Abstract

All disasters experienced by Indonesia in the last years has developed anawareness of the fragility and vulnerability. At this time, the disastermanagement is currently insufficient anymore. The disaster management gain anew dimension with UU 24/ 2007 and followed some related regulations.Mitigation program implemented by BPBD Banjarnegara includes Structuraland Non Structural Mitigation has been completed well. For example, disasterdatabase, installation of Early Warning System (EWS), information andsocialization, training and disaster simulation.In the future, mitigation will be focused on public education. Thegovernment should implement the hazard maps, environmental improvement,evacuation route, installation of low-cost EWS at all location, and relocation. inadditon, whole villages must become village disaster response (desa tanggapbencana).Key words : landslides; structural mitigation; non structural mitigation.

Abstract

Children is an investment of the nation in carrying out development. Theyneed to get protection in accordance with the rights of the child. In Indonesiathere are still many children who work in hazardous places for their developmentso that their rights are not being met. To reduce the number of child workers, thegovernment made a reduction program in child labor in very poor householdscalled Withdrawal of Child Labor Program Family Hope Program (PPA-PKH). Theresearch objective is to describe the implementation of PPA-PKH program inMagelang and analyze the push and pull factors program. This study used aqualitative approach, with data analysis techniques include data reduction,presentation, conclusions and verification.Implementation of PPA-PKH program includes productivity, linearity andefficiency. The results showed that the productivity of children who return toschool only 60%. Linearity views of conformity procedures, time, cost, place andimplementing many are not appropriate. The efficiency has been achieved inimplementing the empowerment resources and assets, whereas for the utilizationof funds and technology are still less efficient. The push factors are include thesubstance of the policies and behavior of implementor, while the pull factors,interaction networks, the participation of target groups and resources; as well asother factors include a lack of awareness of parents and school attitudes thatwere not receiving target.Implementation of PPA-PKH program in Magelang District has not gonewell. Recomendation submitted in the implementation of the PPA-PKH include:data collection target group, the timely implementation, coordination betweenteam PPA-PKH and implementation team, increased oversight of funds, anincrease in facility premises, facilities and infrastructure, as well as assistingparents to raise awareness parents of the importance of school for the future oftheir children.Keywords : implementation, productivity, linearity, efficiency, push and pullfactors.

Abstract

Supervision is one of the areas of bureaucarcy reform that is expected toincrease in clean governance and free of corruption, collusion and nepotism(KKN). The purpose of the study was to identify the internal oversight authority,issues and efforts to strengthen the government which’s done by PekalonganRegency. The study was conducted with a qualitative descriptive approach.Supervisory authority pursue by the rules of Pekalongan Regency No. 56 of2013 which includes monitoring the implementation of government affairs at thedistrict level, village government affairs, internal control implementation of thetasks and functions performed by the Inspectorate.The problems encountered by the activities of the budgeted plan in theplanning documents, the quantity and quality of auditors is still lacking,unfavorable employment policy, the lack of budget and unstandard of operationalproject.Efforts must be made in order to strengthen the supervision such ascommitment and exemplary leadership, gradual addition of auditor, the additionof operational funds and increase the quality of personnel SPIP (Internal ControlSystem of the Government) in a planning manner in order to assist theinspectorate and prevent acts of maladministration and fraud (irregularities) ingovernance.Keywords: supervision; bureaucracy reforms

Abstract

One thing that can be felt directly by the people of the presence ofgovernment and bureaucracy is a public service. Through this public service tothe community will be able to assess the how big is the quality of service that hasbeen provided by the institutions of public services to the community as well asto the level where people feel satisfied with the existing services. Publiccomplaints against the lack of quality of service is one indicator that shows theinadequacy of the services provided by the bureaucratic apparatus. Demands andneeds of the community is a challenge for bureaucracy to be able to provide thebest service and to be able to perform its function properly. To that end,bureaucratic institutions need to implement a service improvement strategy thatresponds to the needs of people who wish to improve the quality of service.Based on the results of the study showed that the social field of manpower andtransmigration in Kudus Regency has two very popular service innovation andseeded. The first innovation is innovation that is the home of surgical services forKudus residents and citizens of the disadvantaged have the opportunity toreceive services such as house surgeon with the requirements that have beenset. The second innovation in the form of a death benefit up to one million rupiahfor the Kudus citizens who are entitled to obtain it. The conclusion of the researchshowed that the Public Service Innovation in Dinsosnakertrans Kudus Regencyhas been done with a Yellow Card service opportunities through on-line. SocialAssistance Home Surgery is often still experiencing problems because ofincomplete to the terms and conditions required for the maintenance of suchassistance. Abstract

