Abstract

From year to year nightclubs in Pekanbaru grow rapidly. such as being dissatisfied with the permits that have been given to the nightclub businessmen, which clearly violates Article 5 of Regional Regulation No. 3 of 2002. In the regionalregulation it is emphatically stated that the operating hours of entertainment venues in Pekanbaru City, but in reality currently almost all clubs Evenings in Pekanbaru City are closed in the early hours of the morning and some are evenuntil dawn. however, there is no firm stance taken by the Pekanbaru City Government regarding this violation. Not only that, night clubs business people also commit violations such as allowing nightclubs, being a place for transactions and the use of illegal drugs, selling liquor, providing women as entertainers, carrying out prostitution activities and becoming a gambling place. The purpose of this study is to determine the evaluation of the implementation of the duties of the CivilService police units in enforcing the Pekanbaru City Regional Regulation and its obstacles. The methods used are descriptive and qualitative methods; The informants in this study were Satpol PP personnel and night club owners. Data collection techniques are observations and interviews. the the results of the study are the ineffectiveness of night club supervision carried out by the Satpol PP because even though it is prohibited to operate, the night club remains open so that it is increasingly disturbing for people who gather. the obstacles found in this study are the absences of regulations that specifically regulate night clubs and weak coordination.

Abstract

This study aims to determine the role of the village head in the maintenance of peace and order in Sorek Satu Village, Pangkalan Kuras District, Pelalawan Re- agency, this is a manifestation of fostering the life of the village community so that they can live more safely, orderly, peacefully, and peacefully. this type of re- search that the researcher uses in this research is a qualitative research method with a descriptive approach, namely research by trying to describe an object or subject that is meticulous in accordance with what it is and explains about variables bles and indicators in this case are norms, individuals as organizations in society, and individuals in the social structure of society. The types and techniques of data collection used consisted of observations, interviews and documentation. Based on the results of the research on the role of the village head in the maintenance of peace and order in the Sorek Satu Village, Pangkalan Kuras District, Pelalawan Regency, it can be concluded that it is less implemented or has less role. The ob- staff to the Lurah in maintaining peace and order in the community in Sorek One Village is the lack of coordination, lack of communication, and low com- munity participation.

Abstract

District Integrated Services provides e-KTP Management services. Districts play a roles in providing satisfactionto recipients of e-KTP management services However, in reality there are still many people who are still not satisfied with the achievement of the completion time for the services provided. The purpose of this study was to determine the Qualityof Integrated Administration Services in Bantan District, Bengkalis Regency (E-KTP Management Study) and to determine the inhibiting factors of the Integrated Administration Service Quality in Bantan District, Bengkalis Regency (E-KTP Management). learn). The research method used is a quantitative method with data collections techniquesthrough observation, questionnaires, interviews and documentation. Discussion on the Quality of IntegratedAdministrative Services in Bantan regency, Bengkalis regency in the management of E-KTP has not been implementedbased on standards operating procedures. so that it has not provided satisfactory achievements for the community.Conclusion the Quality of Integrated Administrative Services in Bantan regency, Bengkalis Regency in the managementof E-KTP has been implemented but has not been implemented optimally in accordance with Standard Operating Procedures starting from the completion of the time for making E-KTP. This is due to a lack of personnel and supporting infrastructure in providing services. Researcher's suggestion is that Kelurahan Officers in managing E-KTP should increase the number of officers in providing services and cooperate with officers and provide service support facilities in order to achieve maximum service.

Abstract

This research evaluates the function of the Regional People's Legislative Council of Rokan Hulu Regency for the 2014-2019 period in forming Regional Regulations. And there are indications that the Human Resources of the DPRD of Rokan Hulu Regency still need to be more decisive in the formation of regional regulations, so only a few local government regulation are passed at the initiative of the DPRD. In this study, the authors used qualitative methods. This research data collection technique by observation, interviews, and documentation. This research uses the theory of Policy Evaluation according to Ndraha, namely the Das Sollendas Sein Model, which compares what should be and should be. With indicators of Planning, Preparation, Discussion, Approval, Promulgation, and Dissemination. Based on the results of research on the Evaluation of the Implementation of the Function for Forming Regional Regulations of the Regional People's Representative Council of Rokan Hulu Regency (2014-2019 Period) that very few regional regulations were passed at the initiative of the DPRD, lack of understanding of community problems so that not many were responded to in the form of policies. So it is necessary to conduct training in making regional regulations to increase the understanding of council members in drafting regional regulations.

Abstract

This research is to look at the role of the Culture and Tourism Office of Rokan Hulu Regency in developing the Aek Martua Waterfall tourist object which is one of the tourist destinations in Rokan Hulu Regency. This study uses a descriptive research type with a qualitative approach by observing, interviewing and documenting field data. The results of the research show that it is necessary to make development efforts to increase tourist attractiveness by making events, building facilities and infrastructure to facilitate access to tourist sites and community support so that development still pays attention to local wisdom. The obstacle in the development is the distance to the location with the condition of the road passing through the Barisan Hill. The Rokan Hulu Regency Government is expected to be able to carry out developments which are outlined in the form of programs and activities at the Aek Martua tourist attraction.

