Abstract

This study aimed to analyze the Outspreading direction of waterabsorption areas and the extent ofoutspread of water absorption areas at the subdistrict of rumbia and Central Rumbia in Bombana regency.The study used a descriptive method, i.e a survey method. Data were analyzed using an overlay techniquewhich combined a namber of data and maps using the SIG (Sistem Informasi Geografis) or GeographicalInformation system. Some Parameters that ware used to determine water absorption areas were land use,precipitation, slope angle, and the texture of the land under investigation. Result of data analysis showedthat there were 2 criteria to determine the suitability of water absorption. The less suitable zones were in thenorthern, southern to western areas, totaling 6.249.03 Ha or 78.00 % of the total of areas being researched.The unsuitable zones of water absorption was in the eastern area of the research, which were mostly theareas where people reside, totaling 1,760.97 Ha or 21.98 % of the total of areas under investigation.Keywords : absorption zona, Underground water

Abstract

This study aims to show the effect of population growth and land productivity on theconversion of urban land. This study uses data on area size by type of land use per village to measureurban land use. The use of population growth data and land productivity was analyzed using multipleregression and classification typology, the authors found that population growth had a negativeinfluence and land productivity had a positive influence on land conversion. Negative populationgrowth of -3,593 and land productivity of 6,921 will give effect to the conversion of land with an areaof 31,197 Ha. The type of region that experiences land conversion in Marisa City can be classifiedinto three types, namely (1) Areas in the process of land conversion (Marisa Utara) , (2) Areas thatare rapidly shifting land functions (South Marisa, Pohuwato, Teratai, Botubilotahu Indah, Palopo andBulangita), and (3) Areas that have the potential to convert land (Pohuwato Timur). The results of thisstudy indicate that population growth and Land productivity plays an important role in acceleratingthe conversion of urban land in the Marisa City area of Pohuwato Regency.Keywords: population, land productivity, function change, region, city

Abstract

Penelitian ini bertujuan mengidentifikasi dan menganalisis kondisi lingkungan permukiman di tinjau dari aspek fisik (prasarana dan sarana), sosial dan ekonomi masyarakat di Kelurahan Lakologou Kecamatan Kokalukuna Kota Baubau berdasarkan Standar Pelayanan Minimal (SPM) permukiman. Penelitian ini dilaksanakan di Kelurahan Lakologou Kecamatan Kokalukuna Kota Baubau. Data yang digunakan adalah data kependudukan, data eksisting pemukiman nelayan berupa sosial budaya, ekonomi, dan lingkungan serta peta dasar wilayah penelitian yang diperoleh dari Bappeda Kota Baubau, BPS Kota Baubau dan dianalisis secara deskriptif kualitatif.Hasil penelitian menunjukkan bahwa kondisi lingkungan permukiman Kelurahan Lakologou Kota Baubau ditinjau dari 1) aspek fisik : prasarana jalan kota sudah memenuhi SPM sedangkan jalan lingkungan dan jalan setapak tidak memenuhi SPM, prasarana drainase di Kelurahan Lakologou sudah memenuhi SPM, prasarana air bersih di Kelurahan Lakologou sudah memenuhi SPM, prasarana MCK di Kelurahan Lakologou sudah memenuhi SPM, prasarana pengolahan air limbah di Kelurahan Lakologou tidak memenuhi SPM, prasarana pengelolaan sampah di Kelurahan Lakologou tidak memenuhi SPM, prasarana jaringan listrik di Kelurahan Lakologou sudah memenuhi SPM, sarana perkantoran dan pemerintahan di Kelurahan Lakologou sudah memenuhi SPM, sarana kesehatan di Kelurahan Lakologou sudah memenuhi SPM, sarana peribadatan di Kelurahan Lakologou sudah memenuhi SPM, sarana perekonomian dan jasa di Kelurahan Lakologou sudah memenuhi SPM; 2) aspek sosial ekonomi : tingkat pendidikan masyarakat relatif rendah yaitu 77,02% berpendidikan dasar (Tidak tamat SD, Tamat SD & SLTP), sebagian besar masyarakat bekerja sebagai petani, nelayan dan pedagang, dan masyarakat memiliki kesadaran yang rendah terhadap kebersihan, kesehatan dan kelestarian lingkungan permukiman. Kata Kunci : Prasarana, Sarana, Permukiman

