Abstract

This research sought to determine whether the “glass ceiling” still existed in one of the major working environments in Eastern Visayas, Tacloban City; as well as to gain insights on one of its causes—ineffective Workforce Diversity Management. Semi-structured interviews were used to gather data with the Measures of Central Tendency used to ascertain its existence within a 10-year period in terms of (1) pay inequities between men and women and (2) frequency of women top-level managers. The research findings show that 1 out of 3 top-level managers in educational institutions in Tacloban, were women; with which 90% were positioned in lower-paying schools. The results suggest that this gender employment discrimination stems from the organizations’ approach to diversity. Of the four approaches, the most practiced were ignoring diversity and begin the process of dealing with diversity.

Abstract

Artikel ini bertujuan untuk menganalisis strategi Tiongkok dalam mengamankan kebutuhan minyaknya di Afrika di bawah pemerintahan Presiden Xi Jinping. Pertumbuhan ekonomi Tiongkok yang cepat telah mendorong negara ini untuk merumuskan kebijakan keamanan energinya yang efektif serta langkah-langkah kebijakan luar negeri di negara-negara mitra Afrika dengan maksud untuk mengamankan pasokan minyaknya secara berkelanjutan guna memenuhi permintaan minyak domestiknya. Namun, investasi besar-besaran Tiongkok di sektor minyak di Afrika, di masa lalu, telah disambut dengan protes dari masyarakat dan pemerintah negara-negara Afrika yang menuntut kerja sama dengan Tiongkok yang lebih setara dan adil serta transfer teknologi, khususnya di sektor minyak. Hal ini terjadi khususnya selama periode pemerintah Presiden Hu Jintao sebelumnya (2003-2013). Dengan menggunakan metode kualitatif dan deskriptif, penelitian ini mengkaji langkah-langkah kebijakan luar negeri pemeritah Presiden Xi Jinping untuk mengamankan pasokan minyak di Afrika dan membandingkan langkah-langkah ini dengan yang diterapkan oleh periode pemerintahan Hu Jintao sebelumnya. Artikel ini menunjukkan bahwa pemerintah Tiongkok di bawah Presiden Xi Jinping mereformasi pendekatan kebijakan luar negerinya ke Afrika serta memberikan negara-negara mitranya di benua tersebut dengan peningkatan bantuan asing yang signifikan dan merevisi kerangka kerja sama Tiongkok-Afrika dalam Forum Kerjasama Cina-Afrika (COFAC) untuk memfasilitasi pemahaman yang lebih baik, saling menghormati, dan kerja sama yang komprehensif antara Tiongkok dan Afrika.

Abstract

This article aims to answer how Japan responds to China's increasing assertiveness in the South China Sea amidst the limitations of its power projection. Japan's security posture is like 'destined' to have a pacifist character, making Japan only equipped with defensive capabilities that tend to be minimal. At the same time, China also continues to use its influence to aggressively occupy the South China Sea and create threats to Japan. For this reason, the narrative analysis method is used to analyze a series of phenomena based on the framework of Walt's threat balance theory. The results of the study explain that Japan's considerations for balancing against China instead of joining in through understanding the level of threat and the prerequisites for China's alliance are quite balanced. Therefore, the external balancing strategy with the United States and Southeast Asian countries seems to be Japan's strategic move against China. Abstract

Aesthetic approach to politics is not really something considered as a novelty. Immanuel Kant has described the aesthetic relationship with rationality way back in the 17th century, as well as Friedrich Nietzsche and Jaques Rancier as a more contemporary counterpart. In the field of international relations, the study of aesthetics has been raised by a number of reviewers – from James Der Derian, Costas Constantinou, David Campbell, to Anthony Burke – who began to lay aesthetics as a foothold in approaching various phenomena. Roland Bleiker is one of the most consistent among them. In an essay entitled "The Aesthetic Turn in International Political Theory", Bleiker opened the discourse to establish aesthetics as one of the paradigms in international political theory. His essay is published in 2001, contrasts with the majority of international political theories that always try to "catch the world as it is". Bleiker assumes that there is always a distance between representation and what it represents. Through aesthetics, he criticizes approaches that fill this theoretical gap with mimetic ideas. He emphasizes that aesthetic studies do not try to mimic the reality, but it is trying to recognize the various emotions and sensibilities in the formation of a certain representation. The great role of "emotion" in politics is further explained by Bleiker through an essay entitled “Fear No More: Emotions and World Politics”, published seven years after.

