Abstract

Village development is a priority in national development, so what can be done in village development is to find the root of the problems that have been experienced by rural communities. To achieve national development goals, villages are leading government agents that can reach real target groups who want to be prosperous, in an effort to improve community welfare, namely by forming a business entity, namely Village Owned Enterprises (BUMDes). This study aims to determine the management of village-owned enterprises (BUMDes) in Kembang Kenanga, Pisang Berebus Village, Gunung Toar District, Kuantan Singingi Regency. The theory used in this research is management theory by George R. Terry in Grace 2021. This type of research is descriptive qualitative with interview, observation and documentation data collection techniques. Based on the results of the study, it can be seen that the Management of Village-Owned Enterprises (BUMDes) Kembang Kenanga, Pisang Berebus Village, Gunung Toar District, Kuantan Singingi Regency is still not running fully optimally.

Abstract

Currently, the Indonesian government is still not able to solve the problems of land conflicts that occur in Indonesia. Various conflicts that occur in several areas, one of which is in the concession area of ​​Industrial Planting Forests (HTI). One of the areas where industrial forest land disputes (HTI) are conflicted is Mandiangin Village with private parties such as PT. Eternal Arra. The problem begins with a claim between the community and the private sector. This study uses qualitative research through a phenomenological approach. Data collection in this study used observation, interviews and documentation techniques. Furthermore, using the analysis technique of (Cresswell, 2007). This study uses the Resolution theory proposed by Fisher in (Fina, 2017) namely Negotiation, Mediation, and Arbitration. The results showed that the efforts of KPHP as a third party who had no interest in the two had not yet reached the stage of finding results, because one of the conflicting parties did not follow the course of the process. So that the next stage has not been carried out and the efforts made by KPHP to Mandiangin Village have not been able to run optimally.

Abstract

Digitizing Child Birth Certificate Services in Ogan Komering Ulu Selatan Regency is a step taken by the Population and Civil Registration Office of Ogan Komering Ulu Selatan Regency to advance services in the field of Population Administration. The purpose of this study was to find out how the digitization of Child Birth Certificate services in Ogan Komering Ulu Selatan Regency went, as well as to find out the inhibiting factors of the implementation of digitization. This study uses the success theory of Service Digitization by Indrajit (2004) which is seen from 3 indicators such as Aspects of Support, Ability, and Value. This study uses a qualitative research type with a descriptive approach. The results of the research from the Digitization of Child Birth Certificate Services have not run optimally.

Abstract

With the occurrence of maladministration in education in Pekanbaru City, the Ombudsman has the authority to oversee the implementation of public services at educational institutions in Pekanbaru City. Quality education is a goal that is in line with Law no. 20 of 2003 that the national education system must ensure equal distribution of educational opportunities, quality improvement. This research is to find out how the performance of the Ombudsman Representative of Riau in handling complaints of public services in the field of education and what are the inhibiting factors for the performance of the Ombudsman. The theory used in the study is the performance measurement indicator Agus Dwiyanto (2006). The method used is qualitative with a descriptive approach through interviews, observations, and documentation. The result of the research is that the performance of the Riau Representative Ombudsman is quite good. The factors that hinder the performance of the Ombudsman Representative in Riau are the lack of human resources, lack of budgetary resources, and lack of facilities and infrastructure.

Abstract

The Manpower and Transmigration Office of Bengkalis Regency has carried out various initiatives to improve the quality of the workforce. This study describes the implementation of the Department of Manpower's strategy in improving the quality of pre-employment workers in Bengkalis Regency. This research was conducted by utilizing qualitative research methodologies and case study methodologies. This study uses the theory of wheelen and hunger about the implementation of strategies, namely Programs, Budgets, and Procedures. The technique used to select informants is purposive sampling technique. Data collection is done by interview and documentation. Then the data obtained were analyzed by interactive model analysis from Miles and Huberman. The purpose of this study is to find out how the Implementation of the Manpower and Transmigration Office in Improving the Quality of Pre-Employment Workers in Bengkalis Regency. The results of this study are the implementation of the strategy of the Department of Manpower and Transmigration in improving the quality of pre-employment workers in Bengkalis Regency in its implementation has not been maximized.

