Abstract

This study aimed to find out. Implementation of Family Planning Program in Baraka District, Enrekang Regency. The type of research used in this study was descriptive qualitative research with phenomenology that was inductive. Data collection techniques used by researchers were interviews with eight informants, observation, and documentation. Data analysis techniques used were data reduction, data presentation, data presentation, and conclusion. Data validity was used triangulation that was source triangulation, triangulation time, and triangulation technique. The results of this study indicated that the Family Planning Program seuccessfully run well wuth evidence that the satisfaction of people who had used KB, but still needed to improve access to quality services in Family Planning Program in Baraka District Enrekang Regency Keywords implementation of Family Planning Program (KB).Key words: The implementation of Family Planning Program (KB).

Abstract

The purpose of this study was to determine the Behavior Bureaucracy In Birth Certificate Services in the Office of Population and Civil Registration Bone regency.This type of research used in this research is descriptive and qualitative analysis of the data used is Data Reduction, Data Display, Conclusion Drawing / Verification (Conclusions and Verification). While data collection techniques used by researchers is the observation, interviews and documents. The results showed that the behavior is bureaucracy in the Ministry of Birth Certificate not comply with the Public Service Act Number 25 of 2009 on Implementation Public service, as an employee: a) fair, b) Professionals, c) Use the facility with good service, d) Use the authority / Position appropriately. e) In accordance with standard operating procedures (SOP).  Keyword: Behavioral Bureaucracy, Birth Certificate Service  Tujuan dari penelitian ini adalah untuk mengetahui Perilaku Birokrasi Dalam Pelayanan Akta Kelahiran di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Bone.Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif dan analisa data yang digunakan adalah  reduksi data, penyajian data, kesimpulan dan verifikasi. Sedangkan teknik pengumpulan data yang digunakan peneliti adalah observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Perilaku Birokrasi dalam Pelayanan Akta Kelahiran belum mengacu pada  Undang-Undang Pelayanan Publik Nomor 25 Tahun 2009  tentang  Penyelenggaraan Pelayanan Publik, yang harus memiliki perilaku adil, profesional, menggunakan fasilitas pelayanan dengan baik, menggunakan jabatan atau kewenangan dengan tepat,  sesuai dengan Standar Operasional Prosedur (SOP) Kata Kunci : Perilaku Birokrasi, Pelayanan Akta Kelahiran

Abstract

 This study aimed to know the  Implementation Policy of the Family Hope Program;Program Keluarga Harapan (PKH) and find out the supporting and inhibiting factors of the Hope Family Program  in Enrekang Regency. This study used descriptive qualitative research, one of the procedures that produced descriptive data in the form of words both in writing and verbally from someone and observed behavior. Data collection techniques were observation, interviews with a number of informants. The results showed that the Implementation policy of the Hope Family Program  in Enrekang District had not been fully implemented optimally in accordance with its objectives, this was seen from the indicators (1) Communication (2) Resources (3) Disposition and ( 4) Bureaucratic structure. Inhibiting and Supporting Factors, which could occur at any stage Implementation of people's understanding was still lacking, the distance of the location of the remote companion so that it was less than optimal and the existence of social jealousy in the community ABSTRAKPenelitian ini bertujuan untuk Mengetahui Implementasi Program Keluarga Harapan (PKH) dan mengetahui faktor pendukung dan penghambat Program Keluarga Harapan (PKH) di Kabupaten Enrekang. Jenis penelitian yang akan digunakan didalam penelitian ini yaitu jenis penelitian kualitatif yang bersifat deskriptif yakni salah satu prosedur yang akan menghasilkan data deskriptif dalam bentuk kata-kata baik secara tertulis maupun secara lisan dari seseorang serta perilaku yang diamati. Teknik pengumpulan data yang digunakan adalah observasi, wawancara terhadap sejumlah informan. Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Program Keluarga Harapan (PKH) di Kabupaten Enrekang belum sepenuhnya terlaksana dengan optimal sesuai dengan tujuannya, hal ini dilihat dari indikator (1) Komunikasi (Communication) (2) Sumber Daya (Resources) (3) Disposisi dan (4) Struktur birokrasi. Faktor Penghambat dan Pendukung, dimana dapat terjadi disetiap tahap Implementasi pemahaman masyarakat yang masih kurang, jarak tempuh lokasi pendamping jauh sehingga kurang maksimal dan adanya kecemburuan sosial di masyarakat.

