Abstract

The purpose of this study was to analyze the implementation of Mayor Regulation No. 27 of 2020 concerning Adaptation of New Habits Towards a Productive and Safe Society in the Corona Virus Disease 2019 (Covid-19) Situation in Sungai Selincah Village, Kalidoni District, Palembang. The implementation of the New Habit Adaptation is an implementation after the reduction of the Covid-19 pandemic and is called the New Normal condition for a more productive and safe community condition. Sungai Selincah Village is certainly inseparable from the problem of the Covid-19 pandemic, which until now has not yet been transitioned to a normal period. These problems have an impact on the implementation of the Adaptation of New Habits, the elements of which are still not obedient and disciplined or have not made it a habit to maintain personal health, and the socialization and participation of the government is also lacking in the conditions of new adaptation to the community. The research method that the author uses is a qualitative method, which means a study that aims to provide a more detailed and clear description of the state of the object. Data collection techniques were carried out by observation, interviews, documentation and literature study. Data analysis was carried out by means of data reduction, data presentation and drawing conclusions. The results of the study show that the implementation of Mayor Regulation Number 27 of 2020 concerning Adaptation of New Habits Towards a Productive and Safe Society in the Corona Virus Disease 2019 (COVID-19) Situation at the Sungai Selincah Village Office, Kalidoni Subdistrict, Palembang has been carried out quite well in accordance with existing policies. This is based on indicators of IMR implementation, residents' rights and obligations in implementing IMR, resources for handling COVID-19, coaching, monitoring, evaluation and reporting, socialization and participation, funding and sanctions.Key words :Implementation and Implementation of New Habit Adaptations

Abstract

Badan Permusyawaratan Desa (BPD) merupakan perwujudan demokrasi dalam penyelenggaraan pemerintahan desa sebagai salah satu unsur penyelenggara desa. BPD atau disebut dengan nama lain yang terdiri atas tokoh-tokoh masyarakat di desa berfungsi melindungi adat istiadat, membuat peraturan desa, menampung dan menyalurkan aspirasi masyarakat serta mengawasi penyelenggaraan pemerintahan desa. Rumusan masalah dalam penelitian ini adalah: Bagaimana Penyelenggaraan Pemerintahan Desa? Peraturan Bupati Nomor 64 Tahun 2019 tentang Badan Permusyawaratan Desa di Desa Kenten Laut Kecamatan Talang Kelapa Kabupaten Banyuasin pada Bab V tentang Tugas dan Fungsi BPD?. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi Peraturan Bupati Nomor 64 Tahun 2019 tentang Badan Permusyawaratan Desa di Desa Kenten Laut Kecamatan Talang Kelapa Kabupaten Banyuasin pada Bab V tentang Tugas dan Fungsi BPD. Hasil penelitian ini dijadikan gambaran penelitian agar memperoleh hasil yang diharapkan. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif kualitatif. Teknik pengumpulan data dilakukan melalui wawancara dan dokumentasi yaitu melakukan observasi dan wawancara langsung di lapangan. Objek yang diteliti adalah terkait dengan Implementasi Peraturan Bupati Banyuasin Nomor 64 Tahun 2019 Tentang Badan Permusyawaratan Desa di Desa Kenten Laut Kecamatan Talang Kelapa Kabupaten Banyuasin. Hasil penelitian ini sesuai dengan Implementasi Peraturan Bupati Banyuasin Nomor 64 Tahun 2019 tentang Badan Permusyawaratan Desa di Desa Kenten Laut Kecamatan Talang Kelapa Kabupaten Banyuasin sudah berjalan cukup baik namun belum maksimal. Hal ini terlihat dari Sumber Daya Manusia yang dimiliki oleh anggota BPD yang belum sepenuhnya memahami peraturan bupati ini karena faktor usia yang dimiliki anggota BPD.

