Jurnal Bina Komputer (JBKom) is a scientific journal that presents original articles about knowledge and information on research results or the application of the latest research and development results in the field of Information and Communication Technology (ICT). The scope of the Journal of Computer Development covers the fields of Informatics and Computers. This journal is a forum for sharing research and development work in the field of ICT. Jurnal Bina Komputer (JBKom) is an open access journal provided for researchers, lecturers and students who will publish research results in the field of information systems and informatics. JBKom publishes scientific articles as a result of ideas, original thoughts about the latest research and technological developments which include Informatics and computers. JBKom is also one of the media for researchers to publish their major works which are published twice a year, which was originally in February and July changed to June and December starting in 2022.

<![CDATA[The use of E-Government becomes an inseparable part of public activity. Therefore, the development and improvement of E-Government should always be done considering the current technology has been developed, especially in the interface or interface. In an effort to achieve the efficiency of the role of e-government in public service using RBV theory is important enough, let alone related to the satisfaction of use, the feasibility of website display, information system satisfaction, and others. The e-government Portal Website is used as a product, public service and community use satisfaction in Lahat District. This website is also used as a means of agency information. Review of Website utilization e-government portal needs to be done to measure from user satisfaction level. To measure the level of user satisfaction / Website users. Lahat District as one of the local Governments in South Sumatra has been using E-Government in the performance process. The purpose of this research is to generate a good usability value, so that later will provide input to Lahat Regency about the development of E-Government. The method in this research is action research using descriptive research with quantitative approach. Testing is done by Partial Least Square method, as a benchmark to generate public satisfaction. Based on the discussion then in this study obtained the conclusion that the e-Government interface of Lahat Regency currently does not reach the ideal usability level then the researcher gives the proposal to provide training to the public]]>

<![CDATA[The benefits of an internet website will not achieve maximum results if students or lecturers as consumers of the Library website feel dissatisfied with the service. This study aims to test the model that describes the satisfaction of students and lecturers when using the Library website as a supporter face-to-face lecture. This research is based on the method used frequently by the previous researcher that is structural equation modeling (sem). This research was conducted in Perguruantinggi Stie Mura Lubuklinggau. <![CDATA[GPO (Online Learning Teacher) is a program developed by Kemdikbud post-UKG (Teacher Competency Exam) 2015 which aims to improve teacher competence. <![CDATA[Information technology has become an essential part of human life so as to facilitate a business activity. However, the use of information technology is not separated from the risks that can affect the process of the activity. As for the purpose of this study was to conduct an assessment of risk against potential vulnerabilities and threats that can attack the academic information system E-University all at once mempersiapan action anticipation towards things that can interfere with the the system. To do the assessment, this study uses the framework NIST SP 800-30r-1 consisting of nine stages to risk assessment i.e. in the characteristics of the system are used, identify the threats that attack system, identification of vulnerability, control systems, determine the likelihood of occurring (likelihood), determine the impact (impact), the determination of risks, control recommendations and documentation of results. The results of the risk assessment against the academic information system E-University is there are three risks disrupting existing activities in the system. <![CDATA[Technology Acceptance Model (TAM) dan Webqual merupakan teori penerimaan teknologi yang digunakan dalam penelitian ini. Terdapat lima konstruk yang digunakan dan merupakan gabungan dari konstruk-konstruk asli yang terdapat dalam TAM dan Webqual. Kelima konstruk tersebut adalah kemudahan pengguna persepsi (perceived ease of use / PEOU), kegunaan persepsi (perceived usefulness / PU), kualitas interaksi layanan (Service Interaction Quality of Website/ Web-SQ), kualitas informasi (Information Quality of Website/ Web-IQ), dan minat perilaku menggunakan teknologi (behavioral intention to use / BIUS). Model gabungan ini selanjutnya digunakan untuk meneliti sistem ujian online berbayar dengan studi kasus qualitiva.id. Penelitian ini selanjutnya akan menjelaskan tentang penerimaan sistem ujian online berbayar pada pelajar, mahasiswa dan masyarakat umum. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian eksplanatori dengan teknik analisis data menggunakan pendekatan PLS. Data diperoleh dari responden yang merupakan siswa LKP PalComTech Palembang dengan menyebarkan kuesioner tertutup. Terdapat 142 sampel penelitian yang dianalisis menggunakan metode PLS dengan software smartPLS. Berdasarkan hasil analisis data diperoleh hasil sebagai berikut: (1) Konstruk PEOU mempengaruhi konstruk AT; (2) Konstruk PU mempengaruhi konstruk AT; (3) Konstruk AT pengaruh terhadap konstruk BIUS; (4) Konstruk Web-SQ tidak memiliki pengaruh terhadap konstruk BIUS; (5) Konstruk Web-IQ mempengaruhi konstruk BIUS; dan (6) Konstruk BIUS tidak memiliki pengaruh terhadap konstruk BV;. Selain itu koefisien variabel laten PU terhadap AT memiliki nilai paling besar diantara nilai koefisien variabel laten pada model hubungan antar konstruk lainnya]]>

