Abstract

Since the current quality framework, called Thailand Qualification Frameworks for Higher Education (TQF-HEd), has been enforced in the past years by the Office of the Higher Education Commission (OHEC), the quality of the graduates produced and the quality of teaching Public Administration particularly graduate study seems to be in the opposite directions. This paper investigates the quality of higher education in Public Administration at Master level in Thailand. Data such as curriculums, program philosophy, etc. were collected from universities offering graduate study in Public Administration. In-depth interviews were conducted from public and private universities. In the midst of the Administrative Reform in Thailand during the economic crisis in 1997, the author analyzed the impacts of the reform, particularly the influential practice of New Public Management (NPM), on the quality of teaching graduate study in Public Administration in Thailand.Key Words: Public Administration, Higher Education in Thailand, Quality of teaching, New Public Management

Abstract

Malaysia’s technocracy (administrative elite) and the government of the day (political elite) have had and continue to enjoy a harmonious and symbiotic relationship. Such synergy had its origins and background in British colonial rule when promising Malays were groomed for administrative positions. The dawn ofmerdeka (national independence) allowed for the transition from administrativepositions to political leadership. The first three prime ministers, namely TunkuAbdul Rahman, Abdul Razak and Hussein Onn were drawn from these ranks.There was an organic development in the relationship between the ‘old’ technocrats and politicians expressed in shared strategic outlook and direction. As such, national development was characterised not by intermittent periods of political disruption but a sustained period of continuity in the pre-conditions for economic growth which extended and heightened throughout the premiership ofMahathir Mohamad. His successor, Abdullah Badawi, started to install corporatefigures as technocrats to professionalise the governance of the administrativesystem. Under Najib Razak the role of these ‘new’ technocrats was further entrenched and enhanced.

Abstract

Terrorism emerged as serious security problem inIndonesia since a network of terrorist group rockedthis country, started from the Bali bombing (2002)followed by other consecutive bombings, such as, J.W. Marriott Hotel bombing (2003), the AustralianEmbassy bombing (2004), and the Ritz Carlton Hotelbombing (2009). This article attempts to examinethe ways in which the government responded towardsthe problem. What sort of policies did theIndonesian government take to respond to terrorismduring the 2002—2009 period? This study uses aqualitative research method. The data used in thisresearch are derived from official documents, directinterviews with government officials and the secondarysources (books and journals) on terrorism andcounterterrorism. This article shows that the governmentadopted the legal approach or law-enforcement(“hard approach”) by issuing the anti-terrorismlaw as a legal framework and by reorganizingthe police force to strengthen its counter-terroristcapability. It also adopted an “ideological” approach(soft approach) to battle religious extremism. Thissort of approach is mainly aimed at defusing andneutralizing the religious extremism of terrorist groupsand preventing it from spreading into the wider community.This article shows that the government hasused effectively both approaches in destroying problemof terrorism in Indonesia.Key Words: Indonesia, policy, terrorism,counterterrorism, legal approach, “ideological”approach.

Abstract

The study was focused primarily on the concept of political power which wasviewed through the virtual and actual world using the strategy of simulation. Along with simulation, primary and secondary data were used. With the limited sources, data were gathered mainly on direct observation on the game COC. Secondary data were taken on the literature reviews pertaining to the field of study including books, articles and mostly from internet sources. The study found out the existing political power being rooted in COC. Though, the concepts found in the game and in the Philippine government gave different conceptualizations, the presence of political power in the game is pervasive. As political power was identified to be simulated in COC, it generated new avenue for video games being used as an educational tool rather than just purely for entertainment. It aimed to make video games, by the use of simulation, become a stable political space or trend not just in studying power structure or of a political system but also all other political concepts. As the new generations are so hooked up in video games, they can use it as a field for practicing and enhancing their leadership skills which is a positive form of escapism.

Abstract

This paper aims to examine the Muslim rationality in legislative and executive election, and also tounderstand the reason why they choose national party, or Islamic party based on the alkali data oflegislative and executive election in West Sumatera from 2004-2009 periods. The paradigm of research isa rational choice theory. This paradigm helps to understand the political behavior of Muslim in WestSumatera in legislative and executive election of 2004-2009 period. Finally, the research finds out thatMuslim in West Sumatera always make a political choice rationale, and ignore the primordialconsideration to choose the party. This fact is crucial factor why the Islamic party was lost in WestSumatera, and other places in Indonesia.

