Abstract

This study aims to: (1) analyze the influence of organizational culture partially on the performance of Civil Servants at the Regional Secretariat Office of North Bolaang Mongondow Regency. (2) To analyze the effect of mutation partially on the performance of Civil Servants at the Regional Secretariat Office of North Bolaang Mongondow Regency. (3) To analyze and determine the influence of organizational culture and simultaneous transfer on the performance of Civil Servants at the Regional Secretariat Office of North Bolaang Mongondow Regency. This research approach is descriptive quantitative through data collection based on questionnaires and documentation. Furthermore, data analysis in this study is multiple regression with the help of SPSS 21. The results of this study indicate that (1) organizational culture has a positive and significant effect on the performance of Civil Servants at the Regional Secretariat Office of North Bolaang Mongondow Regency with a coefficient of determination of 11.30%. (2) Mutations have a positive and significant effect on the performance of Civil Servants at the Regional Secretariat Office of North Bolaang Mongondow Regency with a coefficient of determination of 53.60%. (3) Organizational culture and transfer together have a significant effect on the performance of Civil Servants at the Regional Secretariat Office of North Bolaang Mongondow Regency with a coefficient of determination of 64.90%. While the remaining 35.10% can be explained by other variables not examined in this study such as work motivation, leadership, employee competence, information technology in work and career management for employees.

Abstract

The performance of the village government, which is most important in the performance of its apparatus, has a very important role in determining a predetermined performance planning program. If the performance is good, the impact will be good, but if the performance is wrong, it will have a bad impact. This study aims to determine the influence of leadership on the performance of the village apparatus Torosiaje Jaya. This type of research is descriptive research with a quantitative approach. The type of data used is primary data and secondary data with data sourced from observations, questionnaires and documentation. The population in this study amounted to 32 people, where the village apparatus amounted to 16 village BPD 9 people and village health cadres 7 people. The results of this study were hypothesis testing in order to test the influence of leadership on the performance of village officials. It has been tested that the high and low performance of village officials can be influenced by leadership. The influence of leadership on the performance of village officials is 21.5%. The results of this study indicate that in general it confirms the hypothesis that has been stated previously that there is a significant influence of leadership on the performance of village officials.

Abstract

Public Service Activities to the community carried out by public service providers see public service as the most important aspect in the village as a government, it is proper for village officials to pay attention to the quality of public services in the village. The village government regulates and also takes care of the interests of the community in the village itself so that the village apparatus as government must provide services that are in accordance with the expectations of the community to run well. This study aims to determine the quality of public services in Torosiaje Village. This type of research is a descriptive study with a qualitative approach. The types of data used in this study are primary data and secondary data with data sourced from observations, interviews and documentation. The number of informants in this study was 5 (five) people who were the people of Torosiaje Village and the Head of Service. The results of the study show that the quality of public services in people's perceptions of the quality of public services is quite good, seen from the indicators of the quality of public services, although there are usually obstacles in service, but it does not reduce the village apparatus in public services. although there is usually a delay in other services because there are other needs that must be done but it will not reduce the public services of the Torosiaje village apparatus in providing public services for the community

Abstract

The aims of this study are: 1) To determine the factors that influence purchasing decisions online by consumers in Tapa-Bulango; 2) To identify the dominant factors that influence purchasing decisions online by consumers in Tapa-Bulango. The research method used in this research is qualitative with a descriptive approach. The number of informants used in this study was 7 people. The results show that (1) consumers choose to do online shopping because through online media consumers can get clear information about the products they need; (2) Consumers search for information through internet media and also ask friends or family who have bought the same product; (3) After obtaining clear information, the consumer evaluates the product to be purchased by comparing the quality and price of the goods; (4) In making transaction decisions, there are consumers who choose the COD method because they can still check the products purchased. And there are also consumers who follow the alternatives provided by the online store; (5) After making a purchase, there are consumers who actively comment on the products purchased in the online store comments column and there are also consumers who do not provide any comments.

