Abstract

The National Archives of the Republic of Indonesia (ANRI) revealed in 2016 that most government agencies' recordkeeping was inadequate. As a result, ANRI established the National Movement for the Awareness of Good Recordkeeping (GNSTA) to improve the situation. Initially, this movement used social movements as a framework to broaden its formal, emotional, and substantive dimensions. The study aimed to examine the implementation of the GN(S)TA program and consider what actions the program's designers and organizers can take to improve the program's quality. This study conducted from 2017 to mid-2019 used quatlitative methods, specifically case study and unintentional participatory observation techniques, and updated data from 2019 to 2021. This research found that he GN(S)TA program, a state-sponsored social movement model, has success made government agencies recharge their commitment to good records management. Many government agencies participated in this program's success in improving their records management quality after joining the program. That improvement indicated that government agencies' commitment to proper record management has increased based on the perspective of the formal dimension. Unfortunately, the emotional and substantial dimensions fell behind. If this situation persisted, the commitment would be unendurable. The study concludes that this state-sponsored movement program effectively increases the enthusiasm of government agencies. However, it is too focused on the formal dimension.

Abstract

The policy of providing open-access e-books is one form of information disclosure carried out by LIPI in building a public facility in the form of a credible and innovative source of scientific literacy, particularly related to scientific publications of publicly funded research results. This research analyzed the policy of providing LIPI e-books in 2020-2021 in the Covid-19 pandemic. This study used a qualitative approach with a case study method. Data collection was carried out in May-June 2021 through in-depth interviews with two informants, a literature review, and observation of document searches related to the policy of providing open-access e-books at LIPI Press. The results indicated that the policy was fulfilled by implementing the Local Knowledge Acquisition Program and the Open Monograph Press (OMP) electronic publishing system. This policy has effectively increased the visibility, accessibility, and usefulness of scientific books during the Covid-19 pandemic. This can be seen from the increasing number of access to LIPI Press e-books provided through OMP throughout 2020-2021. However, the lack of understanding of open access among the public is a challenge in providing e-books. At the same time, the limited number of human resources who handle the electronic publishing information technology system is a fundamental problem in developing an e-book publishing system. This study concludes that the basis and implementation of the policy for providing open-access e-books are feasible to be maintained and improved, especially as a form of accountability for public funds used for public knowledge sources.

Abstract

The public library is one of the institutions that have the function and task of preserving indigenous knowledge. Recorded in the form of collections stored in the library's local content service consist of printed books, e-books, and audio-visual collections use social media, especially Instagram, can facilitate the dissemination of indigenous knowledge information to local content collections in public libraries. This study aimed to produce media to promote Blitar's indigenous knowledge in the form of infographics with information sourced from the local content collection at the Blitar Public Library. Research method used development method and the Four-D development model with product development stages consisting of defining, designing, developing, and distributing. Respondents in this study were the people of Blitar, media promotion experts, material experts, and expert practitioners (librarians). In this study, product trials were carried out on three aspects consist of material, visual, and language. Based on the trials and validity tests results, it concludes that Blitar's local content promotion media products in the form of infographics are suitable for use with revisions. Blitar local wisdom infographics increase the reach by maximizing the use of hashtags and scheduling infographic uploads at the best times. Local content promotion media products in infographics form produced in this development research are quite good.  However, there needs to be some improvement especially on material aspect.  The material that was carried did not represent all local wisdom topics in Blitar.

Abstract

Archive structuring is sorting and combining archives according to type and use of archives for organization's benefit. Electronic filing systems are useful in facilitating the management of archives in organization. The study aimed to determine the implementation of the Dynamic Archival Information System or Sistem Informasi Kearsipan Dinamis (SIKD) at the Purwodadi Grobogan Regional Archives and Library Office. The research method was descriptive qualitative. The results showed that implementation of SIKD in dynamic archives at the Purwodadi Grobogan Regional Archives and Library Office began with document recording, archive control, distribution of archives, archive storage, and archive shrinkage. Archives are recorded in various methods consist of agenda books, control cards, and manuscripts. Archive control used are a control card system, spreadsheet introduction, and the SIKD framework application, which is equipped with a login. Distribution of archives used identification cards in SIKD after taking advantage of new developments and using conventional process combinations. Archive storage, both active and inactive records used the usual storage process that relied on the classification code recorded on the control card. This study concludes that the creation of the archives to archives shrinkage needs to be optimized. Due to the limited human resources of digital archive managers, not all dynamic archive files are digitized, and not all units can use the SIKD system due to website network problems. This study implies that the management of digital archives needs improvements in meeting the needs of those who require them at the Purwodadi Grobogan Regional Archives and Library Office.

Abstract

Student responses to ARCS (Attention, Relevance, Confidence, and Satisfaction) are related to describing the level of student attention to library services during the Covid-19 pandemic. It includes the relationship between the services provided and student needs (relevance), student confidence in receiving library services, and student satisfaction with library services during the pandemic. The study analyzes student responses based on ARCS to Universitas Lambung Mangkurat (ULM) library services during the Covid-19 pandemic. This study used a mixed-method design in the triangulation design: quantitative data model validation procedure. In this model, the researcher collected quantitative and qualitative data, then analyzed each of these data. The next stage was to carry out further analysis by validating the quantitative analysis results using qualitative results. The study was conducted in June-October 2020. The research sample was 500 students who visited the ULM library. Qualitative data were taken from 10 students using random sampling from the sample. The research instruments were validity sheets, questionnaires, and interview protocols. Specific findings in this study in detail were as follows: student responses based on attention, student responses based on relevance, student responses based on student confidence, and student responses based on satisfaction with ULM library services during the pandemic were in the category 'good'. Based on ARCS, this study concludes that student responses to ULM library services during the Covid-19 pandemic are good.