The economic crisis and rising fuel prices cause the people of Indonesia isquite worse. Government seeks to issue a policy to assist people who areunderneath of the poverty line by distributing of rice for poor (Raskin). The goalof raskin is to reduce the burden of the poor people (especially for targetedhouseholds) by fulfilling their food needs in the form of rice. Since 2012, thetargeted households can buy only 15 kg of rice at a cost of Rp 1,600/ kg. In fact,there are still some lacks of discretion, due to the role of the village staffs is stilllacking in distributing raskin to the public. Other aspects are improper ontargeting, on amount, on price, punctuality and on quality. Those cause aproblem that needs to get the attention of the government of the village. Thegovernment of village needs to be more proactive in distributing raskin so thatthe problems above can be addressed as soon as possible.Keywords: staff performance; distribution; proactive

Abstract

This study focused on: Work Culture (culture sets) Apparatus. The problem ofthis study were: 1) How is work culture conditions (culture sets) Apparatus inSemarang government and 2) whether the efforts that have been made inchanging and improving work culture (culture sets) Apparatus Semarang CityGovernment. Being objective of this study were: 1) To identify work cultureconditions (culture sets) Semarang City Government Apparatus 2) To draw upproposals as efforts to change and improve work culture Apparatus (culture sets)Semarang City Government.Work Culture (culturset) Apparatus in PERMENPAN-RB number 39 in 2012can be interpreted as: Attitudes and behavior of individ and groups within anorganization that is believed to be true and become habitual in implementing thetasks and jobs. Target of Workplace Culture (culturset) Apparatus is abureaucracy with integrity and high performance. Apparatus of integrity can beinterpreted as a civilian state apparatus shown good character by consistenttrustworthy behavior.Work culture conditions imaginable in Semarang city government inreforming the bureaucracy are: 1) civil servants who are not innovative anddoes not have the spirit of change is still quite a lot; 2) Implementation ofMental Activity Less than Optimal; 3) The penalty is not a deterrent effectdiscipline; and 4) It is not the establishment of a Working Culture. To overcomethese problems the proposed efforts to change and improve work culture(culturset) Semarang city government officials are as follows: 1) Implementguidance toward the development of regional innovation appropriate and basedon the field of duty sector departments; 2) Improve the quality of the activitiesof Mental apparatus. Implementation of mental and spiritual guidance toincrease the motivation of civil servants held eight times per year; 3)Development of a culture system of labor regulation Mayor (Perwal) SemarangNo. 18 of 2008 on Guidelines for Cultural Development Working within theGovernment Apparatus Pemekot by reviewing existing regulations tailored to thedynamics of the changing times. 4) Develop materials / curriculum Mindsettingin Pre Employment and Training of all levels and types of education andtraining in Semarang City Government Training Agency.Of the efforts that have been made can be seen: Integrity PNS views ofmanagement and staff commitment and discipline of civil servants.Commitment. Semarang City Government Leaders and staff are committed tothe implementation of the reform is high. As for discipline are still many civil servants who violate the discipline, performance evaluation results Kemenpan -RB to 438 district / municipal government throughout Indonesia in 2012 wherethe results show that out of 35 districts / cities in Central Java performance isworth an average of C (not good), even Rod district worth D. Can disimpilkanreforming work culture does not yet support achievement of high performingbureaucracy. Abstract

In the Education Law No. 20 of 2003 section five of article 26 of the NonformalEducation noted that non-formal education was held for citizens whorequire educational service that serves as a substitute for, enhancer, and / orcomplement formal education in order to support non-formal education serves todevelop along hayat.Pendidikan potential learners with an emphasis on themastery of knowledge and functional skills and the development of professionalattitude and personality.The results of non-formal education can be appreciated on par with theresults after a formal education program through assessment of equivalency bythe agency designated by the Government or local government with reference tothe national education standardsWhen viewed from the Act Sikdiknas, then the role of non-formal educationis very important to improve the intelligence community and the results of nonformaleducation can be appreciated on par with the results of a formal courseafter going through the process of assessment equalization by the agencydesignated by the Government or local government with reference to the nationaleducation standards.The aim of the study is to examine the performance of tutors on homeschooling in the city of Semarang., To determine the inhibiting factors in theachievement of the performance of tutors on Home Schooling in the city ofSemarang. As well as to provide solutions to overcome obstacles in improvingthe performance of tutors onHome Schooling in SemarangHis research uses descriptive quantitative research methods. By usingprimary and secondary data sources through direct interview by using a list ofclosed and open questions, with source eleventh grade students, tutors, schoolleaders at the Institute of Non-Formal Education Home Schooling Semarang.Analysis of the data used in this study is an average, which is equipped withtables and frequency distribution for the recapitulation equipped with charts.Based on the research results can be concluded that the performance tutoron Pusat Kegiatan Belajar Masyarakat (PKBM) Anugrah Bangsa Semarang isalready well proven by the average number of seven indicators of theperformance figures obtained 3.20 tutors enter both categories.He suggestion in this study was the level of attendance tutor in class inorder endeavored timely, in terms of conveying competence to be achieved inthe plan, there are those who have not submitted, implement contextual learningin order to be improved, there is still a tutor is not maximized in foster activeparticipation of students, still needs to be improved also in response to thepositive participation of students, the use of spoken language properly andsmoothly, and makes a summary by involving students.Keywords: Tutor performance; service; and quality of education

