Abstract

Pandanaran, Gajahmada, and Pemuda (Pandama region) in recent years continued to experience growth in property investment, especially for commercial functions and show more rapid growth in the region. The growth phenomenon of the Pandama triangle areas as an investment destination and  as a leading commercial center business is growing in line with the shift in the investment market (market force) that reacts to the many problems and limitations of Simpang Lima area as the destination investment CBD driven by previous Semarang Municipality. The research was carried out with quantitative approach to determine the characteristics and potential development of Pandama commercial areas in the future.  Commercial activity in the Pandama triangle dominated by service function by 58% with the pattern of development and distribution of commercial activity in th triangle Pandama tends to change from a pattern that follows the road network (ribbon) to be  concentrated pattern (center). Pandama triangular commercial area in the future will grow an develop as a magnet development in Semarang city and impact the higher quantity growth of the commercial activity and also lead to increasing the land conversion level of settlement into a commercial.

Abstract

In the flow of time, planning theory start to grow from only physical planning into a social one. According to John Friedman, planning divided into two kind of theory, they are top down and bottom up. Grounded on that conditions, masters of planning start to develop new and practical method to improve social, economic, and culture condition in terms of leading the bulding of civic society. This was the beginning of the community development. This reseacrh is trying to do a full observation in government program of community development called PLP-BK or people used to call noto deso that held in Kutoharjo District Kendal Regency. The objection of this research is to prove that the community sentiment is related and have a big influence to the rate of participation in implementation of noto deso itself. To identificate that matter this research is using a quantitative descriptive method and with self administered quisionare data gathering method. With the usage of that kind of research method, research variable can be identificate succesfully in order to processed in bivariate correlation analysis to prove the influence of community sentiment and the rate of participation. The outcome show us a fact that grounded on the correlation process the hypothesis of this research is proven that the community sentimet is really have a great influence to the rate of people participation in the implementation of noto deso program that held in Kutoharjo District. With the knowledge of that community sentiment influences the rate of participation, congruity progress in planning can be indentificate and the engineer the building of social can be optimalized in order to gain the civic society.

Abstract

Kawasan perbatasan merupakan kawasan permeabel yang mudah terpengaruh oleh kewenangan,  kebijakan, dan kepentingan dari dua atau lebih kawasan perbatasan. Dalam hal ini  termasuk  tentang pelayanan sarana publik. Pemanfaatan sarana publik lintas batas dapat terjadi karena berbagai alasan yang melatarbelakanginya. Demikian juga fenomena yang terjadi di Pasar Harjodaksino yang terletak di kawasan perbatasan Kota Surakarta dengan Kabupaten Sukoharjo. Pedagang yang berjualan di Pasar Harjodaksino tidak hanya berasal dari Kota Surakarta saja, tetapi juga dari Kabupaten Sukoharjo, khususnya Kecamatan Grogol. Untuk itu, fenomena tersebut sangat menarik untuk diteliti lebih jauh. Berdasarkan uraian tersebut, dirumuskan pertanyaan penelitian yaitu bagaimana pelayanan Pasar Harjodaksino di kawasan perbatasan kota dan mengapa terjadi pelayanan lintas batas. Untuk itu, penelitian ini bertujuan untuk mendeskripsikan  pelayanan Pasar Harjodaksino yang terletak di kawasan perbatasan tersebut. Untuk mencapai tujuan penelitian, metode yang digunakan adalah pendekatan kualitatif dengan strategi penelitian analisis studi kasus, sedangkan untuk metode pengumpulan data dilakukan dengan observasi lapangan dan wawancara. Selanjutnya informasi tersebut dianalisis dengan menggunakan metode analisis isi (content) dan dilanjutkan dengan analisis tematik. Kesimpulan dari temuan penelitian di atas adalah Pasar Harjodaksino yang dikelola oleh Pemerintah Kota Surakarta merupakan pasar lintas daerah yang melayani Kota Surakarta dan sekitarnya karena didukung oleh sifat pengelolaan yang permisif, sarana prasarana yang memadai, dan akses yang mudah.

