources; (6) Percentage of library staff who provide the guidance of the e-resources collection services for.   This research found that e-resources usage collections services in The NLI is not optimized. E-resources collections service has not maximized for following reasons. First, The NLI’s e-resources is in balanced referring to covered subjects. The high e-resources collections that were not used by user, only 3% of the whole e-resources collections are used by users. Although, the level of  content downloaded unit per capita for each e-resources collections decreased from the previous year. E-journals downloaded are more higher than the e-books and e-videos downloaded from whole e-resources collections. In 2015, the number e-books and e-video downloaded are less than 5 per 1000 user. PROQUEST download decreased from 2.7 to 1.9 for all users served.  These conditions was caused by lack of e-resources development policy that becomes controlling in the process of collection management at the National Library of Indonesia. NLI needs to improve the e-resources development a primary missions to create a great form of national collections.  Second, NLI need to set priority in providing technology based services. E-resources training and promotion are also need to set up as priority to colleges that have limited infrastructure and internet access. There are a large number  user can be a potential gateway to increasing e-resources usage. This research found users were trained at the NLI’s e-resources has decreased in 2015.  There was about 3 users per 1000 the NLI’s users in the previous year.   Third, the level of the percentage of staff who provide training increased by 12.34% from the previous year. Although there was improvement the percentage of the GCC staff training is still very small compared with the number of staff at service center. Librarian’s competencies also needed to improve e-resources training in NLI.  Librarian must have competenciies as much skill in providing information services in technology, has skill in searching strategy using e-resources. The research also found evaluation of e-resources usage at NLI will increase.   Fourth, in terms of budget indicators issued for the provision of information in the form of a collection of e-resources shows the results are quite positive. Costs incurred for the provision of e-resources collections always increase every year.  The research recommended further research related to the application of e-resources system performance measurement standards. It is important for the evaluation of performance of e-resources development at NLI to improve performance even better in the future.Key words: e-resources,  usage evaluation, National Library of Indonesia (NLI), ISO 11620

Abstract

Information and communication technology (ICT) has been implemented in almost every division at the National Library. This implementation is supported by Undang-Undang Nomor 43 tentang Perpustakaan. The aim of using ICT is to improve working performance and services of National Library. Pusat Pendidikan dan Pelatihan (Pusdiklat) is one of divisions that has not fully implemented ICT yet to increase the training quality and quantity, therefore management information system is required to support decision making related to the training. This research objective is to design a management information system using enterprise architecture framework, TOGAF. TOGAF provides a flexible framework to accommodate management information system design according to the organization’s vision, mission and goals. This research yielded a blueprint of management information system of training’s program and evaluation. It is expected that this blueprint could be used to guide the development of management information system in Pusdiklat.Keyword: Enterprise Architecture Framework, Management Information System, TOGAF, UML

Abstract

The study aims to usability analysis the National Library of Indonesia home page based the results of Paramjeet and Gupta research. The method used was think-aloud. In this method, one user was observed when doing the assignment and asked to express choices, feelings, or thoughts when testing the website.  There are seven phases in this method, i.e 1) literature study of  usability, usability testing and think- aloud, 2) self-evaluation of the home page of National Library of Indonesia website, conducted by comparing the results of Paramjeet and Gupta study, 3) determination of assessment parameters, 4) determination of the number and criteria of the respondents, 5) analysis of home page usability by the respondents, 6) analysis of  the results, conducted based on the respondent transcripts, and 7) recommendations. There were ten respondents, with medium internet literacy skill. They expressed their thoughts and feelings when testing the home page. There were criteria used in the assessment :1) the main features consist of logo and name of organization, about us, contact us, and archive and archiving; 2)URL (Uniform Resources Locator); 3) window title; 4) date and time; 5) writing content; 6) navigation; 7) search; 8) graphic and animation.Based on the analysis, it shows that home page of the National Library of Indonesia website needs to be improved. The improvements needed are: the addition of about us feature on the main menu; contact us becomes part of about us in the main menu; the results of the archive and archiving is in the form of title, in order to facilitate the information retrieval; the moving boxes in the navigation are replaced with fixed boxes using different colors with the color news; the search is equipped with advanced search, and graphics and animation should also be improved not only as a home page ornament.Keywords :National Library of Indonesia, think-aloud, usability.

