The problem of food security is availability, distribution, and consumption. The problem of availability is limited and decreasing production capacity; the distributionâs problems are infrastructure, institution, safety link of distributionâs and the variation production capacity between region and season. The problem of consumption is most of energy consumption are grain and rice biased. The policy of food security not only to create the food sufficiency with development economic with rural and agriculture are the basis, but also the sufficiency of food for poor society. In order to create food reserve of society, lumbung desa is important to be improved.

This study aims at examining a basic and optimal strategy for strengthening an export-based UKM cluster at Serenan Klaten. This research sample is UKM bases on export in Serenan, Klaten. Reason of location choice in Serenan because Serenan has been specified to become one of UKM cluster to base on export by government. It used a qualitative approach with the identification of the export-based UKMâs characteristics. This included firm size, asset, planning, marketing, personnel, value of access to information and performance. In this research applied SWOT analysis to formulate strategy develops UKM in Serenan Klaten. There are seven strategies formulated to develop UKM in Serenan Klaten

Apart from governmentâs role, it is necessary to implement the development program by participatory contribution of stakeholders which is among others from non-governmental organization (NGO). One of development programs implemented from national level up to village level through constellation of government institution and NGO is PIDRA. At village level, both constellations were represented by field technical assistant of government institution and facilitator of NGO to which it employed synergic activities with community. The implementation of PIDRA Program brought positive impact on community empowerment in terms of capacity building and institutional development. Hence, experimental experience of PIDRA Program is strategically implemented in other program sites based on participatory collaborative management.

The study was conducted in Bandung District, West Java on 2005. Primary data were collected through interview with potatoâs farmers (who grow Granola variety and Atlantic variety) and potatoâs trader. Method of analysis is quantitative and qualitative analysis. The results of the study are as follow: (1) There are two kinds of marketing pattern of potato in West Java: (a) Marketing pattern of Granola variety which is distributed to several market especially central market. Majority of Granola variety is for household consumption; and (b) Partnership pattern between farmerâs group or farmers with PT Indofood FM for Atlantic variety. Most of this variety is used as a raw material for food processing industries; (2) Most of potatoâs farmers sell their product to village collectors, and potatoâs farmers who have large scale of potatoâs farm can directly sell to district traders and central market. (3) Atlantic variety were distributed through Farmerâs Group to Partner Company.

School of institutional economics emerged as rampant reaction of education and usage of neoclassic economics in research and policy application at most developed and developing countries. The school in developed countries gets many criticisms, also in developing countries that having difference in condition of economics area, social, politics, law, and culture. Usage of qualitative and quantitative research method can be utilized because of approach of the method which holistic. Usage of institutional economics school in education, research, and policymaking, appropriate in Indonesia with economics problem complexity.

Unemployment has become one of the major problems in Indonesia in the last eight years. SBY administration decides many economic policies in order to overcome the problem, but it seems not enough. However, the rate of foreign direct investment in Indonesia is increasing in the last three years. Macroeconomic indicators show that everything in its right track. This research analyzes the effects of FDI rate to employment rate in Indonesia. This research uses empirical data from ADB from 1983-2004. This research uses error correction model as a tool of analyses. The result shows that FDI rate does not have effect to employment rate. It means that FDI does not open job opportunity for many unemployer in Indonesia. In the end, this paper discusses the possibility of industrial policy in order to provide direction for government to develop Indonesiaâs industry.

Economic development theorists generally beliefs that investment mainly played an important role in economic growth. Based on that, one can easily to think that spatially disparity of economic growth mostly depends on spatially spread of investment. This work try to investigate the spatially spread pattern of investment in Indonesia in the past before the Asian financial and economic crisis occurred. In that time, the government development policy stressed not only on economic growth but also on reducing economic disparity included spatially. In the recent, the two kinds of economic development policiesâ stressing are still continued by the government. Generally, the lessons from the past is that the spatially spread pattern of investment in Indonesia tended to still concentrated in the western Java island (in Jakarta and its surrounding) and also in the Sulawesi island. While in the other island, investment tended to spread.

The aim of this research is to analyse of increasing Local Original Income (LOI) strategy and his influence to increasing the regional income. The research was done at Local Government Income of Batang regency. This research also want to know that the LOI strategy was based on the potencies and opportunities. The analyzing use the IFE, EFE, SWOT, and then QSPM to choose strategic formulation; and proportion models. The result of Internal â External analysis show that increasing strategy of LOI have not based on the potencies and opportunities that they have yet. The Local Government Income of Batang Regency needs the intensification strategy for increasing the LOI. By the QSPM analysis, the Local Government Income of Batang Regency needs extensification strategy for LOI acceptance.
