Abstract

Nation branding has invaded almost all aspects of human life, not only for product or corporate, but also increasingly for places. Currently more cities, regions and states have increasingly cooperated with PR firms or branding consultants to achieve their target to build positive image and deliver their message to intended audience, including general public. Indonesia has been in attempt to formulate the best nation brand that can represent what both Indonesian citizens and government desire to have. Tourism is on the first step to account as it clearly shows the greatest potential to improve the positive image of Indonesia’s country of origin. Looking at ‘wonderful Indonesia’ as the country’s nation branding, this paper seeks to scrutinize the issue from the perspective of public diplomacy. Its origins, dynamics, and attempts in improving Indonesia’s branding internationally has proved Indonesia’s intention in exploring its positive attributes – tradition, culture, breathtaking nature amidst various on-going problems domestically.

Abstract

Iran and Israel nuclear programs that began to lead to military purposes has caused anxiousness for other countries. These issues push International Atomic Energy Agency (IAEA) as an international body in charge of supervising in the nuclear field to take policy related to nuclear technology in both countries. However, the policies that have applied by IAEA have double standards in resolving both cases. This thesis aims to explain why IAEA apply double standards policies in resolving the nuclear case of Iran and Israel. This study uses the theory of intergovernmentalism and neo-institutional approach to explain the factors that influence those policies. Through the analysis approach, emerge an hypothesis that position of the United States as dominant actor in the IAEA policy-making process and the existence of other actor’s actions which affect the legal status of the nuclear program safeguard impacted to IAEA double standard policies.

Abstract

This article examines three alternative International Relations theories, the English School, both its pluralist and solidarist forms, Marxism and postcolonialsm, and their insights and approaches toward the modern international phenomenon of humanitarian intervention. In particular, it identifies the key analytical tools used by each to understand, explain, and interpret said phenomenon, namely, international society and two separate notions of imperialism. Martin Wight’s famous typology of the three traditions of International Relations: Rationalism, Realism and Revolutionism is used to explore the fundamental differences between the theories. Ultimately, the article identifies that the perspectives’ views on humanitarian intervention are broadly: endorsement on the behalf of English School solidarists and ranging from caution to hostility on the behalf of English School pluralists, Marxists and postcolonialists. The authors concludes in favour of limited support for humanitarian intervention in line with that of the English School pluralists.

Abstract

The ADMM-Plus is a forum for ASEAN and its eight Dialogue Partners to strengthen security and defence cooperation for peace, stability, and development in the region. The initial ADMMPlus was convened in Ha Noi, Viet Nam, in 2010. The Defence Ministers then agreed on fve areas of practical cooperation to pursue under this new mechanism, namely maritime security, counter-terrorism, humanitarian assistance and disaster relief, peacekeeping operations and military medicine. To facilitate cooperation on these areas, Experts Working Groups (EWGs) are established. This paper aims to describe the role of ADMM Plus as an important platform for Asia’s defence diplomacy. It argues that, like other ASEAN offspring forums, the ADMM-Plus plays an important role in building confdence-building measures in the fve priority areas. It is, however, still unclear whether it could lead to next steps of defence cooperation.

Abstract

A few decades, Southeast Asia region saw a massive military build-up. To some extent it is motivated by growing external and internal threats facing by countries in the region, as well as steady economic growth. Amongst countries such as Malaysia, Singapore, Vietnam, and Thailand have been undergoing military modernisation through military procurement. This paper seeks to find out how does Indonesia respond to the military modernisation if not military competition in the region. This paper argues that Indonesia has been conducting military modernisation through so-called Minimum Essential Forces Policy. Among other Indonesia’s important responses are military cooperation and procurement from many countries, conducting joint military operation, and strengthening national military industry.

Abstract

Russian foreign policy in Middle East has been deemed as balancing towards the US and its allies. Following ‘the Arab Spring” in Middle East Russia began to strengthen its presence in the region, mainly through its support to Assad regime in Syria. Instead of balancing, this paper employs strategic hedging in analysing Russia’s strategy in the Middle East against the US domination in the region. This paper argues that Russia’s hegding mainly conducted through indirect (soft) balancing, follows by other components of hedging. Among the weakest component of Russia’s hedging is economic pragmatism.

Abstract

Complexities of terrorism actions have resulted in the transformation of counter-terrorism strategy. In this context, attempts of combating terrorism would need national, bilateral, regional, and multilateral initiatives. Another important factor is the importance of involving various institutions or organization, both in the government and non-government levels. It leads to sevreal questions, such as to what extend is the defferences role and functions of those various institutions (for instance, Densus 88, TNI, NGOs) in countering terrorism; and how do those institution coordinate their actions? In answering these questions, this paper explains historical role of TNI in countering terrorism, both before and after the separation of TNI and Polri. At the same time, this paper also scrutinise the weakest link betwee both institutions which has raised up their difficulty in coordinating policies and their implementations.

Abstract

This article aims at analyzing South Korea’s efforts both government and non-government level in conducting public diplomacy towards Indonesia, using social media. Starting from 2011, the South Korean Embassy in Jakarta, routinely used Twitter and Facebook to give information about South Korea and its Jakarta Embassy’s activities. This article the effectiveness of social media based public diplomacy of South Korean embassy in Jakarta. This article highlights two important points: first, official information from government sector garnered more responses than from non-government sector. The second is that the Facebook is the ultimate medium to disseminate information of both government and non-government information from South Korean Embassy

Abstract

This paper discusses the efforts of the Embassy of the Republic of Indonesia in Manila in the release of Indonesian crew members who were held hostage by the Abu Sayyaf group during 2016. It applies the negotiation theory which is one of the diplomatic functions performed to provide Service and protection of Indonesian citizens abroad. The data used in analyzing this thesis take a lot of source which come from direct interview with Minister Counselor of Political Affairs of Indonesian Embassy in Manila in Philippines and also reports, books, newspapers and various sources from internet. This paper concludes that the policies made and carried out by the Government of Indonesia and the Indonesian Embassy in Manila in performing its role as RI Representative in the Philippines in order to free the Indonesian crew members who were taken hostage by the Abu Sayyaf group in the South Philippines region. However, in the process of acquittal, an intensive negotiation process is needed both with the Philippine government and with the Abu Sayyaf using the negotiation strategy in order to achieve a win-win solution without having to use weapons or pay ration in the form of money demanded by the hostage taker.

Abstract

Fostering maritime sovereignty not only focusing on strengthening fire power through main weapons system acquisition, but also the supports factor of a marine operation, such as naval bases, is also worth noting. Naval base play an important role in supporting the operation of the Navy. The development and deployment of TNI forces, including naval bases, should pay attention to and prioritize security-prone areas, border areas, conflict-prone areas and remote islands in accordance with geographical and defense strategies. By relocating the main naval base near to the operating area, or vulnerable to threat areas, it can reduce response time, saving operational costs, increase operational reach, minimize potential threats, and become alternative solutions to budget constraints. Using Central Feature method on ArcGIS, based on threat perception, we locate several new position of naval base.
