<![CDATA[The greatest history of Aceh shows that Aceh was once a prosperous and sovereign autonomous State. On the other hand, before reaching its independence, Indonesia still consists of islands which is name Nusantara. Aceh's triumphs that had never been conquered by the Dutch caught Soekarno's interest in calling for Aceh's assistance in defending Indonesia's independence. Sukarno also invited Aceh to join and become a part of the Republic of Indonesia and build the Nationalism through The Imagined Community Of Indonesia. After joined Indonesia, Aceh experienced various social and economic discriminations that generated ethnic sentiment through the Free Aceh Movement (GAM). The purpose of this study is to conduct a theoretical analysis of the Indonesian nationalism penetration by GAM through the use of ethnic identity. This research uses a qualitative method with a literature study and refers to two main theories namely Nationalism initiated by Bennedict Anderson (1991) and ethnic theory which was initiated by Anthony Smith (1981). The results of this study indicate that GAM became a massive movement because it managed to build ethnic sentiment through the use of ethnic identity and against Indonesian nationalism. On this basis, GAM gained great support from its followers and sympathizers to separate from Indonesia.]]>

<![CDATA[The Population and Civil Registration Service of Banda Aceh city continues to make various efforts in providing population administration services to the community. One of the innovations that developed was an online birth registration, where the community utilizes modern technology. The recording model has become stimulation for other regions in Aceh who want to apply the same thing. Even, there were other areas that have learned good practices that had been implemented in Banda Aceh. This study aims to determine the background that led to the initiation of online birth registration and the impact of online birth registration on the expansion of birth ownership. The research method used was qualitative research and the data were analyzed descriptively. Data were obtained through in-depth interviews with relevant stakeholders. The results showed that the background that led to the creation of online birth certificates were: to utilize modern technology; to facilitate the community; to implement the inspiration that came when was doing a comparative study to Pasuruan with the Education and Community Study Center (PKPM) team and the presence of community that had no time to conduct the birth certificate. The existence of online birth registration has a very big impact on the community, which increasing the scope of birth certificates and speeding up the management process which can be handled at any time and at any moment.]]>

<![CDATA[The amendment of the 1945 Constitution has created a new policy direction towards the political changes of national law. One such policy is the creation of two new judicial institutions, namely the Constitutional Court and the Judicial Commission. The background of the formation of a judicial commission is as a watchdog of judges, so that the independence possessed by judges is not misused. The constitutional basis of the Judicial Commission is set forth in Article 24B paragraph (1) of the 1945 Constitution. It states that the Judicial Commission is independent in its capacity to propose the appointment of Supreme Court justices and to have other powers in order to safeguard and uphold the honor, dignity, and behavior of judges. Regarding the authority of the duties and functions of the Judicial Commission is further stipulated in Law No. 18 of 2011 on Amendment to Law Number 22 Year 2004 concerning the Judicial Commission. The principal authority of the Judicial Commission legislation, as a means of controlling the conduct and conduct of judges, and as a means or tool to change the behavior of judges in a better and ethical and moral direction. The provisions in the new Judicial Commission Law have reinforced and expanded sanctions in the event of alleged violations of the Code of Ethics and judge behavior which include mild sanctions, moderate sanctions and severe sanctions.]]>

<![CDATA[Badan Usaha Milik Gampong (BUMG) is a village economic institution established by the village government with capital ownership and management carried out by the government and the village community. The formation of BUMG Blang Krueng refers to the Aceh Besar Regent's Regulation Number 14 of 2008 concerning Village-Owned Enterprises (BUMG). The type of research used in this study is a type of qualitative research with a descriptive approach. The focus in this study is the application of village democratic principles to the BUMG as Village Economic Institutions. The results of this study found that adherence to democratic norms can go hand in hand with loyalty to the community and ultimately village democracy is no longer a universal device that is compelling or a mechanism and procedure that is independent of the experience of rural communities, but is related and tied to the lives of the people who run democracy. As reflected in a village economic institution in BUMG Blang Krueng, which succeeded in implementing village democracy in its establishment and management based on the principles of a) Village community interests, b) Deliberation, c) Participation, d) Volunteering, e) Tolerance, f) Humanity or humanist, g) Gender justice, and h) Transparent and accountable.]]>