Abstract

Reference services satisfaction assessment in libraries are one of the factors that determine the satisfaction of library users. Therefore, periodic improvement and development of reference services is required. This study was aimed to determine the extent of user satisfaction with reference services that have been implemented in the Library of the Faculty of Animal Husbandry, Universitas Padjadjaran. This study employed a quantitative descriptive approach based on survey to 132 respondents representing each academic year. The survey data were analyzed descriptively and presented in graphs. The questions in the survey cover four topics, namely the ease of borrowing and returning procedures, staff performance, reference information access, and library facilities. The results showed that respondents answered satisfied with a consistent level across the topics measured above. Even so, improvements are needed, especially in the aspect of library facilities, which are marked by responses with low scores. Service improvement in these four aspects can generally be focused on changing the paradigm from "library-centered" to "user-centered" by accommodating the expectations and desires of most users. In addition, after conducting training on access to reference collections, respondents answered that the training was considered very useful and was expected to be carried out periodically. In conclusion, users are satisfied with the reference service at the Faculty of Animal Husbandry Library, Universitas Padjadjaran. In addition, the training program on access to library collections has been successfully implemented and felt very useful by respondents and can be categorized as a service improvement activity.

Abstract

Students at the tertiary education level need the information to complete their assignments at the university. Information retrieval behavior among university students is interesting to study because it shows the ability of search techniques and the diversity of information needed. The researcher has extensively researched information-seeking behavior at this level of education. However, more needs to be explicitly performed on the information retrieval process conducted by engineering students. The purpose of the present study was to reveal engineering students' information retrieval behavior process when using information sources from online database websites through analysis the types of online database websites the students used as primary information sources, why the students used these websites, and identified the challenges in information seeking using online database websites. For this study, data were collected using an internet-based questionnaire distributed among students at the Department of Urban and Regional Planning, ITS. The study results indicated that engineering students used search engines as the primary information source due to their richness and flexibility. In this case, we have found additional results regarding the patterns of presentation and the interactivity necessary to optimize the function of online database websites. Also, the study has found the challenges faced by students in retrieving information and how they overcome the situation by using different keywords.

Abstract

The pandemic era has changed all aspects of human activity to be online-based, including the learning process. The online learning process requires digital-based learning resources and knowledge. The condition of school libraries in Indonesia, which is still in the library automation system stage, causes the library's role as a center of knowledge to be not optimal. Therefore, this study examined the urgency of digitizing school libraries to create learning centers based on various perspectives. This study used a qualitative approach with a literature review type. The validity and reliability test used used cross-reference source checks, quick recording, member checks, and extended observation. Data analysis used content analysis with the Miles and Huberman approach model. Based on legal, psychological, health, educational, economic, social, and technological perspectives, research showed the urgency of digitizing school libraries in the post-truth era. Library digitalization has created an educational space allowing the learning process in the library through the provision of collection resources in digital collections by the library. Schools face obstacles in digitizing libraries: inadequate facilities and infrastructure, lack of skills and abilities of librarians for digitization, lack of support from schools as institutions that oversee libraries, and lack of funds provided. Libraries need to consider barriers and solutions. If realized, the library can become a knowledge center as the primary source of information providing the required information, especially for school-age users.

Abstract

The Borobudur Conservation Office as a memory institution manages its archives and disseminates information about preserving the Borobudur Temple. The Borobudur Conservation Archives have also recognized as a Memory of the World by UNESCO in 2017. Therefore, developing a website using the ICA Atom platform based on open source is important for accessibility of the Borobudur Conservation Archives at the Borobudur Conservation Office. The purpose this study is explain how development of the Borobudur Conservation Archives accessed services through the ICA-AtoM platform with analysis the process of integrating digitized data and the development of the Borobudur Conservation Archives. This study used a qualitative approach with data collection methods: literature study, participatory observation, and interviews. A literature study used library sources related to the research topic. The participatory observation was conducted through fieldwork practices for two months, from 21 December 2020 to 26 February 2021, at the Borobudur Conservation Office. This study used structured and unstructured interviews. The study result was that the development of the ICA-AtoM design had been adapted to the needs of the Borobudur Conservation Office. From the aspect of usage, the developed website https://arsip.borobudurpedia.id has met user needs with standards issued by the International Council on Archives (ICA) and metadata standards. In conclusion, the development of the ICA AtoM platform version 2.5 and the creation of archival information contextualized as shared content for users with evidentiary value, informational value, and intrinsic value are uploaded to the website, including archival descriptions, authority records, and archival institutions.

Abstract

The Library and Archives Office of Magelang City can be said to be successful in supervising 30 libraries in Magelang City, with the result that 19 libraries got a grade of “A” and 11 libraries got a grade of “B”. It was interesting to study their activities in supervising the libraries in Magelang City. This study aimed to determine how to supervision process was carried out by the Library and Archives Office of Magelang City to supervise libraries in Magelang City that participated in library accreditation. The study used qualitative research with a case study approach conducted in Magelang City. Data collection techniques used interviews with related parties, namely the Library and Archives Office of Magelang City and Library Officers in Magelang City who participated in the accreditation. The selection of informants purposefully used the snowball technique until the data experienced a saturation point. The results showed that the Library and Archives Office of Magelang City carried out supervision consisting of 3 categories: supervising individuals, managing groups, and leading organizations. However, two items were not implemented in supervision activities; the first was managing reward items in the category of supervising individuals. The supervised library considered the accreditation certificate as a reward. The second was budgeting basics items in the category of managing groups. It resulted in the managing reward, which was not implemented; therefore, library supervision has succeed implement the supervision process in participating in library accreditation in Magelang City.