Abstract

Sago is the largest plantation product in the Meranti Islands District, which has the potential as a center for sago cultivation as well as a center for sago consumption. The government has included the private sector, namely PT. National Sago Prima (NSP). And people who have managed sago for generations. The purpose of inclusive governance research on sago management in Meranti Islands District is to find out how inclusive governance is in sago management and analyze what are the inhibiting factors for inclusive governance in sago management in Meranti Islands District. In this study using descriptive qualitative research methods, with data collection techniques through observation, interviews, and documentation. The results of this study are inclusive governance in the management on sago in the Meranti Islands District has not been implemented optimally, because of the lack of transparency from the government to the actors involved. And also some inhibiting factors, namely the lack of promotion from the government and the lack of public awareness of the Meranti Islands District.

Abstract

The study aims to find out the extent of the tanjungpinang city government's role in the increasing and optimizing retribution placed in the city of Tanjungpinang. (PAD) the problem is that there is a growing instability of retribution for the original income area (PAD). Based on the interviews, researchers found that a weak level of surveillance conducted by the service in monitoring the performance of the parking attendants had a detrimental effect on the weakened valet initiative of giving parking tickets. So the process of accepting retribution of the parking for the pad does not reach the target ralisation. The research is packed with a descriptive qualitative approach to gain a deep understanding of the implementation of retribution parking in the Tanjungpinang city. The results of this study will eventually provide a solution to the problem of research. That the efforts of the Tanjungpinang in the increase and optimizing of the receipt of parking retribution are seen from regulatory indicators, facilitators, dynamitators, and moderators need to be maximized. Therefore, the Suggestions from this study to give greater attention to the level of sensitivity and monitoring of occurring phenomena by recommendations in the study. Thus, further research may shed light on the implementation of the implementation of the implementation of the bygone city government.

Abstract

Homeless and beggars are the result of social problems that cannot be avoided. This social problem is the interaction and accumulation of various problems such as poverty, low education, lack of work skills, socio-cultural environment, health, and so on. Department of Social Affairs as the agency responsible for social problems whether it has been maximized or not. The method used in this study uses qualitative methods with data collection techniques taken from the publications of the Tanjung Pinang city government itself. From the results obtained, there are still many homeless people and beggars, there are even increasing groups. Actually the plans made by the Social Service are good, from the vision, mission, goals, objectives, strategies, and programs. However, in reality, the performance has not been maximized and has not even been realized at all. For example, rehabilitation facilities and infrastructure in the city of Tanjung Pinang still do not exist.

Abstract

A national population database that has a security or control system both in terms of administration and information technology is the basis of the document known as E-KTP or Electronic KTP. It serves to identify Indonesian citizens using this identity card. In February 2011, the Indonesian Ministry of Home Affairs introduced the Electronic KTP or E-KTP program. With E-KTP, all database-based administrative security systems are included in this government initiative for data collection. The KTP is expected to have access to the NIK which is used for daily population administration matters. E-KTP is used to identify Indonesian residents. The E-KTP issue in Indonesia is a significant and complicated issue, and many strategies or tactics have been used by the government to address it so far. The Indonesian government uses the role in the implementation of E-KTP as one of the methods or strategies to attract public attention. The study aims to provide more individualized and high-quality services to each resident while facilitating efficient administration. The underdeveloped population of Mojokerto district was also targeted by this initiative, which also sought to promote accurate data, improve quality, and streamline services. In addition to options, improving HR (Human Resources) or worker capacity to supply various service management-related resources accessible through structured training at various levels is another way to improve service quality. The Mojokerto District Population and Civil Registration Office's E-KTP service has been subjected to community feedback as part of the qualitative study approach. The results show that the community's evaluation of the Mojokerto District Population and Civil Registration Office's services in making E-KTP can be seen from the ease of the service process, and the service still needs to be improved.

Abstract

The Central Bureau of Statistics (BPS) is a non-departmental government agency that functions as a provider of basic statistical data for the government and the general public, nationally and regionally. In terms of its structure, the Central Statistics Agency (BPS) is directly under the President. The Central Bureau of Statistics (BPS) is divided into three levels, Central BPS, Provincial BPS, and Regency/City BPS. This research uses a qualitative descriptive method. In the use of qualitative descriptive research methods the research describes in full and detail the state of the object to be studied (Sugiono, 2013). Data collection techniques using probability sampling. Included in Sampling Probability are simple random sampling, systematic sampling, stratified sampling and cluster sampling. After conducting interviews through population census data collection for sampling. The interview can be carried out through document research carried out. In researching this document, the researcher used a document provided by the Mojokerto Regency Central Statistics Agency called the REGSOSEK-K Document or the Questionnaire Socio-Economic Registration document through the interview method. 2022 shows that the condition of community growth in Sidorejo Village has decreased. This is caused by several factors including: 1. Migration of population, 2. Migration of households, 3. Death.