<![CDATA[This paper examines the factors that led to the emergence of independent candidates for Election of Regent and Vice Regent of Garut in 2013. The number of candidates who register through independent channels reached 22 candidate pairs with diverse professional and organizational background after verified 4 pairs of candidates contesting with 46 candidate pairs from political parties/coalitions of political parties. This independent candidate is present amid the political dynamics of Garut, which is always colored by political elite conflict and unusual change of regent due to corruption case and violation of ethics/legislation. By using a qualitative approach with the interview technique this paper discusses 3 factors that cause the emergence of individual candidates, that is First, an institutional factor of the weak party, Second, Factor of recruitment process of an exclusive and centralized political party. The third is the circulation factor of local political elites, where individual candidates arise as the new middle-class increases, dissatisfaction with public service and civil service, and the barrage of elite political conflicts that occur prior to the election of Garut Regent and Vice Regent of 2013.]]>

<![CDATA[Women voters became one of the strategic voter segments in the political dissemination carried out by the Magelang City KPU because in addition to the population that exceeded male voters, it was also due to obstacles for women in terms of education, economy and social causes which made women more in the domestic area and limited access to information including electoral issues. In the implementation of simultaneous regional elections in 2015, the KPU set a target of national voter participation rate of 77.5%. As an effort to reach the target, Magelang City KPU implemented a strategy in carrying out political socialization to women voters. Qualitative methods are used in this study, and data collection techniques are used through interviews and documentation. Determination of informants is done with the purpose of using the snowball strategy. The results and discussion revealed that the Magelang City Election Commission applied an offensive and defensive strategy simultaneously but with different target groups of women voters.]]>

<![CDATA[In this contemporary times, elections or direct regional head elections (local elections) are considered to be one of the most appropriate ways to conduct regular elections or changes of power, therefore a good local election must prioritize justice and democratic principles which away from fraudulent behavior such as money politics. In the Aceh local election in 2017, it is suspected that there have been many practices of money politics in some areas and and if it real happened it would be not good for the development of democracy. Moreover, since Aceh is an area that implements Islamic law, so money politics is intolerable which in Islam itself the behavior of money politics is included in bribery cases which are certainly not justified in Islam. This study tried to examine the dynamics of money politics in the 2017 Aceh local election. The type of reseach is descriptive qualitative that aims to provide an overview and explanation of the variables studied. The theory used in this study is the Rational choice theory popularized by James S, Coleman. The results of this study indicate that the practice of money politics was occured and practiced by almost all candidates with various motives as if it were not money politics. There were including giving basic food coupons or in the form of public facilities so that people are not aware of what they receive is also money politic.]]>

<![CDATA[The study discusses the efforts to find solutions in realizing quality prisoner formation in the Ministry of Law and Human Rights in accordance with the values ​​of Islamic law. In particular, this study looked at the conditions of the formation of prisoners in detention centers and prisons which had been carried out by the Aceh Province of Law and Human Rights Ministry through the concept of Islamic law and wanted to know what actions were taken by the Penitentiary if the prisoners conducted jarimah as stipulated in Qanun No. 6 of 2014 concerning Jinayat Law. The author used descriptive analysis research methods with the data collection techniques were interview and documentation review. This research was carried out at institutions that are directly related to prisoner guidance systems, namely the Sigli Detention Center and Meulaboh Prison. The results showed that, in the Sigli and Meulaboh Prison detention centers which were the samples of this study, the guiding system of prisoners at the Meulaboh Penitentiary and Sigli Prison refers to Law No. 12 of 1995 concerning Correctional Services. The meaning of the system of religious guidance for prisoners and detainees is still very standard, which is about routine activities, namely attending lectures, meeting together, praying in congregation. While their understanding of the existence of the Shari'a Qanun is inadequate. So, if there were cases such as gambling and abuse of narcotics and other crimes, sanctions applied were only sanctions for reprimand or only limited to using positive law in accordance with the Criminal Code and other Special Criminal Law rules.]]>

<![CDATA[This study analyzes political socialization by KPU Provinsi DKI Jakarta informing smart voters in the DKI Jakarta governor election in 2017. This was motivated by the low level of voter participation in 2007 and 2012 and the existence of SARA issues which led to the actions of Muslims. The theory used in this study is the Theory of Rush and Althoff where there are 3 methods of political socialization, namely imitation, instruction, and motivation. The method in this study is a qualitative method. The results of this study are political socialization by the KPU Provinsi DKI Jakarta informing smart voters carried out by imitation method, instruction, and motivation. Imitation is done to the beginner voter by way of face-to-face socialization, election camp and choir competition. Instructions were made to the segment of people with disabilities by way of face-to-face and public debate socialization to the first 3 rounds. The motivation was carried out on segments of religious groups, women's groups, suburban groups and professional groups by way of face-to-face socialization, public debates to the first 3 rounds and second-round public debates.]]>
