Abstract

Tourism is the potential of each region, with the optimal management of the tourism sector is able to improve the economic growth of surrounding communities. In response to the problem of managing the tourism  sector, not only the government that is responsible, but the role of private and public sectors is needed which is run according to the tourism program in Jombang. The tourism problem Jombang much frequented by foreign tourism and domestic tourist and increase from year but no significant impact on revenue. This study uses data collection techniques interviews and documentation. Technical analysis of the data used include qualitative data analysis. The result of this study refers to the theory of Van Meter and Van Horn as a confirmation  of the theory. This study found that tourism program Jombang is not optimal, the number of tourist who visit do not have an impact on increasing revenue for local government. It was also found not optimal implementation of tourism programs implemented. Tourism policy by applying the model of information system integrated tourism (integrated tourism/IT) can be synergized and integrated toursm development program that is ideal in these destinations and the socialization of program / tourism activities be intensified and evenly to the surrounding community to express their aspirations so that this cooperation can goes well and provide benefits to all and teint parties. eg travel agents, transportation, hotels, catering, tour operators, tour operators, tourist attraction and souvenir shop, where everything is together teintergrasi it will have an impact on increase in tourist destinations and revenue.

Abstract

The study of  partnership in public administration are perspectives of regional autonomy, the new public management and governance theory, the theory of partnerships, institutional theory, management theory of public goods, and asset management theories. Research recommendation, that in order to utilize  land assets as much as 831 fields, needs to be done: 1) Changes in regional policy (policy reform), the manager of three bureaus into one agency (agency) alone, 2) strategies and strengthening institutional partnerships as an effort to utility the management of regional assets ; 3) Management of regional assets (public goods) by utilizing the technology of administration (asset inventory, budget cycle and e-procurement) in increasing local revenue (funding incomes).Keywords :  regional asset, asset management, land asset utility, and partnerships.

Abstract

The impact is that many of the SMK, SMA and MA graduates have not been able to compete in the business world and in the Industrial world especially the SMK that dominates Surabaya's open unemployment rate of 11.74 percent, from the data indicating that there is a poor relationship between education and employment. The public policy model implemented in SMKs in Surabaya including SMK N 7 Surabaya is still centralized at the central of government. The impact of these policies is the implementation of policies that seem slow and not on target. The relationship between schools and business actors also does not work well if it is based on not absorbing graduates of SMK N 7 Surabaya in the fields of work around the school environment. This research intends to examine more deeply the public policy of the management of production units in SMKs and the models that can improve the management of SMK industrial units, where later than reporting these SMK production units becomes clear, it is hoped that the performance of these production units will also increase. The public policy evaluation model which is used as the basis for this research theory is to compare the results obtained with the objectives or targets of public policy determined to assess how far a public policy can produce results. Based on the research that has been done, a conclusion can be drawn that SMK N 7 Surabaya is in an unfavourable condition in using its internal strengths to overcome internal weaknesses. The public policy model in the management of the production unit of SMK 7 N Surabaya as a whole is in the good category with average scores, an average of 77.33%.

Abstract

AIDS Commission (KPA) noted that the East Java city of Surabaya is still ranked first number of HIV AIDS in East Java. In connection with this, then in order to provide legal certainty and protection against any efforts to combat HIV and AIDS in Surabaya established Regulation No. 4 Year 2013 on HIV and AIDS. In this study used qualitative research methods and evaluation methods used "Before and After Comparasions" so that the evaluation process by comparing the data of cases of HIV / AIDS in Surabaya from 2010 till 2014 the condition of case data before and after the policy is implemented regulations. Strategy or focus of the work program KPA as a commission appointed in efforts to prevent and control HIV / AIDS, currently only focuses on the patient only (OHDA) and community groups both the profession and the environment prone to HIV transmission. This is contrary to the legislative text. The level of success of the implementation of Regulation No. 4 in 2013 is still very much in doubt or can be said to be unsuccessful. The establishment of legislation and its implementation assessed not much influence. Data HIV / AIDS cases were discovered during the period of the year is contrary to the government's efforts Surabaya in HIV / AIDS by issuing Regulation No. 4 in 2013. KPA should be able to be a separate organizational structure with an arrangement of more detailed sub- structure and focus . Employment patterns and job description based on operating procedures are standardized (standard operating procedure or SOP ) of each part can be made more complex but not too long and more directly with the responsibilities that can be measured, so it can be better controlled and effective and seriousness in handling HIV / AIDS cases in the city of Surabaya can be seen. Strategy or focus of the work program of the government, especially the KPA should not only focus on the patient only (OHDA) and community groups both the profession and the environment vulnerable to HIV infection , but it can also focus on efforts to combat HIV/ AIDS in all societies with no social status, profession, age and risk factors.Keywords : Evaluation, settlement of HIV / AIDS, KPA (Komisi Penanggulangan AIDS)

