Abstract

The situation in the era of global competition have cornered the existence oftraditional markets where the presence of modern markets has increased and become thepeople's choice to shop because it is considered more comfortable and cleaner. Therefore, thepolicy of traditional market revitalisation is a big push for the local government to maintainthe existence of traditional markets. In 2017-2018, the government of Semarang Regency hasrevitalised the traditional market of Bandarjo because the existence of Bandarjo Plazabuilding was considered to be old and not yet functioned optimally. This study discusses howto revitalise the traditional market of Bandarjo, and the process of implementing partnershipsas a means of revitalising the traditional market of Bandarjo. This type of research useddescriptive qualitative data collection technique in the form of interviews, observation anddocumentation. The data obtained is then carried out the process of qualitative data analysisby data reduction, data presentation and conclusions. The result of this study is the collaboration between Disperindag (Department ofIndustry and Commerce) and Persada started after the revitalisation planning stages, whichare the implementation and management stage. During the revitalisation stage, Persadacooperated with Disperindag in the socialisation related to the development schedule,relocation, and supervision. After revitalisation, Persada was given the authority to managegovernment assets in the form of MCK (Bathing, Washing and Toilet) and parking.Partnership in the stage of implementation and management between Persada and theDepartment of Industry and Commerce, does not have equality with the principle ofpartnership. The absence of SOP (Standard Operating Procedure) or the standard of marketcleanliness results in different perceptions where market cleanliness and MCK according tomarket visitors are not clean enough while Persada considers it is clean. The conclusion of this study is that the partnership between Disperindag and Persadacannot be said to be productive because the role of Disperindag looks more dominant thanPersada in managing the traditional market of Bandarjo. Based on these conclusions, thesuggestion that can be given is that the partnership between Disperindag and Persada isexpected to be continued and to be accompanied by improving management of the traditionalmarket of Bandarjo through the creation of SOP (Standard Operating Procedure), especiallyfor market cleanliness and MCK (Bathing, Washing, Toilet) issues. Abstract

Micro and Small Business licensing program based on technology and information on"iJus Melon" application is a program that gives ease to the community by accessing theapplication "iJus Melon" to obtain the legality of micro and small business licenses. Micro andsmall business actors who have registered in the database of Department of Cooperatives andSMES in Semarang will get a business support facility from the government of Semarang, butnot least among the efforts made by the city government Semarang to address problems thathave been constrained by some factors experiencing failure in implementing innovations inpublic service is electronic based. This research uses innovation theory to broaden the scope ofinformation about the implementation of application innovation "iJus Melon" failure becauseit was influenced by several factors when the innovation was realized by the government ofSemarang As an electronic-based public service. After the researchers conducted interviewsand observations showed that the application "iJus Melon" which is not accessible to the onlinecommunity because there is a mismanagement in the application creation system "iJus Melon"and is not known Transparent how to form the cooperation to finally cause problems in theapplication building system "iJus Melon". Secondly, the selection of the term name on theinnovation of public service that does not conform to the substance that will be done so as toinflict mis perception (mis understanding) of the community in understanding the concept ofpublic service based online The. Third, there is no transparency of budget management for theimplementation of application innovation "iJus Melon" conducted by the government. Inaddition, the Department of Cooperatives and SMES have made various efforts to overcomethe problems that arise due to the inhibitory factor that is excessive dependence on the highperformer, obstructed organizational arrangement, not given Incentives, and administrativebarriers despite the implementation have been supported by the encouragement of politicalactors, economic pressures and service improvements, technological availability, andbudgetary availability. Abstract

