Abstract

Industri tekstil dan produk tekstil (TPT) Indonesia masih menghadapi masalah utama yang terkait dengan produksi dan produktivitas. Struktur industri TPT masih didominasi oleh penggunaan mesin yang relatif tua. Tingkat pertumbuhan investasi yang relatif rendah adalah salah satu faktor utama yang diperkirakan mempengaruhi struktur industri TPT. Tujuan utama dari penelitian ini adalah untuk menganalisis faktor-faktor yang mempengaruhi investasi di industri TPT. Model Panel digunakan untuk menjawab tujuan penelitian. Hasil analisis menunjukkan bahwa perkembangan jumlah perusahaan dalam industri TPT di Indonesia terus mengalami peningkatan dari tahun ke tahun. Begitu halnya dalam penyerapan tenaga kerja juga semakin meningkat. Namun demikian, perkembangan volume produksi, ekspor, dan impor industri TPT cenderung berfluktuasi. Hasil analisis model panel menunjukkan bahwa biaya bahan baku di dalam negeri, biaya bunga dan produktivitas memiliki pengaruh positif terhadap investasi di industri tekstil dan pakaian. Sementara itu, biaya bahan baku impor, biaya bahan bakar, dan biaya tenaga kerja (upah) berpengaruh negatif terhadap investasi di industri TPT.Kata Kunci: industri tekstil dan produk tekstil, struktur, investasi, model panel, produktivitas

Abstract

This study aims to analyze the impact of Foreign Direct Investment (FDI) ‎and ‎ASEAN Free Trade Agreement (AFTA) on sectoral employment in ASEAN ‎‎5. The analysis ‎focused on five main sectors, namely agriculture, mining, ‎manufacturing, ‎construction and service sectors. This paper uses panel data ‎approach with Fixed Effect Model. Variable used include employment as an ‎edogenous variable, while GDP, wages and AFTA as exogenous variables. Cross section data that are used in this study consist of ASEAN 5 countries, ‎namely Indonesia, Malaysia, Philippines, Thailand and Vietnam with periods of ‎observation as much as 9 years, from  2006 until 2014.‎The result of this paper that FDI, GDP, wages and AFTA have different ‎impacts in each sector. FDI has positive impact on employment in service sector. ‎GDP has positive impact on employment in manufacturing, construction and ‎service sectors. While GDP in the agricultural and mining sectors has negative ‎impact on employment. The wage has a positive impact on employment in the ‎mining and agricultural sectors. ASEAN Free Trade Agreement (AFTA) that took ‎place in 2010 has a positive impact on employment in the manufacturing and ‎mining sectors.‎Foreign Direct Investment is one factor to overcome employment issues in ‎ASEAN 5, especially in service sector. While GDP becomes an important variable ‎in enhancing ASEAN 5  employment in the manufacturing, construction and ‎services. Increasing wages can be applied on agriculture and mining as it has a ‎positive impact on employment. AFTA that has taken place is proper policy for the ‎ASEAN 5 to encourage economic growth in the mining and manufacturing ‎sectors that have an impact on increasing demand of labor in the sector.‎

Abstract

Development of cooperatives is an important element that must be done in order to realize the national economic development because the cooperative able to accommodate the community in achieving the goal of improving the welfare of the people based on the principle of mutual cooperation. Differences in regional characteristics lead to diversity in the development and development of cooperatives. Java Island with rapid economic growth, able to build cooperatives in large numbers but the performance of cooperatives and growth is still fluctuating. Therefore, this study aims to determine the comparative advantage in cooperative development and analyze the factors that affect the performance of cooperatives in Java. This research uses secondary data with Method of Econometrika Data Panel and Method of Economic Performance Index of Regional Cooperation (PEKR Index). The results showed that the provinces of Central Java and Yogyakarta have a comparative advantage in the economic development of cooperatives in 2011-2015. Factors affecting the performance of the cooperative is the number of active cooperatives, the number of cooperative employees, own capital cooperatives and PDRB. Abstract

Poverty is a social problem that has not been resolved until now. One way to overcome poverty is through equitable and targeted infrastructure development throughout Indonesia. This study analyzes the effect of infrastructure development on poverty through economic growth in Java and outside Java. The analytical tools in this study are simultaneous panel and typology klassen equipped with two structural equations. This study found that electricity, education, transportation and water infrastructure affect economic growth in Java. Meanwhile education, electricity, health and transportation infrastructure affect economic growth outside Java. Population and economic growth both affect poverty in Java and outside Java.

