Abstract

Paradigm shift in public services to be more transparent, accountable, and participatory encountered many obstacles at its implementation. Constraints are not only coming from the government officials but also from the people who do not fully believe in the improvement efforts being taken by the government. Taking the example of One Stop Service (Samsat) in the city of Yogyakarta, this paper presents a portrait of public service delivery that is still full of practices that are inconsistent with the principles of new public management.

The situation constitutes authoritarianism, cronyism, and corruption. To break the impasse, the decentralized system is proposed to make people closer to the public policy making. Decentralization is also convinced to be the solution to create a good governance. But a number of facts in the developing countries demonstrates that decentralization indeed has ignite emerges backfires such as decentralized corruption, parochialism, horizontal conflict, local political instability and others. This article elaborates the theoretical framework on decentralizations ouput as the a double-edge knife. In a simple words, the concept of decentralization does not have a permanent relationship with the creation of good governance and development. Abstract

New Order regime under Soeharto carried various ways out in order to weaken its rivals position. One of them is symbolical way, by using its formal discourses to create illegitimate and unfavourable construction on its rivals. This symbolical one is also applied to Bung Karno, the first President of Indonesia. Instead of less effectively legal-formal mechanisms to erode Bung Karnos influences, they delegitimated Bung Karnos in symbolical contex. This article looks that delegitimation practices to Bung Karno, or De-Soekarno-ization, is not only conducted on the level of manifest, for example by swept away Soekarnos loyalists fivm bureaucracy and military, but also on the level of symbolical-latent by negating and denying Bung Karnos historical roles and contributions. It occured in textual education books and government medias and on the various debate in mass media when apparatuses of New Order regime discreditted Bung Karno

This paper describes NGOs as an agent of environmental movement, especially in Yogyakarta. The paper focuses on modes of environmental movement. Environmental NGOs in Yogyakarta tend to have the same mode of one, although their activities varies. The mode of movement is sub-cultural movement. Abstract

The UNESCO defines the goals, objectives and the aims of development to be: not to develop things but to develop men. It means that the development process has to emphasize to promote the capacity of human resources and institutions in each community. Therefore in that process, community initiative and capacity in local level are very important. Nevertheless, governmental or non-governmental organization can execute some programs as an intervention in that process. In order that intervention has an impact to increase the capacity of the people, it has to use a principle; help the people to help themselves or intervention is a part of enabling process.

Abstract

Democratic crisis which has experienced by Indonesia recently has happened partly due to the weakening of the effectiveness of political parties and representative institutions in representing public interests. Both institutions are more involved in internal issues rather than focusing on public interests. As a result, the public trust toward the institutions which are also the pillar of democracy is declining drastically in recent years. This article underlines the establishment of a new political discourse through the development of agonistic political model which the author believed to be more effective in representing public interests and activating political institutions to perform its functions.