Semua orang berlomba-lomba ingin menguasai baik itu ilmu pendidikan atau ilmu kesehatan atau dapat pula berupa ilmu sosial dan ilmu politik. Maka jika dikenalkan berbagai macam ilmu, banyak dari masyarakat atau orang-orang yang akan memperebutkan hal-hal itu. Lalu masyarakat mengenal suatu bidang ilmu mengenai administrasi kependudukan atau jika dieratkan dengan ilmu politik sangatlah berkaitan erat. Maka dalam skripsi saya, saya akan menulis tentang suatu ilmu yang mempelajari lebih dalam tentang bidang pelayanan yang ada di sebuah instansi resmi negara yaitu bidang ilmu yang tersimpan di sebuah Kecamatan Banyumanik yang ilmunya berkenaan tentang ilmu pencatatan yang sangatlah mengurusi atau melayani urusan tentang kewarganegaraan setiap masyarakat yang hidup di wilayah Banyumanik. Tahapan-tahapan yang dapat dilakukan  dalam mengurus Administrasi Pertanahan dimulai dari Surat Keterangan Hak Waris (SKHW), yang tinggal menuju Pemerintah Kota setempat untuk mendapatkan Fatwa Waris yang dikeluarkan dan disahkan oleh Bagian Pemerintahan atau dinas yang berwenang. Lalu tahapan mengurus Surat Hibah,Surat Jual Beli Pemindahan Hak Atas Tanah/Bangunan dan yang terakhir Surat Keterangan Tidak Sengketa yang Sesudah terdaftar dan berkas diperiksa kelengkapannya, akan ada peninjauan lokasi dan pengukuran tanah oleh pegawai kantor itu. Kantor pertanahan kemudian akan menerbitkan gambar dan surat ukur tanah untuk disahkan.Proses Pelaksanaan Administrasi Pertanahan Kantor Kecamatan Banyumanik Kota Semarang masih dapat  dikatakan  berhasil dalam  hal  adanya  proses pendaftaran  tanah  yang sesuai atau  selaras  dengan  Undang-Undang No 5 Tahun 1960 (UUPA)  serta  peraturan pelaksana lainnya.Hambatan   Administrasi Pertanahan disebabkan oleh berbagai faktor  yang sangat mempengaruhi  yakni Faktor  Anggapan  Masyarakat  Diperlukan  Biaya  yang  Mahal  Untuk  Melaksanakan Pendaftaran Tanah, menjadi  salah satu  kendala bagi  masyarakat  khususnya masyarakat di daerah Kecamatan Banyumanik Kota Semarang. Key Words   : Administrasi Kependudukan, Administrasi Pertanahan, Pendaftaran Tanah

Abstract

Kebumen District has been given a number of primary rank in the category ofchildren's Worthy Regency (KLA), in 2019 Kabupaten Kebumen increased to the rankof Madya. Due to the increase in the ranking category in the year 2019 in Kebumendistrict as the child Worthy district, the research conducted by this researcher relates tothe strategy used by the District government of Kebumen in Developing KebumenDistrict as a child-worthy district. This research became interesting to be researcheddue to the increase in the ranking category obtained by Kebumen District.The research uses qualitative, descriptive research methods, with datacollection techniques through observation, interviews, and documentation studies. Thesubject in this research is: the Office of Community Empowerment and village andempowerment of women and child Protection, District DPRD Kebumen, children'sForum district, village head of the temple, head of Adikarso village, SMP N 2Kebumen, Puskesmas Karanganyar, and society.The result of this research is describing the findings in the field that is inaccordance with the strategic plan of community empowerment and village andempowerment of women and child protection of Kebumen district which is an increasein capacity Institutional and capacity building of child-friendly services that increasethe establishment of the Village Child Forum, the establishment of child-friendlyschools and the establishment of child friendly puskesmas.From the results of this research, increased establishment of a village childforum, the establishment of child-friendly schools and the establishment of childfriendly puskesmas should continue to be maximally enhanced not only formalitiesmere. In addition, there needs to be an effort to increase the amount of budget that isdoing cooperation with private parties. Abstract

Indonesia merupakan salah satu negara yang memiliki destinasi wisata yang cukup banyak dan mengagumkan untuk dikunjungi. Wilayah tujuan wisata di Indonesia yang sering dituju adalah Yogyakarta. Yogyakarta menjadi salah satu tujuan para wisatawan sebab Yogyakarta memiliki situs-situs budaya yang menarik untuk dikunjungi. Setiap tahunnya wisatawan yang berkunjung di Yogyakarta semakin meningkat. Peningkatan jumlah wisatawan juga diikuti oleh peningkatan jumlah pembangunan Hotel atau akomodasi penginapan lainnya di Yogyakarta. Pembangunan Hotel yang pesat dan tidak terkontrol memberikan dampak dan gejolak pada masyarakat.Dalam melakukan penelitian ini penulis menggunakan metode deskriptif kualitatif. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan Pengendalian Pembangunan Hotel di Yogyakarta, serta dampak yang ditimbulkan. Disini peneliti mendiskripsikan, mencatat, menganalisis dan menginterprestasikan kondisi Pembangunan Hotel yang terjadi di Yogyakarta pada tahun 2014-2016.Hasil dari penelitian menunjukkan bahwa dalam implementasi kebijakan Peraturan Walikota Yogyakarta No. 77 tahun 2013 oleh Dinas Perizinan sudah menjalankan sesuai dengan apa yang terkandung di dalam peraturan. Akan tetapi, pembangunan masih banyak terjadi sehingga memberikan keresahan bagi masyarakat. Keresahan tersebut yakni terjadinya kemarau panjang, berkurangnya debit air tanah, dan udara yang semakin panas karena berkurangnya pepohonan. Implementasi kebijakan inipun juga kurang adanya komunikasi antar pihak yang terlibat dengan masyarakat.Kata Kunci: Pengendalian, Pembangunan, Moratorium Hotel