Abstract

The results of the WTO panel's decision were recorded in the DS 592 lawsuit. The final panel report was issued on October 17, 2022, stating that the export policy and the obligation to process and refine nickel minerals in Indonesia proved to violate WTO Article XI provisions. GATT 1994 and cannot be justified by Article XI.2 (a) and XX (d) GATT 1994. The purpose of the provisions of WTO Article XI.1 GATT 1994 states that each WTO member country is prohibited from making restrictions other than tariffs, taxes and other duties , and not other restrictions including quotas and licensing of imports or sales in the framework of export. There are two consequences that will be faced by Indonesia, including having to pay losses to the European Union (EU) as the plaintiff arising from the nickel export ban. Second, facing retaliation from the European Union's ban on other Indonesian commodities or in fiscal prohibition instruments. Problems in the field of capital loading are related to demands and threats to the principle of equality of sovereignty against investors who are treated differently, amid demands to make as much profit as possible. The principle can be a way out for investors to withdraw from investing in arbitration or court courts, so that Indonesia will suffer losses. Thus, it is necessary to explain the concept to understand the principle of sovereign equality and its influence in Indonesian laws and regulations in the field of capital protection, so as to provide a clear picture of the treatment of investors.

Abstract

Penelitian ini tentang implementasi peraturan daerah Provinsi Riau Nomor 2 Tahun 2019 Tentang Susunan Kelembagaan, Pengisian Jabatan Dan Masa Jabatan Kepala Desa Adat. Provinsi Riau terdiri dari 12 Kabupaten Kota dua diantaranya yaitu Kabupaten Rokan Hulu dan Kabupaten Siak telah menetapkan desa adat. Sistem pemerintahan desa adat sebagaimana amanat undang-undang nomor 6 Tahun 2014 Tentang Desa belum terlaksana karena sistem pemerintahan desa adat masih sama dengan desa lain yang belum ditetapkan sebagai desa adat. Tujuan dari penelitian ini untuk melihat implementasi kebijakan tentang susunan kelembagaan pengisian jabatan dan masa jabatan kepala desa adat dengan mengguna teori implementasi. Jenis Penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif kualitatif. Teknik pengumpulan data yang dilakukan melalui wawancara, observasi, dan dokumentasi. Sedangkan analisis data meliputi pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Hasil penelitian bahwa susunan kelembagaan, pengisian jabatan dan masa jabatan kepala desa belum terimplementasi karena pertama komitmen pemerintah daerah untuk menerapkan kebijakan, kebijakan tidak diikuti dengan kesiapan intstansi pelaksana dan kurang dukungan dan partisipasi masyarakat. Aspek koordinasi anatara pemerintah Kabupaten dan Provinsi belum maksimal.

Abstract

Village administration has a very important role in the implementation of development. One of the functions of government is the function of development. The importance of leadership style applied to subordinates in accordance with the maturity/maturity of subordinates is an absolute requirement for leadership effectiveness in organizational success. This research is about the village head's leadership in development in Tanjung Pisang Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency in implementing village development. The problem that occurs is that the implementation of development does not involve community participation. In this study using qualitative research methods in order to find solutions to all problems. The results of the study show that there is no good cooperation between the village head and the community. so that community participation does not materialize. In addition, the delegation of tasks is not accompanied by the provision of understanding to subordinates so that the work is not completed according to the allotted time.

Abstract

Solok Selatan Regency is one of the areas that once had the status of a 3T area in West Sumatra Province, where there are still many blindspot areas. To be able to level the telecommunication network, the Government of Solok Selatan Regency cooperates with various parties, including through Nagari-Owned Enterprises, PT Indonesia Comnet Plus or Icon+, as well as the Nagari Government and community groups in the Nagari. From several previous studies, it appears that collaboration makes a major contribution to the development of a region. Departing from these previous research studies, the researcher is interested in studying further related to multi-actor collaboration in alleviating blindspot areas in Solok Selatan Regency. This research is a type of qualitative research with descriptive analysis. The data source is the actors involved in alleviating blind spot areas in Solok Selatan Regency. Data collection through interviews and documentation as well as observation. The results showed that the actors involved in alleviating blankspot areas in Solok Selatan Regency were the Government of South Solok Regency (Diskominfo), PT Indonesia Comnet Plus (Icon+), Nagari Government and BUMNag. There are many benefits to be gained if this collaboration can run optimally in all villages which are included in blind spot areas. In addition, the distribution of telecommunication networks in South Solok Regency can also have a positive impact on increasing the quality of public services in South Solok Regency.

Abstract

Pasar Minggu is one of the oldest markets in DKI Jakarta which is one of the causes of overcrowding, resulting in limited selling space. The lack of selling land has pushed some people to turn into street vendors (PKL) since the expansion of the Jakarta City area. As a result, Pasar Minggu has become an unorganized area, in this case it is contrary to DKI Jakarta Regulation Number 10 of 2015 concerning Arrangement and Empowerment of Street Vendors. This research is aqualitative research that aims to find out how the implementation, supporting and inhibiting factors and the right strategy in the arrangement and control of street vendors carried out by the Civil Service Police Unit at Sunday Market, South Jakarta. This study explains that there are 4 (four) indicators of policy implementation, namely communication, resources, disposition and bureaucratic structure. The process of collecting data using observation techniques, interviews, and documentation. The results showed that the implementation of DKI Governor Regulation Number 10 of 2015 concerning Arrangement and Empowerment of Street Vendors by the Civil Service Police Unit at Pasar Minggu, South Jakarta has not run optimally due to several factors, such as the lack of awareness of street vendors about order, not yet optimal enforcement of regulations, and lack of socialization of regulations. The strategies that can be used to improve the implementation of these regulations are improving the quality of Satpol PP human resources through education and training, conducting outreach related to structuring street vendors and optimizing Satpol PP tasks so they can work optimally.
