Abstract

There are many factors that can affect performance, but this study only examines factors of work discipline, work ability factors and work facilities factors. This study aims at determining the effect of work discipline variables, work ability variables and work facilities partially and simultaneously on the performance of employees at the East Medan Primary Tax Office. The population of this research is 113 employees. To determine the number of samples used the Slovin formula so that the sample is 53 employees. Data collection techniques in this study are questionnaires, interviews and documentation studies. While the data analysis technique used is the classical assumption test, multiple regression, t test, F test and the coefficient of determination. The results show that the work discipline variable has a significant effect on the performance of the employees at the East Medan Primary Tax Office, where the higher the work discipline, the better the employee's performance. The work ability variable has a significant effect on the performance of employees at the East Medan Primary Tax Office, where the higher the work ability, the better the employee's performance. The work facility variable has a significant influence on the performance of the employees at the East Medan Primary Tax Office, where the better the work facilities, the better the employee's performance. There is a significant influence on work discipline variables, work ability variables and work facilities variables on employee performance at the East Medan Primary Tax Office. The coefficient of determination is 88.40%, the variation in employee performance is explained by work discipline variables, work ability variables, and work facilities variables simultaneously, and the remaining 11.60% is explained by other factors such as organizational climate variables and leadership. It is recommended that leaders in agencies need to provide an example of discipline and assertiveness in making decisions so that work discipline in agencies can be better. In this case, every employee committing disciplinary violations, both minor and serious, must be given strict sanctions. Leaders in agencies need to make efforts so that employees have sufficient experience in their field of work and place employees in positions that are in accordance with their work experience. In this case, employees need to be given the opportunity to attend training such as training in accordance with the field of work of each employee. Agencies need to organize offices with more comfortable decorations, and also need to provide more adequate office equipment and supplies for employees to use by using the agency's budget. It is necessary to improve employee discipline and make more efforts to improve employee abilities because these variables are classified as weaker than the work facility variable. Other researchers need to do further research by using more independent variables on employee performance.

Abstract

In connection with the improvement of services Center of Development and Empowerment for Teachers and Education Personnel (PPPPTK) Medan, the empowerment of teamwork in the institution becomes very important because the success of the teamwork will determine the overall success of the institution. The purpose of the study was to determine whether team leadership, and team cohesion have direct impact on team effectiveness at Center of Development and Empowerment for Teachers and Education Personnel (PPPPTK) Medan. The population are all trainers and staff at Center of Development and Empowerment for Teachers and Education Personnel Medan with number 187 people. Sampling technique used is proportional stratified random sampling, so sampling size is 127. Data were processed used path analysis. The results of study showed: First, team cohesion is directly influenced by team leadership with level of effect is 0,30. Second, team effectivenessis directly influenced by team leadership with level of effect is 0,20 and indirect effect is 0,14. Third, team effectiveness is directly influenced by team cohesion with level of effect is 0,29. From the finding, it can be recommended: (1) giving training to all staff, trainer and team leader in P4TK for understanding about teamwork and improve their interpersonal competence to be good team player, (2) supporting every unit/teamwork with resources they needed to accomplish work, (3) giving reward for the most effective and cohesive team, (4) doing teambuilding correctly and regularly.

Abstract

The purpose of this study was to determine the efforts made by the Medan City Police Resort in dealing with and dealing with trafficking, crime prevention efforts against trafficked children and women in Medan, legal protection for children and women victims of trafficking. in the Legal Territory of the Medan Big City Resort Police.The results of the study show that the factors that cause the crime of trafficking in children and women can be categorized into two factors, namely internal factors and external factors. Internal factors, including: individual factors, economic factors, family factors, and education factors. External factors, including: environmental factors, and the weak factor of law enforcement. Prevention and countermeasures carried out by the Medan City Resort Police in dealing with and dealing with the crime of trafficking in children and women are through law enforcement efforts and counseling to increase public knowledge. about the dangers of trafficking in persons.