Abstract

Dispendukcapil to increase user service satisfaction in order to attract public enthusiasm in managing population administration. The ultimate goal of increasing user service satisfaction is to achieve the target of ownership of population documents and civil registration. The forms of activity innovation that are being promoted by Dispendukcapil Sidoarjo Regency in their regular services are the Package System. The Package System is the process of managing one deed document but getting one or two other documents automatically. The deed document includes a birth certificate, death certificate, marriage or divorce while the other two documents include the Family Card (KK) and the new ID Card (KTP). In this program, when someone arranges a birth certificate, he will automatically get a new KK. Another example, when someone takes care of a divorce certificate, then he automatically gets a new KK and KTP.Based on this background, the problems that can be formulated are how the dimensions of tangible, reliability, responsiveness, assurance, and empathy influence on the satisfaction of service users in the Population Office and Sidoarjo Regency Civil Registration? This study uses quantitative methods and used theories from Parasuraman and Berry Zeithaml who found that ten dimensions. The rezult are user satisfaction of Dispendukcapil Sidoarjo Regency service is influenced by 4 dimensions and supports the Pasuraman theory. The effect of the assurance dimension is not possible because this dimension is considered not too important by service users. This is in line with the characteristics of the Dispendukcapil respondents in Sidoarjo Regency who mostly earn Rp. 1.2 Million, with a high school education background and job seekers.

Abstract

This study aims to determine the impact of the implementation of non-cash transactions with measuring variables are government commitment, human resource readiness, and cooperation on community characteristics. The study used a sample of 75 people from all Work Units or offices in the Keerom District government related to finance. The results  indicate that partially the implementation of non-Cash transactions with the variable commitment of the local government (X1), Readiness of Human Resources (X2), and Cooperation (X3) have an impact on the Characteristics of the Community (Y) in Keerom Regency which can be seen from the test value t-count compared to t-table as well as a significant level. Implementation of non-cash transactions jointly or simultaneously has an impact on the characteristics of the community (Y) in Keerom Regency which is done by comparing p_value or probability (F-statistics) with a significant level. From the calculation of the magnitude of the probability (F-statistic) and the significant level is set at a = 5% = 0.05, so the p_value or probability of this result then the comparison (f-count) with the value of 17,822 with a significant level is 0,000. These results explain that simultaneous implementation of non-cash transactions with government commitment variable (X1), human resource readiness variable (X2), cooperation variable (X3) together have an impact on community characteristics (Y), so the hypothesis stating that the variables of government commitment, readiness of human resources, and cooperation have a positive and significant effect on the characteristics of the community declared acceptable and can be verified. Abstract

The success of health care quality health service that can give satisfaction to every health care service users in accordance with the satisfaction level of the average - average population and communication is a very special process and means in human relations, especially in health care midwife. Midwife is one of the health workers have an important and strategic position in providing health services. Studies conducted in hospitals Syamrabu said that 53.3% of patients were less satisfied with the services of midwives.This research method uses a quantitative approach and the kind of research the correlation. The population is all inpatients in hospitals Syamrabu IRNA C. Techniques of collecting data using questionnaires. Data analysis using Chi Square test.The results showed that nearly all respondents say satisfied with the services and communication midwives in hospitals Syamrabu IRNA C Bangkalan. Abstract