Abstract

One of the environmental problems caused by human beings as a result of their activities is solid waste, the amount will be more and more, which can potentially lead to a variety of complex waste problems. Similarly, one of the central sub districts of the growing fast as urban areas, Desa Kutoharjo. The growing of heterogeneity of the population and land uses, it will emerge as problems of solid waste. Therefore, the village government through Community Self-reliance Agency (BKM) and non-governmental groups trying to implement the stages of sustainable waste management. Various attempts of implementation program has been done by community, such as sorting, ‘takakura’ or composting, but have not been able to run effectively. Along with it, the scavengers have been running their activities, who pick up trash sorting community property. So, the purpose of this article are to examines the activities and presence of scavengers in a state of society that seeks to manage the solid waste by strengthening local institutions in community-based integrated waste management. This article shows that the informal sector has been a well-established network, but it has become a community problem, if the scavengers take the solid waste sorting, especially on trash sorting, which is valuable if recycled. Most of the Scavengers has distinctive characteristics, namely do not care, ignorant with limited capabilities. Thus, their involvement in the management of  community-based sustainable integrated waste is not easy and difficult to implement, especially most people have the same interests as scavengers. However, there are many scavengers-level collectors who can be trusted and people willing to work together with them, especially on trash sorting, such as plastic, metal, glass, paper, paperboard and etc. Therefore, its effectiveness for more sustainable waste management, formal and informal relations sector requires a better cooperation, due the informal sector already has a well established network to manage a solid waste and on the other side the local government officially through BKM that have been formed community groups of waste management.

Abstract

Transit Oriented Development (TOD) is a concept of developing an integrated transportation system  with land use. Implementation of TOD in the Banyumanik Area, aims to address the impacts of urban sprawl, namely traffic congestion, air pollution, consumption of open space, and a sense of kinship society in a modern residential neighborhood. Based on TOD best practices, elements that influential and become critical success of TOD implementation are land use, hinterland areas support, transportation systems, the role of stakeholders, and the level of understanding and public acceptance. This study aims to identify and know the priority of elements and components that influence and become a critical success for possible TOD applications in the Banyumanik Area. This study used Delphi Method with four expert informants as respondents. The results showed that TOD concept has a potential to be applied in the Banyumanik Area. In order to TOD application can be run effectively and achieve its objectives, there are six elements and eighteen components that need an attention. Eighteen components are part of the six elements. Elements and components also need to be prioritized according to level of importance. The order of priority elements, namely the role and collaboration between stakeholders, the level of understanding and public acceptance, regulatory systems, land use, transportation systems, and hinterland areas support. Elements and components that obtained has evolved from the synthesis of literature review. Recommendations can be given is development actors and citizens must begin to play an active role seriously and collaborate in formulating a regulatory system which is a guidelines of TOD implementation in the Banyumanik Area. Along with this, the level of understanding and public acceptance (especially local) of this concept should be developed because the people adaptation to something new is different, so it will takes time for the TOD concept can be embedded within them as a solution to solve the  transportation problem,

Abstract

Tembalang is a growing area with a central activity of education. The existence of educational functions have an impact to presence various activities in the surrounding, particularly for support the main functions of the education. The emergence of a variety of activities such as trade and services, housing, and higher education highly influential on increasing demand for land in this region. Land is  limited goods will increase the price comparable with the increasing demand. The higher land demand occurs during the relocation of the first Undip Campus (located in Pleburan) to a new campus in Undip Tembalang which resulted in an increase land prices more than 1.000%. The price of land which originally ranged from Rp 200,000, - until Rp300.000, -/ m2 jumped to Rp.3.500.000,- until Rp4.000.000,-/ m2 (http:/www.antarajateng.com, accessed 2 November 2010). Segitiga Perumda is a very strategic location, is also supported by the completeness of facilities and infrastructure, as well as adequate accessibility. This condition is very support of investment in this region thus causing an increase in land prices significantly from year to year. Under these conditions, Semarang City establish the presence of the UN revised each year in which are also NJOP Earth. The rise of the United Nations addressed to over the function property into commercial property to increase value added as well asm the ability to pay. To achieve the objectives of the study, carried out a visit at an early stage to obtain data instansional Earth NJOP in the Segitiga Perumda for seven year (2005-2011) is the reference for analyzing land prices. Earth NJOP become as a reference because of the difficulty to getting the real land price data in time series (2005-2011).The data used to map the Earth NJOP region based on land prices. Furthermore, field observations and interviews conducted to determine the function of existing properties in the Segitiga Perumda by type of commercial property. From both, carried out in order to obtain super-impose an overlay map associated cost of land and commercial property development in 2005-2011. To determine the significance of the influence of increasing land prices to the development of commercial properties, the calculations performed by linear regression analysis using SPSS software version 17.0. Based on these statistics, it is known that the effect of land prices to the development of commercial properties for 89.05%, or have been in accordance with the initial hypothesis of the study. Based on the analysis, it can be concluded that an effect between the increase in land prices to the development of commercial properties in the Segitiga Perumda Tembalang. Land prices also determine the type of commercial property developments. On high land prices, growing commercial property is a business with high accessibility requirements, such as photocopy, supermarket, and retail outlets. Boarding commercial property and lodging accessibility needs are not so high that tends to develop in the zone of the cheaper land prices. Recommendations in this study aimed to Semarang City Government relating to policy  formulation RDTRK and zoning district and the control of a business license.Recommendations for the Segitiga Perumda Tembalang is by controlling and pegawasan commercial property.

