Abstract

Educational scholarships have long been disbursed by the Aceh Government for Aceh people to undertake undergraduate, graduate and doctoral programs in Indonesia or abroad. However, research to determine the effectiveness of the Aceh Scholarship and the contribution of the fund has not been done. This study examines the extent of effectiveness of Aceh's scholarship management and the contribution of recipients to Aceh's development. For this purpose, interviews with a number of stakeholders involved, such as fund managers and scholarship recipients and managers, and document analyses were conducted. The results show that while there are still many problems, LPSDM has made a number of breakthroughs to help students to study at a number of universities using Acehnese scholarships. Furthermore, the alumni have also contributed greatly to Aceh, especially through the institutions where they work.

Abstract

Since the downfall of Soeharto’s New Order regime in 1999, Indonesia political orientation drastically changed. President Baharuddin Jusuf (BJ) Habibie enacted number of laws that changed the face of Indonesian politics from authoritarianism to democracy. One of the laws was Law No. 22 of 1999 on Regional government, which was amended by Law No. 32 of 2004 on Regional Government. The law brought Indonesia from centralism politics to fully decentralism. All individuals and groups, mainly marginalized Muslim groups during the New Order regime, have taken the best of the shift to force the implementation of Syaria law in Indonesia by advocating the enactment of numbers of Syariat inspired regional regulations (Perda berbasis Syariat) in tens of provinces. The Perda soon became controversial and triggered debate among Muslims themselves. Even some worried if the Perda would change Indonesian constitution and ideology from secular to Islamic one. Using qualitative approach and analyzing Indonesian political preference at national-wide, this article argues that the Perda would not affect Indonesian constitution and ideology. Even large number of Indonesians likely accept the development of the Perda as part of development of democracy in Indonesia.

Abstract

Dayah is an Islamic educational institutions located in Aceh. This educational institution is similar to the so-called pesantren - an Islamic boarding school in the island of Java, both from the aspect of function and purpose (although there are also some important differences). In 2003, the Government of Aceh through the Governor of Nanggroe Aceh Darussalam Decree, issued a regulation, numbered 451.2 / 474/2003 on the Criteria Stipulation and Dayah Assistance in the province of Nanggroe Aceh Darussalam (NAD). One of the subject matter is to make a policy that dayah is divided into several classifications: Type A, Type B, Type C and Non Type. This classification aims to distinguish the type of assistance to be given to dayah. This qualitative study is conducted to see how effective is the government assistance to support the quality of education in dayah. By conducting interviews to four (4) different dayah (2 interviews at traditional dayah and 2 at modern dayah), this research is expected to analyze the management of education and the impact of government assistance. The results of this study concluded that the education management of dayah remain dependent on their leadership figure (teungku), so that the impact of government assistance also varies positively to dayah physical development and improvement of facilities and infrastructure, but this assistance has also interestingly changed teungku's positive paradigm into a much more negative one.

Abstract

Tulisan ini berusaha menjelaskan kemunculan dua phenomena yangberbeda dalam pergerakan kemerdekaan Aceh, Indonesia: 1)kemunculan gerakan pemberontakan Darul Islam pada tahun 1950an,dan 2) perkembangan Gerakan Aceh kemerdekan (GAM) pada tahun1980an hingga 1990an. Penulis berpandangan bahwa kekuatan utamayang menyebabkan dua perbedaan dalam periode pemberontakan yang berbeda tersebut adalah interaksi institusional yang mendesignide Negara bangsa dan peluang untuk untuk memobilisisi budayayang didapat oleh institusi yang lainnya. Dengan kata lain, gerakangerakankemerdekaandiAcehdibentukdandimediasiolehinstitusiinstitusiyang memanifes-tasikan diri sebagai insititusi politik danmemiliki dampak yang besar terhadap perkembangan sebuahidentitas etnik. Identitias tersebut dimobilisasi dan sekaligus untukklaim sebuah grup (Horowitz, 1985: 229-235). Para elit etnik, sebagaipimpinan dalam sebuah gerakan, bertindak sebagai agen untukmemperkuat mobilisasi politik dan mendefinisikan keinginan sebuahdaerah yang menjadi daerah basis budaya mereka. Isu yang terdapatdalam identitas etnik dan tantangan-tantangan institusi merupa-kanpermasalahan yang juga akan dibahas dalam tulisan ini. Khususnya,tentang apakah persamaan yang alami pada pondasi ideology yangdiwariskan dari satu ke gerakan pemberontakan lainnya padaperiode yang berbeda? Kenapa, contohnya, pem-berontakan pertamayang terjadi pada tahun 1950an berhubungan dengan gerakan DarulIslam lainnya di Republik ini?Lalu kenapa GAM pada tahun 1980anmengunakan dasar dasar etnik untuk pemberontakan politik mereka?Demikian juga, kenapa kedua gerakan pemberontakan tersebutmuncul dengan varian yang berbeda. Misalnya, Darul Islamdipimpin oleh para Ulama sedangkan GAM dipimpin oleh kelompokSekuler. Jawaban-jawaban untuk pertanyaan tersebut akan digalimelalui sejarah insititusi kedua gerakan perberontakan tersebut

