Abstract

AbstractIn this research, the researchers would like to research, by taking our students, who are writing their thesis as the data objet. Previously, these students took literature classes at Indraprasta PGRI University, in the seventh semester. The idea to conduct this research departs from the problem, that many of these students, who chose theories that were not appropriate, or they only use intrinsic theory (main character) and morals. In addition, many of them did not understand that literary works have strong ties to linguistics. The qualitative research method is used to describe the data from a survey to English Education study Program Indraprasta PGRI University. The result showed: (1) students did not understand language theory, especially literary theory, (2) the lack of knowledge of students about texts, especially literary texts, (3) active teaching and learning process was very helpful for students in absorbing lecture material, and it was not only one party who was active, (4) their friends were also a very influential factor for students, in determining what type of research will be used in the thesis, and  (5) the lack of students' ability to analyze texts is what affects their interest in choosing what type of research to use in the process of optimally drafting a thesis for the English Education Study Program students.  Keywords: text, context student’s preference, literary approach, type of literary

Abstract

This article tried to explain the causes of petty corruption in the Province of Aceh. It took the kleptocratic approach and Patrimonialism Politics model in explaining the causes of corruption in the region. It had utilized extensively the secondary sources data from books, journal articles and local media report. It found that after the end of the conflict, Aceh was captured by the local kleptocratic elite and they have been effectively used the patrimonialism politics in maintaining their hegemony and protect their group interest. Leaving the region as the state of being one of the poorest region in Indonesia.

Abstract

MSMEs in North Aceh Regency are very instrumental in helping to overcome problems of poverty and unemployment. The role of the government in the empowerment of MSMEs is expected through coaching. Each MSME has its own potential in developing its business. This MSME needs to be built with the aim to motivate new and old entrepreneurs to be creative in accordance with their respective business fields. This research aims to find out how the construction and obstacles are experienced by the Ministry of Industry, Trade and Cooperatives of North Aceh Regency. In this study use qualitative with deskriftive methods. Research was conducted in North Aceh Regency, the informant was determined by purposive sampling. Data collection with wawancar, documentation studies and skilling. The results showed that the development of MSMEs in North Aceh Regency by the relevant Agency had not been carried out in accordance with expectations, this was due to the lack of professionals owned by the agency. Less participation from MSMEs in improving the ability related to ways to run their business in the modern and digital era.

Abstract

This study aims to determine the strategy of the Local Government of Bener Meriah Regency, in this case, what the Tourism Office has done in building halal tourism in Bener Meriah Regency. This research is a descriptive study with the support of qualitative data. Data collection techniques were obtained through in-depth interviews and documentation studies. The determination of informants was obtained by purposive sampling technique. From the research results, it was found that the Regional Government in building halal tourism in Bener Meriah Regency has not been optimal and is fixing everything related to the concept of halal tourism. Qanun Number 06 of 2018 concerning the Medium-Term Regional Government Plan for 2017-2022 through the first mission of the Regent of Bener Meriah Regency has set the policy direction for the development of the concept of halal tourism in Bener Meriah Regency. The sector that is carried out related to the concept of halal tourism has not touched anything in Bener Meriah Regency. The stakeholder understanding of the concept of halal tourism in local government policies is still limited to building tourism objects in Bener Meriah Regency so that in the future there will be evaluations related to policy directions regarding the concept of tourism halal in Bener Meriah Regency.

Abstract

AbstractThis research examines the implementation of the PKH Program, an overview of the role of PKH Social Assistants during the Covid-19 Pandemic. The research location is in Darul Falah District of East Aceh Regency. The research objective was to describe and analyze the implementation of the PKH Program in Darul Falah District of East Aceh Regency during the Covid-19 Pandemic and to describe and analyze the role of PKH Social Assistants in the PKH Program assisted areas during the Covid-19 Pandemic. In conducting this research the writer used a descriptive research method with a qualitative approach.  The results of the study found that the role of PKH Social Assistants in Darul Falah District of East Aceh Regency in 2020 is a description of the implementation of the PKH Program in Darul Falah District of East Aceh Regency during the Covid-19 Pandemic. This activity is a daily activity carried out by PKH Social Assistants in order to cut off the spread of the Corona Virus in Darul Falah District of East Aceh Regency. In order to break the chain of spreading the Corona Virus in the community, PKH Social Assistants in Darul Falah District of East Aceh Regency is active in various Covid-19 volunteer activities in eleven villages in the Darul Falah District of East Aceh Regency. Various activities carried out by PKH Social Assistants in Darul Falah District of East Aceh Regency in the field with KPM during the Covid-19 pandemic were carried out by following health protocols. Keywords: PKH Program, Role of Social Companion, Covid-19

