Abstract

Abstract Exploitation of non-renewable natural resources is unavoidable in highway construction project resulting in waste that have an impact on global warming issues. Therefore, development of monitoring and evaluation model for environmental performance of highway construction activities is essential. Using rating system, the model proposed in this research is based on the environmental aspects of three pillars of sustainable transport development, i.e. economic, environmental and social. This research addresses four categories for assessing the environmental performance, i.e. environment and water, energy and atmosphere, materials and resources, and pavement technology and innovation. Each category consists of sub-categories with points based on the impact of sustainability and durability. Weighted values obtained are based on the amount of environmental performance points in each category. Depending on the total value, the final result of environmental performance will be classified into four groups, i.e. not certified, bronze, silver, gold, and platinum. This model can be used as a decision support system for sustainable road development. Keywords: rating system, performance assessment, highway construction project  Abstrak Eksploitasi sumber daya alam tak terbarukan tak dapat dihindari dalam proyek kosntruksi jalan yang mengakibatkan limbah yang berdampak pada isu pemanasan global. Perlu dikembangkan pemantauan dan evaluasi kinerja lingkungan terhadap kegiatan konstruksi jalan dengan memberikan peringkat untuk membandingkannya terhadap benchmark yang disebut dengan model sistem peringkat. Model ini disusun berdasarkan aspek lingkungan dari ketiga pilar pembangunan transportasi berkelanjutan, yaitu ekonomi, lingkungan, dan sosial. Pada penelitian ini diusulkan empat kategori untuk menilai kinerja lingkungan, yaitu lingkungan dan air, energi dan atmosfer, material dan sumber daya, serta teknologi perkerasan dan inovasi. Masing-masing kategori ini terdiri atas beberapa sub-kategori yang memiliki poin berdasarkan dampak keberlanjutan dan daya tahannya. Nilai kinerja lingkungan diperoleh berdasarkan jumlah persentase poin yang dicapai pada masing-masing kategori dengan bobot tertentu. Hasil ini diklasifikasikan dalam empat kelompok, yaitu tidak tersertifikasi, perunggu, perak, emas, dan platinum. Model ini diharapkan dapat digunakan sebagai dasar pengambilan keputusan dalam pembangunan jalan berwawasan lingkungan. Kata-kata kunci: sistem peringkat, penilaian kinerja, proyek konstruksi jalan

Abstract

Abstract The decrease of road serviceability is indicated by the increase in types and severity level of road damage. This could be contributed by several factors, such as flooding due to poor drainage system, excessive loads and low quality of construction. This study aims to evaluate the influence of flood, excessive loads and quality of road construction towards the road serviceability by reviewing flood-prone roads and roads that suffered excessive loads. The study was conducted at Jalan Raya Timur Kendal Km 25 + 600 – Km 27 + 800 in Central Java Province. Data were obtained through road condition survey and drainage condition observation at the time of flooded, post-flood and during 3-month maintenance works. Secondary data, such as SDI (Surface Distress Index) and IRI (International Roughness Index), traffic loads, and rainfall, were also collected to support the analysis. The results show that there is an empirical significant impact of the flooding exacerbated by excessive loads on the road damage. Strategic efforts and coordination of related ministries are required to address this problem. Keywords: flood, overloading, construction quality, road damage  Abstrak Penurunan kemampuan layan jalan terindikasi dari meningkatnya jenis dan tingkat keparahan kerusakan jalan. Banjir akibat saluran drainase yang buruk, beban berlebih, dan rendahnya mutu konstruksi ditengarai menjadi penyebab utama dari penurunan kemampuan layan jalan ini. Penelitian ini bertujuan untuk mengevaluasi pengaruh faktor banjir, beban berlebih, dan mutu konstruksi pada konstruksi jalan dengan meninjau ruas jalan yang rawan tergenang banjir dan mengalami beban berlebih. Penelitian dilakukan pada ruas Jalan Raya Timur Kendal Km 25 + 600 – Km 27 + 800 di Provinsi Jawa Tengah. Data diperoleh melalui pengamatan kondisi jalan dan drainase selama jalan tergenang banjir, pascabanjir dan saat perbaikan selama 3 bulan, serta dilengkapi dengan data-data sekunder, seperti SDI (Surface Distress Index) dan IRI (International Roughness Index), beban lalulintas, curah hujan, dan lain-lain. Hasil penelitian menunjukkan adanya dampak signifikan banjir secara empiris terhadap kerusakan jalan yang diperparah dengan indikasi beban berlebih yang melalui ruas jalan tersebut. Untuk itu, diperlukan upaya strategis dan koordinasi kementerian terkait untuk mengatasi masalah kerusakan jalan. Kata-kata kunci: banjir, beban berlebih, mutu konstruksi, kerusakan jalan

