Abstract

The head of village must carry out its leadership function in all government of village activities. The role in planning and making decisions that are used in running the wheels of government of village. The implementation of village development planning has not been running optimally, the observation findings are still low awareness of the village apparatus and the community in carrying out orders given by the village head and the presence of apparatuses, social institutions and citizen not optimal in participating village activities. The aims of this research were to know if the leadership of the head of kelapapati village by instructive function, consultative, participatory and delegation. Using a quantitative approach by distributing questionnaires to officials of village as well as village elements involved. The findings of this study are the implementation of leadership functions of Kelapapati village is good.

Abstract

The transfer of power from centralization to decentralization has greatly influenced the political climate of every region in Indonesia, the presence of local strongmen is an epidemic in a democratic country. The dynamics that occur have resulted in economic and political domination which has an impact on democratic life. This study uses a literature study approach with data collection techniques derived from online news, books and research related to the discussion. This research aims to explore and explore how the role of Zulkifli Nurdin in polarizing the National Mandate Party in Jambi Province to maintain its image as a local strongman. Zulkifli Nurdin's domination succeeded in making the National Mandate Party as a tool to form his political dynasty in Jambi, this was made up of officials in the National Mandate Party consisting only of his family and cronies

Abstract

Abstract : pengembangan obyek wisata di kawasan danau buatan PLTA koto Panjang Kabupaten Kampar. Penelitian di laksanakan di kawasan Danau Buatan PLTA koto panjang Kabupaten Kampar merupakan area Pembangkit Listrik Tenaga Air (PLTA) yang dapat menyuplay kebutuhan listrik di tiga provinsi yaitu (Riau, Jambi dan Sumbar). pada kawasan tersebut juga dimamfaatkan masyarakat sebagai tempat– tempat wisata, sehingga dapat di kunjungan oleh masyarakat umum dan menjadi potensi wisata kabupaten Kampar yang dapat dikembangkan. Pendekatan action resech digunakan untuk menelusuri obyek wisata alam yang berada dilingkungan PLTA Koto panjang Kampar. Obyek wisata tersebut belum tertata dan terkelola dengan baik,.namun antusias dan kemauan msyarakat desa untuk mengembangkan dan memamfaatkan sumber daya alam di kawasan PLTA koto panjang sangat tinggi. Hal ini dibuktikan dengan terbentuknya beberapa kelompok sadar wisata (POKDARWIS) yaitu sebagai usaha kelompok yang peduli dengan keindahan lingkungan alam wisata di desa tersebut. Hasil penelitian menggambarkan bahwa kondisi pengembangan obyek wisata danau buatan hanya pada fase eksplorasi (penemuan) dan fase keterlibatan (involment) artinya bahwa kegiatan pengembangan wisata di danau PLTA kito panjang sebatas penemuan obyek wisata baru yang digali atau dikembangkan oleh sebagian kecil kelompok masyarakat atau dengan melibatkan sebagian orang atau kelompok yang berkeinginan mengembangkan obyek-obyek wisata di Danau Buatan PLTA Koto panjang seperti kehadiran kelompok sadarwisata yang berkeinginan mengembangkan obyek wisata dengan swadaya seadanya.

Abstract

Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan komunikasi kebijakan imunisasi Vaksin Measles Rubella dan Faktor-faktor yang mempengaruhinya. Selain itu juga melihat upaya-upaya komunikasi apa saja yang dilakukan untuk mengatasi masalah dalam program vaksin rubella di Puskesmas Haur Gading Kabupaten Hulu Sungai Utara. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Jenis data yang digunakan adalah data primer diperoleh dari hasil wawancara dan data sekunder diperoleh dari buku, internet dan dokumentasi. Sumber data berjumlah 10 orang. Teknik analisis data dengan reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan Implementasi Program Vaksin Rubella di Puskesmas Haur Gading Kabupaten Hulu Sungai Utara belum terimplementasi dengan baik. Hal ini dapat dilihat dari: Pertama, Komunikasi dengan organisasi lain masih kurang baik terlihat dari keterlambatan komunikasi dengan pihak pendukung program seperti MUI Kabupaten. Kedua, sumber daya masih kurang baik terlihat dari perbedaan penjelasan mengenai kandungan vaksin rubella. Ketiga, Disposisi dikatakan sudah baik terlihat dari birokrasi yang berjalan sesuai dengan pedoman petunjuk teknis yang ditetapkan. Keempat, struktur birokrasi sudah baik telihat dari adanya tata aturan sebelum dan sesudah kegiatan, namun dari segi fragmentasi mengalami kendala karena penolakan dari tokoh penting seperti tokoh ulama setempat. Faktor-faktor yang mempengaruhi diantaranya Komunikasi yang terlambat antar pihak birokrasi, kepercayaan masyarakat terhadap isu negatif, perbedaan pendapat tokoh ulama, dan masyarakat yang merasa tidak memerlukan vaksin rubella. Disarankan kepada seluruh staf puskesmas Haur Gading Kabupaten Hulu Sungai Utara untuk mengoptimalkan Implementasi Program Vaksin Rubella sesuai dengan tujuan, visi, misi dan sasarannya yang diinginkan dalam rangka terwujudnya masyarakat yang sehat dan terhindar dari penyakit menular yang disebabkan oleh virus. Kepada masyarkat dan tokoh ulama haur gading untuk ikut serta mendukung agar program vaksin rubella ini dapat berhasil.