Abstract

The purpose of this research is describe and explain the influence of  village government  leadership toward the level of public  awareness in possession of an identity card. This kind of research is descriptive quantitatif. Type of research is survey research. The sample are 90 people. Technic of determining sample used the slovin formula and elected the proportionate stratified random sampling from population of  922 people from. Data collection techniques used  the distribution of questionnaires and study literature. The result showed a positive effect between village government  leadership toward the level of public awareness. The influence of leadership on the level of awareness public in possession of identity card is as many as for 38.31 % and 61.69 % influenced by other factors.  Keywords: leadership, awerness of government, identity card                                                                            Tujuan dari penelitian ini untuk mengambarkan dan menjelaskan pengaruh kepemimpinan pemerintahan desa terhadap tingkat kesadaran masyarakat dalam kepemilikan Kartu Tanda Penduduk. Jenis penelitian ini adalah deskriptif  kuantitatif. Tipe penelitian yaitu penelitian survey. Sampelnya sebanyak 46 orang masyarakat desa. Teknik penentuan sampel menggunakan rumus slovin yang dipilih secara proportionate  stratified random sampling dari populasi 922 orang berdasarkan jenjang pendidikan. Teknik pengumpulan data yang digunakan yaitu pembagian kuesioner dan studi literatur. Hasil penelitian menunjukan adanya pengaruh positif antara kepemimpinan pemerintahan desa terhadap tingkat kesadaran masyarakat. Pengaruh kepemimpinan terhadap tingkat  kesadaran masyarakat dalam kepemilikan kartu tanda penduduk sebesar 38,31% dan 68,69% di pengaruhi oleh faktor lain. Kata kunci: kepemimpinan, kesadaran masyarakat, KTP

Abstract

This study aims to obtain an overview of the role of the village government in relation to empowerment, namely village-owned enterprises (BUMDes) that must be empowered in an effort to strengthen the village economy in Patani Village. This type of research is qualitative and the data analysis used is Phenomenology with the number of informants as many as 11 people. Data collection techniques are observation, documentation, and interviews. The results of this study indicate that BUMDes in Patani Village have not been effective in helping the independence of Patani Village. Because the role of the Government in the guidance and direction of the BUMDes managers is less than optimal. BUMDes managers are less creative in developing existing funds, even though Patani Village has potential that can be developed, such as managing Bricks and Buying and Selling Goats. There is no Transparency and lack of communication between Supervisors, Managers and Members of BUMDes even to the Community, BUMDes Community Management is not directed. Likewise with the community, there are those who understand and know BUMDes and there are those who cannot and do not know at all, even though there are those who can accept BUMDes.Keywords: role of the village government, development and empowermant of BUMDESABSTRAKPenelitian ini bertujuan untuk memperoleh gambaran mengenai Peran Pemerintah Desa dalam kaitannya dengan pemberdayaan yaitu Badan Usaha Milik Desa (BUMDes) yang harus diberdayakan dalam upaya memperkuat perekonomian Desa di Desa Patani. Jenis penelitian ini adalah kualitatif dan analisis data yang digunakan adalah Fenomenologi dengan jumlah informan sebanyak 11 orang. Teknik pengumpulan data yaitu observasi, dokumentasi, dan wawancara. Hasil Penelitian ini menunjukkan bahwa BUMDes yang ada di Desa Patani belum efektif untuk membantu kemandirian Desa Patani. Karena Peran Pemerintah Desa dalam membimbing dan mengawasi para pengelola BUMDes kurang optimal. Pengelola BUMDes kurang kreatif dalam mengembangkan dana yang ada, padahal Desa Patani mempunyai potensi yang bisa dikembangkan, seperti pengelolaan Batu Bata dan Jual-Beli Kambing. Tidak adanya Transparansi dan kurangnya komunikasi antara Pengawas, Pengelola, dan Anggota BUMDes bahkan kepada Masyarakat, sehingga Pengelolaan BUMDes tidak terarah. begitupun dengan masyarakat, ada yang mengerti dan mengetahui BUMDes dan ada yang tidak mengerti dan tidak mengetahui sama sekali, walaupun sebenarnya merekalah yang seharusnya bisa menerima BUMDes.Kata Kunci: Peran Pemerintah Desa, Pengembangan, dan Pemberdayaan BUMDES

