Abstract

The rigorous and sustainable monitoring and evaluating the poverty rates are inevitable in measuring the efficacy of a nation’s development. The poverty rate itself depends on many influential variables, one of which is the poverty threshold/line. Concerning its high impact on the poverty rate produced, it is essential to assess the poverty line measurement in order to yield a valid and robust poverty rate. This paper aims to investigate the poverty lines in Indonesia especially in South Kalimantan utilizing the Purchasing Power Parity approach. In the situation of a shortage of poverty line comparison literature, this paper tries to fill such gap. This paper utilizes data from the World Bank (The World Development Indicators and The International Comparison Program) and Statistics Indonesia’s website. This paper obtains some findings; in a particular time, the South Kalimantan’s poverty line was above the World Bank $1.90-a-day standard. However, most of the times, such domestic poverty lines were below the comparator. Therefore, this paper exists not only to contribute to enriching the previous literature but also presents the other perspective to improve the construction of the domestic poverty line.

Abstract

Currently, personnel administration is projected to implement the concept of Human Capital Management. However, personel administration has not achieved the expected goal of producing professional public servant. The purpose of this article is to analyze the implementation of Human Capital Management on personnel management. The research is arranged by literature research method. The conclusion obtained that the practice of personel management has not fully implemented the concept of Human Capital Management. This is occur in the aspects of procurement, promotion, performance appraisal, payroll, discipline, and pensiun and pensiun benefits that have not yet implemented the concept of Human Capital Management. Personnel management still combines several concept like Personnel Management, Human Resources Management, and Human Capital Management.

Abstract

Dompu Regency is one of the regions with low GDRP in NTB Province. Until 2016, Agriculture, Forestry, and Fishing contributes more than 35% of GDRP. To find out whether the sector is a leading sector in Dompu Regency, more in-depth analysis is needed. The mapping of potential areas in Dompu will be carried out by using Klassen Typology analysis. Based on this analysis for Quadrant I are Construction; Wholesale and Retail Trade, Repair of Motor Vehicles and Motorcycles. Included in Quadrant II are Mining and Quarrying; Manufacturing Industry; Electricity and Gas; Transportation and Storage; Accomodation and Food Service Activities; Information and Communication; Financial and Insurance Activities; Real Estate Activities; Business Activities; Education; Human Health and Sosial Work Activities. Included in Quadrant III are Agriculture, Forestry, and Fishing; and Public Administration and Defence, Compulsory Sosial Security. Included in Quadrant IV are Water Supply, Sewerage, Waste Management and Remediation; and Other Services Activities. We recomended to optimize for developing the economic potential in Dompu Regency by promotion and expansion for Quadrant I, intensification for Quadrant II, extensification for Quadrant III

Abstract

The purpose of this study is to determine whether the subsidized urea fertilizer distribution system in the district of Aceh Besar is efficient or not. In the distribution of subsidized urea fertilizer, the responsible institution is state- owned company namely PT. Pupuk Sriwijaya, and for the district of Aceh Besar, by PT. Pupuk Sriwijaya, has appointed three distriutors, namely PT. Karya Pelita Makmur, CV. Leubok Joek Jaya and Puskud Aceh. The distributors obtain their distribution areas. PT. Karya Pelita Makmur distribute urea fertilizers as much seven districts, CV. Leubok Joek Jaya for six districts and also Puskud Aceh for five districts. After the calculation, the cost of transportation carried to by three distirbutors is not efficient. The method used in this calculation is calculation tabel of North West Corner (NWC).

Abstract

Basically the interests and policies of Indonesia towards international agreements, especially in the trade sector is not independent and following their domestic interests. It has an impact on the development of Indonesian law which must prepare for competition in free trade. The method of analysis used juridical normative analysis which is to study secondary data and literature study. The results explain that law is needed to regulate all aspects of economic activities. It has an impact on the development of Indonesian law which must prepare to face competition in free trade. In the other side, the increasing relation of economic law and legal globalization it makes the development of law in Indonesia was growing and move into economic globalization. One of steps to anticipate globalization is giving the authority to state in order to perform its function as controlling the market through various economic regulations. To consider, it can be said that the government does not prepare its people in the face of a free trade in terms of law to protect the people. However, the development of economic law cannot protect the people as a whole.

Abstract

Prisons are not a good place for children, even for Children in Conflict with the Law (ABH Actors). For some reasons, there are still children who is faced with the law placed in adult prisons (Penas) or Detention Centers (Rutan), one of which is in Sidoarjo Prison or Rutan Surabaya, East Java. Placement of them in Adult Prisons / Detention is a challenge in realizing restorative justice for ABH. The diversionary spirit for ABH which is part of the adjudication process is still constrained in some parts. Efforts to lead to restorative justice still find obstacles, placement of ABH in Adult Prison / Rutan is one of them. Thie aim of this study tries to see the situation of the fulfillment of the rights of the child who is faced with the law in the prison and the detention centers. There are four main dimensions of child rights fulfillment, namely 1). Right to life, 2). Right to survival and development, 3). Right of protection and, 4). Right of participation. Qualitative methood choosed in this study, who are involved four ABH informants. The results of this study indicate that in the fulfillment of the right to life, the informant complained about the fulfillment of food nutrition. Similarly, the fulfillment of the right to survival and development is also complained by informants, but informants give appreciation for the aspect of religious education is considered good. Related to the protection rights that are also still complained by informants is, the existence of discrimination and neglect, which continues to decrease sense of security. While in terms of fulfillment of the right to participate, some informants feel enough, some feel less.

Abstract

This study aims to determine the effect of organizational culture and organizational climate on Instructors’ performance in Technical Implementation Unit Education and Training Civil Servant Riau Province. This study employs both quantitative and qualitative approach. The sample is purposive sampling of 40 instructors. Data collection techniques used in this study using questionnaires and interviews on the problems studied. To assess the influence of organizational culture and organizational climate on the work pretation of the instructor data analysis used is multiple linear. The result shows that there is an effect of organizational culture and organizational climate on the work performance of Instructor in Technical Implementation Unit of Education and Training of Riau Province.

Abstract

Human Development Index (IPM) is a composite index that covers three areas of human development which is considered the most fundamental aspects of physical and non-physical qualities including education index, health index, and the purchasing power index. This study aimed to analyze the effect of the education spending, health spending, and poverty. This study used secondary data from the entire population in 13 regencies/cities in South Kalimantan in 2004-2013. The data were processed by panel regression method. The results showed that government spending in the education sector, the government spending in the health sector and the number of poor people had significant positive effect on the IPM. Despite the positive effect of government spending for education and health on the IPM, the effect is still relatively small. The small effect may indicate that the use and allocation of those expenditures in health and education are not optimum.

Abstract

The performance of democratization system in Indonesia was surrounded long time ago since 1959. Nevertheless, the corruption eradication in Indonesia must be performed few generation later. The democratization system in Indonesia has proven that it could not reduce the num ber and the amount of corruption. Ironically, the corruption is done by government apparatus that were selected by Indonesian people and it is also done by the legislative members at state level that function to supervise the government tasks on behalf of Indonesian people. Why the democratization system in Indonesia could not reduce the corruption? How to solve it in the future? This paper focuses on the obstacles of corruption eradication in Indonesia and of­fers­significant­solutions­in­comprehensive­ways.