Abstract

The Kelurahan Community Empowerment Institution (LPMK) is an institution or forum formed on the initiative of the community as a Lurah partner in accommodating and realizing the aspirations and needs of the community in the field of development. The sub- district community empowerment institution is based in the sub-district as a lurah partner in the field of development and community empowerment. The tasks of the Kelurahan community empowerment institution are to prepare development plans in a participatory manner, mobilize community self-help, implement and supervise development control. This is the main priority of the institution.The  research  objective  was  to  analyze  the  function  of  the  Kelurahan  Community Empowerment Institution in increasing community participation in Seterio Kelurahan, Banyuasin III District, Banyuasin Regency. To find out the factors that are driving and inhibiting the function of Village Community Empowerment Institutions in increasing Community Participation in Seterio Village, Banyuasin III District, Banyuasin Regency. The method used is a qualitative method, data collection techniques are carried out by observation, interviews with parties involved in becoming research informants, literature studies, documentation, and data analysis techniques.The results showed that the function of Kelurahan Community Empowerment Institutions in increasing Community Participation in Seterio Kelurahan, Banyuasin District, Banyuasin Regency had not been carried out optimally because LPMK had not captured the aspirations of the community, further development planning had not been carried out and  all  mutual  cooperation  activities  were  community  initiatives  not  from  LPMK, resulting in Community empowerment is not implemented properly. Factors driving and inhibiting the Function of Kelurahan Community Empowerment Institutions in Increasing Community Participation in Seterio Kelurahan, Banyuasin District, Banyuasin Regency The driving factor is strengthening the function of RT which causes faster service. While the inhibiting factor is that the socialization of LPMK activities has not been maximized so that the community does not know that there is an LPMK organization in Seterio Village. Keywords: LPMK, Participation

Abstract

Penelitian ini bertujuan untuk (1) mengetahui bagaimana pelaksanaan pendidikan dan pelatihan yang menjadi objek penelitian (2) mengetahui bagaimana pengaruh antara pendidikan dan pelatihan terhadap kompetensi tenaga kerja Indonesia (3) karena pendidikan dan pelatihan berkaitan erat terhadap kompetensi, karena melalui pelatihan mereka dapat meningkatkan kompetensi atau keahliannya yang akan membuat mereka terhindar dari permasalahan yang mungkin terjadi jika kompetensinya lemah (4) Metode yang digunakan dalam penelitian ini adalah metode kuantitatif, artinya penelitian berupa data dalam bentuk berbentuk angka-angka dan objektif dengan teknik pengumpulan data yang digunakan yaitu memberikan kuesioner kepada 84 responden yang menjadi sampel penelitian. (5) Dan analisis data dilakukan dengan uji regresi dan uji hipotesis t melalui program SPSS for windows versi 23.0 (6) Hasil penelitian menunjukkan bahwa pelaksanaan pendidikan dan pelatihan pada objek penelitian berada pada kategori baik. dibuktikan dengan 80% jawaban memilih setuju dan 20% sisanya memilih tidak yakin. (7) Dari hasil uji hipotesis t diperoleh nilai thitung sebesar 4,465 dengan nilai signifikansi 0,000 0,05 maka Ho ditolak dan Ha diterima yang berarti terdapat pengaruh yang signifikan antara pelatihan dan kompetensi. (8) dan dari hasil analisis regresi linier diketahui pendidikan dan pelatihan berpengaruh terhadap kompetensi. karena diketahui pengaruhnya sebesar 0,640 dan nilai signifikansinya 0,05.Kata Kunci : Pendidikan, Pelatihan Dan Kompetensi

