Abstract

Badan Perpustakaan dan Arsip Daerah Provinsi Kepulauan Riau, is a goverment's organization that works on library's service field, ranging on script to non-script, on archives development to archives maintenance field. Which has duties to establishing and performing the technical policy in the regional archives and library, and implementing the deconcentration and assistance duties which has given by Governor due to the duties scope. However in the implementation, the violation of discipline and unsatisfactory performance still can be found. The human resource on library and archieves field who always ready to perform the main tasks and function as a professional is still on demand. Therefore, the employees of Badan Perpustakaan dan Arsip Daerah Provinsi Kepulauan Riau is required to work in discipline in order to get a great performance. The legality listed in the form of "Peraturan Pemerintah No. 53 tahun 2010" about "Disiplin Pegawai Negeri Sipil".Key Word: Impact, Affect, Influence, Discipline, Performance, Employee.

Abstract

Riau Province is an area that very much has the potential if developedand managed as well as possible then it will be able to increase revenue ( PAD ),particularly in District XIII Koto Kampar Kampar Regency in Minapolitandevelopment. Minapolitan supervision in District XIII Koto Kampar Kampardistrict conducted by the relevant agencies and consortia minapolitan fisheriesdepartment and the evaluation made by the minister of fisheries and marinerepublic of Indonesia every year. With the need for an evaluation of thedevelopment of the Minapolitan then to implement the control program planningin this area Minapolitan for achieving those objectives. But in fact in theimplementation and the work that is not fit for purpose and not runningoptimally so that the process of achieving goals is not running optimally.The aim of this study to see how the implementation of surveillanceMinapolitan in District XIII Koto Kampar Kampar regency and the factors thataffect the implementation of the surveillance. Theoretical concept that is in useis the theory of control, the indicators in this study exspectation, allocation,performance monitoring and correction action.From the results, it can be concluded that the control, or supervision isvery important that the role of the personal who already has the job, and run thesupervisory authority in this case is the Working Group and the Kampar DistrictXIII Koto Kampar District Fisheries Department needs to increase oversightMinapolitan where indigenous factors customs and participation of thecommunity is affected Minapolitan Region Implementation Oversight in DistrictXIII Koto Kampar Kampar regency.Keywords : Minapolitan , region , supervision

Abstract

UPT PSTW Khusnul Khotimah is one of the organization in socialservices sector. The purpose of this research is to know and to analyze the strategyand also the factors wich influence the implementation of the strategy at UPTPSTW Khusnul Khotimah Riau Province to improve the welfare of the elderly.The teory concept of this research is organization strategy. It is consist of twoaspects, theh are innovation strategy and quality enhancement. The innovationstrategy can be seen from the implementation of working standards and thequality enhancement can be seen from the working valvation. This research usedqualitative methods with assessment the data descriptively. In collecting the data,the researcher used interview technique, observation, and documentation. Byusing the key informan as a source of information and triangulation technique as asource in examining the validation of the data. The result of this research showedthat the inplementation of enhancement strategy for the older persons welfare atUPT PSTW Khusnul Khotimah Riau Province is “good enough”. It can be seenfrom the older persons that can be handled at the UPT PSTW Khusnul KhotimahRiau Province only.Keyword: strategy, older persons, social welfare

Abstract

During the duties and functions of the Office of Religious Affairs (KUA) districtsespecially in Mandau districts Bengkalis in implementing the perceived service is stillinadequate. Phenomena occurring in the performance of its duties are still focused weddingactivities alone. Though the task KUA is not only cater weddings, as outlined in the Decreeof the Minister of Religious Affairs No. 517 of 2001 that the Office of Religious Affairs incharge of carrying out some tasks of the Ministry of Religious Affairs Office of the District /Municipality in the field of Islamic Affairs in the District. Ranging from matters of marriage,family and household consultation problematic, coaching and consulting religious, charity,charitable, and social worship, halal food and community partnerships, harmonious family,kemasjidan coaching, consulting inheritance, until the giver of information and guidanceaffairs Hajj rituals.This study used qualitative methods and then analyzed using descriptive analyticaltechniques through interviews. To obtain the informant, the researcher uses triangulationtechniques. Then to complete the data, the authors also took the documentation of literatureand internet media.PENDAHULUANNegara Indonesia memiliki daerah yang sedang giat melakukan pembangunan yangdilaksanakan mulai dari pusat sampai ke daerah. Pembangunan di Indonesia saat ini tidakhanya diarahkan kepada tercapainya hasil fisik dan kesejahteraan materil, akan tetapimencakup segala bidang yang lazimnya disebut dengan pembangunan nasional.Pembangunan nasional hanya akan berhasil dengan baik apabila diimbangi administrasipemerintahan yang berdaya guna dan berhasil guna (efisien dan efektif) dalam melaksanakanyang bersifat pembangunan.Selanjutnya sebagai bagian integral dari pembangunan Negara RI, agama menjadilandasan moral dan etika dalam bermasyarakat, berbangsa dan bernegara. Agama memilikikedudukan dan peran yang sangat penting dalam kehidupan bangsa indonesia, pengakuanakan kedudukan dan peran penting agama ini tercermin dari prinsip ketuhanan yang maha esasebagai sila pertama falasafah negara pancasila, yang juga dipahami sebagai sila yangmenjiwai sila-sila pancasila lainnya. Oleh sebab itu pembangunan agama bukan hanyamerupakan bagian integral pembangunan nasional hendaknya melainkan juga bagian yangseharusnya melandasi dan menjiwai keseluruhan arah dan tujuan pembangunan nasional.Selain memiliki posisi yang sangat penting, agama juga menempati posisi yang unikdalam kehidupan berbangsa dan bernegara. Abstract

