Abstract

Village Head Election is an implementation of the sovereignty of the people in the village in order to elect the Village Head that is direct, public, free, secret, honest and fair. Village Head Elections are held simultaneously throughout the Regency/City area. Prospective Village Heads must think of a strategy that can determine the victory to win the most votes. The Head of Incumbent Village in this research emphasizes the focus on four indicators of political marketing strategy, namely marketing of political products, political pricing, political promotion and placement. This study aims to find out how Political Marketing Strategy Incumbent Village Head in Selection Village Head Simpang Naneng, District Karusen Janang, East Barito Regency. The method used in this research using qualitative research method with descriptive approach. Based on the results of this study it is known that the Head of Incumbent Village uses all political marketing strategies that become indicators in the writing of this thesis, which is, among others, political product marketing strategy in the form of candidates along with their vision and mission, political price in the form of costs issued by candidates during village head election process, political promotion as a way to market and convey political messages to the community, and placement in the social life of the community. Head of Incumbent Village is expected to realize all political products in the form of vision and mission submitted to the community, so that the vision and mission is not only a discourse but can be seen clearly by the community. The incumbent village head is also expected to maximize the strategy even enhanced as a step toward preparing to follow the next election. Abstract

Until this is still a lot of people who choose a candidate leader based on ethnic or religious. Thus the formulation of this research problem is how the behavior of the electorate of the South Arut Subdistrict in the election of Regent and Vice Regent period 2017-2022 in West Kotawaringin regency, and what factors encourage the people of South Arut Subdistrict to behave primordially in the election of Regent and Vice Regent West Kotawaringin period 2017-2022. The purpose of this research is to know and analyze the behavior of choosing primordial of South Arut Subdistrict in the election of Regent and Vice Regent of Kotawaringin Barat period 2017-2022. The research type is qualitative with descriptive approach. Data collection techniques using interview and documentation techniques. Data analysis conducted is qualitative data analysis with descriptive approach. The results showed that the people of South Arut in Kotawaringin Barat District in the election of regional heads became primordial voters because of the strong ethnic and religious influence inherent in the community. The researcher recommends that the people of South Arut should be able to meet the election in accordance with the supposed and select the candidate for the quality. Abstract

This research focuses attention on applying the principle of accountability in the management of Village Revenue and Expenditure Budget (APBDesa) in order to describe the accountability of the management of this APBDesa starting from the stages of planning, implementation, administration, reporting and accountability. This research was conducted in the Telangkah Village Katingan Hilir Sub District Katingan Regency. The results of the research show that: in the planning, implementation and administration phase in accordance with the applicable procedures proved by the existing physical and non-physical development and financial management has been done transparently and accountably. Reporting and Accountability have been well implemented by the village government as all the plans outlined in the 2017 APBDesa have been realized and reported to the district government with copies to the Inspectorate. So it can be accounted for in vertical and horizontal accountability. Factors affecting the accountability of the management of the Village Budget and Expenditures include supporting factors: community participation and village administration. inhibiting factors: lack of human resources, poor facilities and the presence of village income. Abstract

This study aims to find out how New Political Party Communications as Participants Legislative Election Year 2019 (Study DPD Indonesian Solidarity Party Katingan regency). The method used in this research using qualitative research method with descriptive approach. Based on this research, it is known that the Regional Leadership Board of Indonesian Solidarity Party (DPD PSI) of Katingan Regency uses all political communication as the election participants in 2019 in Katingan Regency which is an indicator in the writing of this thesis, ie political communicator as information giver containing political weight , political messages in the form of election law and party, political channels or media in the form of means in conveying the intent and purpose of the party to the public, the target or target in the form of community support in terms of voting, as well as political influence or effect in the form of the result of communications made to the party the. With the stipulation of the Regional Leadership Council of the Indonesian Solidarity Party (DPD PSI) of Katingan Regency as the legislative election participants in 2019, through the verification stages made by Katingan District Election Commission (KPU) which is the success as a new political party, politics that brought change to Katingan Regency, by really fighting for the aspirations of society through its legislative legislative cadres. Thus, as a new political party with stewardship dominated by young people can bring prosperity for the people of Katingan Regency. Abstract