Abstract

ABSTRACTOne source of funding for government funding is in the form of Land and Building Tax (PBB). The Land and Building Tax can be utilized for various functions of determining policies related to land and buildings. The United Nations revenue contributes to relatively small tax revenues, but the Land and Building Tax is a very potential source of revenue for the region.This research was conducted at the Betung Sub-District Office. Researchers collected data by observation, documentation, and interviews with selected informants related to the socialization of Land and Building Tax (PBB) in Betung District, Banyuasin Regency.The results of this study indicate that (1) The Role of Betung District Government Apparatus in disseminating Land and Building Tax (PBB) in Betung District Banyuasin District shows the results that the efforts made by the Betung District apparatus as a form of responsibility, as officers who assist in achieving the objectives that have been planned by the Regional Government of Banyuasin Regency has not been maximized. (2) There are inhibiting factors in the socialization efforts such as the number of experts in the field survey and the lack of field transportation facilities that are inadequate to reach areas in Betung Subdistrict, so that the realization of the objectives cannot run optimally. . Keywords: Socialization, Land and Building Tax (PBB), and apparatus.

Abstract

Pemberdayaan sebagai proses mengembangkan, memandirikan, menswadayakan, memperkuat posisi tawar menawar masyarakat lapisan bawah terhadap kekuatan-kekuatan penekan di segala bidang dan sektor kehidupan. Masyarakat yang mandiri sebagai partisipan berarti terbukanya ruang dan kapasitas mengembangkan potensi kreasi, mengontrol lingkungan dan sumber dayanya sendiri, menyelesaikan masalah secara mandiri, dan ikut menentukan proses politik di tanah Negara. Masyarakat ikut berpartisipasi dalam proses pemberdayaan dan pemerintahan.Metode penelitian yang digunakan peneliti adalah metode kualitatif. Pengumpulan data dilakukan dengan observasi, wawancara, studi pustaka, dan studi dokumentasi. Analisa data dilakukan dengan menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan.Berdasarkan kesimpulannya bahwa hasil dari penelitian yang diamati dan di alami bahwasanya program pemerintah sudah benar-benar berjalan secara pelaksanaan sudah baik karena masyarakat ikut turut serta bergotong-royong membantu demi memajukan kelurahan dan program pemerintah sudah tepat karena sesuai apa yang masyarakat butuhkan demi meningkatnya ekonomi kelurahan meski belum maksimal karena keterlambatan bantuan dana turun dari pusat jatuh pada semester ke dua dari hasil ini peneliti dapatkan bahwa tingkat program evaluasi LPMK adalah lemahnya dana yang dimiliki sehingga proses LPMK terhambat tidak sesuai jadwal

Abstract

Financing or finance is essential in supporting the implementation of village autonomy, as well as in the implementation of regional autonomy which says that "autonomy" is synonymous with "automatic money", so to regulate and manage its own household the village requires funds or adequate as required implementation support. Implementation of support within the framework of this authority, in Law Number 6 of 2014 villages are given sources of income originating from seven sources The method used is a qualitative method, data collection techniques are carried out by means of observation, interviews with parties involved in becoming research informants, library research, documentation, and data analysis techniques The results of the research on the implementation of the Regulation of the Minister for Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia Number 11 of 2019 concerning the Use of Village Funds in 2020 in Kelapa Dua Village, Selat Penuguan District, Banyuasin Regency based on his research, where from the four implementation theories, the author can conclude that the Behavior of Implementing and Bureaucratic inthe Fund Program This village has been running well, because the two indicators have been implemented in accordance with applicable regulations, while Communication and Human Resources have not been so good in their implementation. Likewise, the principles and priorities for using the Village Fund are implemented in Kelapa Dua Village. In  principle, the use of Village Funds in Kelapa Dua Village has been implemented properly, several principles of using Village Funds have been implemented in accordance with applicable procedures and rules, for example by implementing development that includes all levels of society with the aim that development can be felt by all levels of society. Likewise, the priority of using the Village Fund for village development, which is more emphasized in the field of development in the field of facilities and infrastructure that supports village community activities, as well as empowering village communities who are recipients and implementers of the Village Fund program.

