Abstract

Bali's economic development is focused on agriculture, tourism and industry as thefirst priority. While other part of the Indonesia economy were suffering severely due toeconomic down turn since the middle of 1997, Bali's economy seems less affected. Theperformance of Bali's economy was analyzed employing 1996 Social Accounting Matrix(SAM), constructed based on 55x55 accounts. It is assumed that this 1996 SAM couldrepresent the present situation of Bali's economy.The impact of increased allocation of expenditures for economic infrastructure,without increased in total government expenditure, on the performance of Bali’s economywas relatively low. While increased allocation of expenditure on social infrastructure orpublic services without increase in total government expenditure would deterioratesubstantially the performance of Bali’s economy.Maintaining the government expenditure for development as in 1996 levels, but anincrease in the expenditure of tourists or private investment, would enhanced the performanceof Bali’s economy. Even a decline in government expenditure could be compensated by anincrease in tourist expenditure or private investment, suggesting that government expenditurewas not the main sources of economic growth.However, an increase in tourist expenditure without effort to increase the governmentexpenditure would affect the income distribution among household group towards moreinequality. But, increase tourist expenditure as well as government expenditure wouldpromote better income distribution.

Abstract

ABSTRACT The system approach always looks for integrity among sectors through a whole understanding, therefore, a newer framework known as an approach of the system, is needed. This research is designed to find out variables, that solving the problems by identifying variables that has contextual relationship towards integrated market system, so that the model of the impact can be concluded. The result of study shows eight elements of the system that has been identified, they are: social sector, necessities of program, constraint, enables change, target of program, yardstick, and the activities required, and linked institution. Analysis of sub-element comparison resulting key variable, they are: farmer from business agent element; constructor of the agent, capital guarantee, and government support as the program requirement; risks distribution and inequitable profit as the constraint; guarantee of quality, quantity, cost, and market as the enable change; market share as target of the program; development of incentive system as the necessary activity; and all the linked institutions except the whole sale. From the discussion that is done by the expert, it can be synthesized five criteria of partnership patterns, they are: risk distribution and fair profit, extending job opportunity, increasing of farmer income, make-up of human resources skill and guarantee of quality, quantity, and continuity of production. It is therefore, SUB- KONTRAK was chosen as the priority of alternative partnership pattern that is most appropriate with the formed criteria. Key word: Structure System, Partnership, and Agribisnis Vegetables ABSTRAK Pemikiran sistem selalu mencari keterpaduan antar bagian melalui pemahaman yang utuh, maka diperlukan kerangka pikir baru yang dikenal sebagai pendekatan sistem. Pendekatan ini berupaya untuk menyelesaikan persoalan yang dimulai dari proses identifikasi sejumlah kebutuhan sehingga menghasilkan suatu operasi yang efektif. Hasil kajian terhadap struktur sistem diidentifikasi delapan elemen sistem yaitu : sektor masyarakat, kebutuhan program, kendala, perubahan yang dimungkinkan, tujuan program, tolak ukur, aktifitas yang dibutuhkan dan lembaga terkait. Analisis pembandingan antar sub-elemen diketahui peubah kunci berikut yaitu : petani dari elemen pelaku usaha, pembinaan pelaku, penjaminan modal dan dukungan pemerintah sebagai kebutuhan program, distribusi resiko dan keuntungan yang tidak adil sebagai kendala, jaminan kualitas, kuantitas dan pasar sebagai perubahan, pangsa pasar sebagai tujuan program serta tolak ukurnya adalah meningkatnya kualitas SDM. Dari hasil diskusi para ahli disintese lima kriteria pola kemitraan yaitu : distribusi resiko dan profit yang adil, memperluas kesempatan kerja, peningkatan pendapatan petani, peningkatan keahlian SDM dan jaminan kualitas, kuantitas serta kontinyuitas produksi, sehingga selanjutnya dipilih pola SUB-KONTRAK sebagai prioritas alternatif pola kemitraan yang paling sesuai dengan kriteria yang dibentuk. Abstract