Abstract

Penyidik kepolisian tidak hanya berperan memenuhi hak-hak anak selama proses penyidikan, tetapi juga berperan mengupayakan penyelesaian perkara di luar pengadilan agar anak terhindar dari pemidanaan. Rumusan masalah dalam penelitian ini adalah bagaimana aturan hukum dalam penanganan tindak pidana pencurian yang dilakukan oleh anak, bagaimana peran penyidik Polrestabes Medan dalam penanganan tindak pidana pencurian yang dilakukan oleh anak, apa saja kendala yang dihadapi penyidik Polrestabes Medan dalam penanganan tindak pidana pencurian yang dilakukan oleh anak. Adapun metode penelitian yang digunakan adalah metode deskriptif, sedangkan teknik analisis data menggunakan kualitatif. Hasil penelitian menunjukkan bahwa aturan hukum dalam penanganan tindak pidana pencurian yang dilakukan oleh anak diatur pada UU No 11 Tahun 2012 tentang Sistem Peradilan Pidana Anak (SPPA). Dalam undang-undang tersebut di atur peran penyidik dalam menangani perkara anak, serta penyelesaian perkara yang mengedepankan kepentingan anak dengan mengupayakan penyelesaian perkara di luar pengadilan melalui diversi. Peran penyidik Polrestabes Medan dalam penanganan tindak pidana pencurian yang dilakukan oleh anak adalah penyidik kepolisian di Polrestabes Medan telah berupaya melakukan penanganan anak pelaku pencurian dengan hukum berpedoman pada UU SPPA No 11 Tahun 2012. Penyidik berupaya memenuhi hak-hak anak selama proses penyidikan, yaitu hak untuk tidak ditangkap, tidak ditahan kecuali sebagai upaya terakhir, dipisahkan dari orang dewasa, penyidikan didampingi orang tua dengan mengedepankan suasana kekeluargaan, serta mengupayakan penyelesaian perkara melalui diversi. Kendala yang dihadapi penyidik Polrestabes Medan dalam penanganan tindak pidana pencurian yang dilakukan oleh anak adalah: tersangka anak cenderung memanfaatkan sikap lunak penyidik sehingga sering menyulitkan dalam pemeriksaan, adanya pembatasan UU dimana diversi hanya dapat dilakukan jika perkara anak bukan merupakan pengulangan tindak pidana, adanya pembatasan penahanan yang lebih singkat sehingga sering memaksa penyidik melakukan pemeriksaan secara marathon, serta adanya keterbatasan internal kepolisian berupa kurangnya keahlian SDM karena penyidik yang berkeahlian menangani anak kurang tersedia dan juga kurangnya fasilitas internal yang dapat digunakan untuk memenuhi hak-hak anak selama dalam tahanan. Disarankan penyidik sebaiknya menggunakan teknik psikologis anak untuk mengetahui atau mencegah anak melakukan kebohongan tanpa harus melakukan tindakan keras terhadap anak. Pemerintah sebaiknya merevisi undang-undang SPPA dengan menghilangkan persyaratan bukan pengulangan tindak pidana agar penerapan diversi terhadap anak pelaku pencurian dapat dilakukan secara maksimal. Pemerintah sebaiknya menambah anggaran kepolisian secara khusus untuk penyediaan sarana prasarana yang dibutuhkan dalam penanganan anak.

Abstract

Many companies have changed their management structure to be more effective and efficient, one of which is by outsourcing work to other parties or employing workers with a fixed-time work agreement (PKWT) system. The problem in PKWT is that there is a violation in the application of the Agreement system in the form of deviations from the implementation of the rules for the Fixed Time Work Agreement (PKWT), which isnt in accordance Law Number 13 of 2003 concerning Manpower. The method used in this research is descriptive analysis research. The data used are secondary data. Data analysis used qualitative juridical analysis. The results showed that: 1) In the outsourcing practice by PT Dipta Athiyasa Indonesia, outsourcing contracts were not clearly classified as to the nature and type of work carried out; 2) PT Dipta Athiyasa Indonesia empowerment of workers through contract extension and give priority to workers who have worked before to be rehired; 3) Constraints faced in implementing a fixed-time work agreement (PKWT) are obstacles related to existing regulations, related to agreements and supervision. The solution is that the government should immediately make improvements to the arrangements for workers / laborers on a Fixed Time Work Agreement (PKWT), so that workers / laborers get better legal protection.

Abstract

This study aims at finding out the pattern of intercultural communication that occurs in a prime one school environment; the social and cultural values ​​in enhancing harmonious relations within the PrimeOne School Medan employees and the factors that support and hinder employees in communicating at school. This research was conducted at the private school PrimeOne School in Medan. The research informants were determined by purposive sampling and Snowball Sampling based on certain criteria. This type of research is a descriptive study using a qualitative approach. Primary data were obtained through direct observation and in-depth interviews with informants. Meanwhile, secondary data obtained from data collection through documents in the form of books, journals, the internet, and photos related to the research topic. The data collected was then analyzed using the Miles and Huberman Interactive Analysis Model. The results of this study indicate that initially cultural differences, especially language, became a challenge both for foreign students and local students in communicating so that cross-cultural communication patterns that occur between foreign employees and local employees as well as interactions with students in communicating at school are very tortuous and experience difficulty. But over time, the interaction of the two gradually improved. In addition, social needs as humans to interact and communicate become supporting factors that encourage both to always be involved in conversation.