Abstract

Keragaan Gaya Hidup Antarkawasan Perumahandi Kota Kendari (Studi Kasus: Kemaraya Regency, Palm Mas Residence, dan Kendari Permai). Penelitian ini dilakukan untuk (1) mengetahui gaya hidup penghuni masing-masing perumahan dan karakteristik yang membedakan mereka dengan penghuni perumahan yang lain dan (2) mengetahui hal-hal yang menjadi pertimbangan konsumen dalam memilih perumahan. Obyek penelitian ini adalah penghuni perumahan Kemaraya Regency, Palm Mas Residence, dan Kendari Permai yang merepresentasikan perumahan mewah, perumahan kelas menengah, dan perumahan sederhana. Untuk keperluan penelitian ini dilakukan pengumpulan data dengan memberikan kuisioner kepada penghuni ketiga perumahan mengenai pendapatan dan pengeluaran rumah tangga rata-rata perbulan, umur, pekerjaan, tingkat pendidikan dan kebiasaan penghuni perumahan dalam menghabiskan waktu luang mereka. Analisis data dilakukan dengan menggunakan statistik deskiptif dan statistik inferensial yang terdiri atas uji korelasi dan regresi linear.Hasil penelitian ini menunjukkan (1) Penghuni perumahan kelas mewah dan menengah cenderung lebih banyak melakukan konsumsi daripada penghuni perumahan sederhana, sedangkan penghuni perumahan sederhana cenderung lebih banyak menabung dibandingkan penghuni perumahan mewah dan menengah.(2) Dalam memilih perumahan, konsumen mempertimbangkan kesesuaian perumahan dengan pendapatan dan gaya hidup mereka. Kata kunci: Gaya Hidup, Pola Konsumsi, Perumahan

Abstract

Central Business District (CBD) plays very important roles in an area since this is where a regionbegins its growth and development before it moves outwards to the surrounding areas (hinterland). Thedevelopment of hinterland around the CBD of Rumbia needs to be analyzed to see the position andaccessibility of the hinterland in relation to the city centre. This study was set out to describe spreadingactivities in the hinterland areas that were affected by activities in the city centre of Rumbia.The purpose of this study was to analyze the accessibility of hinterland areas in its relative positionto the CBD of Rumbia city, to analyze the potensials for developing hinterland areas around the CBD ofRumbia in terms of their accessibility and land utilization, and to analyze population growth in thehinterland around the CBD of Rumbia in terms of the aspect of regional potensials for development.The study was conducted using a descriptive quantitative approach. Formula used was Hansen’saccessibility index, and variables under investigation were the number of population, the distance betweenareas, the extent of areas for residence, and employment opportunities in each area.Result of analysis showed that, based on Hansen’s accessibility index, the highest accessibilityindex was gained by the sub district of Rumbia (179.65 inhabitants per km2), followed consecutively by thesub district of North Rarowatu (126.31 inhabitants per km2), the sub district of Central Rumbia (72.68inhabitants per km2), the sub district of Rarowatu (30.82 inhabitants per km2), the sub district of Mata Oleo(28.33 inhabitants per km2), the sub district of Masaloka Raya (24.61 inhabitants per km2) and the subdistrict of Southeast Poleang (5.48 inhabitants per km2). The sub district of North Rarowatu has the biggestpotentials for development in comparison to the other six sub district, and it also has the biggest growth ofpopulation.Keywords : CBD, hinterland, accessibility, Hansen.

Abstract

This research aims to know the : (1) Implementation of land use, erosion and sedimentationcontrol, revegetation, maintenance and placement of reclamation guarantees based on ForestryMinister's Regulation Number P.60/Menhut-II /2009 about Guidelines for Assessing the Success ofForest Reclamation and Decree of the Minister of Energy and Mineral Resources Number 1827K/30/MEM/2018 about Guidelines for the Implementation of the Principle of Good MiningTechnique; (2) The Suitability of the implementation of the reclamation of the PT. WIN with the planthe pattern space RTRW South Konawe Regency. The research method used is field survey and imageinterpretation with variables namely (1) Implementation of land use, (2) Erosion and sedimentationcontrol, and (3) Revegetation. The research results showed that value the level of success ofreclamation in PT. WIN according Forestry Minister's Regulation Number P.60/Menhut-II/2009 was73,8 with medium category it means reclamation acceptable but still necessary repairs whileaccording to the Decree of the Minister of Energy and Mineral Resources Number 1827K/30/MEM/2018 is 79.04%. The results of the analysis of spatial pattern of space RTRW SouthKonawe Regency with land reclamation PT. WIN is the agricultural utilization of food crop acreagedry land (Moor) and the results of the analysis of the reclamation plan cost calculation of PT. WIN forthe second period of 2015 - 2019 covering an area of 8.58 hectares required Rp. 3,291,882,543, whilethose planned by PT. Abstract

Penelitian ini bertujuan untuk: (1) Mengetahui dan menganalisis dinamika penggunaan lahan di Kecamatan Puuwatu dan Kecamatan Baruga Kota Kendari pada tahun 2008 hingga 2014, (2) Mengetahui dan menganalisis faktor yang mempengaruhi terjadinya perubahan penggunaan lahan di Kecamatan Puuwatu dan Kecamatan Baruga Kota Kendari. Analisis data yang digunakan yaitu Overlay Peta dan analisis regresi berganda. Dinamika Penggunaan Lahan di Kecamatan Puuwatu dan Kecamatan Baruga dari tahun 2008 hingga 2014 mengalami perubahan penggunaan lahan yang sangat dinamis. Penggunaan lahan yang paling besar perubahannya di Kecamatan Puuwatu adalah  lahan kebun dan pertanian sedangkan di Kecamatan Baruga adalah lahan terbangun atau permukiman dimana jumlahnya bertambah 502,30 ha. Pertambahan luas lahan terbangun yang signifikan ini merupakan hasil konversi lahan kebun, dan pertanian dimana sawah mengalami penurunan sebesar 137,57 ha, hutan mengalami penurunan sebesar 280,98 ha. dan lahan terbuka mengalami penurunan sebesar 83,75 ha. Faktor yang meningkatkan perubahan penggunaan lahan pertanian menjadi non pertanian di Kecamatan Puuwatu adalah pertumbuhan penduduk, pertumbuhan fasilitas ekonomi dan pertumbuhan fasilitas pendidikan sedangkan di Kecamatan Baruga adalah pertumbuhan fasilitas ekonomi dan pertumbuhan fasilitas pendidikan.Kata kunci: dinamika penggunaan lahan, faktor yang mempengaruhi perubahan penggunaan lahan

