Abstract

AbstractBased on the conception of regional government as stated in the 1945 Constitution in Article 18 states that "The division of Indonesian territory over large and small areas with the form of government structure is established by law". While the village administration is contained in Law no. 23 Year 2014 is a subsystem in the system of national governance, so that the Village has the authority to regulate and manage the interests of the community, it means that the village government gets serious attention in fostering the village community. The village which is a unit of law community which has the authority to observe and manage the interests of the community based on the origin and local customs that are recognized in the national government system and are in the area of the Regency. The island of Padang has implemented the road construction and the procurement of ATK to enslave the community take care of Aministrasi.minim development of development directly affects the community. keywords: sticky, development Abstrak Berdasarkan konsepsi pemerintahan daerah yang tertuang dalam Undang-Undang Dasar 1945 pada Pasal 18 menyatakan bahwa “Pembagian daerah Indonesia atas daerah besar dan kecil dengan bentuk susunan pemerintahannya ditetapkan dengan Undang-undang”. Sedangkan pemerintahan desa tertuang dalam Undang-undang No. 23 Tahun 2014 adalah merupakan subsistem dalam sistem penyelenggaraan pemerintahan nasional, sehingga Desa memiliki kewenangan untuk mengatur dan mengurus kepentingan masyarakatnya, hal ini bermakna bahwa pemerintahan desa mendapat perhatian serius dalam membina masyarakat Desa. Desa yang merupakan satu kesatuan masyarakat hukum yang memiliki kewenangan untuk menaatur dan mengurus kepentingan masyarakat seternpat berdasarkan asal-usul dan adat istiadat setempat yang diakui dalam sistem pemerintahan nasional dan berada di daerah Kabupaten.Desa pulau padang telah melaksakan pembangunan jalan maupun pengadaan ATK untuk memudakan masyarakat  mengurus Aministrasi.minim angaran pembangunan berdampak langsung kepada masyarakat . Kata kunci: tekat, pembangunan

Abstract

AbstactThe central government or local government has a very big role in the fulfillment of the principle of public services, for example in terms of education, health, socio-economic, and transportation, but in all sectors in the fulfillment of improved services, one is the increased access to public services that have not especially in areas that are archipelagos or remote areas. Success in the delivery of public services one can be measured from the access of its public services, so that not being able to get easy access in public services will cause problems that will affect the welfare of the whole society. Therefore, the role of government is very large in the implementation of public service oriented to the community.Keywords: role, local government, access to public services AbstrakPemerintah Pusat maupun Pemerintah Daerah memiliki peran yang sangat besar dalam pemenuhan azas pelayanan publik, misalnya dari segi pendidikan, kesehatan, sosial ekonomi, dan transportasi, namun pada kenyataannya tidak semua upaya pemerintah dalam pemenuhan peningkatan pelayanan berjalan baik, salah satunya adalah kemudahan akses pelayanan publik yang yang belum maksimal terutama di daerah-daerah yang kepulauan ataupun daerah terpencil.Keberhasilan dalam penyelenggaran pelayanan publik salah satunya dapat diukur dari akses pelayanan publiknya, ketika suatu daerah tidak bisa mendapatkan akses yang mudah dalam pelayanan publik akan mengakibatkan masyarakat tidak mendapatkan pelayanan dasar yang seharusnya diterima seperti pendidikan dan kesehatan, ahal tersebut akan berdampak kepada kesejahteraan seluruh masyaraka. Oleh karena itu, Peran pemerintah sangat besar dalam penyelenggaraan pelayanan publik yang berorientasi kepada kepentingan masyarakat. Kata Kunci : peran, pemerintah daerah, akses pelayanan publik