<![CDATA[Universitas Bina Darma Palembang merupakan salah satu Perguruan Tinggi Swasta yang memiliki banyak fakultas dan program studi. Untuk mengelola data akademik seperti penjadwalan, matakuliah, krs dan khs Universitas Bina Darma suda menggunakan Sistem Informasi Akademik yang sudah terintegrasi. Untuk mendukung proses belajar mengajar Universitas Bina Darma juga telah menggunakan Learning Management System (LMS) berbasis Moodle. Selama ini proses pengiriman data user, kelas, dan peserta kelas dilakukan dengan membuat program transfer data yang akan mentransfer data dari SIA ke Moodle. Permasalahan yang timbul adalah pertama jika ada perubahan data user seperti password dan lain sebagainya pada pertengahan semester maka tidak bisa secara otomatis mensikron dari SIA ke Moodle, sama halnya dengan perubahan data pengajar atau peserta kelas pada pertengahan semester harus dilakukan secara manual pada moodle, kedua riwayat peserta kelas dan pengajarnyapun terhapus setiap semester, karena program tersebut mengosongkan data kelas dan pesertanya setiap semester, hal ini menyebabkan dosen harus membackup dan mengupload ulang materi dan tugas nya setiap semester. Mengatasi hal tersebut dengan metode action research penulis membuat penelitian “External Database Sebagai Media Integrasi Sistem Informasi Akademik dengan Elaerning” sebagai solusinya. <![CDATA[Internet users in Indonesia always increase every year. The highest increase occurred in smartphone internet users. The increase was due to a shift in the provision of software from desktop and web to mobile based. Based on these conditions it is necessary to know the process of providing mobile applications to suit users. Provision of mobile applications cannot be separated from the process of software development, especially the development of mobile software. For this reason, in this study a discussion on mobile software development methods consisting of wireless development, mobile application development lifecycle models (MADLC) and mobile development (Mobile-D) was discussed. the three methods of developing mobile wireless development software have the longest working phase, which is eight phases, while the mobile application development lifecycle model (MADLC) has seven phases and mobile development (Mobile-D) has five phases. The choice of mobile software development methods is an important factor in the development process. Pengguna internet di Indonesia setiap tahunya selalu meningkat. Peningkatan yang paling tinggi terjadi pada pengguna internet smartphone. Peningkatan tersebut disebabkan adanya pergeseran penyediaan perangkat lunak dari desktop dan web ke berbasis mobile. Berdasarkan kondisi tersebut perlu untuk diketahui proses penyediaan aplikasi mobile agar sesuai dengan pengguna. Penyediaan aplikasi mobile tidak terlepas dari proses pegnembangan perangkat lunak terutama pengembangan perangkat lunak mobile. Untuk itu didalam kajian ini dilakukan pembahasan metode pengambangan perangkat lunak mobile yang terdiri dari wireless development, mobile application development lifecycle model (MADLC) dan mobile development (Mobile-D). Dari ketiga metode pengembangan perangkat lunak berbasis mobile wireless development memili fase pengerjaan paling Panjang yaitu delapan fase, sedangkan mobile application development lifecycle model (MADLC) memiliki tujuh fase dan mobile development (Mobile-D) memiliki lima fase. Pemilihan metode pengembangan perangkat lunak mobile menjadi faktor penting dalam proses pengembangan.]]>

<![CDATA[Teknologi informasi telah lama digunakan oleh Sekretariat DPRD Provinsi Sumatera Selatan untuk mendukung setiap proses dalam bidang pemerintahan, Sekretariat DPRD Provinsi bertugas menyelenggarakan administrasi kesekretariatan dan keuangan, mendukung pelaksanaan tugas dan fungsi DPRD serta menyediakan dan mengkoordinasikan tenaga ahli yang diperlukan oleh DPRD Provinsi Sumsel dalam melaksanakan hak dan fungsinya sesuai dengan kebutuhan. Tujuan dari penelitian ini adalah untuk mengidentifikasi, mengetahui kondisi dan tingkat maturitas tata kelola IT serta memberikan rekomendasi perbaikan menggunakan framework COBIT 5. Hasil tingkat maturitas yang didapat dari nilai rata-rata penyebaran kuesioner berdasarkan domain EDM01, EDM 04, APO 01, APO 04, APO 07, BAI 02, BAI 08, DSS 01 dan MEA 01 adalah 2.24 yaitu Managed Process.]]>

<![CDATA[Kemajuan teknologi informasi dan komunikasi berperan penting pada pelaksanaan e- government. Tujuannya adalah agar hubungan-hubungan tata Pemerintahan (governance) yang melibatkan Pemerintah, swasta dan masyarakat dapat tercipta sedemikian rupa sehingga lebih efektif, efisien, produktif dan responsif. Kota Prabumulih merupakan salah satu Daerah Otonom yang ada di Indonesia yang telah mengimplementasikan e-government melalui website, dengan alamat www.prabumulih.go.id. Penelitian ini mengacu pada pendekatan Website Usability Evaluation (WEBUSE) untuk mengevaluasi usability pada website Pemerintah Kota Prabumulih dengan dimensi Content, Organisation and Readibility, Navigation and Link, User Interface Design serta Performance and Effeciveness. Website Usability Evaluation (WEBUSE) berfokus pada pengembangan sistem evaluasi usability berbasis web dengan pendekatan tindakan subyektif yang melibatkan partisipasi dari pengguna untuk memberikan penilaian pada sebuah website. Pengembangan pendekatan Website Usability Evaluation (WEBUSE) sebagai standar pengukuran usability, dengan metode evaluasi kuisioner berbasis web yang memungkinkan pengguna untuk menilai usability dari website yang akan dievaluasi Tujuan dari penelitian ini adalah untuk mengetahui tingkat usability dari website Pemerintah Kota Prabumulih agar Pemerintah Kota Prabumulih dapat memberikan pelayanan yang optimal kepada pengguna.]]>