Abstract

Variations between plans and reality can hardly be avoided in construction projects. These variations may beaccepted when they are still in the acceptance limits, or rejected when they are beyond the acceptance limits.The former is called variation in acceptance and the later is called error. Distinguishing these two in acompleted construction work is very important, as rejected variations (errors) may be considered as breaching acontract, thus may have legal implications. The research aims to evaluate the traditional calculation method(MeTrad) and to promote variation acceptance and error approach (MeVE) that is able to draw a clear linewhether a particular work to be accepted and rejected. The research was conducted by comparing the results ofcalculation of the aggregate volume between MeTrad and MeVE. The data was collected from Mauponggo-Puuwada road project in Nangakeo in 2010. The results show that there was no difference in the volumescalculated using both methods. The volume of Class B aggregate based on MeTrad calculation is 386.01m 3andthe volume based on MeVE is 386.01m3; where 16.67m3 of which (3.34% of the planned volume) is in the rangeof acceptance and 369.34m3 of which (73.94% of the planned volume)is the volume that is rejected (error). Theresults suggest that MeTrad cannot distinguish clearly whether the work is within the limits of acceptance orrejection, while on the other hand MeVE can describe in detail parts of the work to be accepted or rejected.Using this MeVE calculation, an assessment of a construction workis expected to be more objective anddetailed.

Abstract

The lean construction frameworks have been developed for years to enhance the poor performance of Indonesian project delivery system which influenced by the waste of non-value adding activities. Never the less most of the developments were limited on working process and lack in people empowerment. Toyota Way which integrate working process optimization and people empowerment, was developed as a lean construction frame works. This paper aimed to assess the implementation of Toyota Way principles in project delivery system by observing project’s delivery current state (status quo). The assessment began by conducting a questionnaire survey about Toyota Way implementation which then validated by interview with involved stakeholders and field observation. The assessment showed that project’s stakeholders were still unfamiliar with Toyota Way concept. Although some Toyota Way guidelines have been used in projects completion process such as visual management and training program, it found that those guidelines had not fully implemented. The project delivery system was lack of process focus and concerns more on relationship inter-parties. It also found thatToyota Way implementation will constrained by the difficulties to change the status quo of project delivery. Moreover, it seems that construction projects need practical guidelines to simplify the Toyota Way implementation in project delivery system such as project flow evaluation and system of reflection.

Abstract

Delays related to materials are one of main problems of construction project. An effective supply chain management has a significant role in preventing this type of delay. The aim of this research is develop risk simulation model of construction supply chain in buildings. The materials include steel bars, steel profiles, formwork, and precast concrete, as they are considered the main building material. The supply chain risks are classified from supply, control, process, and demand sides. Monte Carlo simulation has been performed using Cristal Ball software. Risk identification was done through literature review, site observation, and interviews with 29 contractor personnel  working for nine building projects. The simulation results show that the minimum, maximum, and most frequent delays (in days), as follows: steel bars (2.20. 17.05, 11.24); steel profiles (2.12, 15.10, 9.75), formwork (1.79, 16.04, 10.45), precast concrete (1.76, 15.61, 10.24).  The sensitivity analysis shows that delay due to change order from client is the most sensitive for  steel bars, steel profiles, and formwork of 25.5%, 37.4%, dan 17%, respectively. The results of this research is useful for contractors and owners who can use them as a guidance in identifying, predicting, and mitigating supply chain risks for a successful project.