Abstract

The regional head election for the 2018-2023 period was followed by 2candidate pairs, Ganjar Pranowo as incumbent paired with Taj Yasin and his rivalwas Sudirman said who was paired with Ida Fauziah. With the presence of 2candidates from NU (Nahdlatul Ulama), this phenomenon is quite interesting, inBanjarnegara District there are 2 large Islamic boarding schools (NU) (NahdlatulUlama) that provide support to different candidates of candidate for governor andcandidate vice governor, in the boarding school kyaiare figures influential indetermining the direction of political support, furthermore the power of kyai is notonly in the islamic boarding schools community, but also in the surroundingcommunity. This study aims to assess the relationship between the role of kyai withthe community choices in Banjarnegara district in 2018 Central Java GovernorElection, and assess the relationship between voter behavior and community choices.This research approach is quantitative correlational, and data are collected by surveytechniques.The conclusion drawn from this study is first, there is a significantrelationship between the role of the kyai and community choice, based on the resultsof statistical tests that have been done it can be seen that the role of the kyai has arelationship with community choices, furthermore the choice of Ganjar Pranowo hasa stronger value compared to the electability of Sudirman-Said Ida Fauziyah. Andsecondly, there is no relationship between voter behavior with the choices of thepeople of Banjarnegara Regency in 2018 Central Java Governor Election.Keywords: Central Java Governor Election, the role of kyai, voting behavior, communitychoices

Abstract

The village is expected to have an institution that can empower the community as well as economic enhancement and indigenous village revenue. Thevillage owned enterprises (BUMDes) is a business entity that is wholly or largelyowned by the village through direct inclusion derived from a wealth of villagesseparated to manage assets, service and other businesses to for the welfare of thevillage community. This research aims to explain the form of empowerment of villagecommunity through the business unit of BUMDes and analyze supporting factorsand barriers to community empowerment and how the development of business unitBUMDes run against a village primarily in providing welfare to local communitiesthrough community empowerment. Research methods used are qualitativedescriptive with data collection techniques in the form of interviews anddocumentation. Data obtained later in the analysis using Data interpretationAnalysis, theory, and Data sources.The findings of this research is that community Empowerment LerepVillage District West Ungaran Semarang District through the village-ownedenterprises (BUMDes) Lantern Gate, just go well, it is seen from business units thatrun and Tourism potentials that exist in the pack and managed to become a form ofcommunity empowerment through BUMDes become a tour package. The existenceof cooperation with third parties and trainings to make existing potentials andbusiness units run more developed. The supporting factors are the participation ofactive communities, government support, as well as the potential for adequatenatural resources while for the barriers faced by the absence of special training heldfrom the manager to develop Citizen independence, limited funds to develop thebusiness unit run, and limited human resources in the management of BUMDes.Empowerment made through the business unit that is carried out by BUMDesaffects 2 sectors. Economic sectors have an impact on the increasing communityincome of Lerep Village and the opening of employment, and the social impact thatthere is a promotion of the village Lerep Tourism, the study of appeals conductedby other villages to visit Lerep Tourism Village About the management ofBUMDes and the training provided by other parties to the people of Lerep villageto grow and able to manage the potential.Keywords: community empowerment, village owned enterprises (BUMDes)

