Abstract

This paper argues that although the presidential system of government in post-reform era has been refining the 1999 elections, but has not produced a stable and effective government. One of the main factors of effectiveness and stability of the government's problem is not caused by a combination of maximal system of government and the party system, the presidential and multiparty systems, not to support the creation of an effective and stable government. Nevertheless, we could not deny that the factors supporting fragile coalition government, the composition of the cabinet, the size structure of the coalition, the threat of impeachment, presidential prerogative is limited, political considerations, the dualism of loyalty, and the weak character of the national leadership also affects the effectiveness and stability of government. The thesis concludes that in order to create an effective and stable government in a presidential system of government with a mix of multi-party system, it would require a change in the political system in Indonesia. Presidential system of government can realize an effective and stable when combined with a simple party system, and supported by a solid coalition, and the application of the ideal presidential system of government and balanced.

Abstract

In the framework of the autonomy system of the region, the existence People's Representative Council of Region (DPRD) became very important. The autonomy basically wanted the existence of utilization of the local community, where all the aspirations and the interests of the community would be articulated by DPRD, and will be aggregated through the policy in the form of the regional regulation. This DPRD will be representative for the need of people in order to fight for all the aspirations of the community that was formed in the regional regulation and DPRD policies. So that in the autonomy discourse of the region, the DPRD function that was directly linked to the existence of the community was the function of the controlling. However from several results of the research that was carried out, mentioned that the function of the DPRD does not meet the hope of the community, both the quantity and the quality of the regional regulation (Regional Regulations) that was produced by DPRD. Because of their poor achievement, the community's trust continually decreases towards the work of DPR. This condition automatically became to be a bad precedent for the autonomy system of the region and the process of democratization in the local level. Because of that from time to time, DPRD must carry out the improvement of the achievement in the legislative function.

Abstract

The era of regional autonomy not only gave birth to a new government system, but also gave birth to the dynamics of elite circulation in an increasingly complicated area, especially for political party elites. The emergence of the term "local strongmen" or "Bossism" put forward by scholars is the result of the study of regional autonomy practices that need to be studied in depth. Political party elites, can be in the form of individuals such as "strong party parties" or in the form of groups such as oligarchic elites. They play an important role in relation to the allocation of sources of power and to exert influence over party control. Their presence at political parties at the local level can be observed from three political dimensions: (1) How do they get power; (2) How they exercise power; (3) How do they maintain power.

Abstract

Soeharto's thoughts in the repertoire of Indonesian political thought tend not to be found much, however, as President of the Republic of Indonesia for approximately 32 years, Suharto has instilled an economic and political foundation in Indonesia that cannot be separated from the current conditions. The policies and political decisions Soeharto took were influenced by the political culture that lay behind his personal life. Political socialization that developed into a political culture in Soeharto was seen in his political struggle leading to the construction of a feudalistic political system, thus influencing Indonesia's political culture. As a leader, Suharto understood what was tried and thought for the nation and the survival of its people, all of which were extracted from Javanese cultural thinking. This all resulted from how he could adapt Javanese cultural thinking which incidentally contained a philosophy of prosperity and national welfare.