Abstract

This study aims to determine the role of government in the empowerment of rice farmers and the determinant factor empowerment of rice farmers in the village Parumpanai Wasuponda Luwu Timur subdistrict. The study used a qualitative approach with descriptive analysis. This study uses a phenomenological type, data collection technique using the instrument in the form of interviews and observations. The results showed that the government's role in the empowerment of rice farmers in the village of Parumpanai already running although not yet fully effective, in addition to the farmers still feel the constraints of aid received assistance mainly seeds and fertilizers that are thought to increase agricultural production. This suggests that the absence of government's efforts to obtain quality seeds and fertilizers that are environmentally friendly affordable to the public in accordance with the conditions of agricultural land in the village of Parumpanai sehinggan to increase agricultural production community.  Keywords: Role of Government, Farmer Empowerment Penelitian ini bertujuan untuk mengetahui peran pemerintah dalam pemberdayaan petani padi dan faktor determinan pemberdayaan petani padi di Desa Parumpanai Kecamatan Wasuponda Kabupaten Luwu Timur. Penelitian menggunakan pendekatan kualitatif dengan analisis deskriftif. Penelitian ini menggunakan tipe fenomenologis,Teknik pengumpulan data menggunakan instrumen berupa wawancara dan observasi. Hasil penelitian menunjukkan bahwa peran pemerintah dalam pemberdayaan petani padi di Desa Parumpanai sudah berjalan meskipun sepenuhnya belum efektif, disamping itu petani masih merasakan adanya kendala dari bantuan yang diterima terutama bantuan bibit dan pupuk yang dianggap bisa meningkatkan produksi lahan pertanian. Hal ini menunjukkan bahwa belum adanya upaya pemerintah mendapatkan bibit unggul dan pupuk yang ramah lingkungan yang terjangkau bagi masyarakat sesuai dengan kondisi lahan pertanian di Desa Parumpanai sehingga dapat meningkatkan produksi pertanian masyarakat. Kata Kunci : Peran Pemerintah, Pemberdayaan Petani

Abstract

PT Kereta Api Indonesia (Persero) is a land transportation service company that prioritizes customer satisfaction. The purpose of this study was to determine excellent service, to determine customer satisfaction and to determine the relationship of excellent service with customer satisfaction at Pasar Senen Station in Jakarta. The research method uses quantitative methods with questionnaires and interviews analyzed using SPSS 22.0. Population of 100 respondents using saturated sample techniques. The results showed that the correlation of 0.746 which means that there is a very strong relationship between excellent service and customer satisfaction. In the coefficient of determination test it is known that the R Square value of 55.6% and the remaining 44.4% is influenced by other factors.Keywords: Excellent Service, Customer Satisfaction

Abstract

The aim of this research is to find out how the government local strategy inreducing the complicated services in SAMSAT office. The research method is aqualitative descriptive. This research was using case studies and the data collection techniques were the observation, interviews and documentation. The result is the SAMSAT Gowa had not been able to provide satisfactory service of the service recipient. These happened because the infrastructure or devices that did not support and professionalism of employees involved in the process of public service. The Public demand for services provided of SAMSAT Gowa is simple. The services are the procedures of services is easily, fluent, fast and no complicated, easily to understand and implemented. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana strategi pemerintah daerah dalam mengurangi pelayanan yang bebelit-belit di kantor Samsat. Jenis penelitian ini adalah deskriptif kualitatif, penelitian ini menggunakan studi kasus dan teknik pengumpulan data dengan menggunakan metode observasi, wawancara dan dokumentasi. Dari hasil penelitian menunjukkan bahwa SAMSAT Gowa belum bisa memberikan pelayanan yang memuaskan para penerima layanan. Hal tersebut terjadi karena sarana dan prasarana atau alat yang kurang mendukung serta keprofesionalan pegawai yang terlibat dalam proses pelayanan publik. Masyarakat menuntut agar pelayanan yang diberikan SAMSAT Gowa untuk sesederhana mungkin, dalam arti bahwa prosedur tata cara pelayanan diselenggarakan secara mudah, lancar, cepat dan tidak berbelit-belit serta mudah dipahami dan dilaksanakan.