Abstract

Penelitian ini bertujuan untuk mendeskripsikan tentang Pemberdayan Masyarakat Di Kampung Tambak Lorok Kelurahan Tanjung Mas Kecamatan Semarang Utara. Yang mana tujuannya adalah untuk mengetahui apakah angka kemiskinan di Kampung Tambak Lorok pertahunnya menurun ataukah meningkat karena Kampung Tambak Lorok adalah kampung yang mendapatkan bantuan berupa program KUBE.Dalam konsep pemberdayaan menurut Prijono dan Pranaka, manusia adalah subjek dari dirinya sendiri. Proses peberdayaan yang menekankan pada proses memberikan kemampuan kepada masyaraat agar menjadi berdaya, mendorong atau memotifasi individu agar mempunyai kemampuan atau keberdayaan untuk menentukan pilihan hidupnya, lebih lanjut bahwa pemberdayaan harus ditunjukan pada kelompok atau lapisan masyarakat yang tertinggal.[1]Metode yang digunakan adalah kualitatif dengan sumber data primer dan sekunder. Data primer diperoleh secara langsung dari narasumber, data sekunder diperoleh tidak langsung dri narasumber. Penelitian ini melakukan wawancara terhadap beberapa narasumber yaitu :Dr. Bunyamin selaku ketua Badan Pembangunan Daerah Kota Semarang.Bapak Margono Hariyadi selaku Lurah Kampung Tambak Lorok dan Masyarakat Kampung Tambak Lorok.Ibu Ari selaku Kepala Seksi Data Kemiskinan Dinas Sosial Kota Semarang.Dengan dokumentasi meliputi data kemiskinan serta foto bukti berjalannya program KUBE tersebut.Berdasarkan alur mekanisme pelaksanaan program Kelompok Usaha Bersama yang pertama kali dilakukan adalah survey oleh Badan Pusat Statistk Kota Semarang untuk memilih kampung-kampung yang akan menerima bantuan, kemudian setelah menetapkan Kampung yang terpilih, mereka memberiknan sosialisasi kepada masyarakat juga menyampaikan kegiatan yang akan dilaksanakan dengan potensi yang dimiliki. Kemudian dibentuklah Kelompok Program KUBE tersebut dimana terbentuk 3 (tiga) yaitu Anggrek,Melati dan Flamboyan. Masyarakat yang mengikuti program tersebut sebagian besar adalah wanita yang latar belakangnya adalah pedagang ikan kecil. Bentuk pemberdayaan yang diberikan oleh pemerintah dinas sosial adalah berupa uang tunai sebesar Rp.60.000.000,- yang mana dibagikan kepada masing-masing kelompok KUBE Rp.20.000.000,- serta pelatihan setiap bulannya agar program tersebut dapat terus bekembang kedepannya dan anggota KUBE dapat mandiri membuka usaha sendiri tanpa naungan Program KUBE.Pemberdayaan yang dilakukan oleh pemerintah Kota Semarang (Dinas Sosial) melalui program KUBE ini betul-betul mampu menurukan angka kemiskinan masyarakat di Kampung Tambak Lorok. Kata kunci : Pemberdayaan, Kemiskinan, Kelompok Usaha Bersama.[1] Aprilia Theresia, Dkk. Abstract

The emergence of the phenomenon of political dynasties and cases ofbribery of promotion of job titles caused public trust to the Klaten RegencyGovernment declined. The new Klaten Regent, Sri Mulyani has a big responsibilityin improving governance while at the same time restoring public trust. Regent SriMulyani on the other hand turned out to have ambitions to run again as KlatenRegent in the 2020 elections. The ambition made the trust building effortsundertaken by the Klaten Regency Government prone to political interests.The purpose of this study is to explain the trust building efforts undertakenby the Klaten Regency Government under Sri Mulyani Regent and to analyze theinfluence of Sri Mulyani Regent's political interests ahead of the 2020 elections inthe implementation of trust building efforts. The method used in this study is aqualitative explorative method of primary data in this study obtained directly frominterviews with resource persons, while secondary data is obtained indirectlythrough documents, mass media, social media, and internet. The theoretical basisused is the theory of trust, governance and bureaucratic reform.Based on data from the results of field research, the Klaten RegencyGovernment under the leadership of Sri Mulyani Regent has made variousresponsive efforts in the context of rebuilding public trust (trust building).However, the trust building effort still leaves important records that need to beunderlined. Trust building efforts undertaken by the Klaten Regency Governmenttend to prioritize the political interests of the Regent of Sri Mulyani in the lead-upto the 2020 elections rather than the aspects of bureaucratic reform. The KlatenRegency Government needs to rebalance the implementation of trust buildingefforts by emphasizing more on aspects of bureaucratic reform and setting asidethe incumbent's electoral political interests.Keywords: Public Trust, Trust Building, Bureaucratic Reforms, Political Interest

Abstract

Electronic Government is the use of information and communicationtechnology that is applied and developed by the government to provide services to thecommunity. The purpose of Electronic Government is to increase the effectiveness, efficiencyand quality of government services by utilizing technology. The purpose of this study is toillustrate how the application of E-Service in an effort to improve effectively and efficientlyand to identify the driving and inhibiting factors for the implementation of E-Service in theInvestment and Integrated Services Office of One Door Kendal RegencyThe research method used uses the type of qualitative methods with a datatriangulation approach that is observation, interviews and written or archived data. Informantsin this study were the Head of Licensing and Non-Licensing Services Section and the Head ofData and Information System of the One Stop Kendal Regency Investment and IntegratedServices Office and the applicants who performed licensing services.The results showed that the electronic-based licensing service at the Office ofInvestment and Integrated Services One Door Kendal Regency is still classified in theIntegration stage. Where the Department of Investment and Integrated Services One DoorKendal Regency has used a variety of digitizing services to support services, but this has notbeen done optimally. There are 4 out of 5 types of transformation points that have not yetbeen fulfilled, including service to the community towards service by the community,traditional society towards online society, digital divide towards digital democracy anddocument-based manuals towards online governance. There are 3 factors that hinder theimplementation of E-Service in the Office of Investment and Integrated Services One DoorKendal Regency including bureaucratic structure, resources and disposition.