Abstract

Abstract The government's policy on development in Indonesia is considered to be impartial in the agriculture sector, from observations, the portion of the budget each year is mostly channeled to other sectors, such as education, health, security and other routine expenditures such as salaries and operations, agriculture is considered very minimal, whereas more than half of the population in Indonesia works in the agricultural sector. The farmers are still complaining about infrastructure problems such as dams, irrigation, and farm roads. In addition, the quality of human resources working in the agricultural sector is still low, the price stability of production is uncertain so that at any time can harm the farmers, the survival of the survivors are allowed by the government when they have great service in encouraging development. The number of problems that occurred in the agricultural sector became the basis of this paper. This research is based on qualitative research, where researchers collect various data field and conduct a deep analysis of the data and on the problems that occur. The conclusion of this research is that government should direct development in agriculture sector so that people get welfare by making policies or regulations that favor the farmers by improving the quality of human resources in the agricultural sector, the availability of facilities and infrastructure, the guarantee of the price of agricultural products and the guarantee of survival farmers. Keywords: policy, government, development, agriculture Abstrak Kebijakan pemerintah dalam pembangunan di Indonesia dinilai belum memihak pada sektor pertanian, dari hasil pengamatan, porsi anggaran tiap tahunnya lebih banyak tersalurkan pada sektor-sektor yang lain, seperti pendidikan, kesehatan, keamanan maupun belanja rutin lainnya seperti gaji pegawai dan operasional, sedangkan untuk sektor pertanian dinilai sangat minim, padahal lebih dari setengah jumlah penduduk di Indonesia bekerja di sektor pertanian. Para petani masih banyak mengeluhkan masalah infrastruktur seperti bendungan, irigasi, maupun jalan tani, selain itu kualitas sumber daya manusia yang bekerja disektor pertanian masih rendah, stabilitas harga hasil produksi tidak menentu sehingga sewaktu-waktu dapat merugikan para petani, jaminan kelansungan hidup para petani dibiarkan begitu saja oleh pemerintah padahal mereka punya jasa besar dalam mendorong pembangunan. Banyaknya masalah yang terjadi disektor pertanian tersebut menjadi dasar dari tulisan ini. Penelitian ini didasarkan pada penelitian kualitatif, dimana peneliti mengumpulkan berbagai data dilapangan dan melakukan analisis yang mendalam terhadap data-data maupun pada persoalan-persoalan yang terjadi. Kesimpulan dari penelitian ini adalah pemerintah seharusnya mengarahkan pembangunan pada sektor pertanian sehingga masyarakat mendapatkan kesejahteraan dengan membuat kebijakan atau regulasi yang memihak kepada petani dengan cara peningkatan kualitas sumber daya manusia di sektor pertanian, ketersediaan sarana dan prasarana, jaminan harga hasil produksi pertanian dan jaminan kelangsungan hidup para petani. Kata kunci: kebijakan, pemerintah, pembagunan, pertanian

Abstract

Urban village headman is the work area as the district under district that is under and is responsible to camat. Kelurahan has the duty and function exercise powers delegated by the Head of government and other governments carry out tasks in accordance with applicable laws. The working relationship with administrative districts hierarchical. Establishment of village is aimed to improve the ability of governance villages fruitfully, effecfive and service to the public in accordance with the level of development and progress of the construction. The purpose of this study was to determine the extent to which the performance of government officials in the Village of Sea Bengkong Bengkong District of Batam. While the benefits of this research in the form of the thesis is expected to be used to qualify for a Bachelor's degree in Public Administration at the Faculty of Social and Political Science Public Administration Program, University of Riau Islands. In this study, the authors used qualitative descriptive method to see how the performance of government officials to the village of governance in Sub Sea Bengkong Bengkong District of Batam. The research was conducted in the village Bengkong Bengkong districts northwest of Batam, data collection techniques used in this study is a Participant Observation (Participant Observatioan) through interviewsand respondence through kuesioner. The results obtained in this study is five indicators or variables that I use in this study, namely productivity of labor, Responsibility, Discipline, Capability Human Resources, and Motivation, which is very influential in the performance of government officials Village on governance in Sub Bengkong Sea Subdistrict Bengkong Batam City is variable ability of human resources, due to the ability of human resources has been owned by the sea Bengkong village officials, the administration of the wheels of government in the village Bengkong sea can run well.

Abstract

Waste sorting is not so massive in Batam City. So indeed from the source of waste most of the waste has not been sorted. The problem of waste in the city of Batam will be complicated if it is not planned carefully, especially in this case is the reduction of waste. The specific purpose of this study was to determine the implementation of the waste reduction program in Batam City in 2018 and what factors influenced its success. Place of research in the office of Batam City Environment Agency for Waste Management and the location of waste reduction partners. This type of research uses a qualitative approach with descriptive analysis. Data collected for interview, observation and documentation research. The sample technique uses purposive sampling. The results of the study, First: There are no input indicators derived regulations in the management of household waste in the city of Batam and human resources and organization of waste bank management units are still very minimal. Second: The output indicator, the rubbish bin in the houses (the source of rubbish) still consists of one type of rubbish bin so that the rubbish is indeed not disaggregated from the house. The TPS3R and Waste Bank are considered not yet running optimally because the amount is very small so that the reduction of waste is also not significantly reduce waste. Factors that influence success are generally constrained by the lack of resources, especially for TPS3R managers and the Waste Bank does not have permanent incentives from the government.

Abstract

The number of unlicensed (illegal) community gold miners occurs in West Sumbawa Regency, especially in Brang Rea District. This results in river water being polluted with mercury by the mining waste. Creation of public health problems there. The formulation of the problem in this study is the role of the government through the West Sumbawa Regency Health Office in socializing the dangers of mercury for public health in the District of Brang Rea? The purpose of this study was to study how the government through the West Sumbawa District Health Office in socializing the dangers of mercury for public health in the District of Brang Rea. The approach used in this research is qualitative. While this type of research uses descriptive methods. Health communication requires methods and media so that messages can be conveyed properly. Face to face communication methods conducted by health workers in the form of health education with messages containing mercury hazards to health. In addition to face-to-face communication methods, health communication media such as posters are also needed. The poster was chosen by the Brang Rea Health Center in its health communication activities on the grounds that the poster is suitable to be used as a follow up to a message that was delivered some time ago. Thus the poster aims to remind and direct the reader towards certain actions in accordance with what is desired by the communicator.