Abstract

Penelitian ini dilatarbelakangi oleh sebuah fenomena yang menunjukkan bahwa kualitas pegawai negeri sipil. Terlihat dari, masih terdapat pegawai yang tidak disiplin. 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil di Rumah Sakit Umum Pemerintah Kota Palembang. Tujuan penelitian ini adalah untuk mengetahui bagaimana implementasi Peraturan Pemerintah No. 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil di Rumah Sakit Umum Muhammad Hoesin (RSUP) Kota Palembang. Metode penelitian yang digunakan adalah metode kualitatif, teknik pengumpulan data dilakukan dengan cara observasi, wawancara, studi literatur. Analisis data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian dan pembahasan dapat disimpulkan bahwa pelaksanaan Peraturan Pemerintah No. 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil di Rumah Sakit Umum Pemerintah Muhammad Hoesin (RSUP) Kota Palembang dapat dikatakan baik walaupun masih terdapat kekurangan, dan sarana prasarana pendukung pelaksanaan telah diusahakan dengan sebaik-baiknya, dibuktikan dengan masing-masing indikator implementasi seperti adanya komunikasi yang benar, tersedianya sumber daya yang diperlukan dalam implementasi kebijakan, disposisi sikap yang baik, , dilaksanakan dengan baik. Hal ini dibuktikan dengan masing-masing indikator mengenai Disiplin PNS di Rumah Sakit Umum Muhammad Hoesin Kota Palembang. Sedangkan kendala implementasinya adalah masih kurangnya kedisiplinan pegawai untuk mengatasinya dengan cara pendekatan yang rutin dan persuasif agar pelaksanaan implementasi kebijakan berhasil.

Abstract

The Smart Indonesia Card Policy is a government program launched to address the problem that occurs because there are still many students who drop out of school. The Indonesia Smart Card is urgently needed by students who come from underprivileged families who are very vulnerable to dropping out of school. The method used is qualitative method. Data collected through observation, interviews, and documentation. Data analysis techniques are carried out by reducing data, presenting data and drawing conclusions. The quality of education in Indonesia has not gone well. This can be seen from the lack of proper targeting and mistargeting of students who belong to families who are said to be able to still get this assistance, while students who belong to disadvantaged families still cannot experience this Assistance Program.   Keywords: Implementation, Smart Indonesia Card (Kip)

Abstract

Penelitian ini dilakukan dengan tujuan untuk mengetahui kualitas pelayanan publik pada Kantor Kecamatan Kalidoni Kota Palembang. Untuk mengetahui tingkat kepuasan masyarakat terhadap kualitas pelayanan publik di Kantor Kecamatan Kalidoni Kota Palembang. Selanjutnya peneliti juga menggunakan jenis data dan analisisnya menggunakan pendekatan data kuantitatif. “Data kuantitatif adalah data yang berupa angka-angka atau data kualitatif yang dirangkum.” Sugiyono (2013:14). Berdasarkan sifatnya, penelitian ini bersifat asosiatif dan digunakan untuk mendeskripsikan pengaruh kualitas pelayanan terhadap kepuasan masyarakat di kantor Kecamatan Kalidoni Kota Palembang. Berdasarkan hasil penelitian dan pembahasan mengenai Pengaruh Kualitas Pelayanan Terhadap Kepuasan Masyarakat Di Kantor Kecamatan Kalidoni Kota Palembang, penulis menyimpulkan bahwa terdapat pengaruh antara Kualitas Pelayanan terhadap Kepuasan Masyarakat yang diperkuat dengan hasil perhitungan dari Hasil uji korelasi variabel Kualitas Pelayanan (X) terhadap variabel Kepuasan Masyarakat (Y) ditunjukkan dengan nilai R yang diperoleh sebesar 0,672 atau 67,2% dan hasil uji koefisien determinasi diperoleh angka R Square (koefisien determinasi). Nilai 〖(R〗^2) sebesar 0,442 artinya variabel Kualitas Pelayanan (X) mampu menjelaskan perubahan variabel Kepuasan Masyarakat (Y) sebesar 44,2%, sehingga Kualitas Pelayanan mempunyai pengaruh yang moderat.Kata Kunci: Kualitas Pelayanan, Kepuasan Masyarakat