Abstract

This qualitative research discusses generally the development of Islamic political thoughts from classical period to the beginning of twentieth centuries. By describing various mainstreams in the political thoughts, the author argues that Islam does not offer a very specific political system, but it respects and and is adaptable to any system since it does not oppose the tenet of the religion.

Abstract

This article aims to explore the role of adat in solving women's and children's issues. During this time, Adat often viewed as a source of doom for women and children. Indigenous peoples who are influenced by the interpretation of Islamic teachings that misogamist often positions women and children under the control of male power. The article seeks to find answers on whether Adat can contribute otherwise, improve the state of women and Adat? By observing ethnographic Adat developments in central Aceh District and Bener Meriah, this article offers the opposite view. That as part of solving women's and children's issues, Adat should not be taken captive but should be approached, influenced, and used to improve the state of women and children.  Abstrak: Artikel ini berupaya mengekplorasi tentang peran adat dalam penyelesaian masalah perempuan dan anak. Selama ini adat sering sekali dipandang sebagai sumber malapetaka bagi perempuan dan anak. Adat yang patriakis dan dipengaruhi oleh penafsiran ajaran Islam yang misogamist kerap memposisikan perempuan dan anak di bawah control kuasa laki-laki. Artikel berusaha mencari jawaban apakah adat dapat berkontribusi sebaliknya, memperbaiki keadaan perempuan dan adat? Dengan mengamati perkembangan adat secara etnografis di Kabupaten Aceh Tengah dan Bener Meriah, artikel ini menawarkan pandangan sebaliknya. Dia menawarkan bahwa sebagai bagian penyelesaian masalah perempuan dan anak, adat seharusnya tidak dilawan, tapi harus didekati, dipengaruhi, dan digunakan untuk memperbaiki keadaan perempuan dan anak.

Abstract

This article argues that Gayonese community practice Islam through the culture and less concern with religious texts. Although the wave of islamization since the colonial time and post-independence was high, the process does not succeed in introducing what the local scholars called as Islamic tradition. Such situation forces the following ulama to defend culture by finding justification for every practice instead of abolishing it. There are two factors leading to the situation. First, ulama of colonial and post-colonial time did not succeed in finding what they called as Islamic tradition replacing the existing tradition. second, lacking of regeneration of reformer Ulama that drive the living reformer ulama to support culture by inserting Islamic values and norms into the culture. This effort is crucial as the Gayonese refers more to the culture than the religious texts. This Article historically studies the development of Islam in Gayonese community. It frames its historical analysis from the Dutch colonial period to post independence of Indonesia Republic. It generally observes the impact of islamization in the past to the current situation. This article brings back the fundamental question in socio-anthropological studies about Islam that why do Muslim who refer to same source of text understand and practice Islam in widely various expression. The question is applied to this research exploring the development of Islam in Gayonese community inhabiting Central Aceh and Bener Meriah District. Thus, this research questions how did Islam develop in colonial time and its impact to the local culture? did there a debate about religion and culture take place during the colonial time and post-independence of Indonesia? How does the past event affect the current practice of Islam in Gayonese community? the questions are explored historically by collecting relevant literatures and collective memory of the local people. The collective memory data were collected from 2015 to 2019.

Abstract

By employing ethnographic methods, this research seeks to provide answer on what has changed in Gayo adat law, particularly after the Aceh government formalized adat law and adat institution? How is the adat being utilized by the Gayonese? What does adat serve for? This paper updates the discourse on Gayonese adat that has been extensively studied by John R. Bowen. Unlike Bowen’s study that focused on adat family law, this article explores both adat family law and adat penal law to observe the development of adat comprehensively. This research was conducted in Gayo society inhabiting both Central Aceh and Bener Meriah district, and it observes a new development of adat that is different from Bowen’s observation. It argues that Adat family law has transformed from being separated from Islam and state (as observed by Bowen) into being integral to the implementation of Islamic teachings in the community. Adat is currently being used to maintain the harmony and unity of kinship. For that purpose, Gayonese makes independent Islamic legal reasonings where conclusion is framed within the context of Islam, although at a glance it appears deviance from the standard Islamic law. Meanwhile, adat penal law which is recently revived by the state is functioned for different purposes by different actors. For activists, adat is important for social transformation, while for the state, adat is used to support legal enforcement at the village.