Abstract

Lhokseumawe City, in implementing PP No. 31 of 1980 on Tackling Homeless and Beggars and Qanun Aceh No. 11 of 2013 on Social Welfare authorizes Social Services in taking policies in handling beggars and homeless people. A total of 32 people in 2019 and 25 people in 2018 have been caught in raids by Social Services. This research used qualitative research method with descriptive type analysis. Data collection techniques were observation, interviews and documentation. The data obtained by the researchers were analyzed with several steps, namely data collection, data reduction, data presentation, and finally, the withdrawal of conclusions. The results showed that the social service policy in handling beggars in Lhokseumawe city has not been maximized; there are three stages in handling beggars, namely preventive, regressive and rehabilitative stages. Preventive Stage of Social Services provides assistance through programs that have been created to reduce the poor to beggars, the second stage of Refresive social services in collaboration with cross-sectoral such as Satpol Pamong Praja (PP) and Wilayatul Hisbah (WH) conduct raids on beggars and at the Rehabilitative stage social services have not been able to do so, only giving direction and guidance not to beg anymore. But all measures have not been able to reduce the number of beggars. Barriers in the handling of beggars are divided into two, namely internal and external. Internal, it is the absence of a legal umbrella for social services in sanctioning beggars, while externally; it is from the beggars themselves who do not want to listen to the direction and guidance of social services not to beg anymore.

Abstract

The purpose of this study is to to the Circular Number of the Director General of Islamic Guidance: P-006/DJ.III/Hk.00.7/06/2020 dated June 10, 2020 regarding online marriage registration services through the Website: Simkah.Kemenag.go.id. The location of this research is KUA, Banda Sakti District, Lhokseumawe City. This study aims to determine the policy of online marriage registration services through Simkah Web for prospective brides at the Office of Religious Affairs, Banda Sakti District, Lhokseumawe City. The theoretical perspective used is policy theory according to Edward III (Resources, Disposition, Bureaucratic Structure and Communication). The research method used is qualitative research with the technique of determining informants using purposive and snowball techniques. The data were obtained by using the methods of observation, interviews, and documents. The results showed that: 1) The availability of human resources at the Office of Religious Affairs in Banda Sakti Sub-district was still very lacking who became SIMKAH WEB Operators so that it was difficult to deal with people who registered for marriage which in almost a month reached an average of 45 pairs. 2) Lack of socialization of the Simkah Web Application by KUA Banda Sakti District to the community so that there are still many people who do manual marriage registration. 3) There is no clear Standard Operating Procedure (SOP) for online marriage registration.

Abstract

This study examines the implementation of Government Regulation No. 53/2010 concerning Civil Servant Discipline. The research objective is to understand how compliance and barriers to civil servants are in implementing these policies. The theoretical perspective used is the theory of public policy implementation according to Anderson. The research method used is a qualitative research method. The results of the study show that the compliance of civil servants in Bener Meriah Regency in 2019 in implementing Government Regulation Number 53 of 2020 concerning Civil Servant Discipline is still not effectively implemented, both in terms of actors implementing policies, the nature of the administrative process, compliance, and the impact of policies. which is implemented. Internal obstacles are caused by the inadequacy of the BKPP Bener Meriah Regency in supervising and evaluating civil servants who violate disciplinary rules, and the low awareness of civil servants in implementing discipline in duty, which is also influenced by the low reward or appreciation for civil servants who have high discipline and lack of discipline. he stressed that the punishment was given to civil servants who had low discipline by the leadership of the SKPK. External obstacles are caused by the lack of decisiveness and lack of supervision from SKPK leaders in following up on civil servants who violate discipline.

Abstract

The phenomenon of corvid 19 is a phenomenon that affects people's social changes to get used to a new social order called the "new normal". In an effort to reduce the number of people affected by corvid 19, the government has made various efforts through programs to comply with established health protocols. On the other hand, the success of suppressing the spread of corvid 19 is influenced by the role of women in prohibiting families from leaving the house and educating them to comply with health protocols set by the government. This study uses ground theory by paying attention to the behavior shown by the research subjects in achieving the corvid 19 phenomenon. The research approach carried out uses a qualitative approach that makes Acehnese women the object of research. The results showed that Acehnese women were able to provide stimulus in order to suppress the spread of corvid 19 during the pandemic. A different attitude is shown in the vaccination program, where Acehnese women experience a situation of distrust due to news information and government policies that are considered inconsistent.

Abstract

The political system in which it is possible to observe the similarities and differences between groups for and against presidential candidates based on processes of negotiation, mediation, conciliation and arbitration around the management and administration of Information Technologies and Communication is known as governance. This is a growing phenomenon as local or federal elections approach and digital networks are exacerbated as instruments for the promotion or dissuasion of a candidate. In this sense, the objective of the study was to optimize the Governance instrument of the Cyber Political Culture of Carreón (2016) in order to pay the reliability and validity of it; explore the relationship between preferences and expectations regarding voting intentions in a non-probabilistic sample of students using digital networks. From a structural model it was found that the consensus expectation factor determined the intentions to vote. The scope and limits of the exploratory factor analysis of main axes with a simple and oblique promax rotation regarding the confirmation of an orthogonal structure are discussed