Abstract

The objective of the research was to find out, to analyze and to understand some factors which caused narcotics abuse, the procedure of placing narcotics addicts in the home for therapy and rehabilitation, and obstacles in placing narcotics addicts in the home for therapy and rehabilitation. The research used library research in collecting the data from various reading materials such as books, magezines, experts' opinions, regulations concerning the factors that enabling the narcotics abuse, and procedure of placing narcotics addicts in the home for therapy and rehabilitation. The field research consisted of direct research in Medan District Court and the other institution concerning child protection by using oral or interview technique. The result of the research shows that the factors which cause the narcotics abuse, according to the narcotics addicts are: to get experience, to flee from reality, to avoid the loneliness and to get emotional experience, to dealt with the emptiness and boredom of hectic life, to avoid disappointment, unrest, and various difficulties which are hard to be solved, to change their personality, to boost the sexual desire, and to search for the meaning of life. The procedure of placing narcotics addicts in the home for therapy and rehabilitation is accordance with the Article 54 and Article 103 of Law No. 35/2009 on Narcotics in which the judge can hand down the verdict as follows: The judge may order the defendant to have the treatment and/or nursing care when the narcotics addict is not proved guilty of committing narcotics criminal act. In deciding the duration of rehabilitation, the judge should consider the level of addiction of the defendant so that it needs explanation from experts as the standard in the process of therapy and rehabilitation. The obstacles in the implementation of therapy and rehabilitation for narcotics addicts are negative impact and the effect of globalization, especially in the advancement of transportation and communication technology. Moreover, drug dealers organize internationally and nationally network, democratizing process which does not regard legal norms and people's morality.

Abstract

Service quality is a comparison between the training participants' perceptions of the real services they receive with the services they actually expect. The problems that occur are that the training held is not fully able to answer the competency needs of the future, the training is not able to achieve the desired effectiveness, and the concept of measuring the benefits of training that stops at the satisfaction of training participants has not yet touched community satisfaction. This study aims at finding the relationship among competence, achievement motivation and work facilities partially and simultaneously with the service quality of “widyaiswara” in the implementation of education and training (Diklat) in PPPPTK in the Field of Building and Electricity Medan. The population of this research is 53 “widyaiswara” people. To determine the number of samples, the Slovin formula is used so that the sample amounted to 35 people. Data collection techniques in this study are questionnaires, interviews and documentation studies while the data analysis technique used is the classical assumption test, correlation analysis, partial test, simultaneous test and the coefficient of determination. The results show that the competency variable had a positive and significant relationship with the service quality of “widyaiswara” at PPPPTK in the Field of Building and Electricity Medan. The achievement motivation variable has a positive and significant relationship with the service quality of the “widyaiswara” at PPPPTK in the Field of Building and Electricity Medan. The work facility variable has a positive and significant relationship with the service quality of the “widyaiswara” at PPPPTK in the Field of Building and Electricity Medan. The competency variables, achievement motivation and work facilities simultaneously have a significant relationship with the service quality of the “widyaiswara” at PPPPTK in the Field of Building and Electricity in Medan. The coefficient of determination is 91.90%, variations in service quality can be explained by simultaneous competence, achievement motivation and work facilities, while the remaining 7.10% is explained by other factors, such as variables of discipline and leadership. It is suggested that “Widyaiswara” need to improve competence to cooperate among fellow “widyaiswara” and always actively motivate the training participants to be able to achieve the predetermined goals of the education and training. “Widyaiswara” needs to increase achievement motivation with a strong desire to be the best and always try new innovations in learning. Institution leaders need to repair work facilities by paying attention to damaged facilities, as well as providing adequate transportation support for “widyaiswara” while on duty outside the office in the official. Further research is needed by other researchers by using more independent variables outside the independent variables that have been studied in this study to obtain a relationship with the variable service quality.