Abstract

This study aims to determine the supervisory function of DPRD in APBD management in order to realize good governance in Gorontalo Province and to determine the factors that hinder DPRD's supervisory function in APBD management in order to realize good governance in Gorontalo Province.. This type of research is descriptive qualitative. In this study there are two sources of data, namely primary data sources and secondary data sources. The data collection techniques used in this study were interviews, observation, and documentation studies. The data analysis techniques in this study are: data reduction, data presentation, conclusions and data verification. The results of the research show that the DPRD's supervisory function in managing the APBD in order to realize good governance in Gorontalo province has been running as it should. Aspects of the DPRD's supervisory function in the management of the APBD have been running quite well, it can be seen from: (1) Supervision Standards, in general the DPRD's supervisory function has been carried out. Although repressive supervision has not really been implemented. (2) Evaluation of Supervision Results has been carried out in accordance with the basis of supervision and control. The DPRD's efforts in carrying out the evaluation of the monitoring results can be seen from several policy decisions which after being criticized have resulted in policy changes. (3) Information Disclosure has been carried out by the Gorontalo Provincial DPRD, although publication efforts as a form of implementing the provisions of the law in which public information must be easily accessible by the public has not been confirmed by the DPRD

Abstract

ABSTRACT This study aims to analyze the occurrence of mal-administration that occurs in the tender process for the procurement of goods/services in the goods and services procurement section of the Gorontalo district government and aims to determine the inhibiting factors for the tender process for the procurement of goods/services in the procurement of goods and services, especially in the government. gorontalo district. Research method used is a qualitative research method with data collection techniques including: 1) observation; 2) interview; and 3) documentation. Activities in data analysis, namely: 1) data reduction stage; 2) data presentation stage; and 3) data verification stage. The results in this study are , as follows: 1) m al -a administration in the tender process for the procurement of goods/services in the goods and services procurement section of the Gorontalo district, seen from the aspect of inefficiency, still occurs. Mal-administration in the tender process for the procurement of goods/services in the procurement of goods and services in Gorontalo Regency, seen from the lengthy aspect of the procedure , is still going on. M al - administration in the tender process for the procurement of goods/services in the procurement of goods and services of Gorontalo district seen from the dishonesty aspect is quite good, because officials show good attitudes or behavior, although it seems that so far there are things that are often not accepted by participants tenders. Administrative malls in the tender process for the procurement of goods/services in the procurement of goods and services in the Gorontalo Regency seen from the aspect of covering up errors still occur. And competence in the form of knowledge and skills hinders the implementation of the tender process for the procurement of goods/services. Rapid changes in regulations hinder the implementation of the tender process for the procurement of goods/services.

Abstract

This study aims to: (1) determine and analyze the implementation of the government'sprocurement of goods/services in Gorontalo Regency. (2) To find out and analyze whatfactors influence the process of implementing government procurement of goods/services inGorontalo RegencyThis research is a research with a qualitative descriptive approach, namely examining,analyzing and decrypting the data.The results showed that (1) the working group had carried out explanations, but theworking group's readiness in providing initial explanations and in answering questions fromparticipants was still not optimal, because there were still working groups that providedinitial explanations that had passed the allotted time. (2) the evaluation of the bid documentshas followed the existing regulations, however, due to frequent changes in regulations, theunderstanding of the working group may differ from one another. Because there are workinggroups that can quickly adjust existing regulations, some are not. (3) Proof of qualification isfollowed in accordance with existing regulations. It's just that the timeliness of theprospective provider is still lacking because it always comes at the time of proving thequalifications will end. (4) The stage of refutation of the working group tries to provideanswers to potential providers in a good, relevant, and transparent manner. It's just that thebidders are dissatisfied. Because they didn't win, they use the rebuttal route to express theirdissatisfaction. (5) Human resources and facilities and infrastructure are sufficient. However,if there are a large number of packages being tendered, the working group will ask for theassistance of personnel from other OPDs to become an election working group. (6) social,political and economic factors greatly influence the implementation of governmentprocurement of goods/services. From an economic point of view, the tender process is thestarting point for selecting business actors. Business actors will compete and will takeadvantage of existing resources and of course will increase the economic income of thecommunity. Judging from the social conditions, the community can work or be directlyinvolved in the project. If politics is very influential, but the working group must still beguided by the existing rules. So, there will be considerations that must be placed on the rulesin the procurement of goods/services. (7) the disposition factor can affect the process ofimplementing government procurement of goods/services in the provider selection stage, it'sjust that the working group's attitude must always be able to understand the existing rules, sothat everything can be adjusted