This study aims to describe and analyze the role of political parties in accommodation interests in the fraction of DPRD Palangkaraya City and see the inhibiting factors and supporting the role of political parties in accommodation interests in the fraction of DPRD Kota Palangka Raya. The research method used qualitative descriptive research. Data analysis techniques conducted in this research is through data collection, data reduction, data presentation and verification. This research uses the function of political party with Sastroadmodjo theory. The indicators include the function of articulation of interests, the function of interest aggregation, the functions of policy making, the function of policy implementation and the function of judgment policy which is done by observation, interview and documentation. The results of this study indicate that the role of political parties in the accommodation of interest in the fraction of DPRD Palangkaraya in the articulation function of the faction interests in the DPRD absorbs and collects the aspirations of the community through the DPRD Resres and in the function of interest aggregation, the DPRD fractions to sort out and prioritize the demands or problems which is dominant, in the implementation of the policy making function, the fraction is expected to form a policy in favor of the people in terms of the function of the policy implementation of the fraction in charge of the Regional Regulatory Body first socialize the local regulation to the community and in the judicial function of the DPRD DPRD Palangka Raya Satpol PP as enforcer of regional regulation to discipline society that violate the rules. Suggestions on this research are expected to the Executive can equate the priority programs together with the Legislature and the community is expected to play an active role in submitting demands or suggestions to the government. Abstract

This research is to describe a process that occurs in structuring the regional government. In the environment of the City Government of Palangka Raya which currently applies government regulation Number 18/2016 concerning regional devices as well as supporting factors and inhibitors. Indicators in organizational arrangement have two roles, efficiency and effectiveness. In this study the authors used qualitative research methods with emphasis to the Regional Secretariat of the City of Palangka Raya where the existence of the Organization Section was discussed. The technique of collecting data uses observation, interviews, and documentation. Based on the results of the study (1) Structuring Regional organizations based on government regulation Number18/2016 is still not going well, this is analyzed from indicators of the regional organizational arrangement process, namely Environment, Strategy and Technology as government implementation so that public services can be implemented regions, which are determined by the decision of the Mayor of Palangka Raya in order to realize a regional apparatus institution in accordance with government regulation Number 18/2016. (2) Supporting factors: Facilities and Infrastructure and inhibiting factors: HR and number of employees (3) Suggestion: must always evaluating and reviewing its institutions, not increasing the number of civil servants who are not functional and contract workers, and to better utilize the potential of the organizational section as apparatus resources need to be placed. Abstract

Korupsi merupakan permasalahan utama yang terus-menerus dihadapi oleh setiap negara di dunia, khususnya Indonesia. Korupsi yang terjadi di lingkup pemerintahan lebih berbahaya karena itu artinya oknum pemerintah memanfaatkan kekuasaannya dalam pemerintahan untuk mendapatkan keuntungan pribadi atau golongan tertentu. Hal ini tentu akan merugikan masyarakat karena korupsi berdampak pada keuangan atau perekonomian negara yang kemudian berimplikasi juga kepada pembangunan negara, sehingga masyarakat akan susah mendapatkan kesejahteraan yang seharusnya didapatkan dari negara. Dalam artikel ini akan dibahas mengenai pemanfaatan E-Government oleh pemerintah dalam upaya memberantas tindakan korupsi di lingkup pemerintahan. Penelitian yang dilakukan untuk memperoleh pembahasan adalah melalui studi literatur yang memanfaatkan pendekatan pada perundang-undangan, artikel, jurnal, dan hasil penelitian yang berkaitan dengan topik yang dibahas yaitu penerapan E­-Government dalam upaya pemberantasan korupsi. Berdasarkan hasil yang didapat dari penelitian yang dilakukan, didapati bahwa sistem pelayanan di Indonesia yang masih mengandalkan sistem tradisional atau manual yang berdasarkan pada paper based memberikan celah bagi oknum pemerintah dalam melakukan tindakan korupsi khususnya tindakan pungli. Sistem pelayanan yang manual membutuhkan proses yang lama dan prosedur yang kompleks sehingga masyarakat akan rela membayar oknum tertentu agar proses pelayanan yang diinginkan dapat berjalan dengan cepat dan lancar. Penggunaan e-government dapat meminimalisir hal ini terjadi karena dengan penggunaan e-government yang berbasis teknologi maka sistem pelayanan dilakukan secara digital/online yang bisa digunakan 1x24 jam dimana saja dan kapan saja. E-government juga mendorong transparansi, akuntabilitas, sehingga sistem pelayanan dapat berjalan dengan efektif dan efisien. Dalam penyelenggaraannya, e-government juga memiliki beberapa hambatan yang masih perlu ditinjau kembali agar penyelenggaraan e-government dapat berjalan dengan optimal dan merata di seluruh daerah di Indonesia. Kesimpulan dari pembahasan ini adalah e-government merupakan salah satu komponen dalam memberantas korupsi. Hal ini karena e-government memberikan ruang bagi masyarakat untuk dapat memonitor kegiatan pemerintahan karena adanya transparansi data dan informasi yang diberikan oleh pemerintah melalui website pemerintah yang bisa diakses oleh seluruh masyarakat. Selain itu, penggunaan teknologi memungkinkan proses dan prosedur dijalankan dengan cepat sehingga pelayanan yang diberikan dapat lebih optimal.