Several country in the world showed to us that the success of a Country not only was determined by the nature wealth that was owned by him, but also was caused by the quality of  human resources, this could be seen by us like the Singaporean country although his nature wealth did not overflow, but the development of this country could be made the example by us how to their manage human resources could be expect and in the long run made this country one of the countries that like that went up in this Asian part. Based on from various results of the research of the experts, the quality of human resources could bring an organization was successful and the success was determined by his competence. Human resource competence or soft skill was the characteristics of the attitude and the effective behavior in the development of this organization. Competency will push someone to have the best achievement so as to be able to be successful in the organization. The development of human resources was something important in an organization especially the organization of the Government, the availability of human resources did not only include the available quantity but also must be accompanied by the quality of the human resources personally. To create the quality of human resources especially the quality of PNS human resources in the Karimun Regional Government then presumably necessary him created a model development of PNS human resources that were based on competence that only was not valid in the level of the certain position but also the model of human resources of development competence must be able to in applied in all the PNS levels available that is from unsure that was lowest to unsure the tallest official. Results of the research showed that the Karimun Regional Government did not yet place a model competency especially for the staff and that had the standard of special competence was them who occupied the certain position that is in the level eselonering that was based on the provisions of regulations Number : 43 in 200I place directly Standard position of structural Competence.Keyword : Aparature, development

Abstract

The purpose of regional autonomy is to prosper the community by providing good public services to the community. In providing services to the public, the government uses bureaucracy. Bureaucracy thus requires employees with integrity, honesty, and capable. Along with the increasing demands and expectations of the people, the government needs to reform the bureaucracy by removing Echelon III and IV. The aim is for efficiency, effectiveness, and speed in decision making. This new policy makes uncertainty the fate of Echelon III and IV officials. This study aims to find out more deeply about Echelon III and IV reforms at the Environmental Services of Blora Regency. Researchers used descriptive qualitative methods. From the research findings, it was concluded that: a. intensive and dialogical socialization is needed; b. echelon officials who have already approached retirement age, resign themselves to government policies regarding the elimination of echelon III and IV; c. Echelon officials who are young and productive, prefer structural positions because structural positions will get more facilities and welfare than functional positions; d. staff who have the potential, diligently follow the training and have a visionary view, prefer functional positions because if you can meet the credit score, can be promoted faster, and impact on income will increase.

Abstract

This Road Transportation Policy Mapping Study in Indonesia departs from the problem of road congestion which is the cause of various problems of inefficiency, time wastage, depression, increasing pollutants that are not environmentally friendly. The government as a regulatory agent is demanded to provide a policy solution to avoid this problem again. All the policies taken by the government are never enough to stop congestion. Vehicle volume continues to increase every time while the length and width of the road does not increase. This study formulates the question of how is the road transportation policy map in Indonesia? By using the library research method. The findings show that the road transportation policy in Indonesia includes various policies on Transportation Development, Operational Policy, Road Traffic and Transport Network Policy, Traffic Engineering Management Policy, Infrastructure Monitoring and Maintenance Policy. The study of road transportation policy mapping in Indonesia also produced findings that it turns out that in Indonesia there is already a road transportation policy sitematics which in an orderly manner is already in an orderly hierarchy, starting from the highest policy to the lowest policy, namely technical in the field. From the study of road transportation policy mapping in Indonesia produced findings that all existing road transport policy products include: a. Undang-Undang Nomor 14 Tahun 1992 concerning Road Traffic and Transportation; b. Undang-Undang Nomor 22 Tahun 2009 concerning Road Traffic and Transportation; c. Peraturan Pemerintah Nomor 34 Tahun 2006 concerning Roads; d. Peraturan Menteri Pekerjaan Umum Nomor: 13 /PRT/M/2011 concerning Procedures for Road Maintenance and Ownership; e. Peraturan Menteri Pekerjaan Umum Dan Perumahan Rakyat Republik Indonesia Nomor: 20/Prt/M/2016 concerning Organization and Work Procedures of Technical Implementing Units in the Ministry of Public Works and Public Housing.
