ANALISIS POTENSI EKONOMI KOTA GORONTALO DENGAN PENDEKATAN MODEL BASIS EKONOMI Joice Machmud; Umar Sako Baderan; Iswan L. Lasena

This study aims to: 1) Identify which sector is the base sector in Gorontalo City from 2014 to 2018, and 2) Identify the position of economic sectors in Gorontalo City from 2014 to 2018. The research method uses a quantitative approach with quantitative descriptive research type. The results obtained: 1) Based on the LQ analysis of GRDP in Gorontalo City for the period 2014-2018, it is known that there are 15 sectors which are the base sector or LQ˃1, namely the largest contribution in Gorontalo City is contributed by the wholesale and retail trade sector; car repair and recycling with a value of 14.92%. Meanwhile, the lowest sector contribution came from the electricity and gas procurement sector at 0.05%. 2) The results of the Klassen typology analysis showed that sectors belonging to Quadrant I or the criteria for advanced and rapidly growing sectors were found in twelve sectors. Meanwhile, in Quadrant II, the criteria for advanced but depressed sectors are two sectors. In Quadrant III or criteria for potential or still developing sectors, there are two sectors. Whereas in Quadrant IV or relatively underdeveloped sectors, there are no sectors that fall into this category, and 3) Based on the results of the classification typology analysis, Gorontalo City is in the position of Quadrant I, which has a sector that is advanced and growing rapidly.Keywords: Economic Potential, Economic Basis

Tujuan penelitian ini adalah untuk mengetahui pelaksanaan Program Kemiskinan Perkotaan pada Kantor Desa Dembe I Kota Gorontalo Kabupaten Kota Barat. Permasalahan dalam penelitian ini adalah bagaimana profil keluarga miskin penerima dana bergulir P2KP di Kabupaten Gorontalo Kota Barat Tahun 2007 khususnya di Desa Dembe I, Bagaimana pelaksanaannya menggunakan dana bergulir di lingkungan Badan Kemandirian Masyarakat (BKM) dan ( KSM) Program Penanggulangan Kemiskinan Perkotaan (P2KP), bagaimana pengembalian dana bergulir di Badan Kemandirian Masyarakat (BKM) dan (KSM) pada Program Penanggulangan Kemiskinan Perkotaan (P2KP) dan bagaimana keberhasilan pelaksanaan P2KP Kota Barat di Kabupaten Gorontalo pada tahun 2007 khususnya di Kecamatan Dembe I Gorontalo Kota Gorontalo? Populasi dalam penelitian ini adalah seluruh keluarga miskin yang terdapat di Kelurahan Dembe I Kecamatan Kota Barat yang berjumlah 1.063 KK yang tersebar di 4 RW dan 8 RT, jumlah populasi dalam penelitian ini adalah 304 Kepala Keluarga Miskin, sampel sebanyak 90 kepala keluarga dianggap representatif.Kata Kunci: Pola Pelayan Program Penanggulangan Kemiskinan Dembe P2KP Kelurahan I.

This research aims to determine and describe the management of BUMDes in improving the community's economy in Luwoo Village, Telaga Jaya District, Gorontalo Regency. Data analysis method used is qualitative data analysis carried out interactively and continuously until it is complete, so that the data is already saturated. Data obtained from interviews with the Chairman of BUMDes Tumulo, other BUMDes management and the local community as business unit actors who can provide information in connection with the problem being examined. The results showed that the management of BUMdes in improving the economy of the community in Luwoo Village, Telaga Jaya District, Gorontalo Regency was seen from the management principles of cooperative, participatory, emancipatory, transparent, accountable, and sufficiency, so it still needed improvement and further improvement from all fields. Especially in terms of coordination in ordering goods with the distributor so that there are no more delays in the delivery of the goods, lack of inventory and the stock of goods.

The problem of unemployment in Indonesia has always been a challenge, especially in the regions to find a solution approach. Therefore, this study aims to see what factors affect unemployment by taking the research location in East Suwawa District, Bone Bolango Regency. This study uses a descriptive quantitative approach using secondary data sources, namely time series data for the five years 2016-2021. The equipment used in problem solving analysis is multiple linear regression involving three variables, namely Y (Unemployed), X1 (Provincial Drinking Wage) and X2 (Education Level). The results of the study concluded that the minimum wage variable (X1) had a negative and significant effect on the unemployment rate (Y) in East Suwawa District. The education level variable (X2) has a significant and positive direction on the unemployment rate (Y) in East Suwawa District. The independent variables, namely the minimum wage and education level, were able to explain the variation in the dependent variable or the unemployment rate of 5.56 percent, while the remaining 44.4 percent was explained by other variables not included in the estimate. Simultaneously the minimum wage and education level have a significant effect on unemployment in East Suwawa District. In other words, the independent variables jointly affect the unemployment rate significantly.

