Abstract

Abstract This study aims to analyze the handling of complaints in public services in handling complaints of migrant workers. The service that will be reviewed is complaint handling which includes aspects of the mechanism, namely a clear flow or procedure in handling complaints. The method used in this research is descriptive qualitative research method. The selection of informants was done by purposive sampling. Data obtained through interviews, observation and documentation. The data analysis technique used qualitative analysis. The results of the complaint handling research in public services on handling complaints of migrant workers are carried out according to procedures both in terms of mechanism, speed, availability of infrastructure, attitude and based on a clear regulatory basis. Keywords: complaint handling, public services, prospective migrant workers Abstrak Penelitian ini bertujuan menganalisis penanganan keluhan dalam pelayanan publik pada penanganan keluhan pekerja migran. Layanan yang akan dikaji adalah pengaduan atau complaint handling yang meliputi aspek-aspek mekanisme adalah alur atau prosedur yang jelas dalam menangani pengaduan. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif. Pemilihan informan dilakukan dengan purposive sampling. Data didapatkan melalui wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan analisis kualitatif. Hasil penelitian complaint handling dalam pelayanan publik pada penanganan keluhan pekerja migran dilaksanakan sesuai prosedur baik pada aspek mekanisme, kecepatan, ketersediaan infrastruktur, sikap dan didasarkan landasan regulasi yang jelas. Abstract

Abstract This study aims to explain the factors that influence the success of the implementation of the Policy on the Protection of Indonesian Migrant Workers by the Department of Manpower and Transmigration in East Java with the George C. Edward III approach. This is important considering the need for special attention to PMI who are affected by problems during the pre-placement and post-placement processes. The method used in this research is descriptive qualitative research method. The selection of informants was done by purposive sampling. Data obtained through interviews, observation and documentation. The data analysis technique used qualitative analysis. The results of the research are aspects of good communication and coordination between the Manpower and Transmigration Offices and the UPT who are technically in charge of providing services related to the problems experienced by PMI. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif. Pemilihan informan dilakukan dengan purposive sampling. Data didapatkan melalui wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan analisis kualitatif. Hasil penelitian adalah aspek komunikasi dan koordinasi yang baik antara Disnakertrans dan UPT yang bertugas secara teknis dibawanya dalam penyediakan pelayanan terkait permasalahan yang dialami oleh PMI. Abstract

Abstract The implementation of quality public services needs to be carried out by the government in line with bureaucratic reform. The Regional Personnel Agency of East Java Province applies the Integrated Electronic State Civil Apparatus Management application (e-Master). The purpose of this paper is to describe the e-Master Innovation of the Regional Personnel Agency of East Java Province in terms of innovation attributes. The method used in this research is descriptive qualitative research method. The selection of informants was done by purposive sampling. Data obtained through interviews, observation and documentation. The data analysis technique used qualitative analysis. The result of the research is that using Rogers' innovation attribute theory, it is known that e-master innovation has helped overcome problems in the existing personnel management system. The ability of the system to store data and documents and is equipped with various integrated personnel services proves that the application of e-Master innovation can improve the quality of personnel services. Keywords: public service innovation, e-master, service quality Abstrak Penyelenggaraan pelayanan publik yang berkualitas perlu diselenggarakan pemerintah sejalan dengan reformasi birokrasi. Badan Kepegawaian Daerah (BKD) Provinsi Jawa Timur menerapkan aplikasi Manajemen aparatur sipil negara Terpadu Elektronik (e- Master). Tujuan paper ini adalah mendeskripsikan Inovasi e-Master Badan Kepegawaian Daerah (BKD) Provinsi Jawa Timur ditinjau dari atribut inovasi. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif. Pemilihan informan dilakukan dengan purposive sampling. Data didapatkan melalui wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan analisis kualitatif. Hasil penelitian adalah menggunakan teori atribut inovasi Rogers diketahui bahwa inovasi e- master telah membantu mengatasi permasalahan dalam sistem manajemen kepegawaian yang ada sebelumnya. Kemampuan sistem dalam menyimpan data dan dokumen serta dilengkapi dengan berbagai layanan kepegawaian yang telah terintegrasi membuktikan bahwa penerapan inovasi e-Master dapat meningkatkan kualitas pelayanan kepegawaian. Abstract