Abstract

The purpose of this study was to determine the implementation of garbage retrtibution in Tamalanrea ditrict of Makassar City and the factors that influenced it. The type of research used was descriptive qualitative by using two kinds of data tose were primary data and secondary data. The data was analyzed descriptively qualitative that was analyzing all data that succed in collecting writer and showed in the from of sentence in accordance with result of interview from 11 informants which previously had been specified. Technique of collecting data using 4 indicators those were observation, interview, literature, study and document. The result of the research showed that the implementation of garbage retribution in Tamalanrea District had 4 indicators, namely (1)   division of tasks those were not carried out maximally, (2) regulations were not understood yet by some people,(3) good community participation, (4) socialization which was not evenly distributed throughout the society.                                                     ABSTRAK Tujuan dari penelitian ini Untuk mengetahui pelaksanaan retribusi persampahan di Kecamatan Tamalanrea Kota Makassar dan faktor-faktor yang mempengaruhinya. Jenis penelitian yang digunakan adalah deskriptif kualitatif dengan menggunakan dua macam data yaitu data primer dan data sekunder. Data tersebut kemudian di analisis secara deskriptif kualitatif yaitu menganalisis semua data yang berhasill di kumpulkan penulis dan selanjutnya di tampilkan dalam bentuk kalimat sesuai dengan hasil wawancara dari 11 informan yang sebelumnya telah di tentukan. Tekhnik pengumpulan data menggunakan 4 indikator yaitu observasi, wawancara, studi kepustakaan dan dokumen. Hasil penelitian menunjukkan bahwa pelaksanaan retribusi persampahan di Kecamatan Tamalanrea terdapat 4 indikator yaitu (1) pembagian tugas yang tidak di laksanakan dengan maksimal, (2) peraturan yang belum di pahami oleh sebagian masyarakat, (3) partisipasi masyarakat sudah baik, (4) sosialisasi yang tidak merata di seluruh lapisan masyarakat. Kata kunci: pelaksanaan, retribusi persampahan.

Abstract

The objective of this study is to find out the government role towards the management of public cemetery land in Makassar. The type of the research is descriptive qualitative with phenomenological research type. The data were collected through interview, observation and documentation. The data were analyzed through data reduction, data display and conclusion. The findings of the research indicate that the role of the government as the regulator (Environmental Service) of Makassar city in managing the public funeral is not optimal due to a number of obstacles in its implementation process. The role of the government as the facilitator land provider concept is that not only do they serve as public service institution but also in a democratic society they have a main role as facilities and infrastructures providers.Key word: Role, government, funeral land management.  ABSTRAKPenelitian ini bertujuan untuk mengetahui peran pemerintah dalam pengelolaan lahan pemakaman umum di kota Makassar. Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif dan tipe yang digunakan dalam penelitian adalah fenomenologis. Teknik pengumpulan data yang digunakan peneliti adalah wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan adalah Reduksi data, Penyajian data, dan kesimpulan. Hasil penelitian ini menunjukkan bahwa peran pemerintah sebagai regulator (Dinas Lingkungan Hidup) kota Makassar dalam mengelola pemakaman umum masih belum maksimal sebab dalam proses pelaksanaanya masih memiliki banyak hambatan dan kendala. Peran pemerintah sebagai fasilitator konsep penyedia lahan tidak sekedar sebagai institusi pelayanan masyarakat tetapi dalam masyarakat yang demokrasi memiliki peran pokok yaitu penyedia fasilitas dan sarana prasarana.                                                                                                  Kata kunci:  Peran, Pemerintah, Pengelolaan lahan pemakaman.