REALISASI PENGGUNAAN ALOKASI DANA DESA UNTUK PEMBANGUNAN DESA DI KECAMATAN TELAGA BIRU KABUPATEN GORONTALO (Studi Kasus di Desa Pentadio Timur) Joice Machmud

This research aims to: determine the extent to which the Realization of Village Fund Allocation Utilization for Village Development in Telaga Biru sub-District, Gorontalo Regency (Case Study in East Pentadio Village). The research method uses a qualitative research approach with a descriptive type of research. The results found that: 1) Village Fund Allocation (ADD) received by the East Pentadio Village Government, Telaga Biru District, Gorontalo Regency was more directed at personnel expenditures, goods and services expenditures and capital expenditures, 2) Utilization of ADD funds on personnel expenditures to finance the fixed income of the village head and village apparatus, allowances for the village head and village apparatus as well as allowances for the BPD and its members, 3) The use of ADD funds in spending on goods and services is more directed towards fulfilling administrative matters, monthly fixed costs as well as official travel and others, and 4) Utilization of ADD funds in capital expenditures is more directed at activities for the acquisition of land and buildings as well as the procurement of office equipment. The objective of research was to determine village fund management in improving communities’ economy at Karyamukti village. The method used qualitative research approach with research type is descriptive. Based on the result obtained the planning process is good because it is carried out in a participatory manner involving the community and social institutions. Likewise, the briefing has gone well. However, the organizational aspect is still not maximal because, the determination of the structure is not in accordance with the educational background and so the supervision aspect is still not running well, because the supervision that has so far been carried out by the BPD is only a formality following the habits.

This study aims to determine the effectiveness of the use of village funds in supporting village development in Sidomukti Village, Mootilango District, Gorontalo District. The research method uses a qualitative research approach, with a descriptive type of research. From the results of the research, itwas found that the understanding of the program was good because it was based on the PERMENDes and PERMENDAGRI, in terms of the right target it was still ineffective because the village did not socialize the programs that had been set by the village government, the timeliness of program implementation needed to be fixed again because it was not accompanied by a planned schedule.well-structured work, the achievement of goals for the improvement of the welfare of the village community, and has been carried out properly through self-management mechanisms, and the last, in terms of real change, has appeared in accordance with conditions in the field, the community caneasily obtain health, education and public services.Keywords: Village Fund, Effectiveness, Utilization

This research was conducted at the Gorontalo Regency Central Bureau of Statistics. The purpose of this study was to analyse the dependent variable, the HDI, then the independent variables, namely the health index, education index and per capita expenditure. Data obtained in the form of time series us sourced from the Gorontalo Regency Central Bureau of Statistics (BPS) from 2012-2016. The method used in the study is Multiple Linear Regression. The results of the study are shown by the regression coefficient X1 of 0,719 and the probability value is smaller than 5% which is 0,083 < 0,05, the X2 regression coefficient value is 1.280 and the probability value is smaller than 5% which is 0,035 < 0,05, while the value X3 regression coefficients of 0.001 and probability values smaller than 5% which are 0.181 < 0.05. Poverty reduction is still a priority for the government, especially the village government. Various poverty reduction programs are still being carried out by the government, therefore the role of the village government is always a concern. This study aims to determine the role of the village government by taking a case study of the Sejahtera Village, Bulango Selatan District, Bone Bolango Regency. This study used a qualitative approach by using informants as sources to answer the research objectives through interviews.The results of the study concluded that the role of the Government in poverty alleviation in the Prosperous Village has been implemented through various poverty reduction programs, namely the construction of latrines, construction of habitable houses and the provision of empowerment assistance in the agricultural sector. This role can be seen from four aspects or indicators, namely; aspects of the people who take part in social interactions, aspects of behavior that appear in interactions, aspects of people's position in behavior, and aspects of the relationship between people and contributing behaviors.

This study aims to determine the extent of the use of village fund allocation (ADD) in supporting development in Karyamukti Village, Mootilango District, Gorontalo Regency. The research method used is a qualitative approach with a descriptive type of research. The results of the research obtained are: 1) The allocation of Village Funds (ADD) received by the Karyamukti Village Government, Mootilango District, Gorontalo Regency, is more directed at employee expenditures, Goods and Services expenditures and Capital Expenditures, 2) The use of ADD funds on employee expenditures to finance the fixed income of village heads and village officials, allowances for village heads and village officials as well as allowances for BPD and its members, 3) The use of ADD funds in the expenditure of goods and services is more directed at fulfilling administrative matters, monthly fixed costs as well as official travel and others, and 4) The use of ADD funds in development activities is completely unexplained because the funds received are only used up in 3 activities that are the focus of the budget.