Abstract

To achieve the target of 100% drinking water service, Central Java Provincial Government holds regional water supply system (SPAM) programmes in Central Java, one of which is Keburejo regional water supply system (Kebumen and Purworejo). During the development phase, it was delayed due to project cost overrun, which later promotes an option for Public-Private Partnership (PPP). Consequently, this option may increase the project risks. This study aims to identify and analyze the risks of Keburejo regional water supply system project when the PPP option is chosen. This research adopted a mixed research method of qualitative and quantitative approach. Respondents in this study were 22 respondents from PDAB Tirta Utama, Dinas Bina Marga and Cipta Karya (BMCK) Central Java, Satker PSPAM Central Java, BBWS Serayu Opak, Pemkab (PDAM, Bappeda and DPU) Kebumen and Purworejo, as well as Business Entity (PT. TGM). The results found 24 risk factors, classified into pre-construction (10), construction (4), and Operational and Maintenance (10). The majority of these risks are considered ‘High’ (83.33%), with the highest risks in the pre-construction (37,5%), and the majority is under the Government responsibility (66.67%). These results are useful for Government as a reference in managing the risks of PPP SPAM Regional Keburejo and other regional SPAM projects in Indonesia.

Abstract

Construction industry has a vital role in Indonesia’s economic growth. Infrastructure projects have been the priorities in the past five years consistent with RPJMN (National Medium Term Development Plan). It’s evident in the percentage of contribution of the construction industry, i.e. 10.2%, to Gross Domestic Product (PDB) and 6.34 million employments (5.3% national labors). However, it isn’t followed by efficiency of the construction industry. Increased cost, implementation, delay, conflict and dispute are some problems which arise from fragmentation and causes the construction industry to be known as an inefficient industry. A possible approach to solve fragment problem is studying the supply chain of the construction industry. The present study aimed to measure supply chain performance of construction using SCOR (supply chain) method, the impact and mitigation. The result was that the handling performed in TSM Bali project resulted in 5.56% of indirect waste, 8.63% of direct waste, and 443,711 tonCO2 of carbon footprint

Abstract

The use of disaster insurance for public infrastructure is still uncommon in Indonesia, including in Semarang. The success of the adoption of disaster insurance for public infrastructure is inevitably dependent on the acceptance of stakeholders. The aim of this study is to analyse the power and interest of stakeholders towards the use of disaster insurance for public infrastructure in Semarang. Data was collected via interviews and focussed group discussions with stakeholders of Semarang government officials, asset managers, users, etc. The power-interest grid of stakeholders divides the stakeholders based on their levels of power and interests, resulting in four categories, i.e. players, subjects, crowds, and context setters. This research identified the players are the Mayor, Regional Disaster Management Authority, and Regional Financial and Asset Management Authority (5.5%); the subjects category includes The Public Works Department of Human Settlements and Highways, Public Works Department, Trade Department, majority Public Health Center (40.7%); the crowds are Education Department and majority public schools (53.7%); and no context setters (0%). This study found that low trust in the insurer is a major factor causing a lack of interest in the use of insurance. The results of this study are valuable to understand the stakeholder map of Semarang city based on power and interest aspects, and serve as a basis for developing disaster insurance adoption strategies for public infrastructure.

Abstract

Dalam upaya memelihara dan meningkatkan kondisi jalan dengan anggaran yang terbatas, Kementerian Pekerjaan Umum dan Perumahan Rakyat menerapkan beberapa jenis kontrak dalam pemeliharaan jalan. Salah satu kontrak pemeliharaan jalan yang diterapkan adalah kontrak berbasis kinerja (KBK) atau performance-based contract (PBC) yang mengharuskan kontraktor merancang, membangun, dan memelihara jalan serta menggunakan indikator kinerja sebagai syarat pembayaran. Beberapa penelitian menunjukkan bahwa penerapan PBC dapat menghasilkan penghematan biaya, walaupun di Indonesia hal tersebut masih menjadi pertanyaan. Penelitian ini berusaha untuk menjawab pertanyaan tersebut dengan membandingkan biaya pemeliharaan aktual dari dua jalan yang memiliki kesamaan karakteristik, yang mana satu jalan ditangani dengan PBC dan yang lain dengan kontrak tradisional. Hasilnya menunjukkan bahwa pada satu kasus PBC lebih murah dibandingkan dengan kontrak tradisional, namun di kasus yang lain hasilnya menunjukkan hal sebaliknya.