Abstract

Web as a source of global information has created a new challenge for archiving digital material. National Web Archive as one part of the web portal of the National Digital Library has an important role in the effort to store, manage, archive and preserve the documentary heritage of Indonesia in online formats. This study was done to evaluate the utilization of associated factors that interact and influence the level of user acceptance of the technology of this web archiving system. The study using the modeling methodology TAM (Technology Acceptance Model) as a theoretical framework and multivariate statistical analysis techniques SEM (Structural Equation Modeling) using AMOS (Analysis of Moment Structures) software tools. Data were collected through snowball sampling with the help of an online questionnaire, where the number of 110 respondents in this study are pemustaka who utilize the site of the National Library. The results show the suitability of TAM as a theoretical framework that can accept the hypothesis that has positive and significant exception Influence Perception of Benefits (PU) on Intention to Use (BITU) indicates a value below 0.736 because of the measurement standard price table = 1.96 ie thitung <ttable so H0 is accepted.Keywords: web archive, Technology Acceptance Model, Structural Equation Modeling.

Abstract

Creating a university library’s website needs to pay attention to usability aspect as a key of success and also as a user requirement for a website existence. The purpose of this research is to identify and analyze what problem would user facing and also giving a recommendation for maintenance in website’s interface to become more user-friendly. In this research, we did usability test to Universitas Mercu Buana library’s website using cognitive walkthrough method. A Cognitive walkthrough is a method to test usability where tester does series of task scenario to reach its goal. Usability test component covers effectiveness and efficiency. The result of this testing shows that the rate of finished task scenario from respondent are 90%. The Margin of error in this task scenario are from downloading from ProQuest database article. The average time for respondent completes all the task scenario is 680 seconds. The problem that users facing when using the website are finding book title, downloading thesis, finding journal title, finding article title, and downloading article from ProQuest database. the improvement this website need are adding the new search filter for ProQuest database article, the search box should be on every web pages, collection availability status should be showing in the search result without clicking title or call number, and term naming should be relevant to the content.Keywords: Cognitive Walkthrough, Library Website, Usability, Usability Testing, Website

Abstract

Institutional repository is an essential part functioning as a storage for keeping the collection of publication digitally. Del Institute of Technology (ITD) has its own collection of institutional publication but it does not have institutional repository. Before developing the application, it is essential that a feasibility study be conducted in order to ensure the development of ITD's application will run well. Feasibility study is conducted through first phase of knowledge management system life cycle and the model is IPB institutional repository. Based on the analysis of the feasibility of the ITD infrastructure percentages obtained in building institutional repository is 51.96%. The percentage is derived from the percentage of the value of the following eligibility is infrastructure (21.44%), human resources (14.33%), Budget (0%), Rules / SOP / SK (3,40%) and Content (12.79%). Based on the results of the study referred to the several things that need to be addressed in the effort to develop the institutional repository ITD and refer to the model repository development in IPB is to provide the infrastructure that is software as a tool for transferring media content repository, making decree team, create a SOP for digital documents and the handover of the scientific work of the academic community ITD. Abstract

Community College of popular as the academic community. Administrative activities in universities can not be separated from the recording of incoming and outgoing mail, file reception and file delivery. The archiving process as an important record of the history of the institution, for easy access and collection of data, synthesize information and improve the utilization of archives. Application of Information Technology (IT) is essential to the use and development of IT for the better in the service of the administration of the university. IPB Archives Unit has been using Dynamic Archival Information System (SIKD) and Static Archival Information System (SIKS) to serve the management of governance archiving. However, the use of information systems used by the Archives Unit IPB unknown level governance capabilities within IT management. Therefore this study to evaluate the capability of IT management level in the management of archives using the framework Control Objectives for Information and related Technology (COBIT). Selection of COBIT framework because it has many advantages one of them as a control tool facilitates business requirements development of Standard Operating Procedures (POB) and provide recommendations to improve management of the management. Domain of COBIT process selected after the mapping with the goal of IPB Archives Unit. The results of the mapping created a questionnaire. Questionnaires were administered to respondents who manage the archiving process on IPB Archives Unit. The data obtained were processed to determine the level of capability IPB Archives Unit. The results obtained from this study indicate that the Archives Unit IPB capability criteria are at level 1 (performed process) to the percentage of votes the capabilities of the application of best practice IT management is at Capability Level L (Largely Achieved).Keywords: Capability Level, COBIT, SIKD, SIKS, IPB Archives Unit