Abstract This study aims to describe multi-stakeholder participation in disaster management in Tugurejo Village, Slahung District, Ponorogo Regency. The method used in this research is descriptive qualitative research method. The selection of informants was done by purposive sampling. Data obtained through interviews, observation and documentation. The data analysis technique used qualitative analysis. The results of the study were 22 stakeholders participated in Disaster Management in Tugurejo Village, Slahung District, Ponorogo Regency. The success of the disaster-resilient village (Destana) in Tugurejo Village is due to the participation of many networked stakeholders. Stakeholders in disaster management actively participate in and hold multi-stakeholder forums to discuss and carry out disaster management efforts in Tugurejo Village. Keywords: participation, multistakeholder, disaster management. Abstrak Penelitian ini bertujuan untuk mendeskripsikan partisipasi multistakeholder dalam penanggulangan bencana di Desa Tugurejo Kecamatan Slahung Kabupaten Ponorogo. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif. Pemilihan informan dilakukan dengan purposive sampling. Data didapatkan melalui wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan analisis kualitatif. Hasil penelitian sebanyak 22 stakeholder berpartisipasi dalam Penanggulangan Bencana di Desa Tugurejo Kecamatan Slahung Kabupaten Ponorogo. keberhasilan desa tangguh bencana (Destana) di Desa Tugurejo karena partisipasi dari banyak stakeholder yang berjejaring. Stakeholder dalam penanggulangan bencana aktif mengikuti maupun mengadakan forum multi-stakeholder untuk membahas dan melakukan upaya penanggulangan bencana di Desa Tugurejo. Abstract

Abstract This study aims to describe the impact of the implementation of the Surabaya Intelligent Transport System for Surabaya residents. The method used in this research is descriptive qualitative research method. The selection of informants was done by purposive sampling. Data obtained through interviews, observation and documentation. The location of the research was carried out in the city of Surabaya, especially on Jalan Bratang Jaya No. 38, Baratajaya, Gubeng, Surabaya and the Surabaya City Transportation Service which was located on Jl. Dukuh Dates No. 1 Surabaya. The data analysis technique used qualitative analysis. The results of individual research-the perceived impact of the existence of this SITS service is not very significant; The impact on the implementing organization, namely the Surabaya City Transportation Service - the SITS service has an impact on the assistance of existing operational processes at the Surabaya City Transportation Service; Impact on society- Mostly helped by the existence of SITS. The main aspects of SITS are providing driving safety and preventing accidents so as to minimize property losses due to accidents. Keywords: impact, Surabaya Intelligent Transport System, citizens. Hasil penelitian individu-dampak yang dirasakan dari adanya pelayanan SITS ini tidak terlalu sigiifikan; Dampak pada organisasional pelaksana yaitu Dinas Perhunbungan Kota Surabaya -pelayanan SITS memberikan dampak pada terbantunya proses operasional yang ada ada di Dinas Perhubungan Kota Surabaya; Dampak pada masyarakat-Sebagian besar terbantu dengan keberadaan SITS. aspek penting SITS utamanya pada Memberikan keamananan berkendara serta melakukan pencegahan terjadinya kecelakaan sehingga meminimalisir terjadinya kerugian harta akibat terjadinya kecelakaan. Abstract

Abstract This study aims to describe community empowerment for access to sustainable sanitation, a case study in Doudo Village, Panceng District, Gresik Regency, East Java. The method used in this research is descriptive qualitative research method. The selection of informants was done by purposive sampling. Data obtained through interviews, observation and documentation. The data analysis technique used qualitative analysis. The results of the research on the implementation of empowerment were carried out in three stages, namely: (a) the awareness stage by conducting socialization to the community which was considered optimal supported by high community participation to participate in the socialization, (b) the capacity stage involving program participants into activities including training activities, pre-construction activities, and health counseling activities that are considered good are supported by the delivery of detailed and clear material, and (c) the empowerment stage with the ability of program participants to help Doudo Village realize sanitation goals. Abstrak Penelitian ini bertujuan mendiskripsikan pemberdayaan masyarakat untuk akses sanitasi berkelanjutan studi kasus di Desa Doudo, Kecamatan Panceng, Kabupaten Gresik, Jawa Timur. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif. Pemilihan informan dilakukan dengan purposive sampling. Data didapatkan melalui wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan analisis kualitatif. Hasil penelitian pelaksanaanpemberdayaan dilakukan melalui tiga tahap yaitu: (a) tahap penyadaran dengan melakukan sosialisasi kepada masyarakat yang dinilai optimal didukung dengan partisipasi masyarakat yang tinggi untuk mengikuti sosialisasi, (b) tahap pengkapasitasan melibatkan peserta program kedalam kegiatan meliputi kegiatan pelatihan, kegiatan pra konstruksi, dan kegiatan penyuluhan kesehatan yang dinilai baik didukung dengan penyampaian materi secara rinci dan jelas, dan (c) tahap pendayaan dengan adanya kemampuan peserta program membantu Desa Doudo mewujudkan tujuan sanitasi.