Abstract

Perkembangan zaman yang pesat mendorong kemajuan dalam ilmu dan teknologi,khususnya dalam pelaksanaan berbagai urusan pemerintahan.Dalam banyak hal yang terjadi didalam pemerintahan ataupun hal yang berkaitan dengan dana pemerintah banyak terjadi penyalahgunaan atau penyelewengan dana yang dilakukan oleh oknum pemerintahan maupun pegawai untuk menghindari hal tersebut maka pemerintah Kabupaten Barito Timur Tamiang Layang melakukan penerapan sebuah Aplikasi guna menghindari korupsi penyalahgunaan dana anggaran “Penerapan E-government Dalam Peluncuran Aplikasi Simantra Guna Pencegahan Korupsi” Dengan adanya info ini dapat dipastikan bahwa Kabutapen Barito Timur Tamiang Layang telah melakukan penerapan Egovernmet pada wilayahnya dengan tujuan menghindari segala macam bentuk penyalahgunaan dana anggrana pemerintah sehingga dana tersebut dapat dgunakan semaksimal mungkin oleh daerahnya masing-masing. Walaupun masih dengan keadaan teknologi dan koneksi yang belum maksimal pemerintah Kabupaten Barito Timur terus berusaha agar Aplikasi Simantra dapat berjalan dengan baik mengingat keuntungan yang sangat besar dari adanya aplikasi ini dapat mengontrol berbagai aplikasi yang digunakan oleh setiap Satuan Organisasi Perangkat Daerah(SOPD)Transparansi yang dilakukan oleh aplikasi dalam pengelolaan data dari setiap SOPD kabupaten BARTIM akan lebih mudah terkoneki oleh aplikasi yang terpusat dengan Diskominfo.

Abstract

Seeing the development of the paradigm that has grown in the life of the state since the 1998 reform, it has brought a demand for the creation of clean and good governance in Indonesia. In realizing this, targeted policies are needed, one of which is through the use of Information Technology in the form of e-government. E-Government is the use of information technology by the government in providing options for the public to easily access information in order to increase transparency, accountability, and public participation so that it can be a means of checking and balancing policies and activities carried out by the government. The results of this study indicate that the development of e-government systems in Indonesia in terms of quantity is starting to increase but in terms of quality this is not sufficient. To further improve the development of e-government in Indonesia both in terms of quantity and quality, it is necessary to have a commitment from the government in perfecting e-development. government, especially in terms of infrastructure, human resources, applications, regulations and socialization within the government and to the community. If done seriously this can support the successful implementation of e-government and be able to improve the quality of public services for the creation of clean and good governance in Indonesia.

Abstract

Pada masa reformasi sistem politik indonesia mengalami perubahan besar, khususnya kemunculan partai politik. Perubahan yang terjadi pada asas tunggal partai politik menjadikan pancasila sebagai landasan ideologi. Dengan dilakukannya pemilihan umum secara langsung konstitusi pada pemerintah daerah ataupun pusat dapat memilki warna dalam politik. Sehingga, para calon tidak dapat memiliki peluang besar untuk dapat bergabung di dalam partai dan tidak dapat memiliki peluang besar mendapatkan suara mutlak dan hal tersebut berdampak pada partai plitik tidak dapat memperoleh kekuasaan. Pada halnya koalisi di antara partai dengan ideologi yang berbeda akan mendapatkan keuntungana kekuasaan. Kesimpulan dari tulisan anggota atau calon menjadi permainan kegiatan politik karena partai memperdagangkan tokoh dari pada mememtingkan kinerja tokoh tersebut dari pada digunakan sebagai daya tarik
