Abstract

East Kalimantan is one of wealthiest and widest provinces in Indonesia having strategic position, either geographically or economically. It is characterized by prosperous natural resources such as vast deposit of mining and energy, oceanic and forest resources, and so forth. As a well-off province, good and sound management is truly required to improve public prosperity as well as to guard ecological quality. One of the most probable potency is palm oil plantation. The availability of bountiful land in Kalimantan makes the efforts of building large-scale palm oil plantation more reliable. However, discourse on the operation of the one-million-hectare-palm-oil-plantation is awfully dilemmatic. There is no symmetric concordance between ‘pros’ and ‘cons’ so far. The government policy on promoting plantation sector, therefore, is still blurred. Based on such situation, this paper tries to explore and evaluate the government plan to develop large-scale oil palm plantation in East Kalimantan province, especially from the perspective of public policy.  Keywords: kebijakan, kelapa sawit, Kalimantan Timur.

Abstract

Governance management framework in autonomy framework relies on 3 especial principal, decentralization, dekonsentrasi anda medebewind (Tugas Pembantuan). In the united state corridor, dekonsentrasi and decentralization dekonsentrasi and decentralization cannot be dichotomized, both have to fill and strengthen each other. Dekonsentrasi is often said have strategic function to unify the Republic of Indonesia. Unfortunately, the regulation of dekonsentrasi management is still the minimum grade. This condition has been appropriately generating many problems so that central government have to give serious attention through releasing regulation or policy in synergizing function, institution and programs in dekonsentrasi management so that it can walk as its goals.   Key words : Desentralisasi, Dekonsentrasi

Abstract

Frontier region in such of state have high strategic value, evaluated from ideology aspect, political, social, economic, culture, state security and defence.  The think mentioned above, now newly get serious attention, after changing over status of Sipadan and Ligitan Island from  NKRI to state of Malaysia and also caught up with will grab of Block Ambalat and Karang Unarang by state of Malaysia. This research conducted in order to strengthening regional function frontier of Republic Of Indonesia especially in East Kalimantan Province, passing development of human resource, felt progressively insist on its requirement. Abstract

The simplest way to understand decentralisation is bringing the government closer to its people. From the economic view, the implementation of decentralisation will improve  in economic efficiency, service delivery, and accountability. In Indonesia, decentralisation has developed in form of political, fiscal, and administrative decentralisation. In fiscal decentralisation, the country applies the money follows function principle as a means to give fiscal balance between central and sub-national governments. Therefore,SNG’s are granted with local-own sources and intergovernmental fiscal transfers to finance the assigned functions. The main objective for fiscal decentralisation is to increase welfare at the local level. To what extent that this occur in Province East Kalimantan? The fact that the Province has a substantial revenue from natural resources which makes its GRDP increased. Theoretically, an increase in GRDP will affect on the increase number of employment and on the reduction of the poor. However, what has happened in East Kalimantan is on the reverse side. Increase in GRDP does not necessarily reveal that the people, particularly the poor, would be better-off. Abstract

The number of the public service customer growth as fast as their satisfaction. Public service and their customer satisfaction are being critical point because this phenomena. How the government apparatus providing their service in order to make their costumers satisfy? In this research result shows that the strategy of human resource development through education, training, and development affect human resource quality and this give further effect on the government performance that can be seen from the public service quality. At last, the service quality will determine the improving public or customer satisfaction. The information about what costumer need and what customer want must be consider for providing good public service.  Key Words: HRD, Service Quality, Customer Satisfaction, Public Service.

Abstract

Poverty is one of a problem in Indonesia. As a metropolitan city, Jakarta teases people from all other regions to try their fortune there. Some people can make it and be success, but some others can’t achieve it because they don’t have enough skill to fight in this big city. Such problems then create loiterers, street musicians and beggars which increase year by year. Therefore, the government of DKI Jakarta Province put the law (district regulation) number 7 year 2007, about public order into effect. It is so expected that through this way, the problem of social prosperity can be put in to order.  Key word: Poverty,  Jakarta, Districtl Regulation

Abstract

The implementasi Askeskin (The health insurencepolicy for the poor) has increased the poor accessibility to the health services in Indonesia. The Jamkesmas’s (The health security system) programme (issued on March 2008) has been trying to solve the problem concerning the implementation of Askeskin through better participants management, transparency on financing, quality and cost control, involving the local government and service procedur.However, there are some constraints on Jamkesmas’s implementation, such as the existing of the independent verificator, the effectiveness on organizing the Jamkesmas, local government and the poor condition, as well as medical support. Abstract

Fiscal decentralization that has been implemented since 2001 is logical implication of decentralization system (regional autonomy) in unitary state of Republic Indonesia in order to cost the authority given to local governments (money follows function). Fiscal Decentralization system is implemented to give a large discretion for local governments in managing their revenue and expenditure as one of  stimuli to build the regional economics, but for about seven years implementation of fiscal decentralization, their dependency on fiscal transfer just decrease slightly. It is shown by the amount of balancing fund that still has the highest portion in local government revenue and expenditure. The result of the research shows that the average proportion of balancing fund for provinces in Kalimantan still achieves more than 60%, even the local governments (districts) has higher dependency on central government transfer. Considering this condition, reducing the central governments transfer in significant amount will disturb the local autonomy of performance capacity. Abstract

Village government knows much about grass root problems because it’s the lowest level government and the most familiar government to the village people. The existence of village had been known even far before Indonesia was built. But in fact, village development runs slowly and far away behind the city, even more for the villages which located in the remote area. The Village government isn’t sub-ordinate of district government so it needs an authority given by the district government. So far, the village government only do administrative activities i.e. serve recommendation letter to people. By giving more authorities to the village government, it will bring advantages for the grass root people and improve villager’s live. As the function of government is to serve people, village government needs an instrument to make it more effective. Implementing the Standard of Minimum Service (Standar Pelayanan Minimal/SPM) at the village government is an alternative way to fulfill people constitutional rights in getting government services. The Standard of Minimum Service is derived from the Law Number 32/2004 and this instrument is used for province and district government. However, the village government is able to adopt this instrument and it also needs an empowerment on the organizational, financial and human resources aspects unto the village government.   Keywords : Authority, Village Government, Minimal Service Standard