Abstract

The purpose of this study is to examine the economic impact of Covid-19 on the performance of micro, and small enterprises (MSEs) and cooperative institutions; how the strategies and formulate a recovery strategy in the new normal era. The main data used are primary data collected through interviews to MSE and microfinance institutions. The analytical method used is descriptive statistics and econometric models. The before and after analysis shows the significantly different costs and benefits of MSEs before and after the pandemic. The analysis shows that in the pandemic Covid-19 period, all MSEs decreased performance, most experienced a decrease in business turnover (6 percent) and similarly with cooperative institutions, their turnover decreased to 55%. The strategy of the cooperatives to maintaining its performance is to provide relaxation, improve efficiency by reducing employees, and ask for a reduction in profit-sharing payments to creditors; while the MSE strategy if the cooperatives does not provide loans for a while is 60 percent of MSEs seeking loans from relatives, 25 percent borrowing from other microfinance despite high-interest rates and 15 percent selling their household assets.

Abstract

The objective of this study is  to examine the impact of  sectoral investment on regional disparity, and macroeconomic performances in Indonesia.  Investment have an important role in increasing productivity in order to encourage economic growth and equity. Investment allocation in Indonesia is biased to industry sector and to Java island.  Eventhough structural change in Indonesian economy have been excisting, this structural change is associated with the shift from a predominantly agricultural economy to one dominated by the industry and service sectors, but most of the regional economy are still dominated by agriculture sector and this sector has highest contribution on employment absorption.  Model of CGE multiregional is a comfortable method to analyse that aims of the study. The main finding was that the priority of investment allocation into the agriculture, agro-industry and infrastructure sectors or implementation of the ADLI strategy  supported by infrastructure construction results the best impact on growth and on decreasing regional disparity.  But, the ADLI strategy supported by infrastructure construction has a weakly impact on increasing the investment expenditure and export.

Abstract

The cost structure of textile and clothing industry will affect its performance. Therefore, the analysis of cost structure and its influence to the performance of textile and clothing industry is very important to do. The purpose of this study is to analyze the cost structure and factors that influence the performance of the textile and clothing industry. The analysis used in this research is descriptive and panel model analysis. The result shows that the share of domestic raw material cost is the largest in Indonesian textile and clothing industry cost structure, except for fiber industry where the share of imported raw material cost is the largest. Panel model analysis shows that industry structure, output value, and efficiency have a positive effect on performance (cost price margin/PCM) of textile and clothing industry. Meanwhile, the increases in costs (domestic raw material cost, imported raw material cost, labor cost, and fuel and lubricant cost) negatively affect the performance (PCM) of textile and clothing industry.Keywords: cost structure,  performance analysis,  panel model, price cost marginABSTRAKStruktur biaya industri tekstil dan produk tekstil (TPT) akan mempengaruhi kinerja industri tersebut. Oleh karena itu, analisis struktur biaya dan pengaruhnya terhadap kinerja industri TPT penting untuk dilakukan. Tujuan dari penelitian ini adalah untuk menganalisis struktur biaya industri TPT dan faktor-faktor yang mempengaruhi kinerja industri TPT. Analisis yang digunakan dalam penelitian ini adalah analisis deskriptif dan model panel. Hasil penelitian menunjukkan bahwa pangsa biaya bahan baku dalam negeri merupakan yang terbesar dalam struktur biaya industri TPT Indonesia, kecuali pada industri fiber dimana pangsa biaya bahan baku impor merupakan yang terbesar. Analisis model panel menunjukan bahwa struktur industri, nilai output, dan efisiensi berpengaruh positif terhadap kinerja (price cost margin/PCM) industri TPT. Sementara itu, peningkatan biaya-biaya (biaya bahan baku domestik, biaya bahan baku impor,  biaya tenaga kerja, dan biaya bahan bakar dan pelumas) berpengaruh negatif terhadap kinerja (PCM) industri TPT.Kata kunci: struktur biaya, analisis kinerja, model panel, price cost margin

Abstract

The main issue in the dairy farm business managed by the communities is the relatively low efficiency level of the businesses run by some of the farmers. The research objectives were to analyze the performance of dairy farm business, factors that influence dairy production, and technical efficiency level of the community dairy farm businesses in Indonesia. The research was conducted by surveys so that the primary data from the samples of farmers’ households were obtained through interviews and questionnaires. The analytical method used in this study was the stochastic frontier production function. The results of the analysis showed that the number of the lactating cows raised in small-scaled farm businesses decreased from the previous year; on the other hand, the number of the lactating cows in large-scaled farm businesses increased. Meanwhile, the average milk productions have declined in both small and large-scaled farm businesses. The results of the analysis of the stochastic frontier production function showed that forage fodder input (HMT), concentrates, employment and number of lactating cows are influential factors on milk production.Thus, the efficiency analysis suggests that the level of technical efficiency of large-scaled farm businesses is higher than that of the small-scaled farm businesses, while the efficiency distribution is predominantly in the range of 0,80 to 1,00, which means that most farm businesses have achieved a high level of technical efficiency. The individual factors from the farmers which are influential in decreasing business inefficiency include age and education level; on the contrary, the influences of experience and ownership of the garden affect the efficiency in the opposite way. Abstract