Abstract

One of the factors of the implementation of the task of the State Civil Apparatus is the role of honorary personnel in each Government agency. In the Rangsang Barat District Office, part of the State Civil Apparatus task was handed over to honorary personnel. However, there is a lack of clarity in the assignment of each honorary staff, causing the role of honorary personnel to be ineffective. The issue of the role of honorary workers has been raised by the authors in the research. The purpose of this research is to analyze other factors that cause ineffectiveness of the role of honorary personnel and provide solutions to problems. This study used descriptive qualitative method. In analyzing the role of honorary personnel in the Rangsang Barat District Office, researchers looked at three factors, namely the main tasks of the State Civil Apparatus, the criteria and procedures for the appointment of honorary personnel, and the implementation of the duties of honorary personnel at the Rangsang Barat District Office. Based on these three factors it can be concluded that the role of honorary workers in the Rangsang Barat District Office is less effective.

Abstract

E-Government policy is to reduce the use of manual systems or the use of paper in any service. The existence of information technology policy in the government environment is expected to realize the e-government is transparent and efficient . The purpose of this research is 1). To know the provision of Officer management information system on personnel Agency and Human resources development Pekanbaru in support of e-government policy in years 2019 and 2.) To know the supporting factors providing information Systems Management officer on personnel agency and Human resource development Pekanbaru City in support of e-government policy in year 2019. The method used in this study uses a qualitative approach, this type of research is the study of literature where data sources are obtained from legal products, journal articles, related documents and mass media sources. Research is conducted on personnel agency and Human resources development. The result of this research is the application of Program management Information system officers implemented by the Agency of personnel and human resources development is in addition to realizing the government-based e-Government also supports the policy of Pekanbaru mayor. The existence of e-government support in providing application of staff management information system at personnel agency and Human resources Development Pekanbaru City.

Abstract

The program to improve the quality of life and protection of women in Riau Province is a program that functions to empower women victims of domestic violence. This study aims to determine the strategy implementation of life quality improvement and protection of women program in Riau Province, as well as determining the inhibiting factors of the program. This study uses qualitative research with a descriptive case study approach. The research results found that the implementation of the strategy program improved quality of life and protection of women in Riau Province is good. Because of all the assessments done on the program, budgets and procedures, all of them show the results that are already good. Implementation of the strategy of the program conducted by the Women Empowerment Office and Child protection of Riau Province through UPT P2TP2A which is reviewed from the program has been running for more than a year and the benefits of this program has been perceived by victims of domestic violence that received treatment. A review from the budget indicates that the budget used has been audited and recorded in the document of the budget work plan so that it can be accounted for. Then reviewed from the procedure shows that in the implementation of quality of life improvement program and women protection is executed according to the operational standards of the existing procedures.

Abstract

Slums are areas that were born because of development failure, poverty and high population density. As we know, slums do not meet the criteria for habitation. This research will discuss how the development strategy and development of settlement infrastructure by local governments in handling slums in East Java. This Study uses a qualitative method by means of descriptive analysis through data obtained from literatur studies. The result of the literatur study are comparative government programs from two regions namely Sidoarjo Regency and Malang city. Based on the result of a comparative study of the two regions, it can be seen the implementation of the KOTAKU (City Without Slums) program and the achievements that have been obtained by the two regions.

Abstract

This research was conducted with the object of the Regional Government Office of Karimun Regency, involving respondents who were employees of the Regional Government Office of Karimun Regency, amounting to 37 people. The purpose of this study was to analyze the effect of organizational culture values ​​both simultaneously and partially on the level of job satisfaction of employees of the Regional Government Office of Karimun Regency. Besides that, there is the most dominant variable influencing employee job satisfaction. The variables in this study include eight independent variables consisting of the Principle of Purpose, Principle of Excellence, Principle of Consensus, Principle of Unity, Principle of Achievement, Principle of Empiricism, Principle of Familiarity, Principle of Integrity, and one dependent variable namely employee job satisfaction. Hypothesis testing results in that the principle of integrity has the most dominant influence on job satisfaction of Karimun Regency Government Office Employees. This is indicated by the tcount value of 6,521 with a significance level of 0,000 greater than the table of 2,045. This shows that there is a rejection of Ho and Ha acceptance, which means there is a significant influence of the integrity principle variable on the job satisfaction variable of the Employees of the Regional Government Office of Karimun Regency (Y). This t count value is stated to be the largest compared to the other variables.

Abstract

Covid-19 Pandemic does not mean the obligation to remain productive. Performance assessments continue to run and job demands are also not diminished.Everyone should utilize the best possible time including the free time they have to follow a wide range of activities organized online.Research respondents spread across 24 provinces in Indonesia. Data is obtained by a descriptive quantitiative approach using data collection methods via closed poll and distributed through Google online form on June 19 to June 30, 2020.From the process of spreading Google form links on various social media such as WhatsApp, Instagram, Telegram, and Facebook, the authors get respondents as many as 218 people.The results showed that 63.3 percent of male sex respondents. The level of education of respondents was at the undergraduate and master's degree with the same percentage of 43.6 percent.The respondent's educational background is an educator of both teachers and lecturers with a percentage of 77.1percent.The reason for following the webinar was to fit the job with a 61.5percent response percentage.While the average respondent is willing to contribute or give a fee as long as it gets a certificate with a percentage of 52.3percent.Media access is the most dominant iformation is WhatsApp with a percentage of 74.3percent.