Abstract

By analyzing to what extent does patriarchy hinders women's political participation, this paper discusses the relation of patriarchy and active citizenship for women in ASEAN member states. For the purpose of analysis, this paper uses the theory of patriarchy and the theory of active citizenship related to politics, gender, and citizenship aspects by using qualitative method and literature analysis. This paper finds that patriarchal culture has a significant impact in hindering women's political participation because it has been institutionalized through: (i) political party practices; (ii) tradition, religion, and customary laws; and (iii) gender segregation in the society. Since the political participation is limited, therefore, the “exclusion” of women in the society within ASEAN member states remains. They belong to the marginalized group and are unable to access equal power and resources to act their active citizenship.

Abstract

The purpose of this article is to outline the multiple facets of ASEAN’s external economic relations (EER), loosely termed as ASEAN economic diplomacy. In doing so, this article builds on two main frameworks: strands of economic diplomacy and general framework of economic diplomacy and employs research interviews and documentary analysis as the main research method. Findings suggest that ASEAN is most advanced in its trade diplomacy, relying on the ASEAN-plus scheme. ASEAN also displays an interesting pattern in their trade diplomacy, since it is mostly aimed at achieving political goals rather than economic ones. The main reason for this is because ASEAN member states can actually achieve larger economic gains by negotiating individually rather than collectively through ASEAN. However, ASEAN still faces limitations in doing collective negotiations due to its regional development gap, different levels of economic ambition, absence of a common external tariff and the lack of a regional negotiator acting on behalf of ASEAN. Abstract

This research is attempted to answer and explain on how the similarities and the differences between cosmopolitan and multiculturalism in case of China’s resistance towards the cosmopolitan phenomenon. This is a descriptive research with qualitative approach. The data collection method in this research is through library with secondary data sources by using the concept of Cosmopolitanism and Multiculuralism. Analysis is conducted by referring Globalization as a pattern that creates an increasingly obvious dependence relationship with the loss of state boundaries in the process of economic, political, and cultural integration. Globalization has also given chance to Cosmopolitanism and Multiculturalism that is currently growing rapidly around the world. The results shows and explains that globalization is functioned as catalyst between Cosmopolitanism and Multiculturalism. In China’s case it could be said that the cosmopolitanism is in two ways: the market cosmopolitanism and the international-federation cosmopolitanism.

Abstract

This article aims to identify and describe the Philippine foreign policy making process towards Chinese aggressiveness related to disputes between the two countries in the South China Sea. The Philippine foreign policy in the Duterte era was different from the previous administration. Authors use rational choice model of policy making from Charles Kegley and Shanon Blanton. While the method is qualitative with a descriptive approach and uses secondary data. In the discussion, the writer found that the policy makers, especially Duterte and supported by the Senate, had the motivation to maintain the great economic and security interests of China. Therefore, at the stage of policy making, the Philippines issued a rational policy that is cooperative in dealing with Chinese aggressiveness.

Abstract

The wave of migration that hit the European Union since 2015 had a political and security impact on both EU institutions and its member states. The policy of sharing responsibility or immigrant quotas did not get agreement from the Visegrad countries. Several previous studies that used a constructivist approach explained that the rejection occurred due to the securitization of immigrants in each country. This article seeks to understand the resistance of the Visegrad states from a critical perspective by using the concept of politicization of security. The research method used is qualitative with an analysis of existing data in online news media, European Union documents, and scientific journals. The article found that the politicization of security toward immigrants in each Visegrad country happened on public discourse and political campaigns by government elites and political parties. The purpose of this security politicization was to perpetuate power relations.

Abstract

Indo-Pacific region is the most dynamic region in the 21st century with the economic growth that exceeds the rest of the world. Increased prosperity of countries in the region is accompanied by an increase in the defense budget that leads to arms race. The phenomenon is due to the existence of a conflict of interests among countries in the region in various forms. Border dispute is the most sensitive issue that can escalated into armed conflict. Such prominent problem is the border dispute over the territorial waters between some ASEAN countries with China in the South China Sea (SCS). SCS dispute involving China, Vietnam, Philippines, Malaysia, Brunei, and Taiwan. This article presents an in-depth review of the foreign policy of the Indonesian government should play in the Global Maritime Nexus vision in dealing with the dynamics of the strategic environment in the Indo-Pacific region in the 21st century.