Abstract

This study analyzes the implementation of the Program of Health Insurance for the Poor in Indonesia, focusing at the advantages and constraints faced by the beneficiaries, through a case study in Purbalingga District. By applying the approach of entitlement within the framework of healthcare access, it is found that the program brings positive impacts in increasing financial abilities of the beneficiaries, and creating good treatment from the medical workers. Yet, low supply side readiness of health infrastructure and service system dilutes the benefits of the program in poverty alleviation. The government of Indonesia is recommended to involve communities and local officers in the enumeration of the beneficiaries, to increase the participation of private healthcare providers in the program, and to establish clear rewards and punishment system for the health workers.

Abstract

This research was conducted to determine teacher certification policies, especially the line of portofolio,in order to improve profesionalism teachers. Research certification policy implementation especiallywant to see how far the process of implementation conducted by the executive, and what factorsinfluence teacher certification policy implementation in Kota Yogyakarta. Further research is intendedto see the impact of teacher certification policy toward teacher professionalism in teaching andlearning. This research was conducted using qualitative methods with descriptive approach. Thisstudy found several things, including: first, in terms of teacher certification process of policyimplementation in both the City Department of Education and LPTKs can be said to run well andsmoothly, just have a little problem, both are experiencing problems related to the limited facilities andsupporting infrastructure. It happened because the central government did not allocate budget tosupport the implementation of the program. Second, in terms of policy impact, there has been noincrease in certified teachers' professionalism significantly. The attitude of teachers in conductingcertification policy is only visible when pursuing welfare only, while the quality of teaching receivedless attention

Abstract

The main purpose of this study is to assess the main challenges of democratization in the Democratic Republic of Congo (DRC). In order to enrich the basic information and achieve the intended specific objectives, the study relied upon secondary data sources. Democracy matters for human security in DRC because well-designed and inclusive political institutions and processes are the key to both preventing violence and managing conflict constructively. It is believed that acting for democracy is acting for peace and security. The DRC, which lies in the heart of Africa, is one of the largest and richest mineral resources countries of the continent and has strategic importance for the stability of the Great Lakes region. This study shows that challenges related to a long period of dictatorship, internal conflicts, communal violence, corruption, weak monitoring of weapons, poor leadership, and globalization have affected the democratization processes and indicators of good governance in the DRC. This study recommends that the government of DRC should consolidate democratization and enhance good governance so as to reduce the crises of democracy in the country and thereby collaborative governance with all the local, national, regional and international stakeholders should be established to avoid the long-suffering of the Congolese people.

Abstract

This research concludes that development of Muslim communities in the Philippinesprimarily relies on local initiatives and people’s assertive character to institute behavioralreform. It entails a transformation process involving all sectors of the society in such a waythat true and committed Muslim leaders will emerge to provide direction and at the same timeorchestrate the development of the communities.It is therefore argued that transformationalleadership is the most appropriate model that could improve the living conditions of Muslimsin the Philippines Firstly, this study provides the empirical evidence that leaders and followersbelieve that it is through Islamic leadership that their communities can be developed. Secondly, thehistory of the leadership of Prophet Mohammad and his four caliphs proved that Islamic leadership isindeed transformational leadership one, hence, they deserve to be emulated by Muslims.

Abstract

COVID-19 has drastic social, economic, and health impacts worldwide. However, mixed attitudes and behaviors of individuals towards Covid-19 ranging from the most responsible to the least bothering ones, have been evident over the last two years. Based on these mixed responses, the current study examines the impact of citizens' attitudes to self-isolation and distrust in official statistics on their threat perceptions and resultant COVID-19 dissidence. Quantitative research methodology with the survey technique was applied to collect data from 537 citizens of Jakarta, Indonesia. SmartPLS 3.0 software was used to assess the structural equation modeling and perform the regression analysis for examining the hypothesized relationships. The results revealed a significant impact of citizens' attitudes to self-isolation and distrust on official statistics in creating the COVID-19 dissidence. Likewise, the results showed the mediatory role of threat perceptions in transmitting the citizens' attitude and distrust in government in COVID-19 dissidence. Furthermore, the current study is a valuable addition to the existing body of literature by highlighting the factors that created the rebellious attitudes and behaviors among the citizens of Jakarta, Indonesia, during the crucial times of COVID-19.
