Abstract

This research aims to conduct on-going evaluation on community-based clean water and sanitation program (PAMSIMAS) 2015-2018 in the Jogomulyo Village, Magelang Regency. PAMSIMAS is one of strategic government program to achieve clean and healthy communities by providing clean and drinking water services and sanitation based on community participation. Our on-going evaluation occupy six aspects as an analytical framework consist of effectiveness, efficiency, adequacy, equity, responsiveness, and appropiateness. A qualitative research with case study as research strategy was conducted to address the research aim. We triangulate both primer and secondary data to attain data source validity. Our study shows that PAMSIMAS 2015-2018 has contributed some positive results in the effort to provide clean water and sanitation services for Jogomulyo villagers. However, efficiency and resource utility aspects need to be improved to maximize the outcome of this program. There are two implications from this study. First, that government have to formulate ongoing evaluation framework since there is no on-going evaluation standard and various instrument was apllied in PAMSIMAS evaluation. Second, capacity building is necessity to build more competence management.

Abstract

Many government organizations have implemented e-government. The use of information and communication technology in governments business process spreads only in the central and local government but also in the village level. One of the most important issues in e-government implementation is institutional readiness. This paper aims to examine village government readiness through comparative analysis. The study is located in the Pemalang regency, one of the most active regencies in developing e-government in the village level.  Semaya and Pegiringan Village was chosen as research loci since they represented successful and un-succesful outcome of e-government initiatives. To address the research objective, a case study was conducted. The data was drawn from in-depth interview, observation on website and business process, and relevant documents. We find that e-government readiness in the village level can be assessed from the following aspects: data system, regulatory framework, institutional arrangement, human resources, technological infrastructure, and strategic thinking of leadership. Some policy implications can be drawn to improve the e-government readiness in village level.

Abstract

This study aims to analyse public service transformation from One Stop Integrated Service (PTSP) to Online Single Submission (OSS) model. The study was conducted at The Office of Investment and Integrated Services (DPMPTSP) Magelang Municipality. Using case study as a research strategy, the data was collected from in-depth interviews and documentation. The data were analysed using taxonomic analysis techniques. The results show some changes in several dimensions of services such as data input, service focus, issuing business licenses process, service systems and the time needed in the licensing service process. From the functional-structural theory perspective, service transformation from PTSP to Online Single Submission at The Office of Investment and Integrated Services Magelang Municipality underwent due to regulations from the central government with the aim of accelerating and facilitating business services. However, the licensing application system integration has not been running well due to application system transition. Thus, the service transformation process from manual to online should pay attention to the integration of the old system into the new one.

Abstract

This paper aims to evaluate the application of New Public Management (NPM) in Indonesia’s public sector through a brief description of public sector reform implementation and its impact to achieve better management practices and quality of public service delivery. The global advice of NPM-based reform suggests that public sector reform should be focused on management of public spending, management of public enterprises, and civil service reform. Based on this premise, the main analysis on Indonesia’s NPM included national budget restructuring, privatisation on parastatals, and bureaucratic reform. Indonesia’s budget restructuring obtained more adequate progress than both privatisation and civil service reform because of its high degree in managerial autonomy and relatively free political environment. Further research is needed to validate this proposition and to explain why NPM succeed in some areas and fail in others.