This paper describes a program called ?Quality Improvement on Intensification (QII)? especially in relation with it?s: 1) implementation, 2) adoption - diffusion and 3) effect on the rice production. The research was conducted in the District of Pekalongan and Pemalang ? Central Java, in which from each District, two villages were chosen as the sample, one village represented the succeed of QII and one unsucced QII village. The data were collected in October 2002 from ten QII cooperators? farmers and ten no cooperators? farmers in one village, therefore the total respondent farmers from Central Java were 80 farmers. The data were analyzed qualitatively and presented descriptively. The results show that: 1) the implementation of the program was not follow the QII?s rules namely: a) the selected locations were in the villages which is already received program intensively instead of the villages which never received intensification. b) The selected farmers were according to their ability in returning the credit instead of the land holding. c) The socialization of QII program only emphasized the technical aspect, not included the social aspect such as the empowerment of the farmers. 2) All the cooperators and non-cooperators farmers (100%) were familiar with the suggested technology but only technologies which were not increase the farming input such as planting distance and the number of plant which has been implemented by 100% farmers. Farming pattern was not implemented because not suitable with the water availably (Pekalongan) and capital (Pamalang). Technology with high capital such as balance fertilizing only implemented by 70% of cooperator farmers and 32% of non-cooperator farmers. , complicated technology such as organic fertilizer making and expensive technology such as post harvest were never practiced by both cooperators and non-cooperators farmers. QII program was 16% increase the rice production of the cooperator farmers and 11% of non-cooperator farmers with the benefit of each 38% and 24% from the total output; however this achievement was decrease when the program had finished.

Abstract

Declining employment opportunity in rural areas in addition to declreasing younggeneration wants to work in agricultural sector has led to migration from rural to urbanareas. This paper aims at finding out the household profile that has migrating members.The result shows that the number of migrating members is 131 (32% of the totalhousehold members). The age of migrants is relatively young with the average age 22.33years for woman and 25.74 years for man. The type of dominant job held is as anemployee of the private companies and services with the average of income per month atRp 383,849.43 (for woman migrant) and Rp 400,898.47 (for man migrant).The way migrants moves to destination is self-planned for the reason of limitedfinancial sources. The length of migrated ranges from one to three years with maindestination to Kuta (Badung Regency) and Denpasar City.The socio-economic conditions of migrants are; most household (97.53%) has theirown permanent house. Also, a large number of household (58.08%) has bathing and toiletfacilities. The average of land size holding is 60 are, where 35 are is land owned and therest is tenant land. The average of migrant household income is Rp 10,656,269.30 per year,where only 11.63% comes from agricultural sector and 88.37% from non-agriculturalsector.

Abstract

Red cayenne papper is a food ingredient that has a high demand at the level of household consumers. Demand for red cayenne is influenced by several factors. Factors demand for red cayenne papper were red cayenne papper prices, curly red chili prices, household consumer income, number of family members and consumer tastes. The research aimed to analyze the determinant factors of red cayenne papper demand and to analyze elasticity of demand of red cayenne pepper in Semarang Regency. The research location determined by purposive. Survey method was used with Quota sampling to select 90 respondents from 3 District in Semarang Regency with the criteria of highest, medium and low red cayenne pepper production. Respondents taken by snowball method. Data were analyzed using multiple linear regression. Regression analyzed showed that independent variabels simultaneosly significant on dependent variabel. Partially the income of consumers, the number of family members and consumer tastes significantly influence the demand for red cayenne pepper. While the price of red cayenne pepper and curly red chili did not significantly affect the demand for red cayenne pepper. Red cayenne pepper elasticity was elastic 0.135 and categorized as normal goods. The income elasticity was 0.317. Curly red chili was substitutes red cayenne pepper with elasticity 0.122.

Abstract

This research has been intended to find out the effects of memberparticipation, management guilty, and Government Roles on Cooperativesperformance, both the effect of the combination of those variables as well as theeffect of individual variables are observed. Path analysis is used intensively in thisstudy.This research was conducted in Buleleng regency, Cooperatives forsamples taken were there those who have been concussed as KUD’S Mandiri. Themembers of KUD’s taken ware (n = 950) and the KUD’s management staff ware(n = 65) taken from the KUD’s for samples based on the term of the proportionalallocation.Experiment using parth Analysis has show that, each of the variables(members Participation, the Management’s and of the Government’s roles) havepositive effect and significant on the performance of the KUD’s.

Abstract

This study aims to investigate the characteristic of input and output market institutionsfor smallholder livestock and also identify factors influencing the market institutionperformance in smallholder livestock. Data are collected through unstructured interview usingParticipatory Rural Appraisal (PRA) with focus group discussion at Nabire in FY 2003covering 30 selected livestock farmers and some traders as interviewed respondent. Dataanalysis conducted using qualitative and quantitative description, and research result revealsthat: (a) input – output market institutions have important role as determinant factors insmallholder livestock especially the correlation of livestock farmer earnings, (b) Bargainingposition of farmer very weak in marketing of livestock output, because the market structure oftending to oligopoly, (c) Performance of livestock market not only influenced by internalfactor, however is also determined factor of external, (d) Motivation for form of mutualprofiting partner between livestock farmer and other party is needed to improve performanceof input-output marketing of livestock. .