Abstract

The objectives of this research are (1) to find out the prospect of Village Owned Enterprises development (BUMDes) in Girisa Village, Paguyaman District, Boalemo Regency. (2) To determine the supporting and inhibiting factors of Village Owned Enterprises development (BUMDes) in Girisa Village, Paguyaman District, Boalemo Regency. (3) To find out the efforts made to overcome obstacles of Village Owned Enterprises development (BUMDes) in Girisa Village, Paguyaman District, Boalemo Regency.The research method used descriptive research with a qualitative approach. The data analysis technique used SWOT analysis. SWOT analysis is used to analyze prospects of Village Owned Enterprises development in Girisa Village, Paguyaman District, Boalemo Regency.The research results showed that (1) The prospect of Village Owned Enterprises development (BUMDes) in Girisa Village, Paguyaman District, Boalemo Regency which is considered not running optimally because gradually in the short-, medium- and long-term prospects have not been fulfilled. (2) The supporting factor for good cooperation between the Village Government and the high interest and interest of the community, while the inhibiting factor is the lack of BUMDes budget. Lack of competent BUMDes managers. The existence of a similar business where the presence of other parties from outside makes a business. Lack of promotion of BUMDes to the community and managers who do not have an entrepreneurial spirit. (3) Efforts made to overcome obstacles have minimal planning both short term and long term. There needs to be organizing so that a good organization can help BUMDes Bangkit Bersama be able to run well. Have good controlling (supervision). And have actuating (implementation), which is able to run well

Abstract

The purpose of this research is to find out: 1) the process of government procurement of goods/services through the E-Purchasing System in Gorontalo Regency; 2) Factors that Determine the Procurement Process of Government Goods/Services Through the E-Purchasing System in Gorontalo Regency. The research method used by the researcher is a qualitative method with a descriptive approach. The research approach used by this researcher is a descriptive approach method. Data analysis activities are carried out by means of data reduction (data reduction), data display (data presentation) and verification (verification). The results showed that the Government's Goods/Services Procurement Process Through the E-Purchasing System in Gorontalo Regency seen from the aspect of transparency was still lacking, integrity was still low and accountability was still low. -Purchasing or electronic catalogs are less effective; 2) The factors that determine the Government's Goods/Services Procurement Process Through the E-Purchasing System in the Gorontalo Regency environment include low resources, lack of transparency, bureaucratic structure is still slow to buy, disposition/attitude is still low, so it is not supportive Government Procurement Process of Goods/Services Through the E-Purchasing System.

Abstract

This study aims to determine the implementation of the placement oftransmigration residents in realizing an independent society in AyumolingoVillage, Pulubala District, Gorontalo Regency and the factors that hinder theimplementation of Transmigration Residents' placement in creating anIndependent Society in Ayumolingo Village, Pulubala District, andGorontalo Regency.Research method used is a qualitative research method with data collectiontechniques including: 1) observation; 2) interview; and 3) documentation.Activities in data analysis, namely: 1) data reduction stage; 2) datapresentation stage; and 3) data verification stage.The results in this study are the implementation of the placement oftransmigration residents from planning has not been maximized because itdoes not include or involve residents around the transmigration area or areaas required and the implementation is not optimal because it still causes socialjealousy of local residents and complaints from transmigration residentsbecause the land is determined/given by the government is not in accordancewith what is in the location of the transmigration area and the supervisionhas not been effective, so that there are transmigration residents whohave been placed away from their homes/settlement locations, so that thegovernment's goal in an effort to achieve business independence and maketransmigration residents feel at home or settle in the location of the transmigrationarea has not can be realized. As for the factors that hinder the implementationof the placement of Transmigration Citizens in AyumolingoVillage, Pulubala District, Gorontalo Regency, namely commitment is stilllow, transparency is still lacking and human resources are still limited, bothimplementing apparatus resources and community resources, thus hamperingthe implementation and implementation placement of transmigrants.
