Abstract

Berlakunya peraturan yang mengatur tentang suatu perubahan sistem pengelolaan keuangan negara yang mana diperkenalkannnya pendekatan penganggaran berbasis kinerja tidak serta merta bisa segera dapat diimplementasikan pada suatu daerah dan SKPD sebagai perangkatnya. Keberhasilan implementasi anggaran berbasis kinerja sebagaimana tercantum dalam Buku Pedoman Penyusunan Anggaran Berbasis Kinerja yang diterbitkan Badan Pengawasan Keuangan dan Pembangunan (BPKP) tahun 2005 dipengaruhi oleh beberapa faktor, yaitu (1) Kepemimpinan dan komitmen dari seluruh komponen organisasi, (2) Fokus penyempurnaan administrasi secara terus menerus, (3) Sumber daya yang cukup untuk usaha penyempurnaan tersebut (uang, waktu dan orang), (4) Penghargaan (reward) dan sanksi (punishment) yang jelas dan (5) Keinginan yang kuat untuk berhasil. Dengan metode total sampling terhadap 19 pejabat RSUD dr. R. Koesma Kabupaten Tuban yang terlibat dalam penyusunan anggaran dengan pendekatan penelitian secara kuantitatif. Variabel independen penelitan ini adalah : Perencanaan Anggaran, Pelaksanaan Anggaran, Pelaporan/Pertanggung Jawaban anggaran dan Evaluasi Kinerja. dependen penelitan ini adalah : Akuntabilitas Kinerja Hasil penelitian pada RSUD dr. R. Koesma Kabupaten Tuban menunjukkan bahwa (1) Dari faktor perencanaan diketahui sebagian besar responden menyatakan kurang terlibat dalam perencanaan, (2) Dari faktor pelaksanaan sebagian responden menyatakan pelaksanaan anggaran baik, (3) Dari faktor Pelaporan diketahui sebagian besar responden menyatakan pelaporan anggaran baik, dan (4) Dari Faktor Evaluasi diketahui, sebagian besar responden menyatakan evaluasi anggaran baik. Pencapaian akuntabilitas pada RSUD dr.R.Koesma Tuban diketahui sebagian besar responden menyatakan akuntabilitas baik. Dari uji Chi Square diketahui bahwa faktor perencanaan dan pelaporan pengaruhnya rendah terhadap akuntabilitas, faktor pelaksanaan pengaruhnya agak rendah terhadap akuntabilitas, sedangkan faktor Evaluasi cukup mempengaruhi  akuntabilitasKata kunci: Implementasi Anggaran Berbasis Kinerja, Akuntabilitas Kinerja, Teori anggaran

Abstract

This study aims to analyze tourism development planning in order to increase tourist attraction in Kutai Kartanegara district, there are natural, cultural and artificial tourist attractions in Kutai Kartanegara district which are still largely undeveloped. The results showed that tourism development planning in Kutai Kartanegara district carried out by the District Tourism Office of Kutai Kartanegara began with the determination of the objectives and targets set out in the Strategic Plan, then data collection and analysis were carried out in the form of internal and external data. preparation of plans that are finally realized in programs and activities, the planning stages that are carried out are in accordance with tourism development planning through several approaches. Stakeholders involved in tourism development planning, namely the government, the private sector and the community. There are inhibiting factors in tourism development planning in Kutai Kartanegara District, namely human resource planning factors, system factors used and funding factors in tourism planning.Keywords: tourism development planning, tourist attraction

Abstract

Research entitled "Fairclough’s Critical Discourse Analysis in exposing the Crime of Political Communication in The Digital Ag" is motivated by crime issues that have developed into various social crimes, such as cyber crime, psychological crime, economic crime, and political crime. In the digital age, the crime of political communication is new because this form of crime is sublimated in e-commerce which tends to appeal to all ages. Critical discourse analysis offers a critical perspective in addressing the latest phenomena facing humans in the Digital Age. Especially the phenomenon of technology whose development is increasingly fast and uncontrollable. The purpose of this study is to reveal various forms of political communication crime through critical discourse analysis. The method used in this research is the library method. The results showed that the crime of political communication in the Digital Age occurred through the medium of the Digital Market as a medium of political communication

