The study of political communication in Asia, especially in Indonesia, is still not too famous as in Western countries, the study of political correspondence that develops in Indonesia has more to do with modern governance based on the concept of Western political studies. In this study, researchers will examine what forms of social-political communication exist in Indonesia, especially in the former Sultanate. The government of Sultan Kaharuddin III, who led the Sultanate of Sumbawa, was chosen as the object of study this time. This research was conducted because during the reign of Sultan Sumbawa, when it used a government system that adopted Islamic values and at that time also was a transition period for the independence of the Republic of Indonesia, then the Sultanate of Sumbawa only joined the Republic of Indonesia in 1950. This research will be examined using qualitative research methods. Researchers will look for how the form of political communication by Sultan Sumbawa using data collection techniques by observation, interviews with informants, and other supporting data collection. Researchers will interpret the phenomena that occur by using phenomenology. The results of this study describe the form of Sultan Sumbawa's political communication that uses the noble values of social philosophy and is based on Islamic values in running the government. The use of local arts and traditions has also become one of the political communication media used to achieve goals in the government system. Abstract

The main problem of this regional autonomy research is the low competence of human resources in the New Autonomous Region of Pangandaran Regency, which is caused by its suboptimal implementation. The purpose of this study is to describe the implementation of regional autonomy and its impact. The method used is a qualitative approach with observation, interview and library study techniques. This study concludes that the implementation of regional autonomy in Pangandaran is not yet optimal. The positive impact of regional autonomy can increase the efficiency and responsiveness of government in public services with public preference, and arouse the spirit of competition and innovation among local governments. The negative impact, the quality of public services is low, due to the transfer of authority which is often misunderstood or misused so that adequate and formal supervision and control is needed both formally and informally as well as synergy between local, provincial and central governments.

Abstract

Mass media has the power to build a discourse on public discussion. This strength should be used in carrying out its function as a watchdog in democratic practice. The mass media must break away in a position as part of the executive or legislative because he himself is the fourth force in the pillar of democracy. In the 2019 Indonesian Presidential Election (Pilpres) the mass media showed practices that weakened this position with the presence of affiliated media owners or even became part of the political parties supporting one of the candidate pairs in the 2019 Presidential Election. This paper is critical thinking about how politics mainstream mass media in Indonesia in polarizing support to candidate pairs. The data are collected through observation of media content and in-depth interviews with informants from media workers and informants who have competence in the field of mass media. The results of the study show that mainstream mass media tends to still be positioned as the main source of information in the five-year democracy event. The preaching of mainstream mass media still shows partiality to certain candidate pairs by not expressing criticism and vice versa often showing criticism on other candidate pairs. The mass media that have affiliations to political parties tend to show partiality to the authorities and ignore the critical role in overseeing government practices. The oligarchy of the media industry in Indonesia has not shown the role of overseeing the social and political environment.

Abstract

The purpose of this study was to analyze political interaction in the process of establishing the North Sumatera Province Regional Budget. Research using qualitative research. Research informants 13 people determined by the snowball technique. Secondary data collection uses a literature study; Primary data collection using interview and observation techniques. Data analysis in this study used descriptive analysis and triangulation. Political interaction in the process of establishing the North Sumatera Province APBD is a government communication activity that takes place between executive officials and legislative members in the context of implementing the regional financial management system and become an integral part of government management. Political interactions that occur in the context of establishing regional financial policies for one fiscal year can be either positive or negative. Positive nuance if in the process of political interaction there is a process of interaction of power that is entirely focused on the interests of the community, and it is difficult to find practices of corruption, collusion, and nepotism (KKN). Negative nuances if in the process of political interaction intertwined a process of interaction of power that is not entirely directed at the interests of the community, and indicates the existence of KKN practices. From the phenomenon of corrupt behavior involving the Governor and a number of North Sumatera Provincial legislative members in the past few years, it is clearly indicated that the process of power interaction between executive officials and legislative members could be an opportunity for KKN. That is, given the fact that power tends to be corrupt, the political interaction that takes place in the determination of the regional budget can provide opportunities for corrupt practices that harm the country and cause the people to be stiff. The new model arranged is Positive Negotiated Budget Political Model with the definition: Positive Negotiated Budget Political Model is a government communication pattern that takes place in the formulation, discussion and determination of budget policies that are entirely in the public interest and anti-corruption, collusion and nepotism revealed from the motive negotiation, the proposition of negotiation and the consequences of negotiations are positive. With this definition, three dimensions of budget politics negotiation are included: (1) Dimensions of positive nuanced budget negotiation motives, (2) Dimensions of positive budget negotiation proposition, (3) Dimensions of the consequences of positive budget negotiation.

Abstract

This study aims to find the development of new models, using qualitative research designs with descriptive research types. The research informants were carried out by means of interviews, observations and literature studies as the techniques used in collecting data. While data reduction, data retrieval and conclusion drawing became the technical analysis of qualitative data used in this study. The analysis used in this study is an analysis of the implementation of the public policy model of Grindle (1980) and continued with analysis of ASOCA strategies. Abstract

In order to study chemistry, it is very important to establish a connection between theory and practice. The ability to solve problems is a well-studied theoretical knowledge and a good methodology for working on theory lessons. Typically, a problem-solving strategy consists of three parts: examining the conditions of the activity and its analysis, forming opinions, completing tasks, and reviewing. To better understand the importance and usefulness of methodological preparation in problem solving, we have assembled two groups of fourteen students from second-grade agricultural engineers. The first group of students has the opportunity to methodically explain the approaches to problems in chemistry. The second group only gets problems that have to be solved without methodical preparation. The purpose of our experimental work is to determine the contribution of methodological preparation during the completion of the activities. The group of students who received the methodically described training achieved significantly better results. This is proof of the assumption in the theoretical part that the methodological preparation of problem solving is unavoidable and necessary, and that its practical significance is multiplied.

Abstract

This study aims to identify the values of local wisdom with an insight into environmental law owned by the people of Nagari Pariangan. This research uses a qualitative approach with descriptive methods. Research data collection using observational methods, focus group discussions, interviews, and documentation. The results showed that the values of local wisdom of Nagari Pariangan as a guide to people's lives in protecting their environment are manifested in customary norms that natural resources in the form of land/fields/ rice fields, forests and rivers cannot belong to individuals but belong to indigenous people/tribes and in its management must obtain approval from Ninik Mamak. The Tigo Tungku Sajarangan government integrates the customary norms of Nagari Pariangan with environmental laws that are realized in consensus agreement between Ninik Mamak in every development plan that is proclaimed by the Nagari Government, Regency, Provincial and Central Governments. If the results of the consensus were unanimous then that would be the final decision carried out by each of the nephews/ community's children.