Abstract

Kampus Baru Universitas Halu Oleo (UHO) merupakan salah satu perguruan tinggi negeri yang termasuk dalam kandidat kampus terluas se-Indonesia Timur dengan luas areal lebih dari 252 Ha. Berada di kawasan pengembangan pusat pemerintahan membuat Kampus baru UHO menjadi kampus yang terfavorit hal ini ditunjukan dengan bertambahnya jumlah calon mahasiswa dari tahun ke tahun. Bertambahnya jumlah mahasiswa mendorong penyediaan fasilitas pendidikan sebagai kebutuhan utama. Keberadaan bangunan yang ada saat ini dan rencana-rencana pembangunan kedepan belum mempertimbangkan konsep penataan ruang yang baik sehingga bangunan yang ada tumbuh dan berkembang mengikuti ketersediaan lahan saja sehingga cenderung tumbuh tanpa arahan yang jelas, hal ini mengancam ketersediaan lahan khususnya ketersediaan ruang terbuka dan berdampak pula pada penataan elemen yang terkait seperti sirkulasi kendaraan, utilitas bangunan, sistem drainase dan mekanikal elektrikal.nTujuan dari penelitian ini adalah untuk memberikan rekomendasi desain tata ruang kampus UHO yang mengoptimalkan ketersediaan ruang terbuka 60% secara proporsional dengan konsep penataan yang lebih terarah.mHasil penelitian ini menunjukkan bahwa kondisi penataan bangunan yang ada saat ini yang tidak tertat dengan baik sehingga berpengaruh pada elemen lainnya. Abstract

This study aims to analyze; 1) the performance of increased availability of infrastructure and anincrease in motor vehicle tax revenues every year in Southeast Sulawesi Province; and 2) the role ofincreasing motor vehicle tax receipts on infrastructure improvements in Southeast Sulawesi Province. Thisresearch was carried out at the Revenue Service office, the Southeast Sulawesi Provincial Public WorksOffice, and the SAMSAT offices throughout the districts / cities in Southeast Sulawsei Province. Dataanalysis performed was descriptive qualitative method and simple regression.The results of the study show that; 1) the contribution of the motor vehicle tax sector every yearto 12 districts / cities in Southeast Sulawesi Province is quite varied, and Kendari City is the biggestcontributor to PKB income and the lowest contribution is North Buton Regency; 2) During the period 2018-2015 the construction of road infrastructure (the length of the road built) was around 601.12 Km (10.24%),where the South Konawe Regency had the longest road length of 88.32 Km, while the construction of theshortest road was in Kabupaten Bombana namely 18.68 Km; and 3) the contribution (amount of revenue) ofthe PKB does not have a significant effect on the development of road infrastructure in Southeast SulawesiProvince so that the length of the road to be built in the future is around 5,270.75 Km, with a growth rate of10.24%. .Keywords: Contributions, Motor Vehicle Taxes and Road Infrastructure

Abstract

This study aims to analyze: (1) the level of slums in coastal settlements in South Konawe Regency,(2) efforts to improve the quality of coastal settlements in this Regency. This research was conducted inTorokeku Village, Tinanggea Sub-District, South Konawe Regency. This study uses a quantitative descriptionmethod, and the data was obtained through observation, interviews, and literature studies. The analysis wascarried out by using a location assessment formula based on Minister of Public Works and HousingRegulation No. 02 of 2016 by considering eight criteria: (1) Condition of residential buildings, (2)Environmental road conditions, (3) Clean water supply conditions, (4) Conditions for wastewater treatment,(5) Condition of waste treatment, (6) Fire protection conditions, (7) Coastal environmental conditions and(8) Coastal disaster risk conditions.Based on the results of the analysis, the slum level of coastal settlements in Torokeku Village fallsinto the category of moderate slums. This is caused by the condition of high building density and the numberof uninhabitable houses, damaged road conditions and not yet reaching all the houses, unsufficient cleanwater for the community, the absence of waste water treatment facilities, the absence of waste processing, theabsence of fire protection facilities and the reduction of the mangrov ecosystem. Improving the quality ofsettlements is carried out through rehabilitation and home development in new locations; repairment andimprovement of public facilities and infrastructure such as environmental roads, clean water, waste watertreatment, waste treatment, and fire protection facility; and through the restoration the damage mangrovecosystem.Key words: Level of Slumness, Quality Improvement, Coastal Settlement