UPTD Taman Margasatwa formed based on the mayor 68 Semarangnumber of 2008 , instability visitors is a phenomenon is interesting to checkmanagement has be done by the city Semarang and of tourism city sernarang inits management in support of progress tourism and urban developmentSemarang be increased .In this research focused on the study of analysis policiesthat have been done by of tourism and culture Semarang city especially tourismpark mangkang marga animals , where in the management of taman MargasatwaMangkang Semarang city not maximum .Research aim is to identify the problemis in tourism taman Margasatwa Mangkang Semarang city especially with regardto the physical aspects , formulate alternative policies of physical problems facedby tourism taman Margasatwa Mangkang Semarang city and giverecommendations for alternative.From our observation in the field problems found was there is a lack ofphysical infrastructure, lack of how dare socialization and promotion, the limitedbudget from the government, still relatively low human resources / personnel,there is a lack of quantity human resources, the limited performance employees,duplicate work, there is no special security officers in the game, there is a lack ofthe trash, park did not yet have good, job desk employees who are clear, thathas not been the management of zoo mangkang, still low public participation /visitors in maintaining healthy, income have not reached a designatedtarget.Formulation alternative policies that is recommended after conductedstage weighting and scoring, so three alternative policies delivered thecoordination with third party private and, improvement of infrastructure, andchanges of form the uptd to other forms.In order to overcome problems , so the management tourism tamanMargasatwa Mangkang Semarang city must be responsiveness and responsive toeverything possible , so that we can remain in existence and could be an icontourism in central java , continuously improve cooperation with all partiesconcerned in order to attract tourists , local as well as foreign .As with biginvestors / private , travel agencies and hotels and mass media , improvement ofinfrastructure in the tourist attraction taman Margasatwa Mangkang Semarangcity , that have attraction , security and visitors .Keywords : policy analysis; managing; Mangkang Zoo

Abstract

One of the government's efforts in improving the quality of teachers is to implement the policy of determining the inpassing of functional positions of non-civil servant teachers and credit figures. According to Permendikbud number 47 of 2007 renewed Permendiknas no. 22 Year 2010 Inpassing Non Civil Servant Teachers (GBPNS) is the process of adjusting the rank of Non-Civil Servant Teachers to the rank of Master Civil Servant. Permendikbud Number 28 of 2014 renewed Permendikbud Number 12 of 2016 on the granting of equal positions and rank for non-civil servant teachers. Implementation of Inpassing Teacher Program Policy Non PNS SMP Kendal private sector concluded: a) All teachers who are certified educators are able to make a proposal document inpassing the positions of teachers instead of civil servants; b) All teachers remain a certified foundation of educators proposing SK inpassing; c) Only 10% of the proposals can be issued inpassing decree from the Ministry of Education and Culture. The results of research on the factors that inhibit the implementation of policy inpassing the position of junior high school teachers rather than civil servants in Kendal District: a) Communication Factor, the absence of communication between teacher or school with Ministry of Education and Culture related to proposal of inpassing of non-civil servant teacher position become one of the point that hinder the implementation of program; b) Factors Resources, lack of human resources administrative staff in private schools in this case associated with the fulfillment of standards of educational personnel to be one obstacle policy implementation; c) Disposition Factors, Understanding teachers, administrative staff, principals and officials of the District Education and Culture District of Kendal is a good factor driving the implementation of inpassing program. The conclusion of the policy implementation of inpassing of junior high school teachers rather than civil servants in private schools in Kendal District has not been successful.

Abstract

The Adiwerna Terminal is a type C terminal located in Tegal Regency which serves passengers and city and rural transportation. In its management, the Adiwerna terminal has not gone well. Problems were found such as the absence of urban and rural transportation entering the terminal, terminal facilities that were not maintained, limited human resources, and services that were not optimal. This makes the writer interested in conducting research on the effectiveness of the Adiwerna terminal in Tegal Regency. This study used a qualitative descriptive study with the location of the research in the Adiwerna terminal. Data collected from interviews, records, until data from print and electronic media were collected into one to draw conclusions that more sharply illustrate the results of observations. As a result, the effectiveness of the Adiwerna terminal in Tegal Regency has not been optimal. In terms of time and cost it is not yet efficient. Service procedures are only regulated with 1 (one) regulation and do not have SOPs. Coordination between superiors and subordinates went well but still did not show high employee responsiveness. The availability of infrastructure is adequate but not well maintained so that passengers cannot use the facilities to the full. Things that are driving factors for the effectiveness of the Adiwerna terminal are 1) Planning Activities, 2) Organizing, 3) Control, 4) Direction, and 5) Decision Making. While the inhibiting factors of effectiveness found in the Adiwerna terminal are 1) Placement, 2) Motivation, and 3) Communication.
