Abstract

Kegagalan bendungan merupakan suatu bencana besar yang dapat menimbulkan kerugian besar dan dapat menimbulkan korban jiwa. Usaha dalam mengidentifikasi kemungkinan kegagalan bendungan dapat dilakukan dengan analisis risiko kegagalan bendungan. Pada penelitian ini, dilakukan analisis risiko untuk menentukan nilai probabilitas kegagalan tahunan pada Bendungan Pacal yang terletak di Kabupaten Bojonegoro. Analisis dilakukan dengan menginventarisasi seluruh mode kegagalan yang mungkin terjadi berdasarkan laporan inspeksi besar yang dilaksanakan di bendungan. Setiap potensi bahaya yang ada dilakukan perhitungan perkiraan risiko dengan menggunakan metode FMECA. Terhadap seluruh potensi bahaya yang memiliki nilai risiko dan kekritisan yang tinggi, dilakukan analisis risiko menggunakan metode pohon kejadian (event tree) sehingga diketahui proses kejadian yang mungkin terjadi. Hasil analisis yaitu probabilitas kumulatif dari beberapa potensi bahaya kegagalan Bendungan Pacal adalah sebesar:  1,29 x 10-5. Probabilitas kegagalan bendungan tertinggi yaitu pada potensi bahaya deformasi tubuh bendungan. Status risiko Bendungan Pacal berada dalam "batas yang ditoleransi untuk bendungan eksisting". Untuk mengurangi risiko bahaya kegagalan bendungan, direkomendasikan untuk dilakukan analisis deformasi lebih lanjut dan dilakukan penanganan pada keretakan pada plat beton untuk menghindari terjadinya perluasan keretakan.

Abstract

Modernization of irrigation systems plays a huge role in realizing a participatory irrigation management system oriented towards efficiency, effectivity, and sustainability of irrigation systems to support food and water security. This study aims to evaluate the modernization readiness of the Sucen Irrigation, referring to the five pillars of irrigation modernization as measured by the readiness index score (IKMI). The method used in this research is direct observation and interviews. The result from this study shows that Sucen Irrigation Area got a moderate category with a total score of 63.5 which the result for each pillar is 14.8 of the IKMI score for Water Availability, 17 for Irrigation Facilities and Infrastructure, 10.6 for the Irrigation Management System, 14.2 for Institutional Management, and 6.9 for the last pillar which is Human Resources Management. Therefore, the moderate category points to modernization should be postponed to improve the irrigation system within 1-2 years.

Abstract

Dams are massive water structures built for a spesific purpose, usually used for irrigation, raw water, flood control, and hydropower. Besides having great benefits also have the potential for failure as well. With such a large failure potential, the dam must continue to be monitored and maintained by carrying out Routine Operation and Maintenance activities. With the data obtained during the operation and Maintenance activites, we can anticipate the potential dam failure by conducting a Risk Assessment. Risk Assessment is used to determine repair and rehabilitation priorities that are balanced with budget availability and restore the service function of the dam. Manggar Dam is a dam that built by damming the Manngar Besar River. The Manggar Dam is located on the Manggar Besar River under the River Basin Unit (BWS) Kalimantan III in East Kalimantan Province. The method used in this research is Modified Andersen, wich is based on technical characteristics, safety plans, and the existing conditions of the dam. Using Inspection data that BWS Kalimantan III and Dam Office get. With visual inspections in the field, results of major inspection reports, and other technical documents. The results of this study indicate that the Manggar Dam is an old dam that has been repaired and built to enlarge its capacity. With the Andersen Modification method, the Manggar Dam gets a Total Risk Index Score (IRtot) of 19, wich means that the dam is in good condition and has a low risk of failure. There are only a few improvements that need to be made.