The research is entitled “The Effort of Riau Province Government in preparing Reduction of Emissions from Deforestation and Forest Degradation (REDD) intuition in 2012”. This research is motivated by Riau Province which is one of the nine forest territory in Indonesia are set by the government as a provincial of REDD implementation. Riau province with the ample forests and the largest peat lands in Sumatra as well as the largest contributor to CO2 emissions in Indonesia. Along with designee of Riau Province as a pilot province, Riau Governor has established the task Force of REDD provincial whose job is to prepare future at the provincial level .The aim of this research is to determine the local government's efforts in preparing the REDD institution in 2012 and also to identify factors inhibiting Riau province government’ efforts in preparing for REDD institution in 2012.The results of this research showed the efforts done by Riau province government in preparing the REDD institution, first in the early stages through the Governor's decision No. 26 of 2008 on Climate Change Information Center Riau province, from Department of Forestry and Estate Crops itself formed a working group reducing emissions from deforestation and degradation (REDD) in order to handling the climate change in the Riau Province. Next the designee of technical team members of mitigation and adaptation planners of climate change and the designee of central team of Riau Province climate change which is a follow up of the Governor's decision No. 26 of 2008 on Climate Change Center of Riau Province. Subsequent attempts by the government of Riau province, namely the establishment of the REDD Task Force where REDD task force is forming a team of writers to create documents of Provincial Strategy Action Plan ( SRAP ) which are as guidelines to guarantee consistency in the effort to reduce carbon emissions and provide direction for the development of local governments to carry out various activities mitigation that directly and indirectly reduce carbon emissions by a certain time.Key Words : REDD, Local Government efforts, Riau Province

Abstract

A civil service police unit officers who helped to create a regional head of local conditions is peaceful , orderly and organized so that the implementation of the government to run smoothly. But in fact every right the situation and attitude always gave the impression of violence, even civil service police unit officers who conduct illegal fees on society, as well as in carrying out police force policing the civil service tend not to put forward a persuasive approach, but tend to use violence. based on these phenomena, the formulation of the problem in this research is how the effectiveness of the duties and functions of the civil service police force in improving public order in the city of Pekanbaru. Purpose of the study to determine the effectiveness of the duties and functions of the civil service police force in the city of Pekanbaru improve public order and to determine the factors that influence the effectiveness of the duties and functions of the civil service police force in improving public order in the city of PekanbaruResearch methods used in this study is a quantitative and qualitative. By taking a descriptive research, in this study collection techniques used are observation, interviews, and questionnaires. So the effectiveness of the duties and functions of Satpol PP in improving public order in the city of Pekanbaru be known. In this study the authors only take a sample of 40 people from the 185 number Satpol PP officers, other than that in order to comparison with the aim of obtaining information that is not biased and inaccurate samples, the authors add people or street vendors pekanbaru town of 10 people from the amount that is not infinity by incidental sampling.Based on research in the field that the effectiveness of the duties and functions of Satpol PP in improving public order in the city of Pekanbaru done pretty well. Respondents thought that the Satpol PP officers in the duties and functions of the effectiveness in improving public order in the city of Pekanbaru is quite capable of doing a good job. As for the factors that are affecting the state of Satpol PP officers and community participation.Keywords: Effectiveness, Duties and Functions, and Public Order

Abstract

This research identifies the role of UNICEF in dealing with child soldiers in the Central African country. The research also explains in detail the root causes of conflict and the consequences of the conflict occurred in the Central African country. UNICEF as one of the world institutions that fight for children's rights, has made many changes, working with communities and influencing governments. in Central Africa. UNICEF has provided significant funding to build facilities for the protection of child victims of conflict in central Africa. UNICEF also strive to connect and engage all parties to the conflict to not use children as soldiers as well as the target of violence. Protection and legal training for actors involved in the legal handling of the child. UNICEF has also been working with the African Union regional institutions UN agencies monitor violations.Keywords: UNICEF, Central Africa, child soldiers.