Abstract

Poverty reduction in Lamongan Regency is part of the policy priorities and part of the implementation of development in Indonesia. Operationally, implementation of policies to reduce poverty in Lamongan manifested in a variety of empowerment programs that centered on Badan Pemberdayaan Masyarakat (Bapemas). Considering the geographic and demographic conditions of Lamongan, the real problem of poverty is similar to other Regencys in East Java. The poor community are not only concentrated in urban communities but also scattered throughout the Lamongan regency, both in urban, rural and coast. Three of them require the different approaches of empowerment for the poor community programs and policy models. In this research focused on the implementation of poverty reduction programs in the regency Lamongan to determine model which used to avchieve success of poverty reduction with a qualitative approach. The results of research showed that the successful implementation of poverty reduction programs in Lamongan because of good communication between the implementor, the optimal use of resources, an attitude that is committed, an organized institutionalization, appropriate standards and targets as well as attention to social conditions of political. That success can be seen from the dimensions of economic empowerment, educational empowerment dimensions and the dimensions of empowerment participation. Depart from the reality of the results of this study, empowerment of the poor community in Lamongan Regency is done based on  basic potential of poor community and always pay attention to local knowledge which integrated with synergistic programs among the institutions that touch the poor community to become independent. Abstract

Apolicy of democratization and decentralization of development post-Orde Baru in Indonesia. Policies that result in deregulation in all sectors of the Indonesian government is bringing new value changes in the bureaucracy and the public. The potential for conflict of interest, the social and the clash of value systems in recipient community development agents and different backgrounds gave dynamics consequence such as a conflict between migrants with the local population. In practice there is ambivalence policy sector development transmigration, on one side of Pancasila as the ideal basic, the Undang-Undang 1945 contains the values of National unity and togetherness becomes the basis for public policy itself, but on the other hand precisely into contention for the benefit of the Local Government following each value, traditions and culture of different peoples. A discrepancy between the situation of communities and local government conditions sender with the community and the local government transmigration, formulated: 1.How is the Implementation of Transmigration Sector Development Policy in East Java Province, 2.How to model the Implementation of Transmigration Sector Development Policy in East Java Province. Design methods of research used a qualitative descriptive data mining technique documents, interviews, and observations to the location of transmigration.

Abstract

The ability of the Regional Government in planning the budget is something that is very influential in order to realize the goals set through the Medium Term Development Plan. The change in the paradigm of the government system from centralistic to decentralized (regional autonomy) has the consequence of a change in the development planning paradigm from a sectoral development approach to a regional (regional) approach.This study uses qualitative methods, to see whether the budget planning implemented by the East Java Provincial Government is in accordance with public policy, and sees its potential, taking into account the development of the 2014-2019 Medium Term Development Plan.The results achieved in this study are mostly the budget planning process that is applied in accordance with public policy, which starts from the bottom, although the results obtained are still not fully in accordance with the target. And this is evident that East Java is the province that first applied ebudgeting, so that budget management can be more transparent and accountable.

Abstract

Development covered the effort of change and innovation in society or nation life aspect to achieve  from one situation to another situation to more better. Include health sector.Another indicator of health sector succsess is Baby Mortality Rate. The Baby Mortality Rate in Indonesia about 24 per 1000 life birth in 2009. The baby mortality rate mentioned high enough if compared with ASEAN satate. For coping the problem of mother and baby health In Indonesia, so the role of KIA program (Program Kesehatan Ibu dam Anak) in the Society Health Center (Puskesmas) is very importen. This research use  Milton J. Esman concept (1971). This concept suggest that two groups of variables or factos are important to understanding and guiding institution building activity. These are the “institution variables”, which are assentially concern with the organization it self. The  institution variable include leadership, doctrine, program, resources and internal structure. And the “linkage variables” mainly to external relation. The  linkage variable include enabling linkages, functional linkages, normative linkages and diffused linkages.The goals of this research are to examine  wheather: leadership, doctrine, program, resources and internal structure affect the institutionalization of mother and baby health in Bakorwil Madura. And also to examine wheather enabling linkages, functional linkages and local culture value affect the institutionalization of mother and baby health in Bakorwil Madura. The result of quantitative analysis showed that: leadership, doctrine, program, resources and internal structure affect the institutionalization of mother and baby health in Bakorwil Madura. And also enabling linkages, functional linkages and local culture value affect the institutionalization of mother and baby health in Bakorwil Madura. Nevertheless, if investigate from b coefficient all variable and t statistic all variable showed that  resources,  leadership, local culture value and enabling linkages are critical variables. Abstract