Abstract

The higher the population growth is the main factor driving the increase will need space, this is experienced by most of the town of Maumere wake region located in the coastal zone. Since several  decades ago, many coastal areas visited and occupied by people from other regions one of which is Sulawesi. Bajo society known as the sailors accomplished by bringing habits/ customs of the region of origin, they occupy the coastal areas in the Wolomarang District and start doing activities around the coast such as living with inadequate infrastructure. Most of the people work as fishermen with low incomes who can only meet the needs of life in the form of clothing, food and potluck board. Settlements in the coastal area currently has problems of slum formation as seen from the physical building and environmental conditions that have no drainage and sanitation.  This study aims to identify the cause of the formation of slums typology of coastal areas in the Wolomarang District Maumere City. To achieve these objectives is necessary to identify the assessment of physical and non physical aspects, social aspects of cultural, economic, regiona characteristics, and policy aspects of coastal spatial planning. Coastal areas has also become one of the central development region of East Nusa Tenggara Province.The method used in this study is to perform quantitative data collection through field surveys (questionnaires, interviews and observations) and a survey instansional (government). Respondents in this study were in the Wolomarang District coastal communities and relevant agencies in the town of Maumere. Data and information from the public and relevant agencies will be directly assessed based on the mapping, frequency distributions and descriptive qualitative analysis.The results of some analysis has been done shows that the typology of coastal slums Wolomarang District is the settlement stage type, the type of semi-permanent and permanent type. Typology of slum formation in the coastal zone is influenced by two factors: economic factors related to location of work and low incomes, and a very strong cultural factors inherent in the society that is accustomed to living close to the sea by building a temporary condition. In its development to date in coastal settlements Wolomarang District the bay waters are carried out by reclamation, and the quality of slum settlements are included in weight. Location of residential communities that are along the road environment and spread irregularly, describe the condition of the settlement were not well ordered. The proposed recommendation is that the government needs to improve supervision and control of construction-related permits in coastal areas and the need for provision of basic infrastructure, i.e. drainage, sanitation and solid waste as well as increasing public knowledge related to the maintenance of settlements.

Abstract

Dinas Pemadam Kebakaran DKI Jakarta melalui Dinas Perumahan DKI Jakarta memprakarsai pembangunan Rumah Susun Dinas Pemadam Kebakaran di kawasan  Pegadungan, Jakarta Barat dan kawasan Poncol, Jakarta timur yang hanya diperuntukkan bagi petugas pemadam kebakaran. Kehidupan penghuni rumah susun Pegadungan dan Poncol yang sebelumnya tinggal di lingkungan dengan kehidupan sosio-kultural lingkungan horizontal dan di lingkungan yang bersifat heterogen, sehingga menjadi tanggung jawab tersendiri bagi rukun tetangga (RT) didalam mengatasi permasalahan hubungan bermasyarakat dan permasalahan kondisi fisik lingkungan sarana prasarana rumah susun. Tujuan penelitian yaitu mengidentifikasi pengaruh lembaga rukun tetangga (RT) terhadap kondisi Rumah Susun Dinas Pemadam kebakaran Pegadungan dan Poncol. Kondisi rumah susun tersebut meliputi kondisi fisik lingkungan rumah susun, interaksi dan kegiatan penghuni rumah susun, dan kinerja rukun tetangga. Metode analisis yang digunakan  yaitu analisis deskriptif kuantitatif berupa skoring dengan skala linkert untuk menjelaskan pengaruh antar variabel sedangkan untuk teknik pengumpulan data yang digunakan berupa observasi, wawancara dan kuesioner dengan jumlah sampel sebesar 80KK penghuni rumah susun. Hasil penelitian diketahui bahwa rukun tetangga terhadap kondisi rumah susun Pegadungan dan Poncol, rukun tetangga mempengaruhi dari ketersediaan dan kondisi sarana prasarana lingkungan rumah susun, kegiatan keragaman sosial budaya rumah susun, frekuensi dan antusiasme kegiatan lingkungan rumah susun , dan usaha sampingan penghuni rumah susun.