Abstract

Performance can be influenced by many factors, including management factors, abilities, discipline, training and also work motivation. But the most important factors are the factors of training and work motivation. This study aims to determine the effect of training and work motivation partially and simultaneously on employee performance in the Medan City Fire Prevention Service. The population of this study amounted to 250 employees. To determine the number of samples used Slovin formula, obtained as many as 71 people. Data collecti on techniques in this study were questionnaires and documentation studies. While the data analysis technique used is the classic assumption test, multiple regression, t test, F test and coefficient of determination. The results showed that training and work motivation had a positive and significant effect partially and simultaneously on employee performance in the Medan City Fire Prevention Service. The coefficient of determination (R Square) is 0.724. That is, variations in employee performance can be explained by training and work motivation by 72.40%, while the remaining 27.60% is explained by other factors. It is thus recommended that a trainer instructor who truly masters the training material, and design training materials to suit the needs of all the trainees are recommended. Agencies need to pay attention to their employees by providing financial benefits that are comparable to the work charged to the employees concerned. Training and motivation contributed greatly to the performance of the Medan City Fire Fighting Agency, which amounted to 72.40%, but there were still opportunities to improve performance by providing leadership training and career development.

Abstract

Badan Kehormatan belum dapat memberikan peran maksimal sesuai dengan tugasnya. Hal ini terlihat dari masih minimnya kehadiran anggota dewan pada setiap kali rapat di kantor DPRK, dan bahkan sering terjadi penundaan rapat karena jumlah anggota tidak mencukupi. Rumusan masalah dalam penelitian ini adalah bagaimana peranan Badan Kehormatan Dewan dalam menjaga martabat dan kehormatan Dewan Perwakilan Rakyat Kabupaten Simeulu, apa saja kendala Badan Kehormatan Dewan dalam menjaga martabat dan kehormatan Dewan Perwakilan Rakyat Kabupaten Simeulue, bagaimana cara mengatasi faktor kendala yang dihadapi Badan Kehormatan Dewan dalam menjaga martabat dan kehormatan Dewan Perwakilan Rakyat Kabupaten Simeulue. Metode penelitian yang digunakan adalah penelitian hukum normatif sosiologi, dan analisis data digunakan secara kualitatif. Hasil penelitian menunjukkan bahwa peran Badan Kehormatan DPRK Simeulue sangat penting mengingat adanya terjadi pelanggaran atau penyalahgunaan wewenang yang dilakukan oleh para anggota dewan, sehingga mengakibatkan menurunnya kepercayaan publik kepada DPRK. Adapun penanganan perkara yang dilakukan oleh Badan Kehormatan Dewan diantaranya: Menerima laporan pelanggaran tata tertib dan kode etik, memeriksa laporan, melakukan persidangan, membuat putusan sidang dan penjatuhan sanksi. Faktor kendala yang dihadapi Badan Kehormatan Dewan adalah: faktor internal dan faktor eksternal. Adapun faktor internal adalah tidak memadai sarana dan prasarana dan tidak memiliki pedoman tata persidangan sedangkan faktor eksternal adalah: adanya intervensi serta kurangnya partisipasi masyarakat. Untuk mengatasi faktor kendala yang dihadapi BK maka perlu diupayakan agar BK memiliki sarana dan prasarana yang lebih layak, menetapkan tata persidangan yang baku, menolak dan mengabaikan segala bentuk intervensi bagi anggota Badan Kehormatan, serta adanya sosialisasi kepada masyarakat mengenai pentinfnya peran Badan Kehormatan. Disarankan bahwa diharapkan Badan Kehormatan Dewan Kabupaten Simeulue memiliki moral serta intergritas dalam pelaksanaan tugas dan fungsinya sebagai pejabat publik ( Dewan Perwakilan Rakyat Kabupaten) dengan demikian fungsi pengawasan terhadap anggota dewan dapat berjalan dengan baik. Diharapkan pada Pimpinan DPRK menambah anggaran yang besar agar terpenuhinya sarana dan prasarana serta membuat standar oprasional terhadap tata pelaksanaan persidangan. Diharapkan Badan Kehormatan melakukan sosialisasi terhadap peran Badan Kehormatan Dewan Guna menjaga Martabat Dewan Perwakilan Rakyat Kabupaten Simeulue yang terukur dan terarah pada semua lapisan masyarakat. Perlu dilakukan sosialisasi yang lebih gencar kapada masyarakat umum mengenai pentingnya peran BK, sehingga dapat berpartisipasi aktif dalam melakukan pengawasan terhadap setiap anggota dewan.