Abstract

Public service is an attempt to meet the basic needs of the state and the civil rightsof every citizen in the goods, services, and administrative services provided by publicservice providers. Road which is one form of government services to the community is veryimportant to note, from the complementary parts, one of which is a public street lightinghas not been felt their effectiveness for road users, especially at night.This study aims to determine the management of the regional government in themanagement of public street lighting by the Department of Hygiene and Pekanbaru Cityand to determine the factors that influence the management of the public street lighting.Using resources through informants. In this study, the informant was a member ofCommission II DPRD Pekanbaru, Head of Parks and Street Lighting, Street LightingSection Head and Head of PLN branch of Pekanbaru. While the techniques of datacollection consisted of interviews , documentation and observation with the source dataconsists of primary data and secondary data.From the results of the study showed that the management of the regionalgovernment in the management of public street lighting by the Department of Hygiene andPekanbaru to the process of planning, organizing, implementing , coordinating andmonitoring has not gone up . The factors that influence in the management of public streetlighting consists of human resources and infrastructure, the participation of thecommunity , traffic congestion.Keywords :Management, Public service, Light Manajement

Abstract

This research explain about role of international organization FAO on getting into a scrape food crisis disaster. This research using a descriptive explanative to explain about food crisis in Afghanistan. According Maflecroft report Afghanistan as become the first country getting into trouble food insecurity. It is certainty impact to food sovereignity so it will effecting on food crisis. Afghanistan’s food crisis is caused two things. First, situation NATO army Attack’s to invation Taliban terorist movement. Taliban have been hiding Al Qaeda terrorist who have blow up World Trade Center Building in United State of America. NATO’s coming to Afghanistan is not just to war on terror, but they have an a agenda to fight opium production and war mass destruction. Second, global climate change on 2007 have been effecting to flood and dryness. It caused Afghanistan have ekstrim climte change, mountain range and bad irrigation. The two tragedies exactly impact to Afghanistan agriculture land production. It will caused land broken and fail of harvest. The role of FAO is a institusional as specially ward off food problem and agriculture with gave first help as known technical cooperative program (TCP) and continue program.This research using role of international organization theory by Clive Archer and non-traditional threat theory by Barry Buzan. The role of international organization theory by Archer have can be explain that is have three functions, that is International organization can be as a instrument. independent actor and the arena for development and develop countries. And then Barry Buzan with non-traditional threat theory known there is any three things kind of threat have been to fight a world. They are : economic threaten. social threatean. environment threaten. This theory as relevan with Afghanistan had been around whose cannot handle food crisis problem. Espcially theory by Buzan about environment threaten whose said that environment threaten is threaten which is caused global climate change, pollution and becoming thin ozone layer it will impact to flood and dryness. This problem have been impact to economy and politics Afghanistan in internasional world. Moreover, Afghanistan’s problem have been make this country as known a failed country.The result show that FAO just can help Afghanistan as big as 70 %. It through out indicator a program in Afghanistan. It is caused some household success percentage self-suffiance rate 50-70%. It seen from Emergency Irrigation Rehabilitation Project (EIRP) 40% and social-economic programme 30 %. Moreover, Afghanistan needs import principle commodity with neighbour countries like Pakistan, Kazakhtan and Uzbekistan. Principle commodity in Afghanistan coming out at 6 million MT and just 4 Million MT can be suffienciently.Keywords: food crisis, terrorism, global change, technical cooperative program (TCP), International Organization.

Abstract

This study wanted to see cooperatives as a coaching analysis of poverty reduction programs in Rokan Hulu district . The problem is the background of this research are :1 . How is the development of a cooperative partner with the company in Rokan Hulu district? 2 . What factors are the bottlenecks in developing cooperative in Rokan Hulu ?This study is a qualitative research , the data collection techniques in this study is a descriptive analysis . This research uses documentation ( observation ) and interviews with key informants as information objects that aim to achieve goals for the sake of getting information in the study . Data used in this study is primary data and secondary data obtained through direct observation and interviews with key informants in this study .Based on the research and discussion that has been the writer explained in the previous chapter are based on the formulation of the problem , the authors conclude that the Cooperative Program in Rokan Hulu is one of the main programs that successfully participate in reducing poverty in Rokan Hulu to create new job opportunities for the community Rokan Hulu .However, this program can not be used as the main government program Rokan Hulu in the alleviation of poverty , because there are other programs that are also successful in reducing poverty in Rokan Hulu .Keywords : cooperatives , local governments , development