Abstract

Penyediaan air bersih yang diselenggarakan oleh PDAM Kota Semarang pada tahun 2011 baru mampu melayani 56,95% penduduk. Sehingga terdapat sebagian penduduk Kota Semarang yang belum terjangkau pelayanan jaringan air bersih perkotaan. Untuk memenuhi kekurangan pelayanan kebutuhan air bersih tersebut, pemerintah membuat program penyediaan dengan melibatkan masyarakat, sebagaimana kasus di Kelurahan Tugurejo Kecamatan Tugu Kota Semarang. Di lokasi ini, sejak tahun 2003 Kelompok Swadaya Masyarakat (KSM) Tirto Langgeng yang dilanjutkan BKM Makmur Abadi di Kelurahan Tugurejo membentuk sub unit pengelolaan air bersih untuk melayani masyarakat,  khususnya di wilayah RW I dan RW V. Pada tahap selanjutnya muncul berbagai masalah terkait kualitas dan penyeadiannya. Untuk itu, penelitian ini bertujuan mengkaji kinerja pelayanan air bersih berbasis masyarakat di Kelurahan Tugurejo. Metode penelitian mengkombinasikan antara kuantitatif dan kualitatif, melalui analisis kinerja yang ditinjau dari aspek operasional, keuangan, administrasi dan kepuasan pelanggan. Berdasarkan analisis penilaian kinerja ditemukan bahwa sisi penyelenggara meliputi aspek operasional, keuangan dan administrasi dinilai berpredikat ‘baik’, dan “mampu berkembang”, artinya mampu  menjaga konsistensi dan kualitas air bersih, mampu menghasilkan keuntungan untuk menjalankan kegiatan  operasional, mempertahankan asset, membayar kewajiban pinjaman; serta  pengelola mampu mempertahankan  keberlanjutan pelayanan  air bersih  kepada pelanggan.  Penilaian kinerja dari sisi pelanggan, dinilai dengan kepuasan pelanggan dari kualitas pelayanan air.  Nilai indeks kepuasan pelanggan (Customer Satisfaction Index) adalah 78,34 % berada pada kategori “puas”,  artinya  pelanggan puas terhadap hampir semua  atribut-atribut kualitas layanan air bersih dari penyelenggara layanan, walaupun belum semua  sesuai harapan pelanggan. Analisis Importance Performance Analysis (IPA) menjelaskan atribut-atribut yang perlu dipertahankan kinerjanya yaitu kualitas fisik air, lokasi tempat pelayanan, kemampuan petugas administrasi/ keuangan, kecermatan petugas pencatat meter air, tarif air yang terjangkau, kelengkapan sambungan pelayanan, dan kepastian biaya yang dibayar. Akan tetapi masih terdapat atribut-atribut yang perlu ditingkatkan kinerjanya yaitu kuantitas air, kontinuitas, kedisiplinan petugas distribusi air, cepat dan tanggap terhadap keluhan pelanggan, serta petugas mudah dihubungi.

Abstract

Perkembangan kota terjadi akibat munculnya pusat pertumbuhan baru. Kecamatan Tembalang menjadi pusat pertumbuhan baru karena adanya kebijakan pemerintah yang menjadikan Kecamatan Tembalang sebagai kawasan pendidikan, Kecamatan Tembalang yang merupakan lokasi kawasan pendidikan merupakan salah satu pusat pertumbuhan kota Semarang menjadi pendorong berkembangnya segala akitivitas yang berimplikasi pada terjadinya perubahan pemanfaatan lahan. Bertambah luasnya kawasan permukiman dan berubahnya kondisi permukiman kemudian mengindikasikan adanya perbedaan jumlah dan kondisi sarana prasarana serta kualitas permukiman. Penelitian ini bertujuan untuk mengkaji Perkembangan Fisik dan Tipologi Kawasan Permukiman di Pusat Pertumbuhan Kecamatan Tembalang, Kota Semarang, menggunakan metode deskriptif kuantitatif dengan analisis spasial yang menggunakan Data Citra. Hasil penelitian menunjukkan terjadi perkembangan fisik di kawasan permukiman selama kurun waktu 10 tahun (2005-2015). Tipologi kawasan permukiman di Kecamatan Tembalang, mencerminkan suatu permukiman perkotaan yang telah dilengkapi dengan sarana prasarana, namun yang berada dalam kondisi baik hanya ditemukan di Kelurahan Sendangmulyo. Kualitas lingkungan Kawasan Permukiman sebagian besar termasuk dalam kriteria cukup layak ditemukan di  Kelurahan Rowosari, Kelurahan Meteseh, Kelurahan Kramas, Kelurahan Tembalang, Kelurahan Bulusan, Kelurahan Mangunharjo, Kelurahan Sambiroto, Kelurahan Jangli, Kelurahan Tandang, Kelurahan Kedungmundu, dan Kelurahan Sendangguwo. Hal ini terjadi karena kondisi pohon pelindung dan pola tata letak bangunannya buruk. Rekomendasi yang dapat disampaikan berdasarkan hasil penelitian yaitu perlu dilakukan perbaikan prasarana lingkungan dan perbaikan Pola tata letak bangunan serta pengaturan pohon pelindung di Kawasan Permukiman Kecamatan Tembalang.
