Abstract

This paper concern about the meaning of strategic studies, definition of strategy and its developing meaning up to now. The level of strategic studies in the world generally for master degree and doctor degree. Up to now the objective of strategic study are the strategy to solve the problem of solving the threat of peace, and strategy of solving conflict. In Indonesia, strategic studies known as national resilience, which is to solve the threat of national prosperity and security. The method of solving the problem in research are multidiscipline, interdiscipline and transdiscipline. Finally this paper explain about the construction of model to measure the national resilience.

Abstract

Recently, the national security issue has been faced with cross-border terrorism issues dominating border issues by referring to the latest cross-border terrorism event of the Marawi City occupation of the Philippines by the ISIS-affiliated Maute terrorist group. Marawi is a continuation of the issue of cross-border terrorism after similar issues in the Afghanistan-Pakistan, Pakistan-India, Uighur region to Thailand and Poso, Poso to the Southern Philippines, and a wave of cross-border terrorism from the Middle East region and countries including Indonesia and European countries to Iraq and Syria to join ISIS.Some of related studies were utilized and from those studies, showed that border issues can be approached with a defense and security management review approach, and national resilience studies. This requires understanding by linking gender, economics, anthropology, sociology, domestic law, international law and international relations studies, since it is realized that geopolitical approaches alone are not sufficient enough to examine these complex issues.

Abstract

This paper describes the handling of terrorist prisoners in prisons in Indonesia in order to find a model of handling that not only concerns the security aspect (security) but also the prosperity aspect in the process of fostering the perpetrators of terrorism and in order to reduce radicalism. The analysis in this paper shows that each prison has a different problem so that different handling strategies are performed, although there is still the same handling pattern.

Abstract

This paper describes post-truth phenomena characterized by hoaxes that present in the community through social media and online media. This change of tendency is a logical consequence of the situation faced in the mass media industry and is reinforced by the tendency to strengthen politics of identity. This paper highlights how the Presidential Decree (Perpres) no. 20/2018 raises contestation that threatens national resilience through a segregation situation.

Abstract

National resilience studies can be discussed from different perspectives. Since the nature of study is multi-perspective and hence in gaining knowledge requires a multidisciplinary, interdisciplinary and transdisciplinary approach. In its development, the national resilience studies requires a variety of measurement method frameworks, including quantitative data analysis using SPSS, Hierarchical Analysis, Delphi Methods etc. The choice of method depends heavily on the research needs.

Abstract

Since its indepence in 1945, Indonesia has encountered problems of relations between the regions and central government. The from of the state has changed from federalism in the revolutionary days to unitary state since 1950. This from of state has created many problems, the worst among them had been the sectarian and regional rebellions, be it south moluccas republic (RMS) in 1950. PRRI-permesta in 1958, darul islam in various propioncers since 1950 (in west java, sout and sop outh east Sulawesi), aceh, south Kalimantan and party of central java (Merapi merbabu complex rebellion). In 1957, there was law number I which gave wide autonomy to proviences but it had created many problems. Therefore, president sukarno reinstituted centralization through presidential decree number 6 (1959) in which the power of central government was strengthened. Under the bew order of president Suharto, the centralization became stronger in which the president appointed governors, regents and mayors, the result was a strong economic development through which Indonesia was considered one of “asia miracle” with economic growth more than 7 precent annualy. But the reformasi of 1998 has given back the region its power over the central government. Much funds have beened ibuted to the regions and since 2005, governors, mayors and regents have been dirtecly elected by the people, however, bad planning and corrupt leadership have affected the regions, for example, papua which has “special autonomy” status since 2001 has expericed famine a few months ago where many children have died. In this sences, regional autonomy must be followed by decent leadership good planning and control by the people. As president sukarno said, back in 1950, regional autonomy is a precondition for more development but there are other conditions as well to be fulfilled such as leadership planning and control by the people

Abstract

This article tries to elaborate national security in terms of science and an overview of the historically paradigmatic transformation. The study of national resilience in Indonesia has developed dynamically as a response to the development of strategic environment. Various approaches ranging from interdisciplinary to transdisciplinary are described as part of discovering the scholarly format of this study. This study is in its development into a universal approach and refers to the sciences related to the good governance, assessment of national strength and national security leadership. Also the study of national resilience is able to predict the potential of a nation's fall-wake or the failure of state administration to realize security and development. And the consequences of this study requires an interdisciplinary approach even trans-disciplinary.

Abstract

Indonesia as one of the centers of gravity in Asia Pacific region requires defence equipment, including submarines as a deterrence effect to play a leadership role within the regional area with all its dynamics in South China Sea. In relation to that role, the Navy is now transformed to meet World Class Navy standards with four elements: (1) excellence in human resources, (2) excellence in technology, (3) organizational excellence, and (4) excellence in operational capabilities. This study tries to find out how submarine representation in the perspective of regional defence is faced with China's overlapping claims in South China Sea, as well as the presence of the United States that seeks to maintain regional hegemony. This research uses a descriptive- explanative method with a qualitative approach based on the constructivist paradigm. The research conclusions are: the existence of submarines as strategic weapons has become a major need for Indonesia to play leadership role in the regional area in facing the intensity of regional political crises as excesses of problems in South China Sea and the emergence of China as a new rival to the United States.

Abstract

Legal instruments are in the form of laws and regulations with the aim of regulating the life of a good and dignified society, nation and state by upholding justice through the rule of law. Law is the highest source (supremacy of law) in regulating and determining the mechanism of legal relations between the State and society as well as between members or groups of people with one another. the legal culture of each profession above has relevance to certain cultural dimensions. As quoted by Tamtelahitu and Tafakurrozak (2012). Edward T. Hall (1990) divides the cultural dimension. The research method used is a qualitative research method. The results of this study at this point finally emerge the feeling of law (rechtsgevoel), namely to see the law as a necessity so that law obedience flows without coercion. If the above reality continues to grow in society, a noble legal culture is born. Every party really permeates the prohibitions and dangers of actions that are prohibited by law, to finally be held firmly as the principle of life.

Abstract

These days cyber war is considered to be one of the important issues that have become the focus of defense officials of major countries. Cyber war has the same damage effect as traditional war even more massive. A country's nuclear installations can be destroyed with the help of cyber soldiers. The energy source of a country can also be disabled with the help of cyber troops. Or creating chaos in a country's election such as US election in 2016 also involving cyber troops. The same situation also happened in Indonesia whereby official website of general election commission, public companies and private companies were targeted by cyber attacks. Because of the attacks those institutions lost their data. Considering increasing number of cyber attacks, it is very necessary to learn form the US experience. This article attempt to investigate the trends in cyber war and the dynamics surrounding it. The paper also propose some reccomendation related to the national security of Indonesia in responding cyber threats either from state or non-state actors.