This study seen from near about social phenomenon reality of public service implementation related to pilgrim hajj in this country. By looking public service management discourses, included human resources implementer and politic and public discourses involved in it with critical perspectives. Its focus to in-depth study partnership concept or government relationship, people (consumer), and business institution. Also could see emerging reaction either from hajj industry and umroh. As well as user citizen. This study using theory of structuration Giddens and several public management theory, theory of country, theory of governance to see public administration phenomenon of hajj service. While method that used is qualitative method with critical perspective. Data taking done in Surabaya and di Saudi Arabia. Informant selection performed purposively represented government, hajj businessmen, KBIH, and hajj congregation in 2012.        The result of this research indicate that partnership model is imbalance among state, industry and market. The government role be more dominant compared two other parties. Industry did not active anymore. While people more vulnerable in its role and strategic position. Complexities of hajj service, as religion worship, become public service system which produced more oriented to power holder that is state than businessmen and people. This study also able to identify state dominance practices and contradictions as well as interest conflicts which involved public service management practices.Keywords : three pillars partnership, state role, public service, hajj pilgrim

Abstract

Health workers human resources is a milestone in the success of health services. Recognition of graduate competence is competence certificate by act No. 12 of 2012. Health workers human resources have been complete national competence test obtained competence certificate which is consitute of quality skill grade for further training and guarantee the school of health science graduate. Regulation No. 12 of 2016; determine supplementary factor and inhibiting factor in national competence test implementation; and create the policy model of national competence test implementation in guarantee of health student. Design of research used qualitative descriptive approach. The respondent is school of health science in Makasar region. The primary data collected through interview, observation, and documentation. Data analysis used qualitative data analysis. Result of this research is : 1) Implementation of competence certificate policy which refers to ministerial of high school regulation No. 12 of 2016 inconsistent with mandate of act No. 12 of 2012 about high school, act No. 36 of 2014 about health workers, and ministerial of high school regulation No. 44 of 2014 about high school national standard. 2) Supplement factor of implementation competence certificate policy is the enachment of competence certificate policy in form ministerial of high school regulation, therefore must be implementing appropriate by the policy. While inhibiting factor of implementation competence certificate policy is refers to variable of Van Meter and Van Horn theory that showed low policy performance, therefore involved on disparity quality of learning has an impact on rate of re-taker increase. 3) Models of competence certificate policy which is still being centralistic implemented, therefore necessary to reconstruct competence certificate policy by exit-exam models with principle of integrated, synergistic, transparent, controlled, and accountable.

Abstract

In the current digital era, technology distribution in all sectors is crucial, no exception in the procurement of goods and services sector. Knowing this situation, the government then makes a policy that requires the process of procurement done electronically through the e-procurement application. By implementing this policy, the government expects an improvement of transparency, accountability, and efficiency in the process of procurement. To support this effort, in the year 2018 government also issued the Peraturan Presiden No. 16 Tahun 2018 on Public Procurement of Goods and Services, which provides an expansion of the role for stakeholders to engage in the process of procurement.One of the cities that implement e-procurement is Depok through its Working Unit for Procurement of Goods and Services (UKPBJ). This city even received numerous awards while implementing this policy. Nevertheless, there are many high fraud potential and corruption cases in this sector in the last few years. Through this research, the author seeks to provide recommendations of e-procurement implementation in Depok based on the public policy implementation concept from Howlett (2018), which does emphasize the importance of stakeholder role. The data on this research is gathered through the literature review methods while still paying attention to the credibility of data sources. The results of the analysis using this concept preceded by stakeholder mapping based on Emmy (2015) explanation show that the stakeholder role is crucial and must be maintained. Besides, efforts to increase transparency are also needed to facilitate stakeholders doing their role.