One of the government’s policies to realize food security is the expansion of new rice fields called the rice fields development program. Rice fields development programs carried out outside Java Island are constrained by socio-cultural factors, limited infrastructure for farming facilities, land fertility, market access, labour availability and others. This study aims to analyze the impact and evaluate the sustainability status of rice fields development program in 2016 in Katingan Regency, Central Kalimantan Province. The study was conducted in Katingan Kuala Subdistrict, Katingan Regency, Central Kalimantan Province in May - June 2018 respondent who participate in rice fields development program from the Ministry of Agriculture in 2016. Primary data were collected by interviews with questionnaires on 41 respondents who have deliberately determined farmers and program participants supported by focus group discussions with 10 key informants and observations in the field. Indicators in determining respondents were the area of rice field ownership, farming experience and skills, main income source, education level, and others. While the informant criterion was understanding the social, cultural, institutional, infrastructure and environmental conditions during rice fields development program took place. Rice field development program in Katingan Kuala District, Katingan Regency in 2016 can be implemented as planned. The impact of the rice field development program includes increasing farmers' income, expanding employment opportunities, but not damaging the environment. The increase in income does not increase the welfare of the average farmer because the increase in income only reaches 11.6%. The results of the analysis used the Rapid Appraisal for Farming (RAP-FARM), specifically the Multidimensional Scaling (MDS) approach showed a sustainability index was 54.30. It means that rice fields development program in Katingan Regency was less sustainable because the five sustainability indicators are institutional and infrastructure was less sustainable; while other aspects were quite sustainable with the highest value in the ecological aspects. AbstrakSalah satu kebijakan pemerintah untuk mewujudkan ketahanan pangan adalah perluasan lahan sawah yang disebut dengan program cetak sawah. Program cetak sawah yang dilaksanakan di luar Pulau Jawa terkendala faktor sosial budaya, keterbatasan sarana prasarana usaha tani, kesuburan lahan, akses pasar, ketersediaan tenaga kerja dan lainnya. Penelitian ini bertujuan menganalisis dampak dan mengevaluasi status keberlanjutan cetak sawah tahun 2016 di Kabupaten Katingan, Provinsi Kalimantan Tengah. Penelitian dilakukan di Kecamatan Katingan Kuala Kabupaten Katingan Provinsi Kalimantan Tengah pada bulan Mei - Juni 2018 responden peserta program cetak sawah dari Kementerian Pertanian tahun 2016. Data primer dikumpulkan melalui wawancara dengan kuesioner terhadap 41 responden yang ditentukan secara sengaja dan didukung focus group discussion dengan sepuluh informan kunci serta observasi di lapangan. Program cetak sawah di Kecamatan Katingan Kuala, Kabupaten Katingan tahun 2016 dapat dilaksanakan sesuai dengan yang direncanakan. Dampak program cetak sawah antara lain meningkatkan pendapatan petani, memperluas kesempatan kerja, namun tidak merusak lingkungan. Peningkatan pendapatan tidak sampai meningkatkan kesejahteraan rata-rata petani karena peningkatan pendapatan hanya mencapai 11,6%. Hasil analisis menggunakan Rapid Appraisal for Farming (RAP-FARM), khususnya pendekatan Multidimensional Scaling (MDS) menunjukkan indeks keberlanjutan 54,30. Hal ini berarti program cetak sawah di Kabupaten Katingan kurang berkelanjutan karena dari lima indikator keberlanjutan, yaitu kelembagaan dan infrastruktur kurang berkelanjutan; sementara aspek lainnya cukup berkelanjutan dengan nilai tertinggi pada aspek ekologi.

Abstract

Fiscal decentralization is one of the government’s strategies to improve people’s welfare. The fiscal decentralization policy instrument that can directly affect the quality of local government spending is The Specific Allocation Fund (DAK). The DAK management in the financial aspect has a few problems, nonoptimal regional government performance and mismatched allocation and government needs. Proposal based The Specific Allocation Fund (DAK) hopefully could adjust the development priorities determined by regional conditions, government needs, and undeveloped villages with high-level poverty. Pandeglang and Lebak Regency are the region with the highest poverty level in Banten Province. This study aims to analyze the DAK effect of each sector on poverty in Pandeglang and Lebak Regency. The analysis used Geographical Weighted Regression (GWR) with DAK data for each field in 2018 and poverty data in 2019. The result showed that DAK variables in education, health, and agriculture tended not to reduce poverty rates. The DAK variable in the housing and settlement sector, the marine and fisheries sector, the tourism sector, and the market sector tended to reduce poverty. At the same time, the DAK variable in Road, sanitation, and village funds tended to reduce poverty levels in most districts. Based on the study, the poverty alleviation program in each district is adjusted to each of the DAK sectors that are influential. However, the result indicated that the adjustment of DAK sectors influenced the poverty alleviation program in every district in Pandeglang and Lebak Regency.
